Addressing the opening day of the budget session of the state assembly, Patnaik said the new project, to come up soon, will integrate the administration system against crime from registration to completion of investigation.
"During the next year, it is proposed to set up three new police stations and five new outposts, while action will be taken to ensure that police-citizen inteface improves and the police become more people friendly", the governor said.
On the law and order front, Patnaik said the multi-pronged strategy adopted by the government of sustained counter-insurgency operations against active militant groups, peace overtures for groups willing for talks and rehabilitation of misguided youths had paid rich dividends.
"This has resulted in suspension of operation and agreement with various outfits as Karbi Longri National Liberation Front (KLNLF), Dima Haola Daoga (Nunisa and Jewel) and the National Democratic Front of Bodoland (progressive) with the ULFA chairman Arabindo Rajkhowa signing a memorandum and laying down arms", Patnaik said.
The governor urged the ULFA anti-talk faction led by the elusive commander-in-chief Paresh Barua to come forward for talks. "My government is hopeful that the Paresh Barua-led ULFA would also come forward to solve their problems through negotiations by shunning the path of violence", he said.
"The security scenario has shown significant improvement with a number of insurgent outfits coming over ground with a general realisation that violence provides no answers", the governor said.
"I am sure that the remaining insurgent groups will understand the sentiments of the people and come forard to create an atmosphere that is conducive for accelerating the pace of development", he said.
The governor said there was signficant improvement in the state`s financial resources with substantial increase in the plan size which was only Rs 1521.28 crore during 2000-01 to Rs 9000 crore in 2011-12. "At the same time my government is committed to provide a transparent, responsive and corruption free administration", he said.
