Bhubaneswar: While the online registration of farmers for procurement of Rabi paddy has begun, some changes in the guidelines for the crop procurement from sharecroppers have raised serious concerns.

As per the State government’s registration guidelines for the procurement of paddy for Rabi crop season, which is scheduled to commence from May 1, a sharecropper is now required to obtain consent letter from the landholder and deposit it along with the Registration Form.

The sharecroppers will also have to submit mobile number and a copy of the Aadhaar card of their landowner during registration to sell their paddy. “There is no other way for a sharecropper to apply for registration except by the way of submission of landowner’s consent,” read the released guidelines.

However, during paddy procurement for the Kharif crop season, the sharecroppers were allowed to register even when they were unable to show consent letters from landowners or certificate from Sarpanches. They were also permitted to sell their marketable surplus subject to verification of their claims through district agriculture officers or Tehsildars.

Terming the move of the Odisha government as unfortunate, Congress MLA Santosh Singh Saluja said, “Under such circumstances (guidelines) the sharecroppers can no longer sell their paddy during the Rabi crop season. We condem such a move of the State government.”

Leader of Opposition Pradipta Naik said registration for the same is done in the name of the land owners and there is no other option.

Speaking on the issue, BJD MLA Pratap Deb said that without details of landowners, it’s difficult to identify one as a sharecropper. “Only if a land owner gives in written, one can be proved as a sharecropper,” he added.

It is worth mentioning that there is no specific norms for the sharecroppers in the State. Though the Odisha government has taken several initiatives in the past to bring a law in this regard, the efforts have yielded little or no fruits leaving the section of producers in the State suffer and deprived of several benefits.

Bhubaneswar: The Odisha government on Thursday issued an alert for the regional authorities to keep a tab on the people coming from or through other States which are showing a resurgence in cases of Covid-19.

Additional Chief Secretary to the Health Department, PK Mohapatra has shot off a letter to the collectors, DMs and Municipal Commissioners in the State to remain alert with full preparedness measures at airports and railway stations to prevent the spread due to upsurge of Covid infection in some States.

The government has asked the authorities to enhance surveillance on passengers disembarking at airports, railway stations coming from or through the States of Maharashtra, Kerala, Telangana, Chhattisgarh, West Bengal, Punjab, Delhi, Chandigarh, Madhya Pradesh, Tamil Nadu, Karnataka and Andhra Pradesh.

As per the instructions, people coming from the aforementioned States/UTs will be screened by thermal screening and those found having symptoms or fever will be tested by Rapid Antigen Test on site. If found positive, they will be put in isolation and treated as per the protocol.

ACS Mohapatra has directed officials to make necessary arrangements for thermal screening of all passengers and on-site RAT testing of symptomatic passengers disembarking from the trains/flights arriving from the identified high risk States to prevent spread of Covid-19.

Bhubaneswar: The Mahanadi riverbed in Odisha is gradually drying up and the lifeline of the State will receive less water in the coming years owing to the number of barrages built on the upper catchment area of the river by Chhattisgarh government, informed Odisha Water Resource Development Minister Raghunandan Das in Assembly on Thursday.

In reply to a question posed by Congress MLA Tara Prasad Bahinipati on the effects of building multiple barrages over Mahanadi by Chhattisgarh, Das said that Odisha continues to see less amount of water in Mahanadi as the Chhattisgarh government has blocked water in its barrages. While the water level in Mahanadi dips during the non-monsoon period in Odisha, Chhattisgarh reservoirs remain full round the year, he said.

“We had submitted a formal grievance with the Centre to resolve this dispute in 2016, following which the Central government formed the Mahanadi Water Disputes Tribunal (MWDT) in 2018,” said Das.

Reiterating Odisha government’s stance and efforts to keep the water flowing in Mahanadi, Das further said, “We had submitted an Interim Application (IA) with the MWDT in 2018 to ensure sufficient water in Hirakud reservoir during non-monsoon season, which lies sub-judice with the tribunal.

Speaking to the media, Rajya Sabha Member Pratap Dev expressed dissatisfaction over the matter and said, “There have been numerous hearings in the MWDT but it has not yielded any result yet. Chhattisgarh has made many barrages including one at Kalma with 68 gates disrupting the Mahanadi water flow to Odisha.”

Heat Wave Condition

Bhubaneswar: The Capital City of Odisha on Thursday hit a grim milestone of being the hottest town in the country after it recorded 39.4 degree Celsius.

According to India Meteorological Department, Bhubaneswar recorded a departure in maximum temperature of 6 degrees above the normal.

In Odisha, apart from Bhubaneswar, as many as 15 stations recorded temperature above 35 degree Celsius.

Baripada was the second hottest town in the State with 38 degree Celsius followed by Angul with 37.7 and Titlagarh which recorded 37.6 degree Celsius.

As per the data of the IMD’s Regional Meteorological Centre, Bhubaneswar which recorded 38 degree Celsius on Wednesday had also emerged out as the hottest city in India.

Odisha Govt Receives Awards For Technology Applications In Public Services

Bhubaneswar: Even as the fear of resurgence of Covid-19 sending some states in the country to go on lockdown mode once again, the Odisha government on Thursday withdrew the expenditure rationalisation measures imposed last year in the wake of economic downturn due to the pandemic.

It is believed that the decision has been taken to allow the government to go full throttle in developmental mode to create jobs and revitalize the economy battered by the pandemic.

State Finance Dept Principal Secretary Ashok Meena has asked secretaries of all departments to instruct the COs and DDOs under their respective control to take necessary steps to facilitate higher public spending in priority sectors during the remaining period of the fiscal year 2020-21 as well as in the coming year.

With constant monitoring of the pandemic situation, full-scale resumption of economic activities and vaccination drive across the country, the State economy is experiencing recovery resulting in improvement in resource realisation of the State government. The priority has now shifted towards higher investment in priority sectors for the revival of the economy and employment generation, Meena explained in a letter.

The government has however mentioned that money from the treasury shall be drawn only for actual expenditure during the current financial year and not for parking in bank accounts.

The rule will also be applicable to all aided institutions, co-operatives and autonomous organisations.

Keeping in view the pandemic situation and nation-wide lockdown/ shutdown which interrupted the economic activities resulting in a shortfall in the realisation of resources, the government had imposed expenditure rationalisation measures for all the departments on July 7, 2020.

Bhubaneswar: With February being on its last legs, it seems Odisha is in for a hotter March. The mercury is set to shoot over the 40 degrees Celsius mark in the third week of March.

Early model forecasts suggest that the maximum day time temperature in the State will remain 3-4 degrees Celsius above the normal maximum day temperature in March.

IS ODISHA IN FOR HOTTER CLIMES?

Heatwave will strike Odisha in the third week of March when the day time maximum temperature is predicted to cross the psychological temperature barrier of 40 degree Celsius.

As per the IMD’s multi-model ensemble forecast, the maximum temperature in the first week of March will remain 3-4 degrees Celsius over that of the normal maximum temperature in March. But the forecasts show that the mercury will not touch the 40 deg C mark.

However, in the third week of the coming month ( from March 19), the mercury in the State will show an abnormal rise, and by March 25, the maximum day-time temperature will hover in between 42-43 degree C, reveals the IMD forecast.

DISTRICT HEAT MAP

The whole of the State will record a maximum day-time temperature of around 36 deg C in the first week of March, and the same will rise to around 38 degrees C in the following week.

But the maximum temperature is predicted to cross 40 degrees C in the entire western belt of the State after March 20, the model prediction suggests.

The districts that are predicted to sizzle at over 40 degrees C are parts of Keonjhar and Kalahandi, the whole of Sundergarh, Deogarh, Angul, Boudh, Bargarh, Bolangir, Sonepur, Sambalpur and Nuapada.

In the rest of the districts, including Bhubaneswar and Cuttack, the maximum temperature is projected to remain at around 38-39 deg C, as per the model prediction.

THE HUMIDITY QUOTIENT

While the level of relative humidity is predicted to remain at around 60-70 per cent in the first week of March, it will drop to around 30 per cent in the following week, only to rise over 50 per cent in the third week of March.

As per weather experts, though the day time maximum temperature will hover at around 36 degree C in the first week of March, but due to the high level of relative humidity, the common man on the street will experience hotter and muggy days during the week.

HEATWAVE PERIOD 

The torrid time for the common man will start from March 19, when the mercury will start shooting up, the winds will also turn lighter, and relative humidity will rise to over 50 per cent. As a consequence, if IMD’s multi model ensemble prediction turns true, then Odisha will witness very hot and sultry days during the third week of March.

IMD declares heatwave like conditions when the maximum day time temperature in the plains cross the level of 40 deg C. And IMD’s multi model ensemble shows that the State may record the season’s first heat wave like conditions in March.

NO RAINS IN MARCH

Odisha will be going to witness a thirsty summer this year. As per IMD’s forecast, the State will not witness any rainfall during the month of March, like that of January and February.

IMD has categorized Odisha as a largely deficient rainfall state in the country. It estimated the deficient level at a whopping 85 per cent. Data shows Odisha normally receives over 27 mm rainfall during the period of Jan-Feb, but the State could receive a scanty 4mm rainfall this year till date.

THE CONSEQUENCE: Largely deficient rainfall has an impact on soil moisture. The estimates show the volumetric soil moisture in Odisha has sunk to a negative zone.

“While fall in soil moisture will have a harmful impact on the upcoming Rabi crops, the groundwater level will post a sharp fall, whereby, many groundwater drinking sources like tube wells will go dry by March last and April first week. All this could lead to a drinking water crisis in the Summer,” explained former OUAT Vice-Chancellor DP Ray.

Bhubaneswar: Odisha government is preparing a database of senior citizens and people aged above 45 years of age and suffering from comorbidities who will undergo inoculation from March 1 in the next round of COVID-19 vaccine roll-out, chief of the Directorate of Medical Education & Training (DMET) CBK Mohanty said on Thursday.

Mohanty said that the elderly and comorbid people will be administered vaccine after registration as per the guidelines laid down by the Centre.

Vaccination centres will be prepared as per the total number of beneficiaries who will register their names to take part in the drive.

While vaccination will be free of cost in government hospitals, the rate of vaccination in private hospitals will be fixed by the Centre.

“The Union Health Ministry will launch Co-WIN 2.0 (CoVID-19 Vaccine Intelligence Network), the next phase of Coronavirus vaccination in the country in the next few days and accordingly, we will also start our drive,” Mohanty said.

After registration, people will be asked to take the vaccine at the nearby govt hospital but those interested in private hospitals will be accordingly allotted slot.

Union Minister Prakash Javadekar on Wednesday announced that people above 60 years and those above the age of 45 years with comorbidities will be given the COVID-19 vaccine free-of-cost at 10,000 government hospitals. The government has also authorised 20,000 private centres to give out the shots.

Odisha government has also written to the district collectors and municipal commissioners on the operational strategy for initiating the vaccination.

Additional Chief Secretary of Health department, PK Mohapatra said that in view of the anticipated high number of beneficiaries, all the public health facilities from tertiary level Medical Colleges and Hospital, Districts Headquarter hospitals, Sub-Divisional Hospitals, CHCs, PHCs, Health and Wellness Centre and Sub-Centres should be prepared for offering COVID-19 vaccination services.

Odisha Matric Exam 2021: Board To Strictly Follow Covid-19 Protocols, Increase Centres

Bhubaneswar: The resurgence of coronavirus infections in several states like Maharashtra has sounded an alarm regarding the second wave in Odisha as well. As the annual Class X board examination is on the cards, the spike in Covid cases has forced the State health authorities to undertake several precautionary measures.

The Board of Secondary Education (BSE) officials on Thursday stated that elaborate arrangements are being made for the conduct of the Odisha Matric exam 2021, starting from May 3.

BSE President Ramashis Hazra said that the Board is fully prepared to conduct the matriculation examination which will be held amid strict enforcement of the COVID-19 protocols.

“The number of examination centres will increase this year as Covid-19 protocols will be strictly enforced. As per plans, we are expecting a rise in the number of centres by 20 per cent,” said Hazra.

According to Hazra, Covid-19 protocols will be implemented at examination centres depending on the size of the hall. All the guidelines of the State government will be strictly followed.

“Over 6 lakh students have registered for this year’s matriculation examination. Already, the process of verification has begun. We will take appropriate decision keeping in view the Covid-19 situation in the state,” Hazra added.

Cuttack: A girl pursuing Plus II courses in a city college was rescued in a critical condition from her rented accommodation which was allegedly set on fire by some unknown attackers on Thursday.

As per preliminary reports, the injured girl was found with her hands and legs tied up when she was rescued in a serious condition from the house at Mansingpatna area located in the heart of Cuttack city.

It is alleged that the attackers had injected her with sedatives before making an attempt to kill her by setting the house ablaze.

Ashwni Panda, the victim’s uncle said that four persons were involved in the attack. They attempted to set her on fire by pouring kerosene on her, he alleged.

“I was in Bhubaneswar when I got information about the incident. The miscreants had thrashed the girl and attempted to kill her by setting the house on fire,” said Panda.
Panda said the girl was alone in the house when the incident occurred.

“My niece was getting threats repeatedly from some people on social media. I do not have much information about them. Her parents can shed more light on it,” Panda added.

The owner of the house, identified as Subhashree, first noticed smoke emanating from the room where the girl lived and raised al alarm.

“The girl has been living on rent for the past two years. She is a +2 Science student at a college in Cuttack.”

Subhashree, who spoke briefly to the girl before she was taken to a hospital, said, “She told me that four masked men had entered her room at around 11 am. The miscreants thrashed up the girl, injected something to her and later attempted to kill her by setting her on fire.”

The injured girl has been shifted to the SCB Medical College and Hospital where she is stated to be critical.

Senior officials from the Commissionerate Police who met the victim at the hospital have launched an investigation into the incident.

“The girl is now under treatment. We are still to record her statement. It will be premature to say anything as our investigation is still underway,” said a senior police official while requesting anonymity.

Bhadrak: In yet another major success for the State police, an acid attacker from Bhadrak who had been elusive for the cops in the last 19 years has finally landed in the police net.

Dhusuri Police on Wednesday arrested a man named Subash Behera on charges of attacking his neighbour with acid around 19 years ago in Raipur area of the district.

As per sources, Subash had thrown acid on the wife of one Bhajagobinda Jena, who happened to be his neighbour, over a family dispute back in 2002.

Acting on a complaint lodged by Jena and his wife, police had raided the house of the accused, but could not arrest him as he was absconding.

Dhusuri Police launched a manhunt to nab Subash after registering a case-number 26/2 but it could not make any substantial headway into the case.

On Wednesday, cops received an intel that Subash has come back to his house and immediately raided the spot to arrest the accused.

After preliminary interrogation, a special team of cops arrested Subash from his house and forwarded him to the court.

As per official sources, severe charges under section 303 and 327 under the IPC have been slapped against the accused in connection with the incident.

A few days ago, the Twin City Police of Cuttack and Bhubaneswar had caught Biban Biswal, the prime accused in the sensational Anjana Mishra gangrape case from Lonavla in Maharashtra. The arrest of the accused, which came after nearly 22 years, is considered to be a milestone success for the police.

Bhubaneswar: Students from the Odisha University of Agriculture and Technology (OUAT) staged a unique protest by polishing shoes on the road in the State Capital to express their resentment over the educational qualification criteria for selection into different posts under the Odisha Forest Service (OFS).

According to reports, the students have been continuing their protests since last three days urging the State government to allow candidates with Bachelor of Science in Forestry qualification to appear for different OFS examinations.

“Students take four years to complete graduation courses in Forestry. Considering the subject and the duration of the course, they are more eligible for OFS than students from other streams. Hence, the Forestry graduate students should be allowed to sit in the examinations for posts like Forest Ranger, Assistant Conservator of Forest, Assistant Manager OFDC and Junior Manager under OFS,” said a protestor.

It is worth mentioning that earlier on February 20 a group of engineers who were laid-off from their jobs had staged a similar protest by polishing shoes at the Lower PMG Square.

The engineers who were engaged in different franchises of the Central Electricity Supply Utility of Odisha (CESU) for the last 10 years were laid-off from their jobs after Tata Power took over the management of CESU for the distribution and supply of power in Odisha’s five circles-Bhubaneshwar, Cuttack, Puri, Paradeep and Dhenekal.

Bhubaneswar: The State Assembly on Thursday witnessed pandemonium during Zero Hour after the leader of the Congress Legislature Party Narasingha Mishra raised the Kotia controversy and farmers’ issue in the House.

While Congress MLAs continued to create ruckus in the House on these issues alleging government’s failure, Mishra alleged that the steps taken by the government to resolve the border issues is just eyewash.

The government should convene an all-party meeting to discuss the matter. Besides, leaders cutting across the party lines should visit the border areas and discuss with residents regarding their problems. Apart from this, government should boost the morale of the officers working in border districts.

He also grilled the government by raising Mandi problems in different areas across the State. “Even as the discussion on border dispute and mandi issues is over, the government failed to give satisfactory answers. Farmers want to sell their paddy, but government is refusing to buy. So, farmers’ issues have remained unsolved,” Mishra said.

Senior BJP legislator Jaynarayan Mishra also came down on the government for not purchasing paddy from farmers resulting in massive unrest across the State, especially in the western belt.

“The government has failed in addressing border issues as well as the farmers’ problem. Quintals of paddy are piled up in front of several mandis across the State. Farmers are spending sleepless night at the procurement centres. But, it has little impact on the government. Similarly, border issues with West Bengal and Chhattisgarh have surfaced at a time when dispute with Andhra Pradesh has remained unsolved,” the BJP MLA said.

BJD MLA Anant Das said, “I feel that there is no problem in convening an all-party meeting to discuss border issues. But, we have a House committee which is looking into the matter.”

Bear Critical After Being Hit By Unknown Vehicle In Keonjhar

Keonjhar: A bear was critically injured after it was hit by an unidentified vehicle on National Highway No-10 near Katarabeda Chhak, under Ghatagaon forest range in Keonjhar district in the early hours on Thursday.

A forest department team from Ghatagaon rescued the injured bear and took it to the office of the Divisional Forest Officer (DFO) where it is undergoing treatment. The full grown bear is stated to be critical.

Forest officials said that the accident could have occurred in the wee hours on Thursday when the unidentified speeding vehicle hit the animal when it was trying to cross the highway near Katarabeda. Locals spotted the injured bear lying on the roadside in the morning and informed the forest officials.

“We received the information in the morning and rushed to the spot. The injured bear was immediately rescued and brought to the DFO office. The wild animal is critical and under observation of a Veterinary Surgeon. The bear is unable to walk now,” informed the Forester of Ghatagaon range office.

In another incident on Tuesday, a wild bear was reportedly rescued from a ditch in ten hours of rescue operation launched by the Forest department at Deuli village under Sadar block of Nabarangpur district.

The animal had strayed into the village on Monday night in search of food. However, it accidentally fell into a 20-feet deep ditch, said reports.

Unable to get out, the bear continued growling following which the villagers alerted forest officials who rushed to the spot and launched the rescue operation.

The officials managed to rescue the bear with help of a special rope and managed to get it inside a cage after ten hours. The wild bear was later released into the wild following medical examinations.

Bhubaneswar: In a bid to discuss modalities in resolving disputes arising out of several bordering villages near Jaleswar and Bhograi in Balasore district, a meeting of top officials of Odisha and West Bengal governments is underway at West Medinipur on Thursday.

The development has come as a relief for both the neighbouring states following a prolonged dispute over demarcation of border. It’s an identity crisis of sorts for thousands of villagers from as many as 82 villages, who are affected by the continuing territorial dispute.

Notably the Subarnarekha river is the natural border between both the states. However, there is no physical demarcation and the virtual lining often creates confusion. West Bengal extracts sand from the riverbed. However, it is being said that the sand mining zones fall within Odisha’s jurisdictional boundaries which is the root cause of tension between locals from both the sides.

According to reports, in order to maintain peace and tranquility in the adjoining areas and resolve the issue, higher authorities from both states are deliberating to find ways and means.

Balasore Additional District Magistrate (ADM), Balasore Sub-Collector, Additional Sub-Collector, Additional Director Of Odisha Land Records, Jaleswar Tehsildar, two experts from Odisha Remote Sensing Application Centre and their West Bengal counterparts are taking part in the meeting.

“Earlier National Green Tribunal (NGT) had intervened in the row and directed both the stakeholders to resolve the standoff with mutual deliberation between representatives of both the states,” said Balasore ADM Sambit Kumar Nayak.

“After discussions in this regard, we have made an aerial survey of the area and used geo-referencing technologies to demarcate lines. In the process, Odisha and West Bengal have marked 36 and 52 reference points from each of the sides. Hopefully, both sides will agree with the development in the meeting and the dispute will be over soon,” said Nayak.

Bhubaneswar: People in Odisha suddenly find themselves in the grip rising temperature since the past two days.

The rise in maximum temperature which is turning into a heat wave like condition has forced the State government to sound an alert on the exigencies arising out of the developing situation.

A day after a detailed advisory was issued by the Special Relief Commissioner (SRC) on Wednesday, Deputy SRC PR Mohapatra on Thursday said that special measures have been undertaken to tackle the heat wave situation in the State.

“A massive preparedness is in place for effective handling of the heat wave situation. An all out awareness drive will be launched to educate people so that they don’t expose themselves to heat and sun for longer period,” said Mohapatra.

According to Mohapatra, the State government is also taking steps to identify places which face water scarcity during the summer months. Advance planning has been made to address the water scarcity problem in the identified pockets, he said.

“We are also focusing on schools so that children can be protected. Their parents should also ensure that their wards don’t venture out without water bottles. A notification will soon be issued for conducting classes in the morning hours and other special arrangements which will be implemented in educational institutions,” said Mohapatra.

Mohapatra said sunstroke had claimed nearly 2042 lives in Odisha in 1999. However, there has been substantial improvement in the situation following extensive awareness campaigns launched by the government on how to tackle the heat wave condition, he added.

“As many as 54 persons lost their lives in 2016, 45 in 2017, 60 in 2018 and 50 persons had died due to sunstroke in 2019. Due to covid-19 lockdown, the casualties in sunstroke had come down to 12 in 2020,” Mohapatra added.

Major Tragedy Averted After Fire Breaks Out Near Petrol Pump In Cuttack

Cuttack: A major fire broke out in a farmhouse near a petrol pump under the Sadar police limits in Cuttack district on Thursday morning triggering panic and fear among locals and commuters on a busy road in the vicinity.

As per reports, the fire broke out at Bamphakuda farmhouse which borders a densely populated locality and a petrol pump adjacent to the place .

Locals said that they initially tried to douse the flames by sprinkling sand and water. However, it could offer little help. The fire brigade was informed after which two fire tenders were despatched, one each from Cuttack and Bhubaneswar respectively.

Though the exact reason behind the mishap is still unclear, it is suspected that the fire initially was reported at the bushy area at the farm house. Later, the situation was brought to control by the fire fighters after wrestling for over an hour.

“As the petrol pump is located too close to the place where the fire broke out, anything could have happened if quick step was not taken by the fire tenders,” said a local resident.

However, some locals alleged that the fire tenders reached the spot almost an hour after they were informed. He said the fire could have been prevented from spreading had the fire tenders reached earlier. “The fire tenders had to cover almost 24 kilometres to reach the place,” he said attributing to the delayed response.

Bhubaneswar: Tension flared up at Congress Bhawan on Thursday following a clash between two groups of party workers in presence of senior leaders including Pradesh Congress Committee (PCC) president Niranjan Patnaik.

The fracas broke out ahead of the party’s general council meeting after one group accused the members of another camp of siding with ruling Biju Janata Dal (BJD).

A section of party workers alleged that OBC Cell president of the PCC Bishnu Charan Barik along with his supporters were indulged in anti-party activities by siding with BJD.

Barik and his family members had campaigned for BJD during last by-election to Jagatsinghpur Assembly segment. Due to his anti-party activities, we lost our popular leader Chiranjeev Biswal in the poll. We request the PCC president to remove Barik from the party immediately,” a party worker said.

Situation turned ugly after Barik was vehemently opposed to take part in the general council meeting. A stage erected on the premises of the party office for the meeting has been demolished in the tussle.

On the other hand, Barik has rubbished the allegations levelled against him. “I have no political affiliation with BJD and its leaders. A BJD MLA is the friend of my younger brother. He keeps coming to our house as a family friend,” Barik said.

Meanwhile, PCC president Niranjan Patnaik has assured action against the indiscipline workers who have created nuisance.

“We will conduct a thorough inquiry into the allegation levelled against OBC cell president. If he is found to have involved in any such activities that go against the party’s interest, action will definitely be taken against him. If anyone has any issues, they should bring their resentment to the AICC and PCC. Indiscipline in any form will be strictly dealt with,” Patnaik said.

A detailed discussion will be held in the meeting, he added.

Odisha Matric Exam 2021: Board Releases Practice Question Papers

Bhubaneswar: The Board of Secondary Education (BSE), Odisha is taking all possible measures to ensure that the Class X students do not feel any pressure or hassles in appearing the 2021 matriculation examination.

After question paper pattern, the BSE has now released practice question papers for the students. The students can assess the practice question papers on the official website of the board.

Earlier, the State government had announced for the reduction of syllabus for the annual high school certificate (HSC) examination which is scheduled to be held from May 3, 2021 following disruption of physical mode of teaching in schools in view of the COVID-19 pandemic last year.

Similarly, examination for Madhyama Sanskrit will be held between May 3 and May 12, 2021.

The exam for Odisha Open School will also be held from May 3 to May 15, 2021.

Cuttack: Traders’ bodies in Cuttack have extended their support to the Bharat Bandh called by the Confederation of All India Traders (CAIT) on February 26.

The decision has been taken in a meeting at the Malgodown Traders Association office on Thursday.

The traders body in the Millennium City stated that they will be observing the Bandh in protest of Goods and Services Tax (GST),  arbitrariness of e-commerce and FSSAI rules.

The traders body also stated that the rules on input tax credit are a punishment for the traders. Given the complexity of GST, it has become very difficult to continue business, read a statement issued by the Association.

It is worth mentioning that nearly 40, 000 trade associations, representing as many as eight crore traders in the country, have extended their support to the nationwide Bandh called by CAIT tomorrow. They are demanding a review of the provisions of the goods and services tax (GST) regime.

According to a CAIT statement, all commercial markets across the country will remain closed to mark the protest. Plans are also afoot for a Chakka Jam.

The traders body has alleged violation of e-commerce rules by major e-tailers.

“There is no effective regulator to monitor e-commerce business in the country because of which e-commerce firms are adopting unethical and unfair business practices which are affecting offline traders,” the statement read.

In a letter to Prime Minister Narendra Modi, the organisation has called for setting up a central working group comprising senior officials, CAIT representatives and independent tax experts to review the GST structure.

Bhubaneswar: Two symptomatic travellers who arrived at the Biju Patnaik International Airport on Wednesday have tested positive for Covid-19 even as the Bhuabeswar Municipal Corporation (BMC) begins screening of all passengers on their arrival at the airport from today.

While one of the two Covid-19 positive passengers, who came from Mumbai, has been kept under home isolation, the other traveller has been admitted to the Sum Covid Hospital, BMC additional commissioner Subhendu Sahoo said.

“On the request of the airport authorities, we conducted tests on the travellers. Two persons tested positive yesterday (Wednesday) while reports of others are awaited. From today onwards, we are conducting screening of travellers at the airport. If anyone is found with Covid-19 symptoms, he/she will undergo a test,” Sahoo added.

Though the test is not mandatory, those are arriving from affected states like Kerala and Maharastra will be subjected to screening, BMC Commissioner Premchandra Choudhury said.

The BMC began screening of travellers from today at the airport amid fears of Covid-19 resurgence on account of finding of new strains of the virus in some states, Maharashtra and Kerala in particular.

Meanwhile, the BMC Commissioner received Covid-19 vaccine shot at the Capital Hospital here.

“As per orders, frontline workers were supposed to be administered the vaccine. In the first phase, I could not receive the jab due to some medical reasons. After consultation with doctors, I took the opportunity today. I am doing fine,” Choudhury said.

Bolangir: Police on Wednesday arrested vice-chairman of Punitala panchayat samiti Santosh Gurandi for allegedly manhandling to an assistant engineer in the district.

Gurandi who had allegedly been terrorising block staffers many times had allegedly manhandled engineer Narendra Kumar Naik recently. Naik lodged a complaint with police in this regard.

Similarly, Puintala Block Development Officer (BDO) had also taken the matter to the notice of the Collector.

Based on the complaint, police registered a case and arrested Gurandi.

He was forwarded to court today, police said.

Earlier in 2019, he had also been arrested for allegedly abducting the BDO. Gurandi along with some of his associates had kidnapped the Puintala BDO Saroj Mishra in an SUV. However, Mishra was rescued by a special team of police.

Dhenkanal: Amid strict adherence to the Covid-19 protocols, the famous Magha Mela of Mahima cult at Joranda in the district has begun on Thursday with a low key manner. The fair will continue for three days.

With fear of Covid-19 resurgence, the district administration has imposed certain restrictions for entry of sadhus and devotees into the Mahima Gadi. Devotees from outside the district and State have been barred to entre the premises while Sadhus from outside will be allowed following a rapid antigen test.

After the Covid test, 50 local devotees will be allowed at a time to enter the temple for only 10 minutes with social distancing and use of masks. The campus will be sanitised regularly. Similarly, Sadhus will be allowed in similar manner to conduct rituals on the temple premises.

Elaborate security arrangements have been put in place for strict enforcement of the Covid guidelines.  Decision to impose restriction had been taken at a meeting chaired by Collector Bhumesh Chandra Behera.

Rapid antigen test were also conducted at Joranda for the Sadhus who came from outside.

The administration has restricted entertainment activities like Opera show, movie and other cultural programmes as these activities attract huge congregations.

Traders from in and outside the State, who usually do a brisk business in the fair every year, have been barred to set up stalls this time.

The administration has allowed local traders to do business. Some stalls with handicraft and other local products have been set up by the Regional Industries Centre and Mission Shakti groups.

Odisha: Newborn Stolen From Baripada's PRM Hospital, Rescued Within Hours

Baripada: The Baripada Town Police in swift action rescued a four-day old girl within hours after she was allegedly stolen from PRM Medical College & Hospital in the town. Police have also arrested two women on charges of abducting the newborn baby.

Police said one of them belongs to Sahadevkhunta area in Balasore district while the other woman has been identified as a resident of Chandua area in Mayurbhanj district.

As per reports, a woman, Raimani Tudu had given birth to a baby girl four days back in the PRM Medical College & Hospital. Yesterday evening, an unknown woman started speaking to Raimani and requested to hold the baby in her lap but she initially refused as newborn was sleeping.

However, when the woman repeatedly appealed her to hold the baby, she agreed and gave the newborn to her. The woman in the meantime took the baby outside the ward and disappeared.

When Raimani and her family members released that their newborn is missing, the parents alerted the hospital administration and later the Baripada Town Police was informed about the incident.

Swinging into action, the town police formed a team comprising of civil squad and police officers. They conducted raids at several locations and rescued the newborn from Bagdiha area in Mayurbhanj district. They also arrested the two women from the spot, added reports.

“We investigated the CCTV cameras installed in and around the hospital but could not trace the woman who took the baby. Following an input from a reliable source, we conducted raids in Bagdiha area and rescued the baby. We have handed over the newborn to her parents and arrested two women on charges of abducting the child,” informed the Inspector-in-charge (IIC) of Baripada Town Police Station, Birendra Senapati.

We are questioning them regarding their motive behind the crime and a case has been registered against them. Further investigation is underway, added Senapati.

Baripada: A team of forest officials seized eight ivories weighing around 45 kg and arrested two poachers from Angarapada village under Udala forest range here in Mayurbhanj district.

The team conducted raids at the village in the guise of customers and nabbed Paghuram Hansda and Ramachandra Hansda allegedly involved in several elephant poaching cases.

“We have laid a trap and caught two persons pretending as buyers. We made a deal with them to buy 8 pieces of ivory at Rs 18 lakh,” an official said.

Both have confessed to the crime during interrogation, official said.

Two elephants were poached in Udala and Kaptipada range a few days ago. Investigation will be conducted whether the ivories are that of these poached elephants, Divisional Forest Officer (DFO) Santosh Kumar Joshi said.

“A team led the by the Assisatnt Conservation of Forest (ACP) had been formed following an elephant poaching incident that took place on February 6. The team was investigating the case. During the course of investigation, we got some vital clue and carried out raids accordingly,” Joshi added.

The weight of the seized ivories is 44.9. These will be sent it to the Wild Life Institute of India (WII) in Dehradun for chemical examination, the DFO said.

Cuttack: Expressing concern over deaths of Olive Ridley turtles that have been visiting the beaches of Odisha and the worsening environment along the state’s coastline despite repeated court orders, the Orissa High Court has taken suo motu cognisance of a recent article published in an online news service on the issue.

A division bench of Chief Justice S Muralidhar and Justice B P Routray Tuesday issued notices to several government officials along with the environment and forest secretary to apprise the court by Friday about steps taken to deal with the crises highlighted in the “Down To Earth” news service article authored by Kendrapara-based journalist Ashis Senapati.

The article mentions the deaths of some 800 turtles in Odisha since January this year in the Gahirmatha marine sanctuary, the worlds largest rookery of sea turtles.

It also mentions that the sea turtles are in danger due to the presence of plastic, polythene and other litter at the sanctuary as well as at the Rushikulya beach, which is another nesting site for the Olive Ridley turtles.

The High Court taking cognisance of the issue, observed that the matter had been taken up by the Court since 1994 and had passed several orders in two separate petitions.

“It is a matter of concern that despite several directions having been issued over the years, nothing much appears to have happened to improve the situation”, the bench observed while appointing an amicus curia to assist the court in the matter.

Bhubaneswar: In view of the rising temperature in several parts of the State, Special Relief Commissioner (SRC) Pradeep Jena has issued an advisory on preparedness and precautionary measures that should be taken to tackle the heat wave situation during Summer.

In a letter to the district collectors, Jena said that a ‘Heat Wave Action Plan’ has been developed by Odisha State Disaster Management Authority (OSDMA) delineating the Standard Operating Procedure (SOP) for different departments, district administrations and others to mitigate the heat wave situations.

“Since the summer season is fast approaching, I would request you to take Immediate steps to put in place all preparedness and precautionary measures at different levels in your district to meet the possible heat wave situations,” he said.

The SRC has directed to focus on immediate public awareness campaigns to check heat wave related illness and casualties. He further said that water scarcity needs special attention and district administrations should take advance steps to identify the water scarcity pockets and prepare action plan for ensuring supply of water for drinking and other uses through tanker to those areas.

Here are some of the salient measures:

“Paniya Jala Seva Kendras” (Drinking Water Kiosks) are required to be opened by Urban Local Bodies/ Gram Panchayats at market places, bus stands and other congregation points.

Construction/ repair of shallow vats may also be ensured for roaming livestock.

Schools, Colleges and other Academic/ Technical institutions may have to be rescheduled to morning hours.

All the parents should be sensitized to ensure that their children carry a water bottle while going to school/ college.

Schools may also be advised to allocate some time during school hours to give heat wave precautionary tips to the students.

Anganwadl Centres may remain open in morning hours only. Availability of portable water in all AWCS must be checked and ensured.

Special arrangement may be made and separate wards/ beds be earmarked for treatment of heat stroke patients in different hospitals.

The ESI Dispensaries may be directed to treat the general public.

All public transport vehicles must carry sufficient portable water and ORS packets to be provided to passengers/ staff requiring the same.

During severe heat wave condition, timings of non-air-conditioned public transport services may have to be rescheduled avoiding their plying during peak hours of heat wave.

The timing for engagement of labourers/ workmen at worksites may be rescheduled. No work should be executed in peak hours during heat wave period.

The Energy Department will issue instructions to the Distribution Companies to maintain uninterrupted power supply during summer months.

Bhubaneswar: The Opposition parties on Wednesday launched a scathing attack on the Odisha government over the exorbitant and inconsistent billing by private COVID hospitals in treating patients. While replying to a question by MLA Soumya Patnaik in the State Assembly, Health Minister Naba Das tabled details of the COVID facilities in Odisha run with private partner till January.

As per the Minister’s reply, Rs 3,89,59,66,466 has been spent as the expenditure towards COVID management in 31 private hospitals along with the Jharsuguda district headquarters hospital. In SUM Hospital, the total expenditure was Rs 58,59,72,250 (the highest) for the treatment of 698 patients- which means the per head expenditure was Rs 8.39 lakh (Rs 8,39,500).

The total expenditure for the treatment of 2295 COVID patients in KIMS Hospital was pegged at Rs 44,15,52,500- Rs 1.92 lakh (Rs 1,92,397) per patient on average. For the treatment of 436 patients, the total expenditure at Shanti Memorial Hospital in Rourkela was Rs 30,03,48,289, taking the per head expenses to over Rs 6.88 lakh.

However, the per head expenditure was just Rs 10,484 in Keonjhar Tata Hospital where the expenses were shown as Rs 65,00,000 for treatment of 620 COVID patients. Similarly, the per head expenditure at Bhadrak Salandi Hospital was just Rs 4,330- Rs 1,73,78,026 for treatment of 4330 patients.

This massive inconsistency in billing for the treatment of disease by different hospitals has not gone down well with the BJP and Congress. “Rs 94 lakh bamboo rent, Rs 1.5 lakh cost of treatment per COVID patient… No patient was given medicine costing more than Rs 5. A massive corruption has taken place during the COVID times and we have raised the issue in the State Assembly,” said Leader of Opposition, Pradipta Naik.

Congress MLA Sura Routray said that the government should immediately make details of per head treatment cost of patients in the various private hospitals and the amount charged by those centres.

Responding to the allegations, the ruling-BJD MLA Amar Satpathy said that an audit of the same will be done soon. “The opposition parties are raising the issue but the private hospitals helped during an emergency time and they should be thanked for their support,” he added.

However, raising doubts over the inconsistent billing, RTI activists said that there shouldn’t have any such inconsistency when the government had already fixed food and treatment costs of COVID patients at ICU and non-ICU hospitals.

“Most of the hospitals have links with either a bureaucrat or a minister or leader of the ruling party. There has been a massive irregularity in the COVID treatment cost,” alleged RTI activist, Pradeep Pradhan while demanding an investigation into the same.

Bhubaneswar: The Odisha Higher Education Department has directed colleges and universities across the State to start classes for UG first-year students in online mode from March 1.

As Covid-19 situation has not come under total control, it may not be now possible to commence physical classes for UG 1st Year students who have taken admission recently, said Higher Education department principal secretary Saswat Mishra in a letter to Vice-Chancellors of all State Universities and principals of Government/Non-Government Degree Colleges.

“If teaching for these students is not started immediately, they will heavily lose on the academic front. Therefore, you are advised to start UG 1st Year classes in online mode from 01.03.2021,” Mishra wrote.

Mishra advised the VCs and principals to follow the guidelines issued by the Higher Education Department dated June 19, 2020 on Guided Self-Study (covering 25% of each unit) while planning for coverage of the syllabus.

He further said the physical classroom teaching has started from January 11, 2021 for Final Year U.G. and P.G. courses and from 10.02.2021 for P.G. 1st Year and U.G. pre-Final Year courses (i.e. Second Year in case of 3-year U.G. courses and Third Year in case of 4-year U.G. courses).

Pratap Sarangi Seeks Flight Services From Amarda Road Airport In Mayurbhanj

Bhubaneswar: Union Minister Pratap Sarangi on Wednesday requested Civil Aviation Minister Hardeep Singh Puri to make Amarda Road Airport (Rasgovindpur) in Mayurbhnaj district functional for civilian use.

In a letter, Sarangi said the Airport, which is currently under the control of Indian Air Force, has enormous potential in the future Air traffic growth.

“The proposed Airport has immense potential to catalyse development by way of creating faster connectivity to boost tourism and business besides mainstreaming the unserved region,” Sarangi wrote.

“The existing infrastructure and facilities at the Indian Air Force operated Airport are still in very good conditions which can be gainfully utilised to make the said Airport functional for civilian use to meet the long standing public demand,” he added.

Sarangi said earlier also he had written to Prime Minister and the civil aviation minister regarding making the Airport operational. In reply, the civil aviation minister had informed that the Airport has already been included under UDAN Scheme as unserved Airport. However, no operator has come forward in several rounds of bids to operate flights from the Airport under UDAN Scheme.

“I would like to draw your kind attention to the growing requirement of Air connectivity to the Northern part of Odisha and the adjoining districts of West Bengal and Jharkhand in the interest of economic development of the Eastern India to realise the vision PURBODAYA of the Hon’ble Prime Minister,” the Union Minister said.

“I request you to kindly issue instructions to the concerned authorities to impress upon the Air Operators to bid for the operation from the proposed Airport in the light of enormous potential in the future Air traffic growth in this sector,” he added.
