MD of correctional facility arrested for raping mentally challenged woman

Bhubaneswar: The Commissionerate Police today arrested the managing director (MD) of a city based private correctional mental health facility on charges of raping a mentally challenged woman.

The accused has been identified as Jayant Panda, owner of Bikash Mental Health Institute located in Sameigadia in Mancheswar area of Bhubaneswar.

According to the complaint, the woman was admitted to the mental facility in 2014 and was undergoing treatment under the supervision of Panda till 2016 during which the accused raped her multiple times on pretext of treatment.

She managed to escape the facility on May 10 and narrated about the inhuman harassment meted out to her by the institute’s owner. However, the accused dodged the allegations by declaring that the survivor was yet to be fully mentally stable. The complainant managed to slip out of the facility for the second time on May 23 and narrated the entire ordeal before her family members again.

Subsequently, the survivor’s brother lodged a police complaint against the accused Panda.

“Panda assured me that my sister’s condition will improve and took her to his institute. But she returned back and stated that Panda has been raping her because of which she escaped from the centre,” brother of the survivor said.

Meanwhile, acting on the complaint, police said the main accused Panda has been arrested and after detailed medical examination, he will be forwarded to court.

“Inspector of IUCW has been handed over the probe. We will also inspect if others lodged at the correctional facility have faced such harassments and action will be taken accordingly,” said Bhubaneswar DCP.
