New Delhi: Public Accounts Committee (PAC) Chairman Murli Manohar Joshi today said there is a growing feeling all around that the Government is "stalling" proceedings on graft cases to protect political executives.
"There is an impression, not by me but all around that this government is trying to stall any proceedings whether in PAC, court or any other agency...all such proceedings which try to bring out the involvement of any political executives," he told CNN-IBN in an interview.
He also slammed a recent Law Ministry note which has reportedly questioned the mandate of the CAG. "As far as I know, the note, it says even the Supreme Court can`t question the policies of the government. But the court can question whether there is a violation of the constitution. Similarly, the CAG has a constitutional duty to audit the Government accounts.
"The CAG wants to see whether whatever promised was performed or not," he said.
Joshi noted CAG`s job is to pin point the government`s flaws.
When asked for his reaction on the CAG`s Rs 1.76 lakh loss estimate in the 2G spectrum allocation, he said, "There are many cases where the CAG finds a loss to the exchequer.
Then the CAG is required to point out how does this loss occur and who is behind this."
He said the entire exercise is to find out whether its due to implementation or willful or deliberate bungling.
To a poser on government`s different version on the CAG report, he said, "The sane voice by the Finance Minister should be heeded by this Government".
