IGNOU BTech Diploma

The All India Council of Technical Education (AICTE) has said that the B.Tech degrees and Diploma in Engineering and Technology awarded by IGNOU up to 2011-2012 academic session will be treated as valid.

The Indira Gandhi National Open University (IGNOU) was offering the two courses through distance learning, however, the courses were discontinued after the University Grants Commission (UGC) said they are in violation of norms and technical courses cannot be offered through distance learning mode.

“IGNOU was conducting the two courses through distance learning mode and litigation were going on in various courts regarding the validity of these courses. In 2018, the Supreme Court recognised the validity of Diploma and B.Tech degrees awarded by IGNOU to candidates who were enrolled up to the academic year 2009-10,” an order issued by the Policy and Academic Planning Bureau of the technical education regulator read.

The SC has now granted some relief to petitioners from the 2010-11 and 2011-12 academic sessions while stating that since there is no distance education course in IGNOU in the said subject after these years and these are the last batches who will be granted the reliefs, it said.

“The AICTE has no objection for B.Tech degree and Diploma in Engineering awarded by IGNOU to the students who were enrolled up to academic year 2011-12 with IGNOU as per Supreme Court judgement and hence are treated as valid as a special case but cannot be taken as precedence and not for post 2012,” the AICTE added.

Covid-19 Vaccination Drive: UGC Seeks Support Of Universities, Colleges

Bhubaneswar: Ahead of the nation-wide rollout of the much waited COVID-19 vaccine, the University Grants Commission (UGC) has sought support of universities and colleges to create awareness among people about the mega programme.

The move comes after the Health Ministry requested the University Grants Commission (UGC) to work together on mass immunization against the ongoing COVID-19 pandemic.

“In the face of such a swift evolving scenario of vaccine development and rollout, one of the challenges is to ensure that over 1.3 billion people in India receive factually correct and prompt information and updates of vaccine benefits and rollout progress,” the UGC letter read.

It is critical to build public confidence regarding the vaccine safety and address fears over any adverse events and at the same time to continue stress on strict public adherence to COVID appropriate behaviour.

The Ministry of Education had earlier collaborated with the Ministry of Health and Family Welfare to create all the awareness related activities during the outbreak of COVID-19 pandemic last year.

The Health Ministry has asked UGC to utilise its network and several online talk programmes to address key issues relating to the COVID-19 vaccine.

The vaccine will be available initially in limited stocks. The National Expert Group on vaccine administration for COVID-19 (NEGVAC) has recommended prioritization during initial phases to health care workers, frontline workers, persons aged 50 years and above and lastly those with co-morbidities.

“We will need to actively collaborate towards building such an environment of universal vaccine acceptability and key will be effective communication action plan for proactive dissemination at all levels (state, district, block, village),” the letter read.

CBSE Board exams 2021

Bhubaneswar: Though the dates for the CBSE board exams 2021 have been announced by the Education Minister, many students want the class 10, 12 exams to be cancelled.

A petition has been filed on change.org demanding cancellation of the CBSE board exams 2021, which is all set to be conducted from May 4 in online mode.

Expressing concerns over the conduct of the exam amid the COVID-19 pandemic, the students said that online classes have not been as helpful as the classroom teaching.

In the online petition, it is also said that several students failed to attend the classes online for various reasons like financial issues, lack of resources and proper internet facilities.

Terming the conduct of CBSE board exams in offline mode as unfair, it is said that students may not be able to give their best sans classroom sessions and proper guidance.

Students have also stated that keeping the current situation in mind, it will be unfair to conduct the CBSE board exams 2021 as not all students will be able to give their best without classroom sessions.

“The CBSE board exams 2021 would be very hard as 2020 has been a very tough year. The online classes were not helpful as many had network and current issues. So I request the CBSE director to cancel the board exams of 2021 as it will be very helpful for us,” wrote a petitioner.

Besides, while proposing an alternative method of evaluation, the petition said that students can be evaluated on the basis of their internal marks- exams of which were earlier conducted by their schools.

Class 10, 12 Board Exams: Parliamentary Panel Suggests Edu Ministry To Give Question Bank To Students

New Delhi: A parliamentary panel on Tuesday suggested to the Education Ministry that a “big question bank” should be given to students of classes 10 and 12 in advance, out of which selected ones will come in the board exams, in a move aimed at mitigating their learning gap in wake of COVID-19, sources said.

Briefing the Parliamentary Standing Committee on Education on the impact of COVID-19 on school education, government officials suggested that there could be a substantial “learning gap” in this academic year due to the pandemic and there have been reports that a sizeable number of students missed virtual classes due to Internet connectivity, sources in the panel told PTI.

Members of the panel also raised questions on the viability of online classes for poor families who cannot afford mobile phones or laptops, the sources said.

Panel chairman BJP MP Vinay Sahasrabuddhe suggested that the ministry should have promoted, through advertisements and other mediums, classes for various subjects conducted by Doordarshan and All India Radio (AIR) on different platforms, they said.

Underlining that Doordarshan and AIR are more cost effective then Internet, Sahasrabuddhe said both mediums have wider reach across the country, according to the sources.

The panel also backed Sahasrabuddhe’s suggestion for the creation of a “big question bank” of all subjects on the basis of which questions should be asked in exams, especially for 10th and 12th board classes, the sources said, adding this question bank should be given in advance to students before the exams.

The suggestion was made following the observation of government officials that there can be a substantial learning gap between students in the ongoing academic year in wake of the pandemic.

Quoting Sahasrabuddhe, the sources said the question bank should cover the entire syllabus and should have questions which evaluate both analytical and logical abilities of the students.

Members said giving it to students in advance would solve the exam management-related issues and ease anxiety and fear among students.

Education Minister Ramesh Pokhriyal Nishank has already announced that board exams for class 10th and 12th will be held from May 5 to June 21.

The datesheet for exams is expected to announced this month.

The Centre and the Central Board of Secondary Education (CBSE) on Tuesday directed by the Delhi High Court to treat as representation a PIL seeking dispensing with physical exams for class 10 and 12 board exams in view of the COVID-19 pandemic.

A bench of Chief Justice D N Patel and Justice Jyoti Singh said it was not going to entertain the petition, moved on behalf of the parents association of a private school here, and suggested that either a representation be moved before the Centre and CBSE or the matter be withdrawn, else it will dismiss the plea with costs.

Subsequently, the counsel for the parents association said the plea be treated as representation.

The court, thereafter, directed the Centre, represented by central government standing counsel Ajay Digpaul and advocate Kamal Digpaul, and CBSE to treat the PIL as a representation and to take a decision in accordance with the law, rules, regulations and government policy applicable to the facts of the case.

The bench said a practicable decision be taken as expeditiously as possible and disposed of the plea which had also sought that class 12 board exams be held online or by open book method.

It had also urged the court to direct that the class 10 board exams be dispensed with entirely and students be assessed on the basis of their internal assessment.

The bench declined to entertain the matter saying it was not going to direct how the exams are to be held.

School fee waiver slab of private schools

Bhubaneswar: The School and Mass Education department minister, Samir Dash, Monday denied coming across any order of the Orissa High Court in connection with waiver of school fees.

Speaking to media, the minister stated, “The High Court notice hasn’t reached us yet. Whatever we have heard so far in this regard is from the media. The department will take a decision on school fees waiver after we receive the HC order.”

Last week, the High Court had reportedly asked the state government to accept the reduced fee slab as proposed by a joint committee comprising representatives from school and parent associations, formed at the behest of the court months back.

The joint committee has reportedly recommended a waiver of either tuition fees or composite fees under seven slabs and for the actual waiver of transport and food charges, if any.

As per reports, hearing PILs seeking waiver of school fees for students of private schools, a bench of Orissa HC Chief Justice S Muralidhar and Justice BR Sarangi declined to adjudicate beyond the MoU arrived at between private institutions in Odisha. It however stated that individuals or parents associations still having objections to the proposed slab can approach the court afresh.

The Orissa High Court has noted that it is up to the State government to decide on waiver of school fees on the basis of MoU between 14 private schools in Odisha which agreed to waiver of fees at a flat rate in different slabs, a report of which was submitted by Principal Secretary of the School and Mass Education department last month.

“Nevertheless, it must be clarified that while this Court has recorded the fact of the MOU having been entered into, this will not preclude individual institutions or parties, who may be aggrieved or who may have a different point of view than that recorded in the MOU, or seek strict enforcement of the terms and conditions of recognition or grant of NOC as set out in the Resolution on September 23, 1996, from seeking appropriate reliefs in separate proceedings as are permissible to them in accordance with law,” the HC bench said in its order.

Earlier, multiple petitions were filed seeking judicial intervention for a reduction of fees in private schools during the lockdown period as the institutes were either completely closed or partially functioning with online classes since March 2020.

New Delhi: All the candidates appearing in the Central Teacher Eligibility Test (CTET) examination would be provided with the admit cards as well as information of the examination centres by next week, informed CBSE on Sunday. The examination will be held on January 31 2021 across the country.

The CTET examination was to be held in July 2020 but owing to coronavirus, it was continuously delayed. For the convenience of the candidates, new CTET examination centres have been created in 23 more cities.

Union Education Minister Ramesh Pokhriyal Nishank said that the prestigious CTET exam conducted by the CBSE would now be held on January 31 keeping in mind the ongoing Covid-19 pandemic. Candidates have also been given an opportunity to choose the location of their examination centre, he said.

The CTET examination was earlier scheduled to be held in 112 cities across the country, but now under the new arrangements made by the Union Education Ministry, the examination would be conducted in 135 cities.

Before this due to coronavirus, Joint Entrance Examination (Mains) and the National Eligibility-cum-Entrance Test (NEET) had to be postponed thrice in 2020. However, both these exams were finally conducted in late 2020 despite delays.

This year, the JEE Advanced 2021 exam would be conducted on July 3 in computer-based test mode. In the wake of the coronavirus pandemic, this year the eligibility criteria for scoring 75 per cent marks in class 12 has been removed for admission to Indian Institutes of Technology (IITs).

On the other hand, JEE Main examinations would be held in February, March, April and May this year. As per the schedule, the first session of the JEE Main Examination would be conducted between February 23 and 26.

IGNOU's B.Tech Degrees, Diploma In Engineering Till 2011-12 Session Valid: AICTE

New Delhi: The B.Tech degrees and Diploma in Engineering and Technology awarded by IGNOU up to 2011-2012 academic session will be treated as valid, the All India Council of Technical Education (AICTE) has said.

“In 2018, the Supreme Court recognised the validity of Diploma and B.Tech degrees awarded by IGNOU to candidates who were enrolled up to the academic year 2009-10,” an order issued by the Policy and Academic Planning Bureau of the technical education regulator said.

It said that the apex court has now granted some relief to petitioners from the 2010-11 and 2011-12 academic sessions and opined that since there is no distance education course in IGNOU in the said subject after these years and these are the last batches who will be granted the reliefs.

Reopening Of Schools: BMC Opens Helpline For Schools

New Delhi: At least 69 per cent parents are in favour of schools reopening in April, when the new academic session begins, according to a survey.

The survey, in which over 19,000 parents across the country were interviewed, also found that only 26 per cent of them approve of their children receiving the COVID-19 vaccine by April if it is made available by then.

“Sixty-nine per cent parents said given the current trends and situation with COVID, schools in India should start from April 2021 or after, when the next academic year begins, as many feared to send their children to school amid the outbreak. Further, 23 per cent said it should start from January,” the survey conducted by online platform Localcircles said.

“Only 26 per cent Indian parents approve of their children receiving the COVID-19 vaccine if it is made available by April 2021 or before the school session. Further, 56 per cent parents said they will wait for three months or more and then consider, based on data or findings,” it added.

Schools across the country were closed in March last year to contain the spread of COVID-19 and were partially reopened in some states on October 15. However, a few states have decided to keep them closed in view of a spike in the number of coronavirus cases there.

Bihar, Assam, Kerala, Uttar Pradesh, Punjab, Haryana, Jharkhand, Rajasthan, Madhya Pradesh and Sikkim are among the states that have reopened schools from this month for the students of Classes 9 to 12.

Delhi has already announced that the schools in the national capital will not reopen till a vaccine for the viral disease is available.

The Council for the Indian School Certificate Examinations (CISCE) had requested for the reopening of its affiliated schools in various states from January 4 owing to the upcoming ICSE board examinations, though no decision has been taken in this regard.
