No Postponement, CBSE 2021 Board Exams In Online Mode?

At a time when the Covid-19 crisis is deepening with the emergence of a second wave across the country, will CBSE conduct the board exams in offline mode or switch to online mode this year? While one section of students is asking for the examinations to be conducted online, many students are requesting the government to cancel board exams or postpone it.

The CBSE Class 10 and Class 12 Board Exams is hardly a month away, and because of a rapid rise in coronavirus cases across the country, reportedly many teachers, students and parents are requesting the government to cancel the board exams or either postpone it till situation returns to normalcy. According to reports, some one lakh students of Class 10 Class 12 have signed an online petition seeking cancellation of CBSE Board Exams 2021 or hold it online.

Taking to Twitter, thousands of students joined hands as part of a campaign to trend #cancelboardexams2021 and #PahleJaanFirExam to protest against the upcoming examinations which will reportedly be held via offline mode.

On Thursday, the Central Board of Secondary Education (CBSE) made an important announcement regarding Board Exams 2021. The Board has reiterated that all the exams for Class 10th and Class 12th this year will be conducted as per the schedule and will start next month from May 4, 2021.

Even as voices of protest are growing louder, the Board has made it clear that the CBSE examinations will be held as per schedule from May 4. The Board has also warned miscreants not to circulate old notices to mislead the Class 10 and 12 students who will be appearing for the all-important examinations scheduled next month.

As per reports, the official statement in this regard has been released jointly by CBSE and the Council for the Indian School Certificate Examinations, CISCE.

CBSE has assured that it has taken all necessary precautions for the board exams to contain the spread of Covid-19 second wave during the exam. Exam centres across the country have been increased by 40-50% to ensure social distancing among students during the exam and that all Covid protocols would be followed, a senior CBSE official was quoted as saying by PTI. The CBSE has said that the board is taking sufficient measures to conduct board exams 2021 amid the Covid-19 pandemic.

The Board also mentioned that those students who could not appear for the practical exams for Classes 10 and 12 would be given a second chance.

In its latest circular, the CBSE clarified that if any candidate(s) is absent in practical exams because of being Covid-19 positive or any family member testing positive for the virus, the concerned school will conduct the practical exams of such candidates at an appropriate time in consultation with the concerned regional office. But this should be done latest by June 11, the Board has said.

UGC Issues Advisory For Higher Educational Institutions For Tackling Covid-19

Bhubaneswar: Worried over the rising cases of Covid-19 in different States in the country, the University Grants Commission (UGC) has issued a fresh advisory for higher educational institutions.

In a letter, UGC Secretary Rajnish Jain has asked the Vice-Chancellors of all Universities and Principals of all colleges across the country to focus on five-fold strategy to deal with the pandemic situation.

“As you are aware the UGC has been issuing regular advisories for the role to be played by Higher Education Community in tackling the COVID-19 pandemic. It is a cause of great worry that we are confronted with rising upward cases of COVID-19 throughout the country. To address this emerging crisis, it has been decided to focus on the five-fold strategy to deal with the situation viz. Testing, Tracing, Treatment, COVID appropriate behaviour and Vaccination,” the letter read.

Higher Education Institutions are expected to play a lead role in spreading awareness with renewed emphasis on ‘Dawai Bhi Kadai Bhi’.

In this regard. Heads of Higher Education Institutions, Faculty, Students and staff are requested to spread awareness about COVID appropriate behaviour through websites and other media (Print/ Electronic/ Social).

Here are the key points issued in the advisory for creating awareness:

-Always cover mouth with a mask.

-Wash hands frequently and thoroughly with soap & water or use alcohol-based hand sanitizer.

– Do not touch eyes, nose and mouth.

– Maintain Social Distancing.

– Avoid Large Gatherings.

– Anybody with signs & symptoms (cough, fever or difficulty in breathing) should call national Toll-Free Helpline 1075 or State Helpline numbers for any queries.

-Messages about COVID appropriate behaviour may be tweeted with #Unite2FightCorona.

Utkal University Students Protest BMC's Decision Of Closure Of Hostels

Bhubaneswar: Hundreds of students of Utkal University blocked National Highway-16 near Vani Vihar Square on Friday morning protesting the decision of the Bhubaneswar Municipal Corporation (BMC) to close the hostels of government and private educational institutions amid the steep rise in Covid-19 cases in the Capital City.

The BMC on Thursday had issued an advisory for the government and the residential educational institution authorities directing students to vacate hostels and go back to their homes.

Following this, the Utkal University authorities held a meeting yesterday and asked the boarders of PG fourth semester, whose examinations are over, to vacate the hostels by 12 April.

Similarly, the PG first semester boarders have been asked to leave the hostels immediately after the completion of their mid semester examination, not later than 16 April.

However, the varsity has allowed the M.Phil final semester students, PhD scholars and PDFs to stay in the hostels provided with a recommendation of their guides and respective head of the departments to carry out dissertation and research work.

The University has also decided to close the hostel mess from 17 April. However, the mess of research scholar hostels will remain open till further notice. The boards have been asked to take their belongings to facilitate renovation work at the hostels.

Sloganeering against the alleged unilateral decision of the BMC, the students locked the main gate of the university and held demonstration. The students also sat on the middle of the road on Vani Vihar Square affecting traffic movement severely on the route.

“Instead of closing the hostels, the State Government should take steps to prevent the outbreak of Covid-19 infection in the hostels. We want educational institutes and hostels to remain open. BMC’s decision has put our studies and career at stake,” said a final year PG student of the varsity.

“This is an unfair decision. We are being deprived of education. We are preparing for Ph.D, NET and other competitive exams. What will we do at homes, let us live in hostel. We will strictly adhere to all the Covid-19 protocols,” stated another protesting student.

Another agitating student questioned, “Thousands of people are participating in Pipili poll campaign. Coronavirus won’t spread there but it will infect students in university. What kind of decision is this?”

BSE OTET 2021

Bhubaneswar: Around 1,25,880 candidates appeared the Odisha Teacher Eligibility Test (OTET) 2021 conducted by the Board Of Secondary Education (BSE) at 491 exam centres across the State on Friday amid strict adherence to Covid-19 protocols.

The School and Mass Education Department has made elaborate arrangements to conduct a free and fair examination. The department has also taken steps to ensure social distancing and made masks mandatory for all the candidates and staff at the exam centres.

The candidates will attend two papers of the OTET viz- Paper-I And Paper-II in two shifts. The first shift will be held between 8 am to 10.30 am while the second sitting will begin from 12 pm and conclude at 2.30 pm.

OTET 2021 Syllabus

As per the NCTE guidelines, the questions in the Paper-I will be based on the syllabus from Classes 1 to 5 but their difficult level will be up to secondary stage. Similarly, the questions in the Paper-II will be based on the topics of the prescribed syllabus from Classes VI to VIII but their difficulty level will be up to senior secondary/higher secondary/ plus 2 stage.

All questions will be Multiple Choice Questions (MCQ), each carrying one mark with four alternatives out of which one answer is correct. The question papers in non-language subjects shall be bilingual i.e. in Odia and English.

Following languages shall be offered in Language – I: Odia, Hindi, Telugu, Urdu, Bengali. The candidate has to choose any one of the above languages for Language-I subject whereas Language-II subject shall be English for all candidates. There shall be no negative marking.

About OTET

The OTET is a state-level examination that is conducted to determine the eligibility of candidates for teachers post. On qualifying the OTET exam, candidates will be appointed as teachers for Class I to VIII in government, private aided, private unaided schools across Odisha.

Reservation of 15% seats in medical & engineering colleges of Odisha

The Odisha government has recently notified 15 per cent reservation of seats for government school students in medical and technical courses. This move was based on the recommendations of the Justice AK Mishra committee, and was intended to resolve the inequity that is being seen between government and private school students in terms of enrolment to professional courses.

According to the committee report, 87 per cent of all students enrolled in government schools manage to get less than 25 per cent of the seats in medical and engineering colleges. In contrast, only 11 per cent of all students enrolled in private schools manage to get between 57-63 per cent of the seats in these courses. This indeed is a major disparity, and the government has been right to identify the problem and call it out. But, while the problem identification has been on point, the solution through reservations defeats all logic. And more preposterous is the very tenuous and ham-handed attempt to establish the causal link between the problem and the solution.

Let us try to unpack some of the concerns here. Why is it that government school students are not able to qualify for these competitive examinations? If we go by the understanding of the task force and the government, it is because of the lack of coaching facilities which is in most cases a consequence of financial duress. ‘Physical and financial’ access barriers identified by the task force is a valid reason again, but the association of these barriers just to government schools proves to be a concern. In such a case it is not the type of school, but the income or asset stability of the family of the student which should come into question. A poor but brilliant student who manages to pay the fees in a private school but does not manage additional coaching, should also be eligible for such concessions and the large heartedness of the state. Secondly, physical access barriers will continue to exist for government school students based on their location. Students from government schools located in cities will still have it better than their counterparts in district and block headquarters who will have it better than those in villages.

So, there is enough reason to speculate that the quota will not address physical barriers to coaching and will be very selectively looking at financial barriers.

Let us go one layer deeper. If economically poor private school students are not being counted as the most disadvantaged by the government, it points to the acknowledgement that the pedagogy and nature of instruction is much better in private schools as compared to government schools. And that gives an edge to the students in the former. If this is the case, then the blame squarely lies on the service providers, the business owners who are not able to provide competitive instruction to their students, despite decades of running the business. The business owner in this case is the government. The difference in the quality of instruction in government-run CBSE schools and the performance of students from the board in competitive examinations, is another clear indication of the extreme importance of the quality of instruction in this issue.

But instead of pondering on why the quality of education has deteriorated in government schools, the government has taken the easy way out and used its power to skew the market through the introduction of a quota. While the problem clearly is one of a teaching crisis in government schools, the solution is one which is in no way going to even examine the problem identified.

The shortage of teachers along with the quality of instruction in government schools has been a cause of concern across the country and not just in Odisha. The increasing number of private school enrolments also indicate a major trust deficit in parents due to the deteriorating standards of government school teachers. The lack of competition in government schools, the involvement of teachers in clerical work and the lack of adequate training for teachers are some of the key reasons behind it. The learning outcomes at lower grades show the stark difference between the quality of education being provided in government and private schools.
The Odisha government is not the first state to implement such a quota. Tamil Nadu, Puducherry and Karnataka have versions of such a quota and they have been politically sound decisions to make.

Quotas as a populist measure work well to camouflage and sometimes even hide the absolute inefficacy of the government in running a business, which anyway ideally, it should not be running.

The government now can claim that this move will not only address the disparity it had identified but will also prove to be a way to increase enrolment in government schools. And all without putting in the actual effort of overhauling the quality of instruction in schools. There could be a number of things which could have been attempted, even in the short run. Scholarships, targeted coaching facilities, tailored support from earlier grades but that would require effort and commitment which is long term in nature. So reservations, are the easiest way out.

Morally, it is a dubious stand as it is not a solution, not even a temporary one. The government in this case has the unique ability to shirk responsibility and accountability, while running a business and at the same time skew the market to gain favourable outcomes. No private player has this luxury. It is due to these very reasons, that the root of the problem will continue to remain unaddressed. Treating public education as akin to discrimination and proposing affirmative action for it, does not at any level inspire confidence in the quality of the service being provided by the state.

New Delhi: Amid a surge in COVID-19 cases, over one lakh students of classes 10 and 12 have signed petitions urging the government to either cancel board exams scheduled to be held in May or conduct them in online mode.

The hashtag “cancelboardexams2021” has been trending on Twitter for the past two days.

However, both the Central Board of Secondary Education (CBSE) and Council for the Indian School Certificate Examinations (CISCE) have said that adequate safety arrangements are being made for students and all COVID-19 guidelines will be followed during the exams.

“The situation in India is getting worse day by day. When there were only a few cases in the country, they cancelled the remaining board exams and now when the cases are at a peak they are planning to open schools. We urge the education minister to look into this matter and cancel all examinations to be held this year as students are already under a lot of stress,” a petition on Change.org said.

Divya Garg, a class 10 student, on Twitter urged the government to postpone the exams for at least a month and then take a further review based on the number of cases.

“The students have already faced a lot of problems till now in this pandemic. Classes were held online so the exams should also be held online or students should be promoted via internal assessment marks,” another user tweeted.

Usually, practical exams are conducted in January and written exams begin in February and conclude in March. However, the exams were delayed and are scheduled to be held in May-June in view of the pandemic.

“Adequate arrangements are being made to ensure the students are safe and all COVID protocols are followed. The number of exam centres has been increased by 40-50 per cent to ensure social distancing. The staff at exam centres is being sensitised to ensure all guidelines are followed,” a senior CBSE official said.

The board had last week announced that if any student fails to appear for ongoing practical exams after the student or any family member testing positive, the schools will conduct re-tests for them at an appropriate time.

The official, however, did not comment on whether the same relaxation will be given to students in theory exams as well.

Similarly, Gerry Arathoon, the chief executive and secretary at CISCE, said the schedule for exams “will remain the same”.

Schools across the country were closed in March last year to contain the spread of COVID-19 ahead of a nationwide lockdown.

Several states started reopening the schools partially from October last year, but physical classes are again being suspended in view of the exponential rise in coronavirus cases.

Last year, the board exams had to be postponed mid-way in March. They were later cancelled and the results were announced on the basis of an alternative assessment scheme.

Both the CBSE and CISCE had decided not to come up with a merit list last year.

India registered a record single-day spike of 1,26,789 new COVID-19 cases, pushing its infection tally to 1,29,28,574, while the number of active cases too went upwards to breach the nine lakh-mark again, the Union Health Ministry’s data updated on Thursday showed.

CBSE Board Exams 2021: Rs 50K Fine On School Principals For Violation Of New Circular

Bhubaneswar: The Central Board of Secondary Education (CBSE) has issued strict instructions to all its affiliated schools to update the number of teachers available as examiners in the Online Information System of Affiliated Schools (OASIS).

As per schedule, the practical exams for Class 12 students are scheduled from March 1 to June 11, 2021. Similarly, the evaluation for both Class 10, 12 will start from May 7, 2021.

However, it has come to the notice of CBSE that teachers appointed as an external examiners have resigned and thus not available to act as examiners.

Apart from this, for the new session (2021-22), teachers working as PGT, TUT and teaching in Classes XI / XII and IX / X respectively have been assigned the lower Classes. With this, the availability of teachers has been reduced for practical/evaluation. Names of all teachers working in the schools have not been provided in OASIS, the CBSE circular read.

In the circular, the Board has asked the Principal (s)/ head of the institutions to ensure that the names of all teachers are available in the OASIS. The schools should take following action:-

– Should update / correct the data of teachers without being failed in OASIS. Link of OASIS is open from April 5, 2021 to April 10, 2021.

-Names of all teachers be updated.

– Schools have conducted practical with an examiner not appointed by CBSE.

All the Principals are directed to update teachers’ data in the OASIS within the schedule time. CBSE will compare both the data before updation and after updation.

In case it is observed that data has not been updated by the school, following action would be initiated:

-CBSE will take necessary action as per Affiliation By-laws and Examination By-laws.

-A personal penalty of Rs. 50,000 will be imposed on the Principal of the School.

-CBSE will not declare their Board’s result.

– Practical conducted by an examiner not appointed by CBSE will be cancelled and CBSE will re-conduct the practical of these candidates under its supervision.

“It would be the sole responsibility of the principal to comply with the directions of CBSE. Issue of online problem will also not be considered. CBSE will draw the teachers from each school, based on the number of students, sponsored by the school in Class X & XII,” the CBSE circular added.

Bhubaneswar: The State government Monday asked the headmasters/headmistresses of all government schools to take at least two classes per day apart from school management works.

In a letter to all District Education Officers (DEOs), the School and Mass Education Department additional secretary Alok Kumar Kar directed to ensure classroom teaching by the headmasters/ headmistress  along with supervising the classes being taken by other teachers.

“The headmaster being the most experienced and qualified person in the school should take at least two classes daily and make supervision of the classes being taken up by other teachers,’ the letter read.

The directive comes after the principal secretary during his visit to different schools had found that the head of the schools skipped classes by involving themselves in management activities.

The DEOs have been asked to implement the order at the earliest in their respective jurisdiction.

Spike In Covid Cases: JNU Issues Fresh Circular To Prevent Spread Of Virus

Bhubaneswar: In view of the rise in Covid-19 cases, the authorities of Jawaharlal Nehru University (JNU) issued fresh circular for students and other faculty members to prevent the spread of the virus in the campus.

In continuation to the University notifications regarding phased manner re-opening of the campus, and the observation that the number of COVID-I9 cases are increasing in the campus, the following decision has been taken for all the stakeholders of University.

– Students and employees would be allowed in the Hostels/Administrative buildings/School buildings/ Dr. B. R. Ambedkar Central Library and other buildings and public places including shopping complexes and walking on the road, if they are found wearing the mask.

– The faculty and staff members are strictly instructed to use face mask at all the times to set an example for observing Covid-19 protocols.

-The Shopkeepers and Canteens staffs are strictly instructed to wear the mask at all the times. Any violation would attract closure of shops/canteens for 2 days initially, and further violation will be dealt strictly as per guidelines/norms of the Government of India/Delhi Government/ University notification. etc.

– Hand Sanitization and Thermal screening are mandatory at all the key points: Schools / Special Centres / Hostels / Administration building/ Dr. B. R. Ambedkar Central Library and building security staff are instructed to do the needful in this regard.

-Vendors visiting to Science Schools/ AIRF/Special Centres /Administration building/ and other establishments are not allowed to visit the labs unless authorized by the relevant respective Offices.

– The re-opening of the University guidelines may be reviewed very soon if the cases rise exponentially.

NTA Postpones ARPIT-2020 Exam, Check Important Notification

Bhubaneswar: The National Testing Agency (NTA) has postponed the Annual Refresher Programme in Teaching (ARPIT) examination 2020 which was scheduled to be conducted on April 10, 2021.

The examination has been deferred in view of the ongoing assembly elections in West Bengal, the NTA said in a fresh notification issued on Friday.

The detailed schedule mentioning revised dates of examination and for downloading admit cards of the examination will be displayed on the website www.nta.ac.in/https://arpit.nta.nic.in/ shortly, the NTA notification said.

The NTA said it would keep students updated about the latest developments. Candidates have been advised to keep visiting the NTA website www.nta.ac.in/https://arpit.nta.nic.in/ for any update in this regard.

“In the mean time we request you to adhere to safety guidelines in the light of outbreak of COVID-19 and keep a close watch on NTA website,” it added.

The Annual Refresher Programme In Teaching (ARPIT) is a refresher course for Faculty or Non-Faculty Learners for their Career Advancement Scheme. The National Testing Agency (NTA) would be conducting the examination and certification would be done through Study Web and Active Learning by Young and Aspiring Minds (SWAYAM).

CBSE Class 10, 12 Board Exams: Fake Exam Schedule Circulating On Social Media, Warns Board

Bhubaneswar: Ahead of the crucial board exams, the Central Board of Secondary Education (CBSE) on Friday warned students about a fake examination schedule circulating on various social media platforms.

Through a tweet, the Board said, “There are some persons deliberately trying to create confusion about board exams by circulating old news of 1.4.20 regarding X and XII exams.”
CBSE also advised students to ignore this old circular of last year and not be misled.


It is pertinent to mention here that CBSE has been issuing necessary advise to students and their parents not to believe any information that is being circulated on social media regarding the board exams.

In its previous notices, the Board had urged students and their parents to visit the official CBSE website for any information and updates regarding the Class 10, 12 Board examinations 2021.

Earlier on Thursday, the Board had issued a circular for schools ahead of the practical exams of Class 10, 12 students. In its latest circular, CBSE has issued special instructions to schools for reporting of Covid-19 case(s) during conduct of practical exam 2021.

Bhubaneswar: The National Testing Agency (NTA) has released an important notice regarding Joint Integrated Programme in Management Admission Test (JIPMAT).

JIPMAT is a National Level Entrance Examination held for admission to 5-year integrated program in Management in IIM Bodh Gaya and IIM Jammu for the Academic year 2021 – 2022.

Here are key dates, instructions:

Duration of Online registration and submission of online Application Form for JIPMAT-2021:  April 1 to 2021 to 30 April 2021 upto (05:00 P.M)

Last date for submission of Examination fee (through SBI/ HDFC Credit Card/ Debit Card/Net Banking & Paytm Payment Modes upto (11:50 pm): April 30, 2021

Correction in the Particulars of Application Form online only: May 5, 2021 to May 10, 2021

Date of Examination for JIPMAT-2021: June 20, 2021

Duration of Examination: 150 minutes (02:30 hours)

Timing of Examination: 03:00 P.M. to 05:30 P.M

Mode of Examination: Computer Based Test (CBT) mode

Medium of Question Paper: English

CBSE Board Exam 2021: Circular Out For Reporting Covid Cases During Practical Exam

Bhubaneswar: The Central Board of Secondary Education (CBSE) has issued a latest circular for schools ahead of the practical exams of Class 10, 12 students.

The circular comes in the wake of steep rise in the number of Covid-19 cases across the country. The Board has asked all its affiliated schools to strictly follow the Covid-19 protocols and other guidelines strictly.

Earlier, the Board had issued separate circulars in February and March on the issue of conduct of practical examinations and change of practical centres.

In its latest circular, CBSE has issued special instructions to schools for reporting of Covid-19 case(s) during conduct of practical exam 2021.

Here’s details:

In case candidate is not appearing in practical because of Covid-19

-If any candidate is absent in practical because of being Covid positive or any family member i.e., mother, father, brother and sister is reported Covid positive, school will conduct the practical of such candidates at an appropriate time in consultation with the concerned Regional Office but latest by June 11, 2021.

– While uploading the marks of the batch of the candidate, against the name of such candidates “C” may be uploaded/posted on the link for uploading of marks.

In case request has been made to CBSE to change the practical centre

-If any candidate has shifted to some other city/country because of Covid and requested CBSE to change the practical centre, while uploading the marks of the batch of the candidate, against the name of such candidates “T” may be uploaded/posted on the link for uploading of marks.

Supply of Marks

In case of re-conduct of practical examination, marks of such candidates be sent to concerned Regional Offices on manual award list. However, a sealed copy of the duplicate copy of Award List may be retained by the school for any emergency.

Envelope of both the award list be sealed with the signature of External Examiner and Observer. While sending marks to Regional Office, “NOT TO BE OPENED” be clearly mentioned on the Envelope.

Facilitation Period

In any case, schools have to re-conduct the practical of any absentee candidate latest by June 11, 2021 and marks be also supplied to the Regional Office without fail, the circular read.

If marks of any candidate will not be available with CBSE, his/her result will be computed without marks and status will be reported as per Examination Bye-Laws, the circular added.

CBSE Board Exam 2021: CBSE Comes Up With Major Announcement For Students Who Test Covid-19 Positive

New Delhi: The Covid-19 cases are witnessing a steep rise across several States of the country and educational institutes seem to have become the epicentre of the resurgence of the virus. At this important juncture, the Central Board of Secondary Education (CBSE) has come up with big relief for the students who have tested positive for coronavirus infection.

As per a recent announcement made by the CBSE, if a student has tested positive for Covid-19, then they s/he need not worry about his/her practical examinations in the laboratory.
The Central board issued a circular in this regard and said that the practical exams for such students will either be postponed and can be scheduled in April or even after written exams are over.

Such Covid-infected students should just be advised to take rest and be in isolation at home, added the CBSE notification.

The CBSE further said that if any candidate tests positive for Covid-19 and if s/he is not in a position to appear for the practical examinations, then the practical exams for such students can be held at a later date, said the Central board.

Meanwhile, the decision of the CBSE has brought relief for the students and their parents amid the resurgence of Covid-19 in several parts of the country.

The CBSE 10th and 12th Board Exams 2021 are scheduled to begin from May 4 while many schools have already started conducting the practical examinations as well as internal assessment for students of classes 10 and 12.

Last week, the CBSE allowed the students of classes 10 and 12 who are appearing for the board exams, to change their exam centres for the practical as well as theory examinations in view of the Covid-19 pandemic and fresh surge in cases.

“It has come to the notice of the board that because of Covid-19 pandemic, students of classes 10 and 12, along with their families, have shifted to some other city or country and therefore, they are unable to appear in the practical/ theory exam from the school/ exam centre where the students are registered for the board exams. Looking into the problem, CBSE has decided to permit the change in examination centre,” read the official notification of the board.

UGC: Universities Can Offer 40 % Courses Per Semester Online; Check Details

Bhubaneswar: The University Grants Commission (UGC) has asked Universities to adopt India’s national Massive Open Online Courses (MOOCs) through the SWAYAM platform for the benefit of the students.

Apart from this, the UGC has also allowed universities and well as colleges to offer up to 40 per cent of the syllabus of a programme in a semester online through the e-learning platform- Study Webs of Active-Learning for Young Aspiring Minds (SWAYAM).

The University Grants Commission as National Coordinator for Non-Technology PG Courses developed 145 MOOCs and offered 208 MOOCs (some have been re-run) on the SWAYAM Platform.

In a letter, UGC secretary Rajnish Jain said, “The University Grants Commission (Credit Framework for Online Learning Courses through Study Webs of Active Learning for Young Aspiring Minds) Regulations,202l have been notified in the Gazette of India, which now facilitates an institution to allow upto 40% (forty per cent.) of the total courses being offered in a particular programme in a semester through the online learning courses offered through SWAYAM Platform.”

The list of SWAYAM based online credit courses for the ensuing semester shall be notified on the SWAYAM platform before the 1st November for the January semester and before the 1st June for the July semester, every year

Online semester end examination shall be the preferred mode provided that the course-coordinator shall be authorised to decide on the mode of conducting the final examination, either through online mode or pen and paper mode and this shall be announced in the overview of the course at the time of offering of the course, the notification said.

A certificate regarding successful completion of the SWAYAM based credit course shall be signed by the National Coordinator and authorised signatory of the Host Institution and shall be made available on SWAYAM platform within four weeks from the date of declaration of the semester end examination result.

No university shall refuse any student for credit mobility of courses earned through SWAYAM platform, the notification added.

Civil Services Exam Interview Dates Announced: UPSC To Pay Airfares Of Candidates

Bhubaneswar: The Union Public Service Commission will be conducting the National Defence Academy and Naval Academy Examination (I) 2021 at various across the country on April 18, 2021.

The Commission has already uploaded the e-Admit card for the convenience of the admitted candidates on its official website.

Through a notification, the Commission has advised candidates to download their e-Admit Cards for the Examination and take a printout thereof.

The admitted candidates will have to produce the printout of their e-Admit Card at the allotted venue for appearing in the examination, along with Photo Identity Card mentioned in the e-Admit Card.

Here are key instructions:

-In case, the photograph is not visible/blurred or not available on the e-Admit Card, candidates are advised to carry two (2) identical photographs (one photograph for each session).

-No paper Admit Card will be issued for the examination by the Commission.

-In case of any discrepancy is noticed in the e-Admit Card, the same may be communicated to the Commission immediately at e-mail ID usnda-upsc@nic.in latest by April 9, 2021 to enable the Commission to take a decision in the matter.

– Entry into the Examination Venue shall be closed 10 minutes before the scheduled commencement of the examination i.e. 09.50 A.M. for the forenoon session and 01.50 P.M. for the afternoon session.

-No candidate shall be allowed the entry into the examination venue after closure of the entry.

-Candidates are also advised to bring Black Ball Point Pen as the they shall be required to fill the attendance list and the OMR Answer Sheet with Black Ball Point Pen only.

-Mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device are banned inside the Examination Hall.

-Valuable/ costly items and bags are also not allowed inside the examination venue.

Bhubaneswar: Kendriya Vidyalaya Sangathan (KVS) has released the schedule for admissions for the academic year 2021-22.

While online registration for admission to Class I in Kendriya Vidyalayas will commence from April 1, 2021, the registrations for Class II and above will be done from April 8 2021 in offline mode.

Currently, Kendriya Vidyalaya Sangathan is running a chain of 1247 KVs.

For Class I, online registrations will begin at 10:00 am on 1st April 2021 and will close at 7:00 pm on April 19, 2021.

The registration for Class II and above will be invited on the basis of availability of seats from 08.04.2021, 8:00 am to 15.04.2021 till 4:00 pm in offline mode.

A Child must be 5 years old as on 31st March in the academic year in which admission is sought for Class I. (Child born on 1st April should also be considered.)

The minimum and maximum age limit for admission in Kendriya Vidyalayas in various classes is given below:

There is no age restriction for admission to Class XI provided the student is seeking admission in the year of passing Class X examination. Similarly, there will be no upper & lower age limit for admission to class XII provided there has been no break in the continuous study of the student after passing class X.

15% seats for Scheduled Caste, 7.5% seats for Scheduled Tribes and 27% seats for Other Backward Classes (OBC-NCL) shall be reserved in all fresh admissions in all Kendriya Vidyalayas.

JEE Main 2021: Refund Of Duplicate Fees To Candidates, Check NTA Notification

Bhubaneswar: The National Testing Agency (NTA) has released a notice regarding refund of duplicate fees to Joint Entrance Examination (JEE Main) 2021 candidates.

As per the official notification, NTA has stated that the fee reconciliation will be initiated only after the closure of the application and correction period for May 2021 Session.

“It is informed that refund of Duplicate fees (if any) to the concerned candidates (wherever applicable ) will be initiated only after the reconciliation of fee data of all candidates as received from the concerned Banks/Payment Gateways Integrators with the fee data captured in NIC Fee Master,” the notification read.

It is pertinent to mention here that National Testing Agency (NTA) is conducting Joint Entrance Examination JEE (Main) – 2021 for admission to Undergraduate Programs in NITs, IIITs, and other Centrally Funded Technical Institutions (CFTIs), Institutions funded by participating State Governments, and other Institutions. JEE (Main) is also an eligibility test for JEE (Advanced), which is conducted for admission to undergraduate programs offered by the Indian Institute of Technology (IITs).

As per the scheme of examination, a Candidate could apply for one or all Sessions (February/March/April/May-2021) together or separately.

The application period for February Session was from 16 December 2020 to 23 January 2021 and fee payment for this Session was upto 24 January 2021. The Correction Period for this Session was from 27 January 2021 to 30 January 2021.

The application period for March Session was from 2 to 6 March 2021 (upto 6 p.m.) and fee payment for this Session was upto 6 March 2021 (upto 11.50 a.m.).

The Correction Period for the existing candidates for February session and also for the fresh candidates of March Session, with payment of correction fee wherever required, received was from 2 to 6 March 2021.

Debasish Panda of Srivihar colony in Cuttack town has topped the exam in Odisha with 99.959166 percentile score

Cuttack: The results for the National Testing Agency Joint Entrance Examination (JEE) Main 2021 March session were announced last night. A total of 13 candidates have scored a perfect 100 score in the crucial entrance exams.

Bringing laurels for the State, Debasish Panda of Srivihar colony in Cuttack town has topped the exam in Odisha with 99.959166 percentile score.

Speaking on the feat Debasish, a student from the ODM Public School In Bhubaneswar at, told OTV, “I am happy that my dream has came true. I had worked really hard to crack the examination. Though I did not follow any strict time table for studies, I used to read eight to ten hours regularly,” he added.

Giving credit of his success to his parents, school and coaching institutes’ teachers, Debasish said that his next aim is to crack the IIT entrance exam–JEE Advanced 2021 for which preparations are in full steam.

“I am preparing for JEE Advance and want to become a scientist in future and make my country and State proud,” said Debasish.

Debasish said people had to undergo hardships due to the Covid-19 lockdowns. “But it gave me a great opportunity for the preparations,” he said.

“Normally when we go to school and tuitions, a lot of time is waisted in travelling. But the online classes during lockdown saved much of my time. That gave me ample time to complete the course as well as practice for the entrance,” said Debasish.

“Success and failures are bound to happen when one prepares for any competitive exams. But, one should not lose hope and confidently prepare for the papers,” he said in his message to other students who are preparing for several competitive examinations.

NTA will be conducting the exams four times this year and if a candidate appears for the exam more than once, the best score obtained will be considered for admission.

A total of 6,19,638 lakh candidates had registered for the March session examination which was held in six slots till March 18. The exam was conducted in 334 cities, including 12 cities outside India – Baharain, Colombo, Doha, Dubai, Kathmandu, Kualalumpur, Lagos, Muscat, Riyadh, Sharjah, Singapore, and Kuwait.

707 observers, 261 city coordinators, 19 regional coordinators, six special coordinators and two national coordinators were deployed at these centres to ensure fairness in examinations.

Covid-19 Resurgence: Odisha Minister Clarifies On Closure Of Schools

Bhubaneswar: The recent surge in Covid-19 cases across Odisha has raised questions over the continuation of classes in schools which resumed two months ago following closure for nearly a year.

The resurgence of the virus situation which has affected several private and autonomous institutions in the Capital city and in other parts of the State has only precipitated the situation even as several districts have resorted to imposing night curfew to contain the spread.

On Thursday, a student at the Kendriya Vidyalaya-1 in Bhubaneswar was the latest to have been tested positive for Covid-19, triggering fear and concern among parents.

Amidst the rising Covid-19 graph, Odisha School and Mass Education Minister, Samir Ranjan Dash on Thursday claimed that not a single case of Covid-19 has been reported from any State government-run school or hostel.

He said clear instructions have been issued to relevant officials to ensure that the Standard Operating Procedure (SOP) issued by the State government to contain the Covid-19 outbreak are strictly followed in their respective educational institutions.

“District administrations are keeping a close watch on private schools. The officials have been asked to strict follow the SOP issued by the State government,” said Dash.
Dash however, made it clear that “No decision has been taken as yet on the closure of schools in the State.”

CBSE Changes Rule For Issuing Migration Certificates To Class X, XII Students

Bhubaneswar: The Central Board of Secondary Education (CBSE) has come up with an important notice regarding issuance of migration certificates to students after completion of Class X, XII board examinations.

As per the latest decision, the Board has now developed an infrastructure to provide soft copies of the migration certificate on DigiLocker to the students.

“Accordingly, it has been decided that hard copy of the migration certificate will be issued only to the students who would make a request for the same to the Board, otherwise soon the result will be declared, and the soft copy of the Migration Certificate will be made available in Digilocker,” the official CBSE notice read.

It is pertinent to mention here that the migration certificate is an important document which indicates that student was the bonafide student of a particular Board.

The document is required when a student is changing Board after class X from one Board to another Board or after Class XII, when a student after passing is seeking admission in higher education system.

The new system is likely to help to students seeking admission in higher education institutions as they are required to provide the same and also in web verification of the documents.

The proposal to provide soft copies of migration certificates was approved by the Examination Committee in its meeting held on 15th December, 2020 and its minutes approved in the Governing Body Meeting held on 23rd December, 2021.

“This change will be made effective from examination 2021 and issuing of hard copy will be discontinued completely from the year 2024 examinations,” the notice added.

CBSE Assessment Framework For Science, Maths And English Launched; Click For Details

Bhubaneswar: In a bid to ensure high quality education for improved learner outcomes, Union Education Minister Ramesh Pokhriyal has launched CBSE Assessment Framework for Science, Maths and English classes as part of CBSE Competency Based Education Project in New Delhi.

The framework is aligned with the National Education Policy (NEP) vision of achieving global standard in assessments. The new framework, which is a result of extensive collaboration and consultation between UK experts and Indian school system stakeholders, was launched  on Wednesday.

As per a PIB release, the competency-based assessment framework is to strengthen India’s existing school education system for secondary level (classes 6-10) and improve the overall learning outcomes of students across India, mainly covering three subjects- English (reading), Science, and Maths.

“The framework is a part of the CBSE Competency Based Education Project that aims to replace the existing rote learning model with a competency-based framework as directed in the NEP 2020 over the next 2-3 years,” said Pokhriyal.

The framework is the basis for a larger project exercise currently underway where 40 assessment designers, 180 test item writers and 360 master trainer mentors are being trained in using this framework to create Model Question bank and collection of Ideal Lesson Plans.

In the first phase selected Kendriya Vidyalayas, Navodaya Vidyalayas, UT Chandigarh and private schools across the country will participate in the programme which will be rolled out to all 25,000 CBSE schools in India by 2024.

This project will directly support 15 education leaders, 2,000 school principals, 15 senior govt leaders, 180 test item writers, 360 master trainers which will further impact 25,000 CBSE schools that include 2,000 JNV’s and KV’s, 132,000 teachers and 20 million learners by 2024, the official release read.

New Delhi: Thirteen candidates scored perfect 100 in March edition of the engineering entrance exam JEE-Mains, results of which were announced on Wednesday, according to officials of the National Testing Agency.

The exam was conducted from March 16 to 18 and a total of 6,19,368 candidates had registered for it.

Candidates can check their results by visiting- ntaresults.nic.in or jeemain.nta.nic.in

The perfect scorers are Siddharth Kalra and Kavya Chopra from Delhi; Bannuru Rohit Kumar Reddy, Madur Adarsh Reddy and Josyula Venkata Aditya from Telangana; Bratin Mondal from West Bengal; Kumar Satyadarshi from Bihar,;Mridul Agarwal and Zenith Malhotra from Rajasthan; Ashwin Abraham from Tamil Nadu; Atharva Abjhijit Tambat and Bakshi Gargi Makarand from Maharashtra.

According to officials, NTA scores are normalised scores across multi-session papers and are based on the relative performance of all those who appeared for the examination in one session.

“The marks obtained are converted into a scale ranging from 100 to 0 for each session of examinees. NTA score is not the same as the percentage of marks obtained,” a senior official said.

The Examination was conducted at 792 centres in 334 cities, including 12 cities outside India in Baharain, Colombo, Doha, Dubai, Kathmandu, Kualalumpur, Lagos, Muscat, Riyadh, Sharjah, Singapore and Kuwait.

“Kargil, Kuala Lumpur, and Lagos were added for the first time on the request of candidates,” the official said.

The examination was conducted for the second time in 13 languages (English, Hindi, Gujarati along with Assamese, Bengali, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil, Telugu and Urdu).

Starting this year, the exam will be conducted four times a year to offer flexibility to students and a chance to improve their scores. While the first phase was conducted in February followed by second phase earlier this month, the next phases will be held in April and May.

“After Feb, March, April, and May Session of JEE(Main)-2021 Exam, the ranks of the candidates will be released taking into consideration the best of the four NTA scores in accordance with the policy,” the official said.

New Delhi/Bhubaneswar: In a good news for class 10 and class 12 students set to appear for the CBSE board exams 2021, the board has decided to conduct the improvement exam in the same year.

CBSE class 10, 12 students can now improve their board results in the same year without waiting for the same for a year.

Students can now appear for an improvement paper in the same academic session. They will have to appear in the compartment exams conducted a few months after the declaration of CBSE board exam results.

This permission will be made available to students appearing in the 2021 examination and if they wish to improve their performance in any one subject they may again apply in the Compartment examination for appearing to improve their performance, read a statement by CBSE.

The National Education Policy (NEP) recommendations suggest giving multiple opportunities to students to score well. As per the new norm, a class 10 or 12 student will get the opportunity to improve his/her performance only in one subject in the Compartment exam.

The better of the two marks obtained in the subject by the student will be considered for declaration of results and he/she will be issued a combined mark sheet.

New Delhi: The National Testing Agency (NTA) has announced date for conduct of the Common Management Admission Test (CMAT 2021).

CMAT 2021 will be held across the country on March 31, 2021. The exam will be conducted in two shifts—the morning session from 9 am to 12 noon, and the afternoon shift from 3 pm to 6 pm.

The admit cards of the candidates will be released before 10 am on March 24. Applicants can download their hall tickets from the official website cmat.nta.nic.in. Candidates will be required to login with their application number, date of birth or password to download the admit card.

For CMAT 2021, an additional section named “Innovation and Entrepreneurship” has been added. “The candidates who have opted for the additional section namely “Innovation and Entrepreneurship” will get 30 minutes extra,” the NTA has said in a press release.

CMAT 2021 was earlier scheduled to be held on February 22 and 27. The exam was deferred after the All India Council for Technical Education (AICTE) proposed to add an optional section to the exam. The CMAT registration date was extended from February 10 to February 25.

CMAT Question Paper

CMAT 2021 will have five question papers – Quantitative and Data Interpretation, Logical Reasoning , Language Comprehension, General Awareness. Apart from that, new optional section named Innovation and Entrepreneurship has been added to the paper.

Each section will have 25 questions each scored for 100 marks. The CMAT paper will be of 500 marks.

Take Stringent Measures To Implement Anti-Ragging Regulations; UGC Asks States

Bhubaneswar: The University Grants Commission (UGC) on Monday directed States and  secretaries of Higher Education Departments to take stringent measures to curb incidents of ragging in educational campuses.

In a letter, UGC secretary Rajnish Jain has sought cooperation of Chief Secretaries and Secretaries of Higher Education Departments of all States to take strong measures to implement the Anti-Ragging Regulations.

It is pertinent to mention here that in  pursuance of the judgment of the Supreme Court, the Commission had framed “UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2OO9”.

As per the directive, these regulations are to be mandatorily followed by all universities and colleges across the country.

A nationwide toll free anti-ragging helpline 1800-180-5522 in 12 languages has been established which can be accessed by students in distress due to ragging.

Ragging is a crime and top most priority has to be accorded to stop it immediately. The Commission has made it mandatory for all institutions to incorporate in their prospectus the directions of the Government regarding prohibition and consequences of ragging.

UGC has been issuing necessary advisories to all educational institutions which are available on UGC website. However, menace of ragging has not been completely eliminated.

As result, such incidents are affecting the higher education system of the country.

“I request you to take strong measures to implement the Anti-Ragging Regulations in your state and take stringent action against those flouting the guidelines,” said UGC secretary Rajnish Jain in his letter.

The Commission has sought intervention of the senior government officials to ensure that the concern is addressed in a time bound manner and their respective States become a “Ragging Free State” at the earliest.

CBSE Comes Up With New Rule For Issuing Duplicate Documents To Students

Bhubaneswar: The Central Board of Secondary Education (CBSE) has come up with special provisions to streamline the process of issuing duplicate documents to students after passing class X and XII.

At present, the Board is issuing several documents to the students after they pass class X and XII examinations as a proof of passing these classes and their performance in each subject.

As per an official notification, the CBSE has a provision of issuing duplicate educational documents in case they are misplaced or mutilated due to several reasons, lost or stolen. Moreover, there is no bar to the limit of number of duplicate marksheet and migration certificates.

However, in case of duplicate passing certificate, only a limited number of copies is being issued.

Here is the existing process;

-A request with all particulars to be sent to concerned Regional Office, CBSE.

-Attestation of the request application form by Principal/ Gazetted Officer is required.

-Notification is to be published in the two National dailies regarding loss of documents.

-Payment of application fee.

The CBSE Examination Committee in its meeting held in December last year has passed certain proposals which are in accordance with the initiatives taken by the Government of India for ease of doing business for citizens of the country.

Here is the new process:

-Only an application with complete details is to be submitted to the concerned Regional Office.

– A copy of valid photo identity card like Aadhaar card, Driving License, Voter Card, Bank Pass Book to be submitted.

-Payment of prescribed application fee.

“Now attestation of the application form by the Principal/ Gazetted officer and notification in two National dailies has been done away with. This Rule is made applicable with immediate effect,” the CBSE notification read.

CBSE Class 10, 12 Board Exams: Fake Exam Schedule Circulating On Social Media, Warns Board

Bhubaneswar: The Central Board of Secondary Education (CBSE) on Saturday issued a notice regarding permitting students for improvement of performance in compartment examinations.

The circular assumes significance as the Government of India has released the National Education Policy (NEP) wherein it has been envisaged that student must be given multiple opportunities for improving their performances in subjects opted by them.

Keeping in view the recommendations made in the NEP, CBSE has decided to extend several opportunities to students of Class 10 and 12 who have passed the examinations. These include:

-Students of Class 10, 12 will be given an opportunity to improve their performance only in one subject in the Compartment examination, conducted immediately after the conduct of the main examination.

-Better of two marks obtained in the subject will be considered for declaration of results .
-Candidates who will improve their performance will be issued combined marksheet.

At present the rule 44.1 stipulates that a candidate of class-XII who has passed an examination of the Board may reappear for improvement of performance in one or more subjects in the succeeding year only.

However, a candidate who has passed an examination of the Board under Vocational Scheme may reappear for improvement of performance in the main examination in the succeeding year or the following year provided they have not pursued higher studies in the meantime.

Candidates who appear for improvement of performance will be issued only Statement of Marks reflecting the marks of the improvement examination.

Similarly rule 44.2 stipulates that a candidate of class-X who has obtained minimum Grade D in the five subjects under Scholastic Area A and a Qualifying Certificate/Grade-sheet-Cum Certificate of Performance at the Secondary School Examination may reappear at the examination for upgrading of performance in one or more subjects in the main examination in succeeding year only, provided he/she has not pursued higher studies in the meantime.

He/she shall appear as a private candidate. Those reappearing in the whole examination may appear as regular candidates also. The candidates appearing for upgrading of performance in the examination can appear in the subject(s) in which they have appeared for the examination.

As per CBSE, in case students wish to improve in more than two subjects they need to appear in the examination as mentioned in Rule 44.1 and 44.2. The rest conditions will remain the same.

“This permission will be made available to the candidates appearing in 2021 examination and if they wish to improve their performance in any one subject they may again apply in the compartment examination for appearing to improve their performance,” the CBSE notification added.

CBSE Board Exams 2021: Board Announces Big Decision For Change In Exam-Practical Centre

Bhubaneswar: The Central Board of Secondary Education (CBSE) on Saturday permitted students to change their examination and practical centres for the upcoming Class 10, 12 board examination.

In its latest notice, CBSE said, “It has come to the notice of the Board that because of the Covid pandemic, some students of Class X and XII along with their families have shifted to some other city/country and therefore, they are unable to appear in the practical examination, theory examination from the school/ examination centre from where the students are registered for the Board examination. Looking into the problem, CBSE has decided to permit the change in examination centre.”

Here’s the process to make a request for change in exam, practical centres:

– It is mandatory, that student concerned should have been issued Roll No. for the Examination by the CBSE.

– Student concerned will make a request to the school requesting to change the theory examination centre/practical examination centre or both (as the case may be). While making the request student will also inform the school and the city (state), student would prefer to appear in the theory examination/practical.

– Based on the request received by the school from the student, school will login into school account on the CBSE website and submit the details of the student i.e. Name of the student, Roll No., Change required in theory, Change required in Practical, Change required in both, required city/country etc.

– The choice of city from where student wishes to appear in the examination, should be submitted carefully as no change will be allowed once request is submitted by the school.

– In case change for both theory examination centre and Practical is required, both will be changed to one city only. Two separate centres i.e. one for theory and one for practical will not be allowed.

– Based on the request, CBSE will allot the examination centre in the same city or in neighbouring city. Decision of the CBSE will be final.

– During the conduct of practical examination, marks will be uploaded as per instructions by the school from where student has appeared in the Practical.

-School from where student was registered will mark “T” i.e. Transfer case in front of the name/R.No of the candidate in the online link.

– Result of these candidates will be declared from the Regional Offices from where they were registered.

“All the Regional Officers will ensure that marks of all such candidates are uploaded on website till 11th June, 2021. In case, there is any candidate who is suffering from Covid and not able to appear in the practical examination, school can also make a request for change of city through the same login id,” the notification read.

The schedule for the entire process will be as follows:

– Students can send the request to their school by 25th March, 2021.

– School will upload the requests latest by 31st March, 2021. No request beyond the above schedule, in any case, shall be accepted by the CBSE for change of centre.

GATE 2021 Result Declared, Know How To Check Score

The result of the Graduate Aptitude Test in Engineering (GATE) 2021 was announced by the Indian Institute of Technology (IIT-Bombay) on Friday.

Candidates can check their scores by visiting the official website of IIT Bombay https://gate.iitb.ac.in. Successful candidates will have to enter the Enrollment ID sent during registration or their Email ID and password for checking the score.

The GATE result has been announced on the basis of marks obtained by candidates in their respective papers. The score remains valid for a period of three years from the date of declaration of result.

This year, the examination was conducted on February 5, 6, 7, 12, 13 in two sessions (forenoon and afternoon). The examination was fully computer-based test (CBT).

All Test Papers of GATE 2021 were entirely objective type. The pattern of questions included some Multiple Choice Questions (MCQ), while the remaining questions included Multiple Select Questions (MSQ) and/or Numerical Answer Type (NAT) questions.

A total of 1.26 lakh candidates qualified in GATE 2021, the pass percentage this year was 17.82 per cent. Out of the total qualified candidates of GATE 2021, 98,732 are male and 28,081 are female candidates.

“The percentage of qualified candidates in individual papers varies from 8.42 per cent to 29.54 per cent,” IIT-Bombay said in a release.
