Nabarangpur: Instances of pregnant women being carried in slings and cots to hospitals for delivery due to lack of motorable roads in several interior pockets of the State seem to have become a regular affair. Another such incident has come to the fore on Wednesday when villagers had to use a cot as a stretcher to carry an expecting mother up to an ambulance by crossing a river in the absence of proper road connectivity to the village.

The incident has been reported from Gorajharia village under the Chandahandi block in the district.

According to sources, the villagers made an emergency call on 102 ( for ambulances) after fellow villager Maheswar Santa’s wife developed labor pain. But, the ambulance could not reach the village due to the unavailability of a motorable road.

Finding no other option, Santa along with some fellow villagers and ASHA worker carried the woman on a cot and crossed the river to reach the ambulance. However, while she was being carried to the ambulance the woman delivered mid-way.

Later, the woman and newborn were rushed to the district headquarters hospital (DHH).

Bhubaneswar/Kendrapara: In what could have been life-threatening for an Ola cab driver, four miscreants allegedly attempted to decamp with the car by tying the driver’s hands and legs after boarding the vehicle in Bhubaneswar.

As per reports, the miscreants after booking the cab for an outstation ride in the wee hours of Tuesday boarded it in Bhubaneswar at around 3:40 am asking the driver to take them to Pattamundai in Kendrapara. However, just before they were nearing Salepur market, the occupants tied the driver’s hands and legs, gagged, before throwing him in the boot of the car.

Surprisingly, the back door opened when they were 200 mts away from Pattamundai Police Station and the driver fell down from the moving car. Soon, locals rushed to rescue him and a few of them chased the cab and intercepted it within some distance.

Even as the miscreants dumped the car and tried to run away, three were nabbed and later handed over to police. One person however managed to flee the spot.

The Ola driver reportedly hails from Pipili area of Puri district.

While Pattamundai Police has arrested the three robbers, the fourth member is still absconding, sources said.

Bhubaneswar: Power consumers in the State will now have to pay more as the Odisha Electricity Regulatory Commission (OERC) has hiked the power tariff by 20 paise per unit.

The new tariff will come to effect in the State from October 1, 2020.

However, the revised rates will not be applicable for Kutir Jyoti consumers and also the farmers who are living below the poverty line (BPL).

The average cost of supply for DISCOMs has increased from 499.71 paise/unit in 2019-20 to 524.62 paise per unit in FY 2020.21.

While approving the average cost of supply as 524.62 paise for the FY 2020-21, the Commission has fixed 270 paise/unit up to 50 units, 450 paise/unit for the consumption above 50 units and up to 200 units, 550 paise/unit for the consumption above 200 units and up to 400 units and 590 paise/unit for the consumption above 400 units for the domestic Category.

However, there will be no change in meter rent, monthly minimum fixed charge (MMFC) and demand charge.

Meanwhile, the average tariff for domestic consumption of 50 units, 100 units, 200 units, 300 units, 400 units and 500 units is Rs 2.70/ kwh, Rs 3.60/kwh, Rs 4.05/kwh, Rs 4.53/kwh, Rs 4.781/kwh and Rs 5.00/kwh respectively, which is around 51.5%, 68.6%, 77.2%, 86.4%, 91.0% and 95.3% of the average cost of supply of 524.62 paise per unit approved by the Commission.

A 2% rebate over and above normal rebate shall be allowed on the bill to the low transmission domestic and single phase general purpose category of consumers only over and above all the rebates who pay through digital means. This rebate will be applicable on the current month bill if paid in full, OERC said.

Besides, 2% rebate shall be allowed to all pre-paid consumers on pre-paid amount.

The rural LT consumers shall get 5 paise per unit rebate in addition to existing prompt payment rebate who draw their power through correct meter and pay the bill in time.

Phulbani: Despite the tall claims of Odisha government about welfare policies, people in several parts of the State are still victims of sheer apathy and are deprived of basic transport and communication facilities.

The sorry state of affairs in Odisha once again cropped up when hundreds of villagers, including women, children and elderly people, were seen crossing a river with the help of electric cables in Bindhapada area of K. Nuagaon in Kandhamal district on a regular basis for their daily needs. As per reports, five villages in the region are forced to risk their lives to cross the river on electric cables on a daily basis in the absence of a bridge.

The villagers claim that though they have approached the local administration several times in the past, they have only got assurances in return, forcing them to be at the mercy of such precarious means of travel on a daily basis by risking their lives.

“For the last 60 years, there has been no end to our sufferings. We risk our lives to cross the river. In case of medical emergency, we face a lot of problems. A bridge can solve many of our problems,” said a local.

Another local said that they often check the wires for damages and other wear and tear for the fear that the tumbling support could snap any time. “We change the wire every year for our safety but we are also finding it difficult to collect enough wires,” he said.

A woman from one of the villages said, “It’s too difficult to cross the river with children. There have been incidents where people have fallen into the river. In case of delivery cases, we fail to get any ambulance service and it becomes difficult for us to reach the hospital. The government must look into our problems.”

Terming the incident as unfortunate, social activists in the region said that the tall claims of Odisha government shouldn’t be confined to pen and paper only and it must act immediately to resolve such issues at the earliest.

Bhubaneswar: The Saheed Nagar Police today seized 130-gram brown sugar worth around Rs 13 lakh and arrested two persons in this connection in the Capital city.

As per sources, acting on a tip-off, the police on Wednesday conducted a raid and nabbed two drug peddlers while they were planning to sell the contraband item in Bhubaneswar.

“Two persons from Puri district, Nikunja Jagdev and Dhirendra Jaysingh, today nabbed by our special task team and Saheed Nagar police while they were trying to sell brown sugar in Bhubaneswar region,” informed Bhubaneswar DCP Umashankar Das.

The cops seized 130-gram brown sugar from their possession, he added.

It is worth mentioning that teenagers, especially students are now actively involved in the illegal narcotics trade in the State. Recently, an MBA student was arrested by the Crime Branch STF from Balasore and seized 1.325 kgs of brown sugar worth nearly Rs 1.30 crore from his possession.

This apart, police-mafia link has also come to fore recently following the suspension of Dhaneswar Sahu, Inspector-In-Charge of Jaleswar Police Station for allegedly threatening the brother of a drugs peddler for money.

Bhubaneswar: The Narendra Modi-led Central government has sanctioned Rs 8.2 crore as collateral-free loans to street vendors in Odisha under Prime Minister Street Vendor’s Amta Nirbhar Nidhi Scheme (PM SVANidhi), informed Union Minister Dharmendra Pradhan. He said so far Rs 0.81 crore has been disbursed by the Centre for the State.

Taking to Twitter, Pradhan thanked PM Modi, Finance Minister Nirmala Sitharaman and MoS, Housing and Urban Affairs Hardeep Singh Puri for the sanction and said this would help the street vendors resume their livelihood activities affected by sudden outbreak of Covid19 pandemic.

Of the total 63,222 street vendors identified in the state, more than 23,550 vendors have applied for affordable working capital loans being provided under the scheme till now.

“Our street vendors form a crucial part of the informal micro-economy. PM SVANidhi brings banking at the doorsteps of these nano-entrepreneurs helping them become more self-reliant and thereby empowering them,” Pradhan mentioned.

Odisha has been among the top 10 states to benefit from the PM-SVANidhi scheme, while collateral free loans of upto Rs 10,000 has already been provided to street vendors in Sambalpur, Cuttack, Berhampur, Balasore and other towns of Odisha and they are availing benefits of the scheme.

Under the PM-SVANidhi scheme, the eligible street vendors will be facilitated with collateral-free working capital loans upto Rs 10000 of 1 year tenure. It also provides for incentives in the form of interest subsidy at 7 percent per annum on regular repayment of loan and cash-back upto Rs 100 per month on undertaking prescribed digital transactions. Further, on timely or early repayment, the vendors will be eligible for the next cycle of working capital loan with an enhanced limit.

In order to extend coverage, the street vendors who are left out of the Urban Local Body-led identification survey, or rural vendors vending in urban areas, have been made eligible to take benefit under the Scheme on production of a Letter of Recommendation issued by the ULB, said Union Minister Hardeep Singh Puri.

Bhubaneswar: In a bid to avoid delay in the release of the bodies, the Health department has issued an order on Tuesday asking all the hospitals in the State not to conduct COVID-19 test after the death of the patients.

“COVID-19 test after death is discouraged to avoid undue delay in the release of body and prevent harassment to the bereaved family,” the order read.

The department has also asked all the hospitals- both government and private, who are treating the novel coronavirus patients, to submit the death report of the positive persons along with the copy of the bed head tickets, investigation reports and COVID test status to the Director of Health Services within 48 hours of death for the State-level death audit.

Moreover, all hospitals have also been directed to record all the pre-existing diseases with symptoms and investigation reports of the patients at the time of admission. The hospitals have to submit the records to the State Level Committee along with the name and contact number of the physician treating the patient.

Till September 22, Odisha has reported 1,88,311 COVID-19 cases, while 721 died due to the virus.

Bhubaneswar: The Odisha government on Tuesday urged the Centre to postpone e-auction of coal blocks in the state for at least three months in view of the sluggish market situation due to the COVID-19 pandemic.

Odisha Steel and Mines Minister Prafulla Kumar Mallick wrote a letter to Coal Minister Pralhad Joshi, saying that mineral trading activities have been badly hit due to the coronavirus outbreak.

Nine of the total 38 coal blocks listed by the Centre for coal mining in the first phase are from Odisha.

The coal ministry in early September had revised the list of mines to be auctioned for commercial mining with 38 blocks to go under the hammer instead of 41 mines announced earlier.

At least 10,750 million tons of coal are reserved in these nine coal blocks, the minister said.

According to the revised schedule issued by the Centre, the last date for submission of the bid is September 29 and the e-auction process will have to be completed between October 19 and November 9.

The state government in the letter also pointed out that there has been a decline in the market price of coal during the COVID-19 crisis.

“If we go for auction of coal mines at this juncture, we may get a very low price for the coal mines to be auctioned for next 30 years.

“As the tenure of the lease period will be 30 years, it will have a big impact on the revenue generation of the state towards the coal block auction,” the minister said.

Urging the Centre to defer the e-auction of coal blocks till market situation improved in the post-COVID-19 period, the minister said, authorities concerned should be instructed to postpone the process.

The nine blocks which have been identified for auctioning for commercial mining in the coastal state include Chendipada I, Chendipada II, Machhakata, Mahanadi, Radhikapur (East), Radhikapur (West), Brahmanbil and Kardabahal, Kuraloi (A) North and Phuljhari (East and West).

Bhubaneswar: Rayagada police on Tuesday retrieved the skeletal remains of a youth from a narrow stone cave inside a jungle and arrested three persons in connection with the murder.

The youth was allegedly murdered three months ago over lopsided love affair. The deceased youth has been identified as one Manoranjan Baliar Singh of Kothagada in Kandhamala district. The arrested accused had allegedly shot him dead and later, secretly buried him inside a remote cave in a dense forest.

Police informed that the murdered youth was in lopsided love affair with a girl and wanted to marry her however the girl’s family objected to it. However, the deceased youth reportedly used to visit the girl’s village.

Peeved at such a development, the relatives of the girl allegedly hatched a plot to eliminate him. The three accused allegedly asked him to come to a jungle, shot him dead and cut the body with a sharp weapon. Later on, they buried the body inside a cave in the jungle.

“When Manoranjan did not return his native place for so many days, his family members lodged a missing complaint following which police started an investigation and the crime was unravelled. Further investigation is underway in connection with the case,” the district police said.

Bhubaneswar: With the Election Commission of India (ECI) announcing that the by-polls to the Assembly constituencies in different states will be completed by November end, political parties are bracing up in Odisha for the Tirtol and the Balasore Sadar bypolls.

Ruling BJD’s Balasore district observer and Minister Pratap Jena today chaired a closed door meeting in presence of some MLAs and Tourism Minister Jyoti Prakash Panigrahi to take a stock of the party situation in the Balasore Sadar Assembly constituency.

Speaking to the media, Jena informed that the BJD will take a decision about its candidate soon. “We have discussed with all the top leaders of Balasore district. But no final decision has been taken yet. Our party president and Chief Minister Naveen Patnaik will take the final call,” Jena said.

BJP has also started their preparations in full swing. “Late Balasore Sadar MLA Madan Mohan Dutta is missed by people here. His son has been given the responsibility as the coordinator of Balasore Sadar. Our party is in a good position here. We are confident of winning the seat,” stated BJP state general secretary, Golak Mohapatra.

Meanwhile, Congress also boasts of victory in the by-poll. “If the ruling party does not use money and muscle power, we will definitely win,” said Congress MLA Santosh Singh Saluja.

Earlier on September 9, the Election Commission of India had decided to conduct by-elections at the 64 vacant assembly constituencies across the country, including two in Odisha – Balasore Sadar and Tirtol by November 29.

In Odisha, both the seats fell vacant after the elected MLAs in the respective constituencies died. BJP MLA from Balasore Sadar constituency Madan Mohan Dutta passed away on June 17, 2020, while BJD MLA from Tirtol Bishnu Charan Das had breathed his last on July 6, 2020.

Bhubaneswar: Odisha government on Tuesday issued an advisory for having mandatory Help Desk in all Covid-19 treatment facilities both in government and private centres.

In a release, the State Health and Family Welfare department said that in spite of the instructions for all the COVID treatment facilities (both in government and private) to have a Help Desk to provide information to the attendants or relatives of patients, complaints are being received from them that they are not getting any feedback on the status of the patients.

Therefore, after careful examination of the matter, the government has come up with some guidelines to be followed for establishing dedicated Help Desk in each Covid-19 facility with immediate effect, it added.

Guidelines for establishing Dedicated Help Desk:

1. Each Covid-19 facility (Both Government and Private) shall mandatorily establish a dedicated Help Desk to function 24 x 7.

2. The help desk must have a dedicated telephone preferably a toll free number.

3. The toll-free helpline number of the help desk must be intimated to the State Level Authorized Officer i.e. Addl. DMET, Odisha ( Prof Dr Umakant Satpathy) Mob-9437410842.

4. The toll-free numbers of all Covid-19 facilities shall be widely notified to the public.

5. The help desk shall be manned with sufficient HR so as to attend all calls round the clock in shift manner.

6. The help desk apart from telephonic communication shall also use social media like WhatsApp etc. to communicate the voice and pictures of the patient to the attendants of the patient.

7. A dedicated conference room may be set up at outside of the Covid-19 Facility with the provision of TV and Cameras which can be connected with CCTVs instaled inside the facilities so that the attendant can see his patient and talk with him/her.

8. Steps shall be taken to collect and record the contact numbers of the patient at the time of admission and even if not inquired by the attendant of the patient, general information of the condition of the patient shall be communicated as an SMS or WhatsApp message to the attendant of the patient every day at least once.

9. The Authorized Medical Officer and the Authorized Person shall ensure the establishment of Help Desk within a limited time of one week and intimate the helpline number to the State Level Authorized Officer.

10. The AM0 as well as AP shall also ensure the proper functioning of the help desk. In case of any complaint regarding the non-response of the help desk to the query I help needed over the telephone, the AMO AP shall take necessary steps to respond to the call immediately.

11. For any violation of the above provisions and non-functioning of the help desk necessary action as deemed fit shall be initiated against the erring hospital. Further, as the compliance of the help desk is directly related to the overall satisfaction of the patient as well as the attendants, noncompliance of the same shall be seriously viewed and shall be considered as negligence in duty for the concerned patient and the claim of the hospital for the same patient shall be withheld. Such matter shall be decided by the Technical Committee after receiving a written complaint from the appellant and approval of
government.

On the other hand, the State government added that to mitigate the COVID-19 pandemic, it has already directed private hospitals to reserve 50% of the total general bed and 80% of ICU in five Municipal Corporation area and 10% of the total bed in case of other districts.

Bhubaneswar: Amid the controversies surrounding the alleged gang rape of a minor girl in Bhubaneswar, the Commissionerate Police seems to be finding it difficult in identifying their own personnel accused of being involved in the crime.

Bhubaneswar DCP Umashankar Dash on Tuesday, while apparently trying to dodge questions regarding the steps taken by the investigators to identify and quiz the suspect policemen involved in the case, stated, “The probe in this connection is currently underway.”

It is worth mentioning here that even though three weeks have passed since the police registered an FIR into the allegations and initiated a probe, the cops appear to be clueless even about the identity of the policemen who have been mentioned in the complaint filed by the survivor’s mother.

On August 30, the mother of the survivor had lodged a formal police complaint with the police in connection with the alleged incident.

In the FIR, the complainant had categorically levelled allegations against, among others, a police personnel and two of his associates.

Nevertheless, the slow pace of investigation by Commissionerate Police in ascertaining the identity of the police personnel has raised serious questions over the direction of the probe. This is in the background of facts that the Mahila Police station is leaving no stones unturned in subjecting several senior employees of OTV to repeated and marathon questioning sessions in connection with a taped conversation which the channel had released in response to leaked tapes aired by some government-influenced channels pertaining to sexual harassment allegations.

Bhubaneswar: At a time when the rising COVID-19 cases are giving jitters to many across Odisha, the curve seems to be flattening in the Smart City, said Bhubaneswar Municipal Corporation (BMC) Commissioner, Prem Chandra Chaudhary on Tuesday.

“COVID-19 scenario in Bhubaneswar is now on plateau mode. As per studies across the world, there is usually a peak, plateau and decline. We hope that the same trend will be in Bhubaneswar as well,” said Chaudhary.

The BMC Commissioner further informed that the Capital city used to report around 400 to 500 COVID-19 cases per day but it has come down to 300 to 325 cases per day.

“The COVID-19 cases are now plateauing and ICMR study also suggests that the graph will decline further. With all things open, we are managing the situation and hopefully COVID-19 cases will come down gradually,” Chaudhary added.

As per the official data, Bhubaneswar has so far reported 18,898 COVID-19 cases (till September 21). Of the total cases, 3874 are active cases while 14,942 positives have already recovered. The COVID-19 death toll in Bhubaneswar stood at 68 till yesterday.

Bhubaneswar: Two nonagenarian COVID-19 patients have been cured of the highly infectious disease in Odisha, bringing cheers to the medical fraternity in the eastern state.

The two patients — Satchidananda Mohanty and Dhirendranath Das — both aged 91, were admitted to dedicated COVID-19 hospitals in Cuttack and Bhubaneswar respectively.

Both the men were admitted to the hospitals on September 5 after being diagnosed with the disease. They were discharged on Sunday night.

Mohanty, an eminent advocate in Kendrapara town, was also suffering from hypothyroid and neurological ailments. He was immediately shifted to the ICU after his admission to the hospital.

“We were worried about his condition as his oxygen level had dropped a day after his admission. However, his condition improved gradually after we put him under oxygen support,” a doctor who treated Mohanty said.

“I must thank Additional Chief Secretary, Health and Family Welfare, P K Mohapatra and National Health Mission, Odisha Director Shalini Pandit for making provision of extra care for elderly COVID-19 patients,” Mohanty told PTI over the phone on Tuesday.

He also thanked Kendrapara District Magistrate-cum- Collector Samarth Verma and health personnel for their dedicated service to the patients.

“Doctors and other health personnel at the hospital were like my family members,” Mohanty said.

His 60-year-old son Debdas, a type-II diabetes patient, also recovered from COVID-19 after being treated at the same hospital.

The other nonagenarian patient, Dhirendranath Das, a former senior official with the Press Information Bureau and the All India Radio, was also shifted to the ICU.

Das had developed a breathing problem after contracting the disease.

A team of doctors including Dr Pradipta Kumar Patra, Dr Santosh Singh, Dr Asish Malla and Dr Arun Rath treated Das.

PPE-clad nurses had fed the patient as he was unable to eat by himself.

“While my father was being taken to the hospital, he had told us he would defeat coronavirus. It became a reality because of the relentless efforts of the doctors and the nurses,” Das’s daughter Debadatta said.

Bhubaneswar: The upcoming Monsoon Session of the Odisha Assembly will follow the same Covid-19 guidelines which are currently in place for the smooth conduct of proceedings in the both upper and lower houses of the Parliament.

Informing the development, Odisha Assembly Speaker SN Patro on Tuesday stated that the Monsoon Session of the State Assembly will be held as per the Parliament guidelines, for COVID-19, starting from September 29.

Special seating arrangements will be in place for the 145 MLAs and a gap of 4 to 5 ft between them will be maintained. Moreover, an all party meeting has been convened on September 25 to chalk out and discuss several other aspects for the smooth conduct of the assembly session amid the pandemic scare.

As per provisions, special seating arrangements for the legislators are being made at the visitors’ galleries. Special shields will be installed in front of the seats of the legislators, Patro informed.

“If any senior MLA doesn’t want or cannot come to Bhubaneswar and intimate us in advance, they can attend the Assembly proceedings from district Collector’s video-conferencing hall, or from their home, if they have the provision and facility,” Patro added.

Patro further stated that except the question hour, the Assembly will conduct the remaining businesses like zero hour, adjournment motion and calling attention motion.

Kendrapara: At a time when many will find it hard to memorise Sanskrit shlokas and other mantras, a Muslim girl from Odisha’s Kendrapara district comes as a pleasant surprise.

Though Samjana Khatun comes from a different faith, it has not deterred her to recite many Sanskrit hymns and Vedic invocations, showcasing the real diversity of the country which is united by the strings of communal harmony.

Samjana, who has completed her matriculation (10th standard education), can also sing bhajans of Lord Ganesha and Goddess Saraswati. Though Samjana wants to pursue higher education, the family’s poor financial condition has come as a major hurdle before her dreams.

As per reports, Samjana’s mother Sultana had encouraged her to follow her passion and sing various devotional bhajans even those are outside their faith.

“I have never dissuaded my daughter in whatever she does,” said Samjana’s mother Sultana.
Samjana’s father Sk Karimuddin is a Divyang while her mother works as a daily wage labourer to support the family. The poor family stays in a thatched house and the members go hungry if Sultana fails to get any work.

Under such dire circumstances, Sulatana’s mother failed to foot her daughter’s further studies.

“I want to study, but my family’s condition doesn’t allow me to pursue higher education,” said Samjana.

Despite being a meritorious student, Samajana can only get wings if she gets some kind of assistance or support from the Odisha government, say neighbours.

“The girl had called me and expressed her inability to take admissions. But I have assured to help her. But it will be more appropriate if local administration or government extends support,” said Nrusingha Rout, Samjana’s teacher.

Meanwhile, Kendrapara Sub-Collector Jyotishankar Mohapatra has assured to extend all possible help to the girl.

“I have directed the district education officer and welfare extension officer to look into the matter,” said Mohapatra.

Ganjam: In a broad daylight heist, a gang of three robbers Monday looted around Rs 1.5 lakh cash from a saree and cloth store in Venkateswar Street under Kabisuryanagar police limits in Ganjam district.

As per a complaint with the police, the incident took place at around 3:30 pm yesterday. One person waited outside the shop on his bike, while two others pretending to be customers entered Aladu Saree shop and suddenly brandished sword and sharp weapons at the salesman.

The robbers allegedly pushed aside the shop owner and looted around Rs 1.5 lakh that was in cash drawer.

Within few minutes, all three fled the scene. The owner tried to give the robbers a chase but failed to catch them.

The incident has been captured on CCTV. Based on the footage, police have begun an investigation and are hopeful the footage will help them identify and track down the miscreants.

“They first asked me to give way. I told them to remove and keep their footwear outside the shop. All of a sudden, they pushed me and jumped over the counter. As estimated there was cash around Rs 1.3 lakh to 1.5 lakh which has been looted,” said the shop owner.

Bhubaneswar: The fire mishap at a dedicated Covid hospital in Cuttack on Monday came as a wake up call for authorities who seemed to have been overlooking the crucial fire-safety measures at major hospitals across cities in the state.

A day after the incident that necessitated an unprecedented evacuation of over 127 Covid patients- much to the inconvenience of families, doctors and paramedics- the Fire Brigade on Tuesday began mock drills at several other COVID hospitals in the twin cities of Cuttack and Bhubaneswar to check preparedness in case of a similar eventuality.

Experts in Odisha Fire Services Department reviewed the fire safety arrangements and other mechanisms at SUM Covid Hospital, Aditya Ashwini in Bhubaneswar and several other hospitals in Cuttack.

Fire Officer Ramesh Majhi informed that a dedicated team had earlier conducted an inspection and had checked various fire safety apparatus in place at various hospitals.

“Today, we are sensitising hospital officials and staff and training them on use of several equipment so that they can deal with emergency situations,” said Majhi.

Majhi further informed that specialised training is also being imparted to hospital staff on handling COVID-19 positive patients (during evacuation), handling of fire fighting equipment and other related aspects.
