Odisha Continues To Shiver As Mercury Plummets, 2 Cities Record Temperature Below 10 Degree Celsius

Bhubaneswar: Cold conditions continue to grip Odisha with mercury plummeting below 10 degree Celsius in two places in the State in the last 24 hours.

As per the latest report by Regional Meteorological Centre, Phulbani remained the coldest place in the State with 8.8 degree Celsius, while temperature dropped to 9.0 degree C in Sonepur.

Similarly, the minimum temperature hovered between 10 to 15 degree Celcius in 15 cities of the State. These include Daringbadi (10.0), Angul (11), Talcher (12.3), Keonjhar (12.8), Jharsuguda (12.8), Koraput (13), Baripada (13.5) Sundargarh (14), Bolangir (14), Hirakud (14.3), Sambalpur (14.4), Boudh (14.5), Titlagarh (14.5), Cuttack (14.5) and Bhubaneswar (14.5).

Malkangiri recorded the highest temperature of 32.2 deg C during the day, MeT informed.
Meanwhile, dense fog occurred in Boudh and Sundargarh districts reducing the visibility to 50 metres and 150 metres respectively, added the Met centre.

Earlier, the Meteorological Centre had informed that the cyclonic storm ‘Burevi’, which is expected to reach near Pamban in the noon today and cross south Tamilnadu coast during December 3 night or December 4 morning with a wind speed of 70-80kmph gusting to 90kmph, will have no impact on Odisha.

All the districts will witness dry weather and there is large change in the minimum temperature during the next four-five days, predicted the Met centre.

However, shallow to moderate fog is very likely to occur at one or two places in the early morning over the districts of Sundargarh, Keonjhar, Mayurbhanj, Dhenkanal, Angul on December 4

Kendrapara:  Mass nesting of endangered Olive Ridley sea turtles has started at Gahiramatha Marine Sanctuary in Kendrapada district, forest officials said on Thursday.

Forest personnel on patrolling drives have sighted pairs of mating turtles. For undisturbed breeding of the aquatic animals, prohibition on sea fishing continues to remain in force in the marine sanctuary, they said.

Gahirmatha beach in Kendrapara district is acclaimed as the world’s largest-known nesting ground of these endangered marine species. Apart from Gahirmatha, these aquatic animals turn up at Rushikulya river mouth and Devi river mouth for mass nesting.

“On the serene surface of sea waters, the turtle surveying teams spotted hundreds of mating pairs along the Gahirmatha coast. Fishing prohibition is presently clamped in Gahirmatha zone to ensure disturbance-free mating of the marine animals,” said Divisional Forest Officer, Rajnagar Mangrove, Bikash Chandra Dash.

After the end of the mating season, most of the male turtles usually return, leaving behind the female turtles to lay their eggs, he said

The female turtles virtually invade the nesting beaches, usually at the dead of the night for laying eggs, the phenomenon described as ‘arribada’.

After indulgence in instinctive egg-laying, the turtles leave the nesting ground to stride into the deep seawater. Hatchlings emerge from these eggs after 45-60 days.

It is a rare natural phenomenon where the babies grow without their mother, the officer said.

The ban on sea fishing remains in force round the year in Gahirmatha marine sanctuary as the seawater here is the most conducive habitat for these delicate species.

The rise in the mortality rate of mating turtles along the coastal water surface led to the clamping of prohibition as the gill nets used by the trawls prove to be messengers of death for breeding turtles.

The mute species, accorded schedule-1 animal under Wildlife Protection Act for its highly threatened status, get entangled in the nets for prolonged periods and die of asphyxiation. Many turtles also perish after getting hit by the fast-moving propeller of the fishing trawlers, forest officials said.

The rate of mortality of these endangered species is quite high. An olive ridley usually lays about 120 to 150 eggs from which hatchlings emerge after about 45 to 60 days. But not all eggs remain intact as predators devour it.

Besides, eggs are also washed away by sea waves during high tide. The eggs are incubated in the nest and grow, sans mother, to emerge as hatchlings, they said.

Around 7.30 lakh olive ridley turtles had turned up for their annual sojourn of mass nesting in the 2019-20 season. The female turtles had emerged from the sea to crawl on to the serene beach and dig pits to lay millions of eggs.

Soro: A group of miscreants allegedly broke open two ATMs here in Balasore district on late Wednesday night and looted lakhs of rupees from the dispensers.

One ATM is of Axix Bank while another was of a private finance company at Bagudi Bazar in Soro.

The miscreants used gas cutters to break open the machines in both the incidents, locals said. The exact amount stolen from two kiosks has not yet been ascertained.

On being informed, police rushed to the spot and started investigation.

Police suspected inter-state gang in the loot of ATMs, who have executed such crimes in different parts of the country. Police are investigating every aspect of the robberies.

Local shopkeepers attributed such robberies to lack of police patrolling. “Earlier similar incidents have also taken place in the town. But, the robberies and snatching incidents are on rise due to police inaction. A few days ago, miscreants had also looted mobile phones worth Rs lakhs from my outlet,” a local shopkeeper said.

A similar incident had taken place in Bhubaneswar in last October when miscreants had stolen over Rs 20 lakh from the ATM of United Bank Of India. They also had used gas cutters to break open the machine.

In same month, bike-borne miscreants looted Rs 20 lakh from UCO Bank in Bhograi of same district. The robbers looted the cash after terrorising the bank employees at gun-points.

Last month, the Commissionerate police had arrested two robbers who were members of an inter-state gang in Bhubaneswar. They were involved in an ATM loot case at Patia in the Capital city.

Bargarh: He lost his ability to walk, but didn’t give up hope. Driven by a strong will-power and commitment to do it big, 35-year old Premananda Mallick, a Divyang since birth, has never blamed his destiny, but proved himself as an abled man.

Wheel chair-bound Mallick of Bhejipalli under Bheden block in Bargarh is an example for others when it comes to achieving the impossible despite disability.

Mallick’s handicap did not come on his way of becoming an expert mechanic handling a range of equipments desperately needing repairs and maintenance. This is something even a trained service engineer would find tough to handle.

This expertise has made locals queue up for his service when it comes to repairing their expensive household electronic appliances.

A self-trained and self-made man, Premananda never looked up for any government assistance to earn a livelihood or pursue his passion for machines.

The trauma of losing his legs right from childhood to the deadly polio was compounded when he lost his parents to prolonged illness. He presently lives with his elder brother and sister-in-law and adds up the family income by repairing electronic home appliances.

“I am physically challenged since birth. I thought I should do something at home which can make me self-reliant. I started off by repairing all types of electronic gadgets, which gave me satisfaction and a living too,” Mallick said.

Premanand’s feat is an inspiration for people in the neighbourhood.  “Premananda is a known figure in our locality in spite of his disabilities. He began with repairing mobile phones, TV and fan and later honed the skills to repair any kind of electronic item. Though he is unable to walk, he’d avail service at doorstep,” said Rabindra Barik, a local.

A similar example can be traced to Saraswati Kuanar of Khunta area in Mayurbhanj district. She too was afflicted by polio from childhood and lost her ability to walk. However, she overcame all odds to become the bread winner for her family by making different household articles from bamboo.

“I have the will to earn for my family unlike others with similar problems who resort to begging. I want to lead a life with dignity for which I work throughout the day to make bambo baskets and other materials. I sell my products in the local market. I never felt like surrendering to the physical limits,” said Kuanar.

Many more like her in the neighbourhood have similar tales to tell. But, the thread that joins them all is the unputdownable spirit of standing on the ground despite all odds by overcoming adversaries.

Covid-19 Odisha Update

Bhubaneswar: Odisha reported 434 fresh Covid-19 cases while five patients succumbed to the disease in the last 24 hours, said the Health department. With this, the coronavirus infection tally rose to 3,20,017 while the death toll in the State mounted to 1,755.

As per the data released by the State Health and Family Welfare Department today, three death were reported from Ganjam district and one each patients succumbed to Covid-19 in Khordha (Bhubaneswar) and Nayagarh.

Of the fresh cases reported from 28 districts, 249 are from quarantine centres while 185 are local contact cases, informed Information & Public Relations Department.

Khordha reported the maximum 54 cases followed by Angul (45), Sundargarh (41), Nuapada (30), Bolangir (29), Cuttack (28) and Mayurbhanj (27). Gajapati, Kandhamal and Nayagarh district recorded zero fresh cases during the period.

The health department has also shared the details of the Covid-19 patients who succumbed while under treatment at hospitals during the period.

  1. A 57-year-old male of Bhubaneswar who was also suffering from Diabetes Mellitus & COPD.
  2. A 59-year-old female of Ganjam district who was also suffering from Diabetes Mellitus.
  3. A 54-year-old male of Ganjam district who was also suffering from Diabetes Mellitus & Hypertension.
  4. A 82-year-old male of Ganjam district who was also suffering from Diabetes Mellitus & Hypertension.
  5. A 52-year-old male of Nayagarh district.

A total of 37,069 samples were tested in the last 24 hours taking the cumulative tests to 59,77,970 in Odisha. After today’s surge, the State’s active caseload stood at 4,815 while 3,11,256 patients have so far recovered from the infection.

Odisha Vets On Digital Strike! Demand Inclusion As Essential Services Provider, Parity With Medical Practitioners

Bhubaneswar: Protesting the alleged apathy of the State government towards the functioning and management of the department of Animal Resources Development (ARD), the veterinarians across Odisha have resorted to symbolic protests for more than ten days now requesting the government to fulfil their demands.

The Odisha Veterinary Services Association (OVSA) has alleged that despite their involvement in all emergency operations, ARD has never been treated as an emergency department by the State government.

Their major demands include designation of State Veterinary services as Essential Emergency Services and extension of Corona Warrior status to the Veterinary cadre of the Animal Husbandry Department.

This apart, they have urged the government to facilitate them with adequate infrastructure, logistics and human resources for digitization of the ARD. In addition to this, they have demanded ‘Group A’ Status at entry level for Veterinary Graduates in Animal Husbandry Department. The association further wants a complete parity with medical doctors of the State and Central governments.

Though services provided by OVSA haven’t stopped even for a day, the Vets across the State were seen wearing black badges and have temporarily halted the online activities like uploading reports and returns. They have also threatened that if their demands are not met, they will completely withdraw services being provided across all online platforms, sources said.

Meanwhile, the Indian Veterinary Association has come out in support of the OVSA in the fight for the rights of Veterinarians of the State. “We support the demands of OVSA in all respects and request State government to kindly consider and fulfil them. It is further submitted that in spite of repeated request, OVSA has been forced to protest and the Veterinarians from across the country stand by them. We request the government to fulfil their justified demands in the interest of the State,” said IVA President Dr Chirantan Kadian in a letter to Odisha Chief Minister Naveen Patnaik.

As of now, the state veterinary association awaits decision of the government in this regard.

Bhubaneswar: The State Vigilance sleuths on Thursday raided multiple places associated with Forest Ranger in Muribahala of Titlagarh Prashant Nayak on the allegation of possession of assets disproportionate to his known sources of income.

This morning, officials of the anti-corruption department conducted simultaneous raids at four places in connection with a disproportionate assets (DA) charge against the Forest Ranger.

A 25-member team constituting Vigilance officials from Bolangir, Sonepur, Bargarh and Sambalpur has been formed to investigate the DA charges levelled against the official.

According to sources, simultaneous searches were conducted at the houses of the accused Forest Ranger in Hatapada in Titlagarh, in Muribahala, his Range office and farm house at Belapadara.

The total valuation of the disproportion assets in possession of the Forest Ranger is yet to be unearthed and ascertained as raids were still underway when the last reports came in.

On Wednesday, the Vigilance officials detected assets worth over Rs 1.42 crore in possession of Sanjukta Das, a section officer at the office of District Panchayat Officer, Jagatsinghpur. Simultaneous raids were conducted at multiple places on Wednesday by the officials of the Cuttack vigilance division based on allegations of possession of unaccounted wealth. The searches were conducted on the strength of warrants issued by the Special vigilance judge court, Cuttack.

In the course of search, Das was found in possession of assets worth Rs.1,42,08,870 including one triple-storied building, one double-storied building, one 3 BHK flat, six plots, one four-wheeler, two two-wheelers, deposits in different banks and post offices, investment in insurance policies, gold ornaments, cash and household articles, said officials.

Konark: Stunning Sculptures In International Sand Art Festival Leave Crowd Awestruck

Konark: The second day of 9th edition of International Sand Art Festival on Wednesday saw stunning sand sculptures themed on ‘Sea Life’, ‘Our Heritage’ and ‘Covid-19 awareness’.

The sand festival is underway at pristine Chandrabhaga beach, around 3 kilometres from the Sun Temple in Konark adhering to all the Covi-19 protocols prescribed by the State government and will continue till December 5.

Artists from across India and within the state have participated in the five-day long festival. The last few years of the event saw participation of artists from countries like the United States, Russia, Singapore and Italy. This year, however, international artists are not participating due to the ongoing global Covid-19 pandemic.

“The theme of my sand sculpture is ‘Sea Life’ and through the sand art, I have tried to create awareness on how we can keep the sea clean and free from pollution. All the visitors as well as participants are wearing mask and following the sanitation protocols. I am glad that the festival has been allowed by the government despite the pandemic,” said a sand artist, Satita Gochhayat.

Sudarsan Pattnaik, the Chief Curator of the festival said, “I thank the tourists who are visiting the festival for adhering to all the Covid-19 guidelines. The district administration and tourism department have made elaborate arrangements to ensure that all the protocol is strictly followed.”

“Pre-registration counters have been opened from where the visitors can get their entry token. Thermal scanning of visitors before entry, hand sanitisation and social distancing are being mandatorily followed,” added Patnaik.

On the other hand, the vibrant performance of Manipuri Dance enacted by Kolkata-based renowned exponent Bimbavati Devi and her troupe while the breathtaking performance by Bengaluru-based renowned Odissi Dancer Sharmila Mukerjee and troupe also left the audience awestruck on the second day of 30th Konark Dance Festival.

Nayagarh: In another shocking disclosure that might put the police in a fix, the family of 5-year-old girl Pari who was allegedly abducted and murdered in July this year, Wednesday alleged that they were being pressurized by police to change their statements and the name of the accused in their complaint. When all this while allegation of police inaction in the case was surfacing, the family’s revelation now is a pointer that police was also allegedly trying to suppress the brutal murder case.

Ashok Sahu, father of deceased Pari, said he was offered money by police to change his statement. “Police offered me Rs 5 lakh and I was pressured into changing the name of the accused in the case. They had even said a statue of Pari would be installed in the village,” alleged Pari’s father.

“I am an auto-driver. We came to know about Babuli Nayak only through police. One Kalia Patra was sent as a messenger by Babuli to inform us that our child will soon be traced. We were tortured in the Kangaroo Court later. Police, many times, have gone to their house, they stay there and act according to their directions. Police have also said Babuli Nayak is a good man, and as long as he is there we will not face any problem. When we kept knocking the doors of police more frequently, the cops asked us not to do so stating that the local minister is looking into the matter. We don’t want to politicise this, we want justice,” he said.

Police, however, is yet to respond to the allegations made by Sahu.

While the Pari murder case has triggered a massive outrage in the State, Arun Bothra-led SIT constituted by the State government has initiated an on-spot investigation at Jadupur village in Nayagarh, the native place of the deceased girl.

The Special Investigation Team held discussions with local police to collect evidence in the case. Prime accused Babuli Nayak was also interrogated by the SIT for close to two hours on Wednesday, sources said.

Pari went missing on July 14, 2020. Ten days later, her skeletal remains stuffed in a sack were found in the backyard of her house. Allegedly denied justice, Pari’s father Ashok Sahu and mother Saudamini had on November 24 attempted self-immolation outside the State Assembly. That’s when the matter came to the fore.

Custodial Death: Congress Observes 12-Hr Birmitrapur Bandh

Sundergarh: The district unit of the Congress party on Thursday has observed a dawn-to-dusk bandh in Birmitrapur, protesting against the government inaction in the custodial death incident. The party has demanded a judicial probe by a sitting judge into the case.

Party activists led by district Congress president George Tirkey started picketing in the morning in front of the Birmitrapur police station and shut down the market complex. The vehicular communication also has come to a grinding halt as the protesters blocked roads at different places in the town.

The party questioned that why is the government showing a lackadaisical attitude in the sensitive case even as 13 days have passed since the incident occurred? The family members of the victim are waiting for justice, Congress workers said.

According to police, the case is being investigated as per the protocols of National Human Rights Commission.

Earlier on November 20, locals also laid siege to the Birmitrapur police station demanding a case against the police officials involved in the custodial death and their suspension.

Victim Md Tariq Salim, who was detained in connection with a kidnapping case, died in police custody under unknown circumstances.

He was taken to various locations during the course of investigation in the kidnap case. He suddenly fell ill following which police rushed him to Rourkela government hospital where doctors declared him brought dead.

Family members had alleged that Tariq died due to police excess.

A similar case had also taken place in Puri where an accused died in custody due to alleged police excess.

The twin incidents had created a statewide outcry with the Opposition parties-BJP and Congress stalling the winter session of the State Assembly multiple times.

Bhubaneswar: Around eight lakh people were provided employment during the lockdown by Odisha government through Kendu leaf operations, official sources said on Wednesday.

The kendu leaf operation during adverse weather conditions in February and March along with COVID-19 lockdowns are set to generate a trade surplus of Rs 100 crore, said Chief Secretary A K Tripathy.

Tripathy said this after the state level coordination meeting to discuss the kendu leaf trade operation. He directed the department of Forest and Environment to undertake more bush cutting in convergence with MGNREGS.

“Investing more in bush cutting will yield more production and procurement. It will also help in quality production of ‘processed leaves’ for which Odisha is known,” Tripathy said.

Around eight lakh people were provided employment through kendu leaf operations during the lockdown, a Forest department official said.

The state government had allowed kendu leaf collection during the second phase of COVID-19 lockdown.

Principal Chief Conservator of Forests (Kendu Leaf) Pravakara Behera said, “More than 60 lakh person days were created during the current year in the works like bush cutting, procurement of leaves, phadi repairing, leaf drying and storage, processing, binding, bagging and transportation”.

A total number of 7,54,631 leaf pluckers and 18,223 binders were engaged in the work of whom nearly 80 per cent were women, Behera said, adding that 16,533 seasonal staff were engaged in the operations.

Bush cutting was done in 5.37 lakh hectares and around 7176 phadies in different places were also repaired and maintained directly through the villagers, he said.

Additional Chief Secretary, Forest and Environment Department Mona Sharma said that procurement of kendu leaves was taken up during April-May and near about 2 lakh quintals of leaves of worth about Rs 119.57 crore were procured from the pluckers. The cost of the leaves was directly disbursed to the bank account of the pluckers, she said.

During the season, each individual member of a plucker family earned around Rs 1585 only from the plucking. Dr Sharma said, adding that the total sale value of the leaves procured during 2019 was around Rs 377 crore against which the sale value till end of November this year has reached Rs 321 crore.

As of now, around 50,000 quintals of leaf are in process for sale which is expected to yield around Rs 100 crore at the current trend, said Behera.

He appraised the meeting that the investment against the operations till the end of November was around Rs 266 crore which might increase by another Rs 50 crore at the trade closing. The entire operation might yield the trade surplus of near about Rs 100 crore, he said.

Bhubaneswar: A group of AYUSH doctors, who were reportedly disengaged from service, on Wednesday, alleged apathy by the Odisha government and demanded their reengagement.

The doctors under the aegis of All Odisha Covid-19 AYUSH Doctors’ Association submitted a memorandum of demands to Chief Minister Naveen Patnaik.

The doctors have alleged though they played a significant role in controlling the Covid-19 pandemic, lay off from the service has deeply hurt them.

“The Covid-19 situation is yet to get over and there are possibilities of a second wave of infection. During emergency, government engaged us and recognised our efforts as Covid warriors. But recently we were disengaged and the government is showing indifference attitude towards our plight. It seems every accolade heaped us including the singing of Bande Utkal Janani was just a whitewash,” alleged Ayush doctor, Suresh Satpathy.

“The government used us during the critical phase and now disengaged us when we needed jobs the most. We therefore demand permanent employment,” he added.

Supporting the demands of the AYUSH doctors, Congress leader Sudarshan Das said, “The doctors worked at Covid Care Hospitals. Four of them died while 70 per cent of them contracted the virus. They fought against Covid-19 by risking their lives and saved thousands of lives. But this is pathetic that the government has now disengaged them.”

Bhubaneswar: Odia Actor Sabyasachi Mishra, who has turned a messiah for hundreds of migrant workers from Odisha stranded in different parts of the country during the nation-wide lockdown, has once again hogged the headlines for a different holy and humane gesture.

This time, Mishra has arranged logistics to send thousands of coconuts (offerings from devotees) which were lying abandoned at different towns and bus stands to the Maa Tarini temple in Ghatgaon. As many as 35, 000 coconuts have been sent through special vehicles from Bhubaneswar, Cuttack, and Chandikhol.

Due to the Covid-19 restrictions in place, these sacred fruits were lying scattered at different market squares. Though public transportation had come to a standstill due to lockdown, the coconuts were piled up.

“I got immense pleasure for sending the coconuts of the devotees to the Maa Tarini shrine in Ghatgaon. It was very painful to see the offerings of devotees were lying scattered on roads. We have sent these by trucks and the temple management has already received them. It was a pleasant moment for me”, said an elated Sabyasachi.

Lying unattended for months, these were getting rotten, creating an unhygienic environment. Sometimes, the overcrowded fruits roll on to the roads, posing hurdles for the public commuters, Mishra added.

The devotees also expressed happiness over such generous work of the actor. “My wish came true today. I was waiting since long for someone who would come forward and make arrangements to transport the offerings of devotees. Ultimately, I was desperately thinking to offer my coconut at the local Tarini temple at Rasulgarh Square in Bhubaneswar. But, I can send my puja material including the coconut through them. I am very happy and feeling blessed today,” an elderly woman said while the actor and his associates were collecting the abandoned puja items at CRP square in the Capital city.

Sabyasachi had been in news for the last few months for helping people especially migrant workers in distress during the Covid induced country-wide lockdown. He facilitated the travel of hundreds of workers stranded at different places outside the State during the period. He spent from his own pockets to facilitate the journey of the stranded back home.

The cine star earned much appreciation from several quarters for the philanthropic activities.

Koraput: Frustrated at the denial of bail, an under-trial prisoner lodged at Koraput Circle Jail reportedly slit his ear with a ‘sharp weapon’ on Wednesday. He was admitted to Koraput hospital in critical condition where his situation is said to be stable.

As per reports, one Bikash Patra was lodged in Koraput Circle Jail on charges of peddling Ganja on 1st October 2020.

Bikash reportedly lost his cool and took the extreme step of cutting his ear with a sharp weapon after the ADJ rejected his bail plea on Wednesday in a hearing that was conducted through video conferencing.

While it is still unknown as to how Bikash managed to get the sharp weapon despite restrictions inside the jail premises, the prisoner continues to maintain that he is innocent and that he was framed by others.

Accusing the police of framing him, Bikash said, “Cops did not listen anything. They lied about everything including CCTV footages, medical bills and Hotel register details.”

“My wife is pregnant. They have framed me in Ganja case intentionally. I have all the proofs with me,” said Bikash.

It is pertinent to mention here that, due to its geographical location, Koraput district is fast turning into a safe haven for illegal Ganja trade as the narcotics substance is being trafficked to various parts of the State including Bihar, Chhattisgarh, Andhra Pradesh, West Bengal and other northern States including Delhi.

However, the crackdown against Ganja trade has yielded results in Odisha as more and more contraband consignments are being seized regularly in the state.

Odisha: Vigilance Traces Section Officer's Assets Over Rs 1.42 Crore

Jagatsinghpur: The Vigilance officials detected assets worth over Rs 1.42 crore in possession of section officer Sanjukta Das after conducting simultaneous raids at multiple places on Wednesday.

Officials of the Cuttack vigilance division today conducted simultaneous raids at multiple places and property associated with the Das, a section officer at the office of District Panchayat Officer, Jagatsinghpur based on allegations of possession of unaccounted wealth. The searches were conducted on the strength of warrants issued by the Special vigilance judge court, Cuttack.

Das’ residential triple-storied building at Satapura in Jagatsinghpur, double-storied building at Panisalia, 3 BHK flat at Mahanadi Vihar, Cuttack, office room at Jagatsinghpur were simultaneously searched.

In course of search, Das was found in possession of assets worth Rs.1,42,08,870 including one triple-storied building, one double-storied building, one 3 BHK flat, six plots, one four-wheeler, two two-wheelers, deposits in different banks and post offices, investment in insurance policies, gold ornaments, cash and household articles.

The list of movable and immovable assets so far unearthed from the possession of Das and her family members

  1. One triple-storied building at Satapura, Jaqatsighpur- Rs. 37,64,7871
  2. One double-storied building at Panisalia, Jagatsighpur-Rs 15,74,485
  3. One 3 BHK flat at Mahanadi Vihar, Cuttack- Rs 44,63,642
  4. Six plots at Satapura and Panisalia, Dist. Jagatsinghpur-Rs 2,72,348
  5. One four-wheeler (Maruti Baleno Delta car)- Rs. 6,22,377
  6. Two two-wheelers (Yamaha RX- 100 and Honda Aviator)- Rs. 95,731
  7. Deposits in different Banks and Post Offices- Rs. 21,13,652
  8. Investment in LW and other insurance policies- Rs. 1,88,848
  9. Gold ornaments. Rs. 9,00,000
  10. Cash- Rs 6,000
  11. Household articles- Rs. 2,07,000

The total assets of Das and her family members have been calculated as worth Rs 1,42,08,870. Further inquiry into the case is underway, said a press statement issued by the Vigilance Directorate, Cuttack.

Koraput: Tension gripped the sleepy village of Jamuguda on Tuesday, when forest staff from neighbouring Andhra Pradesh checked into the hilly terrains of this village to re-demarcate the interstate border. The development has sparked a fresh border dispute between Odisha and AP just days after both the States witnessed continuous tension in the bordering Pottangi area.

Enraged locals of the area gheraoed the AP officials, engaged into a heated debate with them and even took four of them into hostage. Sensing more trouble, AP officials retreated from the spot, sources said.

Pottangi police immediately rushed to the spot to diffuse the prevailing tension. Tehsildar and other revenue department officials also reached the village and held discussions with the incensed villagers.

“District officials have assured us that soon a state-level border meeting will be held, and all issues will be resolved at the earliest,” said Haripada Mandal, sarpanch of Jamuguda.

Significantly, Odisha’s border row with neighbouring states is not a one-off incident. Data shows as many 14 border districts in the State have disputes with the neighbouring states like Andhra Pradesh, West Bengal and Chhattisgarh. However, border row with AP and West Bengal has often led to law and order problem.

The interesting point to note here is Odisha has no border disputes with its neighbouring states. Rather, it’s the vice versa here. Neighbouring Andhra Pradesh and West Bengal often venture into Odisha territory to claim it as theirs, which ultimately has natural repercussions on the people dwelling there. It is this reason that had triggered law and order problem in the bordering villages.

Why neighbours resort to encroachment?

Majority of the villagers in Kotia are of the opinion that lack of overall development and joblessness in these hilly border villages of Odisha had bolstered the neighbouring states, especially AP, who at times via a slew of welfare measures tried to lure the poor villagers to claim the village as AP’s territory. In fact, Kotia is a classic living instance, where AP government has launched many welfare schemes.

“The state and district administration have to focus urgently on raising the economic standard and augment the income of the inhabitants here. Women need to be incentivized for collecting Sial leaves and raw materials for making brooms. Simultaneously, new technologies need to be introduced in farming for creating employment for the youths,” said Kotia Sarpanch Biswanath Khil.

Vigilance Seeks ED, IT Probe Into Pathaks' Financial Transactions

Bhubaneswar: The Odisha Vigilance department on Wednesday requested the Enforcement Directorate (ED) and Income Tax department to investigate into the financial transactions of IFS officer Abhay Kant Pathak and his son Akash under Prevention of Money laundering Act and Benami Transaction act.

The anti-corruption wing, which unearthed Rs 14.77 crore in the bank accounts of father-son duo, has raised suspicion of benami transaction and money laundering.

“In view of huge cash deposits of Rs 9.48 crore and deposits by transfer/clearing of Rs 5.29 crore totaling Rs 14.77 crore made in the three bank accounts of Akash Kumar Pathak and in the absence of any IT returns, there is a prima-facie indication of Tax evasion,” a press statement released by the State Vigilance said.

The Vigilance has referred the matter to Income Tax department, 1961 and Benami Transactions (Prohibition) Act, 1988.

“Similarly, in view of the money laundering activities, the matter has also been referred to Enforcement Directorate for undertaking probe under Prevention of Money Laundering Act 2002,” said the Vigilance release.

The anti-corruption wing has also informed that three bank officials of the concerned private banks where such huge deposits have been made are examined by the SIT at Vigilance Cell Unit, Bhubaneswar.

Abhay and his son, who were arrested by the Vigilance for allegedly amassing properties disproportionate to their know sources of income, were remanded to three days vigilance custody on Wednesday.

They were arrested on November 27 in the disproportionate assets case.

The anti-graft agency had raided Abhay Pathak’s residence and several other places in Odisha and outside and traced ill-gotten properties to the tune of 9.35 crore. This amount was about 435% of the total income from all his known sources, an official statement by the Vigilance said.

Amazon Slapped With Legal Notice By Puri Lawyers Over 'Online Sale Of Nirmalya'

Puri: A Puri-based lawyers’ association has reportedly sent a legal notice to e-commerce giant Amazon over alleged unauthorised sale of “Nirmalya Mahaprasad” of Lord Jagannath through online.

The CEO of Amazon India has been given 20 days time to reply on the matter. The lawyers have threatened to approach the court and file a petition if the e-commerce major does not come up with a satisfactory reply on the matter and stop the sale of Nirmalya, informed Biswajit Pradhan, a lawyer with the Puri Lawyers’ Association

Similarly, another case was filed at Singhadwar police station by Suar Mahasuar Nijog against the sale of the Maharasad. In their complaint, the servitor outfit alleged that Amazon is selling Nirmalya without its prior permission.

The nijog has urged the district superintendent of police (SP) and Shree Jagannath Temple Administration to conduct a probe into the matter and ensure punitive action.

Krushana Chandra Pratihari, secretary of Suar Mahasuar Nijog, said, “Jagannath temple is closed since nine months due to Covid-19 pandemic, so there is no Nirmalya here. So question arises as to how Amazon managed to procure the prasad. We suspect cooked homemade foods are being sold in the name of the Nirmalya.”

“This is an insult to Jagannath temple and Nirmalya. We strongly protest the move and demand stringent action,” he added.

According to sources, some servitors levelled allegations few days ago that Nirmalya also known as dry Mahaprasad is being sold on Amazon website at Rs 59 per packet containing 25 grams with a delivery charge of Rs 50.

Bhubaneswar: A special vigilance Court on Wednesday granted three-day remand of tainted IFS officer Abhaykant Pathak and son Akash, who were arrested by the anti-corruption wing for allegedly amassing properties disproportionate to their know sources of income.

During the three-day remand period, the vigilance will interrogate them on the sources of their huge properties.

Earlier, the father-son duo was also remanded to nine-day vigilance custody after their bail application was rejected by the court. They were arrested on November 27 in the disproportionate assets case.

The anti-graft agency had raided Abhay Pathak’s residence and several other places in Odisha and outside and traced ill-gotten properties to the tune of 9.35 crore. This amount was about 435% of the total income from all his known sources, an official statement by the Vigilance said.

The vigilance is also investigating their income tax returns, investments in mutual funds and share markets.

During the course of investigation, the vigilance has found that the officer and his family had made around 20 trips to different destinations across the country through chartered flights during the Covid lockdown period which costs around Rs 3 crore.

The sleuths also found number of expensive and luxurious cars, including Mercedes, BMW and Tata Harier which were registered in the name of Akash.

The son of the IFS officer-Akash had also allegedly cheated dozens of people on the false promise of giving them jobs by impersonating himself as a managing director at the Tata Motors.

Official sources said the vigilance has formed a 20-member Special Investigation Team to investigate the DA case.

Nayagarh Pari Murder: Why SIT chief Arun Bothra will face an uphill task!

Bhubaneswar: With the baby steps on Tuesday, the SIT-led investigation into the Nayagarh minor murder case has hit the ground running. But a bumpy road lies ahead for SIT chief IGP Arun Bothra(of Patnagarh parcel bomb case fame) in Nayagarh. Unlike the Patnagarh blast case, the Corpus delecti – body of crime, though not necessarily mean the dead body, is grossly missing in Nayagarh.

In Patnagarh, Bothra had the parcel box. But the uphill task for the SIT in Nayagrah is, it has to join the ‘bones of crime’ to draw a sketch of the body of the crime.

Because, law stipulates that the prosecution has to pass the ‘Corpus delecti’ test. And as a coroner, IGP Arun Bothra has to unearth the cause of death. Since it’s a missing body case, the SIT has to rely only on circumstantial evidences to nail the accused.

It’s piecing the circumstantial evidences together, which is exactly a challenging task for SIT. Because, in investigation what one lacks is time. With every passing hour, the evidences slip away. SIT reached the ground zero nearly 4-months after  incident occurred on July 14 this year.

How Nayagarh Police Missed the Golden Hour?

In any kidnapping or missing case, the golden hour is the first 72 hours from the time of the filing of the compliant. This is considered the best time to collect leads. Moreover, as per NCRB analysis, in cases of child kidnapping/missing, the case record details show a high chance of a child victim getting killed within 3-48 hours. Taking this fact into account, the country’s Apex Court in its ruling on missing/kidnapped children case, had made it mandatory for the law enforcement agencies to register FIR and launch investigation immediately.

In the Pari murder case at Nayagarh, skeletal remains of the minor girl was discovered at the backyard of victim’s house nine days after she went missing. More so, the police had questioned as many as 9 persons during the 4-month period, but failed to make any arrest till date. The clear cut SOP laid down by the SC and the flip-flops by Nayagarh police together point at lackadaisical crime investigation by the Nayagarh police.

The Evidence:The suspect/s had successfully disposed of the body, which has given rise to further suspicion that footprints of many key clues could have also been made to disappear.

SIT Hands Tied Now?

In his maiden reaction, post visiting ground zero, a reticent Arun Bothra following his talks with the victim’s parents, told the media, “I can’t say anything now. Will speak to you only at an appropriate time.”

According to senior lawyer Nishikant Mahapatra, in Pari murder case, facts unambiguously point to a death that has occurred by a criminal act, and the bone remains can tell the date of death also.“ SIT has only to identify the actor behind the criminal act,” he says.

So how will the SIT proceed? Electronic footprints will be clincher in such cases, he explained. Bothra and his team need to zero in on the CDR (call detail records) of the suspects in the case. Besides, the SIT has to also  note down the last sightings of the victim, persons having proximity to victim, relationship and contact list of the victim and her parents, and lastly, the electronic transaction details of the suspects.

Why Organ trade motive pops up?

As per senior lawyers, in such missing body cases, the body as a whole is dumped or disposed of to destroy evidence. In this sensitive case, discovery of bone-stuffed gunny bag hints at the destruction of the body not by burning, which then further hints at the possible use of chemicals to destroy the corpus. “The chemical clean-up act by the accused points to the larger motive behind destroying the body. They were not afraid of letting know the victim’s parent that Pari was killed, but did everything to destroy victim’s body. The fear of the body hints at possible motive of organ trade”, Mahapatra added.

Will SIT achieve any breakthrough?

Speaking exclusively to Odishatv.in, former DGP Bipin Behari Mishra said, “I am least hopeful in this case.” He further added that Nayagarh police had already wasted the golden hour. ”Now the SIT can collect circumstantial evidences from the last sightings (of the victim) and persons known to her,” he explained.

Bhubaneswar: The Odisha Government on Wednesday has directed all the district administrations to discontinue pasting of notices/posters outside the houses of the Covid-19 affected people under home isolation.

The Health and Family Welfare Department has shot off a letter to all the district Collectors asking them to discontinue the practice.

The letter stated “the number of Covid-positive cases is declining steadily across the State. It is now felt that identification of the houses of Covid-19 patients under Home Isolation by pasting of posters outside their houses is not a requirement anymore.”

The development came a day after the Supreme Court observed that such posters are stigmatising the Covid-19 patients under home isolation.

The apex court said that such notices treated the patients ‘untouchable’ though the ground reality is ‘something different’.

In reply, the Centre argued that it has not prescribed any such rule. The States are pursing the practice to prevent the spread of the virus.

The Court had directed the Centre to consider issuing nationwide guidelines to do away with the practice of pasting posters outside the homes of COVID-19 patients.

The Delhi government had stopped the practice following a directive from Delhi High Court. Punjab had also earlier stopped affixing such notices.

In March this year, the Odisha Government had decided to paste stickers outside the houses of persons placed under home isolation to prevent local transmission. The decision was taken after reports of foreign returnees violating quarantine norms came to fore.

 

The State government had considered the pasting of posters as community monitoring guidelines.  The posters were put with an instruction to the neighbours not to visit the houses and keep a tab on the persons under home quarantine.

Cuttack: Administration To Form Squads To Curb Illegal Adulteration Units

Cuttack: Worried over mushrooming adulteration units in the Silver City of Cuttack, the administration has decided to constitute a district-level inspection committee to check the illegal activities that has been giving sleepless nights to residents of the Silver City but outside.

The decision on formation of the inspection committee was taken at a high-level meeting attended by District Collector Bhawani Shankar Chayani, Cuttack Municipal Corporation (CMC) officials, civil supplies officials and food safety officers.

According to sources, the examination committee will comprise Collector, additional collector, DCP, CMC commissioner, SP, rural health officer, food safety officers. The panel will have 10 squads- six for rural areas and four for CMC area.

The inspection committee will maintain coordination with the traders’ associations of Malgodown and Jagatpur Industrial Estate.

In addition, the authorities have decided to launch a dedicated helpline number for public to come forward and directly report if they come across any such illegal adulteration units.

“We have taken the issue of adulteration units very seriously. During the meeting today, we constituted a district level committee comprising Collector, additional collector, DCP, CMC commissioner, SP, rural health officer, food safety officers,” said Chayani.

“All food manufacturing units and those dealing with food items will be monitored. Stringent action will be taken against unlicensed units. Besides, we will monitor whether the licensed units are preparing good quality products or not,” Chayani added.

It can be mentioned here that as many as 14 illegal adulterated food processing units were detected in Cuttack till November 29 and goods and property worth Rs 4,40,10,000 were seized from the illegal units.

Coming Soon: A Special Act For Lingaraj Temple

Bhubaneswar: Odisha Chief Minister Naveen Patnaik on Wednesday announced that a special act will be formulated for Lingaraj Temple in Bhubaneswar on same lines of the mega heritage corridor project of Puri Srimandir.

Patnaik today reviewed the developmental project being undertaken at the 11th-century shrine. In his first public appearance after the Covid-19 pandemic, the CM expressed gratitude to people who gave away their lands for the heritage project.

“Firstly, I would like to express my gratitude to all the people who contributed their land for the Lingaraj temple project. Secondly, I am very pleased to see how the work is progressing here. Soon, there will be special act for Lingaraj Temple like we have for the Srimandir at Puri,” he said.

“The beautification of Lingaraj will draw a lot of pilgrims and tourists,” he added.

Asked whether the State government has plan for development of other heritage sites, he said, “There will be more, but we will discuss in the matter.”

“The special act for the Lingaraj temple will be enacted on the basis of Jagannath Temple Act, 1954. The act will first be approved by the State Cabinet and become a law after being passed in the Assembly,” said Culture Minister Ashok Chandra Panda.

“The tradition and culture of the Lingaraj temple and welfare of the servitors will be prioritised in the act,” the Minister added.

Nayagarh: The loss of five-year-old girl from Nayagarh, Pari, whose alleged abduction and murder case, has not only triggered a massive political storm, but also emotional outbursts across the State.

She was much sober and disciplined to her age. Apart from reading, she had passion for singing which is evident from her last song she had recorded on a mobile phone during the last Republic Day. Her rendition of the national anthem- Jana Gana Mana was video recorded in a mobile has produced touching reactions from the netizens.

Speaking about the song, Pari’s mother Soudamini said, “She had heard the song sung by students in her school as preparation for the Republic Day. I was cooking in the kitchen when she sang the national anthem and also recorded it with a mobile. No one taught her how to video record through a mobile, but she learnt the technique herself.”


She was very good in subjects like Mathematics, MIL and English, said her heartbroken mother wiping tears from her eyes. The notebooks in her house also revealed that her handwriting was very good.

“Now she is no more. Some monsters have killed her,” said the bereaved mother.

On July 14, the minor girl was reportedly abducted when she was playing outside her residence in the village. Exactly ten days later, her bones and body chopped in parts and stashed in a sack, were found dumped in the backyard of their house.

The sensational case caught statewide after attention after Pari’s parents attempted suicide in front of Odisha Assembly seeking justice for their daughter.

Bharatiya Bikash Parishad, which filed the petition in the court, has made parties to eight individuals including Odisha Chief Secretary and CBI in the case.

The petition was filed following allegation that some miscreants have fraudulently taken loans from the District Cooperative Bank of Athagarh branch in Cuttack district in the name of others.

Last week, several farmers in Athagarh had staged a demonstration alleging loan scam in the Cooperative Bank. They had alleged that money to the tune of over Rs 1 crore was misappropriated from the bank accounts of several people in the district.

Similarly, on November 27, three farmers belonging to Athagarh region had attempted self-immolation in front of the Assembly building, alleging that they were trapped in the fake loan matter.

While being whisked away by police, they said the bank has forced them to repay the loans which they actually didn’t avail.

The farmers raised finger at the Odisha Cooperation Minister Ranendra Pratap Swain over the loan fraud. They alleged the role of Swain’s brother in the scam as he was the president of the Cuttack Central Cooperative bank.

The farmers had demanded that the bank should make public the names of the real beneficiaries and investigate the irregularities to find out the truth. They also warned of a massive protest if the government didn’t take the issue seriously.

Bhubaneswar: Odisha on Wednesday announced to roll out Central government’s Pan-India single number 112 based emergency response system for the public in the state.

The country’s all-in-one emergency helpline number ‘112’ was launched by Union Home Minister Rajnath Singh in 16 states and Union Territories last year, however, the initiative was not rolled out in Odisha.

Emergency assistance numbers like 100, 101, 102, that were used previously for different kind of services have been clubbed together to make a unified emergency window that promises to provide medical, police, fire and woman helpline under one number.

Odisha government has approved the creation of 1098 posts in police department to provide quick service to the people through helpline number 112.

The newly created positions include four DSPs, 151 Sub-Inspectors, 203 Assistant Sub-Inspectors and 740 Constables who will provide the emergency services through the number.

Similarly, to attend calls and provide immediate service to the complainants, 198 call centre executives and 236 vehicles will be deployed by the government.

Marking the launch, Chief Minister Naveen Patnaik said, “The unified emergency helpline will help police provide better services more efficiently to the general public and strengthen people’s faith in the system.

Bhubaneswar: Taking the fight to BJD camp, Sujata, wife of expelled BJD legislator from Gopalpur, Pradeep Panigrahi, today has levelled a sensational allegation against cop-turned politician Arup Patnaik, who has been the head of Mo-Parivar, a pet programme of CM Naveen Patnaik.

“Arup Patnaik had boarded the charter flight with Akash Pathak on July 11 to Pune. While Pathak dropped out at Pune, Patnaik alone had flown to Mumbai in the same chartered flight”, she claimed. Hitting out further at BJD’s charge of “anti-people activities” against her husband, Sujata charged the BJD top brass of hypocrisy and conspiracy.

“Arup boarding chartered flight is not anti-people. But Pradeep doing so had been branded as anti-people. Is this not double standard”, she retorted.

Speaking exclusively to OTV correspondent, Sujata alleged that the vigilance swoop on father –son duo of Abhay and Akash Pathak has been hatched by the powers that be in BJD to derail my daughter’s marriage. Questioning the very timing of the swoop, she asked, “couldn’t this have been done a month earlier or later?”

Apparently warning to “expose the BJD group at work against her legislator husband, “Sujata claimed that she had proof and the bombshell will be dropped at an appropriate hour.

The version of BJD leader Arup Patnaik on the allegations levelled against him by Sujata is yet to be received.

Bhubaneswar Minor 'Gang Rape' Case: Odisha DGP Appears Before HC Via Video Conferencing, Submits Status Report

Cuttack: The Odisha Government on Wednesday informed the Orissa High Court that it has no control over the policies of private schools related to the fee structure.

In its affidavit submitted before the court, the Government stated that the government has no specific provisions for fixation of fee structure of different unaided private schools. The court has posted the next hearing to Monday.

Earlier, the High Court had directed the government to clarify on how much the fees of students in schools can be waived in the State. The court had asked to submit an affidavit in this connection.

It is pertinent to mention here that the State government on November 10 had left it for the Orissa High Court to deliberate on the matter and take a final call on the school fee waiver issue.

This came after Odisha government submitted its reply in connection with a petition seeking waiver of fees in private schools in the state on the directions of the High Court.

Notably, Odisha Abibhabak Mahasangha and other individuals had moved the Orissa High Court seeking an exemption of fees by private schools as the state government had declared COVID-19 pandemic as a ‘disaster.’

The Confederation of Odisha Public Schools had also moved an intervention application in the Orissa High Court in connection with a PIL seeking exemption of tuition fees by private schools during the lockdown, reports said.

BJP Alleges Involvement Of Organ Trade Racket In Pari Murder Case, Demands CBI Probe

Bhubaneswar: Training guns at the Naveen government, the BJP has stepped up the ‘Justice For Pari’ campaign demanding a CBI probe into the sensational murder case in Nayagarh and immediate ouster of minister Arun Sahoo for allegedly giving protection to the prime accused in the case.

At a presser today, State President of the Bharatiya Janata Party (BJP) Samir Mohanty alleged that there is involvement of a human organ trade racket in the kidnapping and brutal murder of 5-year-old girl Pari of Nayagarh. Suspecting a big racket behind this barbaric crime, the party has demanded handing over the case to CBI for a fair investigation. The saffron party has also demanded CM to sack minister Sahoo from the Cabinet.

“The minor girl was abducted and murdered in July. Even after four months, her parents have been denied justice while the accused are moving scot-free. The family has knocked the doors of the SP but have always returned empty handed. Who is pressurizing police to not initiate any action against the accused?” Mohanty questioned.

“It’s not just a murder, it’s a case of human organ trade. Babuli Nayak, the prime accused in the murder case, runs a racket of human organ trade and minister Arun Sahoo is shielding him. Babuli is a close confidant of the minister. Therefore we know the truth will never come out in the probe by court-monitored SIT (Special Investigation team). The case should be handed over to CBI without any further delay,” the BJP state president said, further alleging that Sahoo’s telephonic audio conversation that went viral was just a ploy of BJD to calm down the situation and divert the whole attention from the growing state-wide protests.

“Crime against women, children and the marginalized are on the rise in Odisha. Despite being in power for more than two decades, CM Naveen has failed to protect the people,” lambasted OPCC chief Niranjan Patnaik.

However, no response could be obtained from Arun Sahoo or any other leader of the ruling party.

It is pertinent to mention that BJP’s national spokesperson Sambit Patra had earlier filed a complaint with the NCPCR demanding justice for the family of the deceased minor girl. He had requested the Commission to launch a spot inquiry into the alleged organ trafficking case and summon the Collector and SP of Nayagarh district over alleged delay in the investigation process.

The National Commission for Protection of Child Rights (NCPCR) subsequently registered suo moto case on the basis of news reports in OTV and issued notice to State Chief Secretary seeking report on the status of the investigation and other documents related to the case within ten days.
