Odisha Civil Services Main Exam 2019 Rescheduled, Check Details

Bhubaneswar: The Odisha Public Service Commission (OPSC) has rescheduled the Civil Services Main Examination 2019.

The Odisha Civil Services Main exam 2019, which was scheduled to be held in the month of November, will now tentatively be held in December.

Important to Note

The PWD candidates will be given one hour extra time in each sitting i.e. from 09.00 A.M. to 01.00 P.M. & 02.00 P.M. to 06.00 P.M.

The ‘Admission Certificate’ and ‘Instruction to Candidates’ for the aforesaid Examination will be uploaded in the website of Commission shortly. The candidates are required to download their ‘Admission Certificate’ & ‘Instruction to candidates’ from the website of the Commission at, http://opsc.gov.in for admission to the examination centre.

Meanwhile, OPSC has advised the candidates to visit the website of the commission at, http://opsc.gov.in.

JEE Advanced 2020: Changes In Admission Process, Details About Counselling

Bhubaneswar: The Directorate of Teacher Education and SCERT has extended the deadline for the submission of applications for NTS and NMMS examinations for the year 2020-2021 till October 31.

All the District Education Officers (DEOs) of the State have been informed about the same through a letter. “The last date for filling up of application forms for NTS & NMMS Examinations during the year 2020-2021 was fixed on 28.10.2020. But it is seen that more aspiring eligible students/candidates have not filled up the said application forms because of Covid-19, Holidays etc. In this context, the date for filling up of application forms and submit it to the concerned Head Master/Mistress by the candidates for the aforesaid examinations has been extended up to 31.10.2020,” the official letter read.

The last date of verification is now November 5 at institute level while it is on November 7 at district level, it added.

UPSC Civil Services (Prelims)-2020 Results Announced, Check Here Details

New Delhi: The Union Public Service Commission (UPSC) announced the results of Civil Services (Preliminary) Examination-2020 today, which was held on October 4.

On the basis of the result of the Civil Services (Preliminary) Examination, 2020 held on 04/10/2020, the candidates with the following Roll Numbers qualified for admission to the Civil Services (Main) Examination, 2020.

The candidature of these candidates is provisional.

In accordance with the Rules of the Examination, all the qualified candidates have to apply again in the Detailed Application Form-I (DAF-I) for the Civil Services (Main) Examination, 2020, which will be available on the website of the Union Public Service Commission (https://upsconline.nic.in) during the period from 28/10/2020 to 11/11/2020 till 6:00 P.M.

All the qualified candidates are advised to fill up the DAF-I ONLINE and submit the same online for admission to the Civil Services (Main) Examination, 2020 to be held from Friday, the 08/01/2021.

Important instructions for filling up of the DAF-I and its submission is also available on the website.

The candidates who have been declared successful have to first get themselves registered on the relevant page of the above website before filling up the ONLINE DAF-I. The qualified candidates are further advised to refer to the Rules of the Civil Services Examination, 2020 published in the Gazette of India (Extraordinary) of Department of Personnel and Training Notification dated 12.02.2020.

It may be noted that mere submission of DAF‑I do not, ipso facto, confer upon the candidates any right for admission to the Civil Services (Main) Examination, 2020. The e‑Admit Card along with the Time Table of the said Examination will be uploaded on the Commission’s Website for the eligible candidates around 3‑4 weeks before the commencement of the Examination. Changes, if any, in the postal address or email address or mobile number after submission of the DAF-I may be communicated to the Commission at once.

Candidates are also informed that marks, cut off marks and answer keys of screening test held through CS (P) Examination, 2020 will be uploaded on the Commission’s website i.e. https://upsc.gov.in only after the entire process of the Civil Services Examination, 2020 is over i.e. after the declaration of final result.

The Union Public Service Commission has a Facilitation Counter near the Examination Hall Building in its Campus at Dholpur House, Shahjahan Road, New Delhi. Candidates may obtain any information/clarification regarding their result of the above mentioned Examination on all working days between 10.00 AM to 5.00 PM, in person or on Tel. No. 011-23385271, 011-23098543 or 011-23381125 from the Facilitation Counter.

Bhubaneswar: The Odisha Higher Education Department on Thursday released the second merit list for admissions into +3 courses in the state.

As per the data released in the Student Academic Management System (SAMS) portal, a total of 96,515 students were taken for 2nd selection, out of which 22,016 candidates were selected in the round. 10532 are male students while the rest 11484 are females.

While, the number of slide up request given for higher option is 39,825, total number of students selected from slide up request is 9276, said the release.

Similarly, total number of males selected against their 1st option in 2020-2021 is 3,023 and the number of females is 3,250.

Total number of males not selected at all is 22,149, while the number of females is 25,447.

Odisha Plus II Optional Paper Exams From November 5; Know Details

NEET Result 2020: The National Testing Agency (NTA) will announce the results of National Eligibility cum Entrance Test (NEET) today at around 4 PM. Students can check NEET Exam Results 2020 on the official website of the NTA- ntaneet.ac.in. The students will have to enter their roll number mentioned on the admit card to check their scorecard.

This year, around 15.93 lakh candidates had registered for the medical exams this year which was held on September 13 with all the prescribed COVID-19 protocols after being cancelled for multiple times due to the pandemic and subsequent nationwide lockdown.

Candidates who could not appear the examination on September 13 due to Covid-19 pandemic were allowed to sit in the second phase NEET exam held on October 14 after Supreme Court’s order.

Though the exact number of students who appeared for the test is not available, reports said nearly 85-90 per cent students appeared for the examination which is an average, compared to the last couple of years.

How To Check NEET Exam Results 2020

Step 1: Visit the official website of NTA- ntaneet.nic.in

Step 2: Click on the link for NEET Result 2020

Step 3: Enter registration number, roll number and submit

Step 4: Results will appear on the screen

Step 5: Download it, and take a print out for further reference.

NEET Cut-Off Marks 2020

As per the minimum qualifying criteria, candidates under reserved categories including SC and ST will be required to obtain the qualifying NEET marks and a minimum of 40th percentile points while for for PwD candidates it is 45th percentile. The NEET score is accepted in Indian colleges and institutes and as per the latest rule, NEET is also mandatory for Indian students aspiring to study medicine and related fields abroad.

NEET Counselling 2020

Candidates who qualify for NEET counseling are those who are under 15 per cent of all India quota (AIQ) which include seats at government colleges (except in Jammu and Kashmir), central and deemed universities, seats reserved for wards of insured persons (IP quota) in Employees’ State Insurance Corporation (ESIC) medical colleges and seats available at the Armed Forces Medical College (AFMC) Pune while the remaining 85 per cent seats are reserved for the state quota.

The NTA will forward the list of successful candidates to DG of Health Services, medical examination cell of the Ministry of Health and Family Welfare. While the NTA will be declaring the rank, the counseling will be done by the Ministry.

What is NEET?

The National Testing Agency (NTA) conducts NEET every year for admission to MBBS, BDS, AYUSH, Veterinary and other medical/paramedical courses across the country. The NEET is the sole entrance test for admission to MBBS and BDS courses in India.

DU Admissions: University Releases Google Forms, Whatsapp, Helpline Numbers | Check Details Here

New Delhi: Special helpline numbers have been released by Delhi University to troubleshoot the problems faced by the students during the admission process.

With the start of the admission process in Delhi university, several steps such as Google forms, Whatsapp numbers, central helpline numbers and college helpline numbers have been implemented by the varsity for the admission-related queries of students.

This year’s admission process in Delhi University is being held in a completely online mode which is new for the students. The DU administration and several student organisations have come forward to help students seeking admission.

The Bharatiya Janata Party (BJP)’s student wing Akhil Bharatiya Vidyarthi Parishad (ABVP) has launched a digital mode to help students seeking admissions to DU.

With the release of the admission forms, the ABVP has set up two helpline numbers for each department by dividing DU colleges regionwise into eight parts.

The ABVP has also set up a help desk in the North Campus to assist the students who have been visiting the university campus regarding admissions. Students seeking admissions to DU can seek help by calling at 011-27662725 or Whatsapp on 9818459062 or via mail on the helpline numbers.

The queries from students relate mainly to cut-offs, eligibility, verification of relevant certificates and questions about the university and subject choices. Nearly 300 ABVP activists will be manning various mediums and helping the admission-seekers.

ABVP Delhi State Secretary Sidharth Yadav said, “As the Delhi University’s admission process is completely online this year, ABVP as a student organization is ready to face new challenges to help students seeking admission to the varsity. There are many doubts in the minds of the students as they are not visiting colleges during the admission process for which the ABVP workers are constantly working round the clock to resolve them. Through Google forms, central Whatsapp numbers, central helpline numbers, college-wise helpline numbers, our effort is to reach every student and solve their problems. ABVP wishes well to every student aspiring for admission in Delhi University.”

NTA NEET Exam Results 2020

NEET Exam Results 2020: The National Testing Agency (NTA) is likely to announce the results of National Eligibility cum Entrance Test (NEET) today. Students can check NEET Exam Results 2020 on the official website of the NTA- ntaneet.ac.in.

The NTA is also expected to release the NEET final answer keys along with the NTA NEET exam results today.

NTA sources said, the NEET exam result is expected to be released in online mode. The NTA officials had earlier confirmed that the NEET Exam Result 2020 will be declared by October 12.

NTA has already released the NEET provisional answer keys OMR sheets of the candidates.

NEP Meets Global Standards, Spending Dollars On Foreign Degrees Not Required: Ramesh Pokhriyal

Kolkata: Union Education Minister Ramesh Pokhriyal ‘Nishank’ has said that students don’t need to spend dollars on education in foreign countries any more as the National Education Policy is in line with the global standards.

Addressing a webinar organised by IIT-Kharagpur on Saturday evening, Pokhriyal said the country has a robust education system and quality research facilities.

“There is no need for some of our students to enroll in foreign universities, spending dollars on admission. We have all the infrastructure and facilities. The National Education Policy 2020 has further taken care of the issue. Our students will stay and study in the country now,” he said.

“Prime Minister Narendra Modi has invited foreign universities to set up campuses in India and encouraged Indian universities to build overseas campuses so that students are motivated to stay in India and study India,” he added.

The minister said the credit bank system in the National Education Policy is in accordance with global education programmes.

“The credit bank system enables students to take a break from academic programmes, thus awarding certificates, diplomas and degrees,” he said.

Pokhriyal expressed hope that the digital platforms developed under various educational initiatives of the government since 2014 would help strengthen the countrys higher education system in sync with international practices.

Speaking at the webinar on ‘India: The Global Destination for Higher Education – Post NEP 2020 Scenario’, IIT Kharagpur director VK Tewari lauded the concept of the multi-disciplinary research university as proposed under the NEP.

While the CBSE authorities are yet to share any tentative dates regarding the examinations of Class 10 and 12, experts are of the opinion that starting the board examination from February 2021 may not be possible.

In a related development, CBSE and CISCE- the two national boards are thinking about reducing the syllabus further to 50% since schools have not started yet.

The India Today in one of its report stated that CBSE is thinking of delaying the board exams by 45-60 days, which means that the CBSE board exams could be delayed to April or May. However, a decision in this regard has not been taken yet.

In related development, schools have already started the registration process of filling the CBSE Class 10 and 12 Board Examination Form 2021 along with registration of students of Class 9 and 11.

The LOC or List of Candidates would be shared by the various schools with the board after which the board will decide on the date sheet.

Meanwhile, the board has urged the students to focus on their studies. CBSE has also collected the status of online classes from its affiliated schools and those data will be reportedly is used while deciding on the CBSE Board Examinations.

CBSE Declares Class 12 Compartment Exam Results

New Delhi: The Central Board of Secondary Education (CBSE) on Friday announced the result for class 12 compartment examination with 59.43 per cent of the candidates clearing the exam.

“Class 12 compartment result has been announced as planned by October 10, to enable students apply for further studies in the current academic year. The result has been declared in record time of eight days,” a senior board official said.

A total of 1.16 lakh candidates had registered for the exam out of which 1.05 lakh had appeared including 87,849 compartment candidates while rest had appeared for improving their performance.

The Supreme Court had last month suggested that the CBSE declare the results of the compartment examinations expeditiously and asked the UGC to ensure that students get admission in colleges, saying “these are exceptional times”.

As per the latest calendar, the session for freshers will begin on November 1 and the admission process will be winded up in October.

The compartment examination for classes 10 and 12 began on September 22 at 1,268 centres across the country amid strict precautions in view of the COVID-19 pandemic.

The board had also given a chance to class 12 students to appear for the exam if they were unsatisfied with the marks awarded to them on the basis of an alternate assessment scheme after the exams were cancelled due to the spread of COVID-19.

However, class 10 students had not got any option to improve their performance.

CLAT-2020: SC Declines Cancellation Of Tests, Asks Petitioners To Represent To Panel

New Delhi: The Supreme Court on Friday declined to cancel the Common Law Admission Test (CLAT-2020) this year or stay the counselling process.

A bench headed by Justice Ashok Bhushan said it was of the view that the petitioners should submit their grievances to the grievances redressal committee for an early decision on the complaints.

The observations came on a plea by five candidates who sought quashing of the exam due to alleged technical glitches.

The CLAT — a centralised national entrance test for admissions to National Law Universities (NLUs) in the country — was held on September 28.

Senior lawyer PS Narasimha, representing a consortium of NLUs, submitted that the grievance redressal committee headed by a former Chief Justice can consider the issues raised by the petitioners.

The bench told senior advocate Gopal Sankaranarayan representing the petitioners that it can’t stop the counselling process.

Sankaranarayan cited technical glitches during the online exam, adding that certain questions were not correct and the software did not record some answers correctly.

He also cited lack of response from the consortium of NLUs on around 19,000 objections. He submitted before the bench that for the first time, only 3 per cent students have crossed the 50 per cent of the total 150 marks.

Narasimha, opposing the contention, said there cannot be unending counselling for admissions in the backdrop of the ongoing pandemic and insisted that unnecessary complaints have been raised.

Citing the contentious questions in the exam, he added that 146th and 150th questions attracted a lot of objections and were later dropped as per an expert committee’s recommendation.

The top court concluded the hearing by saying: “We give liberty to the petitioners to make a representation before the committee within two days.”

The bench also said that a decision on the matter should be taken at the earliest.

New Delhi: The Supreme Court Friday refused to either cancel the Common Law Admission Test (CLAT)-2020 or stay the counselling process and asked five candidates, who were seeking quashing of the exam alleging technical glitches, to give their grievances within two days to the redressal committee.

CLAT is a centralised national level entrance test for admissions to 23 National Law Universities (NLUs) in India and the test was held on September 28.

A bench comprising Justices Ashok Bhushan and M R Shah was informed by senior lawyer P S Narasimha, appearing for consortium of NLUs, that there is a grievance redressal committee headed by a former Chief Justice of India which can consider the issues of the petitioners.

We are of the view that the petitioners shall submit the grievances within two days from today and the grievance redressal committee will take a decision on the complaints, the bench said in its order.

We cannot stop the counselling, the bench told senior advocate Gopal Sankaranarayanan, appearing for the petitioners.

Sankaranarayanan told the bench that there were technical glitches in the exam which was conducted online and certain questions were not correct.

He claimed that even software did not record some of the answers correctly and around 40,000 objections with regard to various aspects of the CLAT has been received.

There is no response from the consortium of NLUs on around 19,000 objections, Sankaranarayanan said, adding that there has been a software defect which led to a situation which has never happened before.

There are many mistakes in the question papers and answer key. For the first time, only 3 per cent students have crossed the 50 per cent marks of total 150 marks, he said.

This is a difficult time, the bench observed.

Narasimha opposed the plea and said there cannot be unending counselling for admission during the pandemic.

He said former CJI Rajendra Babu is the head of the ombudsman and he will be looking into the serious complaints.

Narasimha, while referring to certain questions, said unnecessary complaints have been raised.

No payment is required to be made for raising objections. 146th and 150th question raised a lot of objections and thus those questions were dropped as per expert committee recommendation, he said.

On September 21, the apex court had quashed the NLSIU Bengaluru’s notification for conducting separate entrance exam, the National Law Aptitude Test (NLAT) held on September 12, for admission to its five-year law course and had directed it to admit students on the basis of CLAT 2020 results.

The top court had asked the consortium of NLUs to conduct CLAT-2020 on September 28 while taking all precautions and care for health of the students after following the standard operating procedures of the Ministry of Health and Family Welfare and Ministry of Human Resource Development.

Odisha Common PG Entrance Test From October 12: Latest Updates On Admit Card & Centres

Bhubaneswar: Preparations for the Odisha Common PG Entrance Test (CPET-2020) have reached the final stages and the exam will be held at 26 centres from October 12.

This is for the first time that a single entrance examination is being held for admissions into various post-graduate (PG) courses in different universities and colleges across the State.

The Odisha Common PG Entrance Test (CPET-2020) is being held to help students who were earlier facing difficulties in appearing exams at different educational institutions which was also a costly affair as they had to pay fees for each application made for opting for multiple colleges/ universities for admissions.

Till last year, nearly 9 universities and 59 colleges which offered PG courses were conducting their own entrance examinations for admissions.

The students had to apply for nearly seven to eight colleges and visit their respective campuses for appearing the entrance exam which was an expensive and tiring process. Many students also used to miss the exam if the PG entrance exam of two colleges or universities fell on same date.

Under the new process, the students need to apply once through the SAMS IT platform for multiple colleges/ universities as per their subject preferences.

No other State in the country is conducting such common entrance for PG admissions, said Saswat Mishra, Secretary, Higher Education Department.

While addressing a press conference on Friday, Professor Ashok Das, vice-chairman of Odisha State Higher Education Council informed that the Odisha Common PG Entrance Test (CPET-2020) will start from October 12 and continue till October 22. There will three sittings per day of 1.5 hours duration each.

“PG Admissions will be conducted for 83 streams and similar subjects (like general studies and women studies and others) have been clubbed,” said Das.

Das further informed that the students whose UG results have not been published, will be given an opportunity to take part in the admission process. They can upload their marks by October 22.

Odisha Common PG Entrance Test (CPET-2020) will be conducted by the Utkal , Berhampur and Sambalpur Universities.

“Out of the total 100 marks, 70 marks will be based on entrance while 30 marks will be of career ( matric, +2 and +3) scores. Once the students upload thir marks, we expect to publish the State-wise merit list by November 7. All the reservations of the State will be applied and category and subject wise merit list will be published,” Das added.

Das further stated that all the prescribed COVID-19 guidelines of Odisha government will be strictly followed during the conduct of the examination. Separate (isolation) rooms for COVID positive candidates or suspected cases will be made and all other social distancing norms will be duly followed, he added.

NEET SS Counselling 2020 Postponed, Know Important Details

The Medical Counselling Committee (MCC) has postponed the NEET SS 2020-21 counselling dates till further notice. The committee has issued a notice in this regard and uploaded it on its official website.

The National Eligibility cum Entrance Test Super Speciality or NEET SS counselling was scheduled to begin from today, October 8, and conclude on October 11, 2020.

“In reference to the schedule of Common Counselling of Super Speciality (D.M/ M.Ch courses) / DNB SS Counselling 2020 uploaded on MCC’s website the counselling was to start from today i.e 08.10.2020. However, keeping in view the in service reservation issue which has arisen out of Tamil Nadu and Kerala (WA. No. 1302 of 2020 at High Court of Kerala at Ernakulam), it has been decided by the competent authority to postpone the Super Speciality/ DNB SS counselling 2020 till further orders,” the committee’s office notice read.

Candidates had earlier appeared for the NEET-SS 2020 computer based examination on September 15, at various centres across the country while the results of the same was announced on September 26.

NEET SS test is the single entrance examination for admission to various DM/MCh courses.

NCERT Textbooks In Indian Sign Language

The National Council of Educational Research and Training (NCERT) has signed an MoU with the Indian Sign Language Research and Training Centre (ISLRTC) on Tuesday to make textbooks and other educational material accessible for deaf children in sign language.

“The availability of NCERT textbooks in Indian Sign Language (ISL) will ensure that hearing-impaired children can also now access educational resources and it will be a useful and much needed resource for teachers, teacher educators, parents and the hearing-impaired community,” Union Minister for Social Justice and Empowerment Thawar Chand Gehlot said.

According to PTI, officials of the ministry said that the cognitive skills of children are developed in the childhood and it is necessary to provide them with educational material in accordance with their learning needs.

“So far, hearing-impaired children used to study only through a verbal or written medium but after the signing of this MoU, they can study through a single Indian Sign Language also. It will not only enhance their vocabulary, but also enhance their capabilities to understand concepts,” the news agency quoted Secertary Shakuntala Gamlin.

The ISLRTC is an autonomous national institute of the social justice and empowerment ministry, which is dedicated to developing manpower for popularising the use of Indian Sign Language, teaching and conducting research.

The memorandum of understanding (MoU) was signed in the virtual presence of Gehlot and Education Minister Ramesh Pokhriyal “Nishank”.

New Delhi: The Ministry of Education is constructing 99 Jawahar Navodaya Vidyalayas in backward areas and those with minority communities concentration across the country, Minority Affairs Minister Mukhtar Abbas Naqvi said on Tuesday.

Several of these Jawahar Navodaya Vidyalayas are being constructed jointly by the Ministry of Education and the Ministry of Minority Affairs, he said.

Naqvi made the remarks while, along with Minister for Education Ramesh Pokhriyal “Nishank”, laid the foundation stone for a new Jawahar Navodaya Vidyalaya at Pakur in Jharkhand through video conferencing.

This school is being constructed by the Ministry of Minority Affairs under the “Pradhan Mantri Jan Vikas Karyakram” (PMJVK), he said.

Naqvi said that the Ministry of Education and the Ministry of Minority Affairs are also jointly constructing four Jawahar Navodaya Vidyalayas at Uttar Dinajpur and Howrah in West Bengal; West Kamang in Arunachal Pradesh; and Mamit in Manipur.

The Minority Affairs Ministry is extending a financial assistance of Rs 244 crore for construction of these Jawahar Navodaya Vidyalayas, he said in his address via video conference.

The Minority Affairs Minister will also construct Jawahar Navodaya Vidyalayas at other places jointly with the Ministry of Education, he said.

“The Ministry of Education is constructing 99 Jawahar Navodaya Vidyalayas in backward, weaker and minority concentrated areas across the country for the first time in the history,” he said.

The Minority Affairs Ministry has also provided Rs 36 crore for 1,173 smart class rooms in Jawahar Navodaya Vidyalaya in backward and minority concentrated areas of the country, he said.

Naqvi said that these Jawahar Navodaya Vidyalayas will play a crucial role in providing quality and affordable education to students from backward and minority communities in the rural areas of the country.

During the last six years, Prime Minister Narendra Modi-led government has developed socio, economic, educational and employment-oriented infrastructure across the country in backward, deprived and minority communities concentration areas under the ‘Pradhan Mantri Jan Vikas Karyakram’.

Naqvi said that with the commitment to provide equal opportunities to all needy sections of the society, more than 34,000 infrastructure projects including schools, colleges, hospitals, community centres, common service centres, ITIs polytechnic, girls hostel, Sadbhavna Mandap, Hunar Hubs have been developed in backward and minority communities concentration areas across the country.

While only 90 districts of the country had been identified for minority communities’ development before 2014, the Modi government has expanded development programmes for minorities in 308 districts of the country.

Children Learning In Mother Tongue Is Important: SC

New Delhi: The Supreme Court declined to stay the High Court order which quashed the Andhra Pradesh government order to make English medium mandatory in all government schools from classes I-VI. The top court noted that for foundation it is important that a child learns in the mother tongue.

Senior advocate K.V. Viswanathan, appearing for the Andhra Pradesh government, said the High Court order affects the poor and the marginalised. “All want to study in English medium”, argued Viswanathan before a bench headed by Chief Justice S.A. Bobde and comprising Justices A.S. Bopanna and V. Ramasubramanian.

The bench noted that India is the only country where children are taught in foreign languages and there is also conflict of opinion among experts in relation to the medium of instruction. Viswanathan insisted that English language is necessary for advancement in life and opportunities and if a person is proficient in English then opportunities are not limited for that person.

Viswanathan added that he knows lawyer friends from Tamil Nadu who studied in the vernacular medium, and now they are finding it difficult to argue matters in the top court, as they continue to think in vernacular.

However, the Chief Justice said this example may not be appropriate in the matter and for foundation it is very important that the child learns in the mother tongue.

Viswanathan clarified before the bench that he meant that lack of command over English may be an issue when a comparison is drawn with people who have studied in English medium. He informed the bench that choice of studying in Telugu medium has not been taken away. The bench said it will hear the state government’s appeal next week.

The Andhra Pradesh government had argued that the government’s decision is a progressive measure and there is nothing in the Right to Education Act which says that medium has to be in mother tongue. In the earlier hearing, Viswanathan had said the government undertook a survey and majority of parents desire English medium.

Senior advocate Gopal Sankaranarayan, who is on caveat, had opposed the stay on the High Court order and submitted that the state should be fostering its mother tongue. Sankaranarayan argued that the choice is being taken away from parents and children, as Telugu-speaking schools are being replaced with English medium.

JEE Advanced 2020: Changes In Admission Process, Details About Counselling

After the release of the JEE Advanced 2020 results, the online registration process for the Joint Seat Allocation Authority (JoSAA) has reportedly begun today.

Those who have qualified in the JEE Advanced 2020 will have to register for JoSAA Counselling. The registration can be done online at josaa.nic.in.

JoSAA, which conducts admissions to IITs, IIITs, NITs and other government-funded technology institutes (GFTIs), recently announced some changes in the admission process.

As per the official statement of JoSAA, a total of six rounds of seat allotment will be there this year as opposed to seven rounds conducted earlier.

JoSAA has reportedly taken the decision to conclude the admission process before Diwali and to start the new academic session immediately after the festival.

Besides, there will be no physical reporting by the candidates this year due to the COVID-19 pandemic and hence, admission can be confirmed by submitting the required documents online.

NOTE: Online submission of all the required documents and payment of seat acceptance fee are must to continue to be a part of JoSAA-2020 till the final round of seat allocation.

“Candidate whose seat has been confirmed by JoSAA can Withdraw from the seat allocation process starting from the 2nd round and up to the 5th round of seat allocation before the last round of seat allocation (i.e., no Withdrawal will be allowed after 6th November 2020),” reads the official statement of JoSAA.

Reopening of schools, Education Ministry Issues Guidelines

Bhubaneswar: The Ministry of Education has released guidelines for reopening of schools from October 15 in a graded manner. However, States and Union Territories will prepare their own Standard Operating Procedure (SOP) for ensuring proper health, hygiene and safety of students with full compliance of social distancing norms, informed Education Minister, Ramesh Pokhriyal Nishank on Monday.

As per Pokhriyal, the schools which are allowed to open must follow the guideline prepared by State/UT Education Departments based on SOP of DoSEL.

The SOP/guidelines comprises of two parts- Health, hygiene & safety and learning with physical/social distancing.

“Students may attend schools only with the written consent of parents. There will be flexibility in attendance norms. Students may opt for online classes rather than physically attend school,” tweeted Pokhriyal.

Precautions to be taken for preparing and serving midday meal in schools. The alternative academic calendar of NCERT may be followed in this regard.

There will be ‘No Assessment’ till two to three weeks of school reopening. Use of ICT and online learning shall continue to be encouraged. The SOP also provides for guidelines on ensuring emotion well being of students and teachers with a reference drawn to Manodarpan initiative, the Education Minister added.

Here Are The Other Key Highlights Of The Guidelines:

1. Proper arrangement and implementation for thorough cleaning and disinfecting of all areas, furniture, equipment, stationery, storage places, water tanks, kitchens, canteen, washrooms, laboratories, libraries, etc. on school campus and ensure air flow in indoor space.

2. Schools to form Task Teams such as, Emergency Care Support/Response Team, General Support Team for all stakeholders, Commodity Support Team, Hygiene Inspection Team, etc. with earmarked responsibilities will be helpful.

3. Schools may be encouraged to make their own SOPs based on the guidelines issued by States/UTs for the following, keeping in view the safety and physical/social distancing norms, and ensuring that the notices/posters/messages/communication to parents in this regard are prominently displayed/disseminated.

4. Physical distancing / social distancing to be ensured while planning the seating plan, functions and events to be avoided, staggering of entry and exits timings and points of schools, staggered time tables.

5. All students and staff to arrive at school wearing a face cover/mask and continue wearing it all through, especially when in class, or doing any activity in groups, such as eating in the mess, working in the laboratories or reading in the libraries.

6. Display Signages and markings for enforcing physical/social distancing and safety protocols at adequate places. States/UTs should take the consent t of parents/guardians before their child/ward begins attending schools. Students willing to study from home with the consent of the parents may be allowed to do so.

7. Sensitize students, parents, teachers, community members and hostel staff on COVID-19 related challenges and their role to be conducted based upon guidelines issued by the Ministry of Education, Ministry of Home Affairs and the Ministry of Health and Family Welfare with all the stakeholders.

8. Plan for academic calendar changes for all classes, particularly in relation to breaks and exams. Ensure all students have access to prescribed textbooks before school reopens.

9. Ensure availability in school or at contactable distance full-time trained health care attendant/nurse/doctor and counsellor to take care of physical and mental health of the students. Regular health check-up of students and teachers may be organized.

10. Adequate information should be collected from students, parents and teachers upon the health status. From local administration: About the State and district helplines and the nearest COVID Centre and other contact details for dealing with emergency.

11. Flexible attendance and sick leave policies may be developed and implemented to encourage students and staff to stay at home when sick.

12. Actions to be as per the Protocol defined in case of detection of a suspected case of COVID-19.

13. Focus on the most vulnerable students (homeless/migrated students, students with disabilities, and students directly affected by Covid-19 through a family death or hospitalization) to prioritize their needs. Ensure provision of assistive devices and learning content as per the needs of the CwSN.

14. To meet the nutritional requirements of children and safeguard their immunity during the COVID-19 outbreak, States / UTs have been advised to provide hot cooked Mid-Day Meal or its equivalent Food Security Allowance to eligible children during closure of schools and summer vacations. Adequate focus on food safety, health, and hygiene along with physical/social distancing.

UPSC Exams: 50% Candidates Skip Exam Fearing COVID-19

Lucknow: Nearly 50 per cent of the candidates opted out of the Union Public Service Commission (UPSC) preliminary examination 2020 for selection to Indian Administrative and Allied Services in Lucknow.

The exam was conducted on Sunday.

According to sources, as many as 43,921 candidates were registered for the examination at various centres in the city. About 21,790 (49.6 per cent) registered candidates appeared in the first shift for “general studies” paper.

The number dropped further to 21,607 (49.2 per cent) in the second shift for “optional subject”.

This was a sharp drop as compared to 15-20 per cent average dropout seen in previous years.

The majority of the students, who had dropped out of the examination, cited Covid-19 pandemic as the main reason for the high number of absentees.

The candidates said that apart from the fear of catching an infection, many of them could not prepare for the test because of restrictions on coaching classes, group studies, library sessions and mentorship programmes in the past six months.

“Besides lack of preparedness, there was a risk of catching Covid-19 infection, which made many of my batchmates skip the examination,” said Niharika Rastogi, a candidate.

New Delhi: Pune boy Chirag Falor has bagged the top rank in the Joint Entrance Exam (JEE)-Advanced, results of which was announced on Monday, according to officials.

The second and third rank has been bagged by Gangula Bhuvan Reddy and Vaibhav Raj respectively.

“Kanishka Mittal is the national topper among females,” said an official of IIT-Delhi.

IIT-Delhi conducted the JEE-Advanced exam this year, for admission to IITs across the country. JEE-Mains which is an entrance exam for admission to engineering colleges across the country is a qualifying exam for JEE-Advanced.

Bhubaneswar/New Delhi: The Indian Institute of Technology Delhi (IIT Delhi) will declare the results of the Joint Entrance Examination (JEE) Advanced 2020 on October 5, 2020, on its official website.

A total of 1,60,831 students had registered for the JEE Advanced 2020 examination out of which around 96% appeared the exam. Sources said, the JEE Advanced Result is likely to be declared at 10 am on the official website jeeadv.ac.in.

The answer key for JEE Advanced 2020 examination was earlier released by IIT Delhi on September 29.

After the declaration of the result, JEE Advanced counselling by JoSAA counselling registration will start from October 6 and seat allotment 2020 will be conducted in 7 rounds, a report published in NDTV said.

New Delhi: The Civil Services Preliminary Examination 2020 conducted by the Union Public Service Commission (UPSC) began at 2569 centres across 72 cities in the country. More than 10 lakh candidates have applied for the Civil Services Examination this year.

The candidates who qualify the UPSC Civil Services Prelims will be shortlisted for the main exam which is scheduled to be held in January 2021. Earlier, the UPSC had scheduled the examination on May 31. However, due to COVID-19 pandemic, the commission postponed the examination on October 4.

UPSC Prelims 2020 Shift Timing

The Civil Services Preliminary Examination 2020 will be conducted in two shifts, first will be held from 9:30 am to 11:30 am, while the second shift will take place between 2:30 pm to 4:30 pm.

COVID-19 Guidelines For UPSC Aspirants

The commission has also released certain guidelines to be followed by the candidates on the day of examination.

Candidates without mask/ face cover will not be allowed entry into the venue,” reads the official notification by the UPSC.

Candidates can also bring their own hand sanitizers in transparent bottles, it read.

Candidates have to follow COVID-19 norms of ‘social distancing’ as well as ‘personal hygiene’ inside the examination halls/rooms as well as in the premises of the venue, said the UPSC.

UPSC Prelims 2020 Entry Rules Inside Examination Hall

Candidates are advised to bring a copy of their admit card to their respective examination centre or else they won’t be allowed to appear in the examination.

The candidates are also required to bring along their photo ID card, whose number is mentioned on the e-admit card, for appearing at each session of the examination, said the UPSC official notification.

Candidates will be allowed to enter the examination centre only 10 minutes before the commencement of the exam (09:20 am in the morning shift and 02:20 pm in the afternoon shift). No candidate shall be allowed the entry into the examination venue after closure of the entry

UPSC Prelims 2020: Guidelines Inside Examination Hall

Candidates are advised to bring black ballpoint pen as they shall be required to fill the OMR answer sheets and attendance list with black ballpoint pen only, said a UPSC statement.

Use of normal or simple wristwatches by candidates is allowed inside the examination rooms/ halls. However, use of watches fitted with any special accessory that might be used as a communication device or smartwatches is strictly prohibited and candidates are not allowed to take such watches into the examination rooms/ halls, the Commission said.

Mobile phone (even in switched off mode), pager or any electronic equipment, programmable device, storage media like pen drive, smartwatches etc, camera or Bluetooth devices, any other equipment or related accessories either in working or switched off mode capable of being used as a communication device and calculator are banned inside the examination hall.

Any infringement of these instructions shall entail disciplinary action against the concerned candidates including debarment from future examination/selection. Valuable/ costly items and bags are also not allowed inside the examination venue, said UPSC said.

The civil services examination is held by the UPSC every year in three stages preliminary, main and interview to select officers for the Indian Administrative Service (IAS), the Indian Foreign Service (IFS) and the Indian Police Service (IPS), among others.

Odisha JEE 2020: OJEE Exam From October 12, Check Details

Bhubaneswar: The Odisha Joint Entrance Exam, OJEE 2020, dates have been announced. The exams will be held in three shifts from October 12 till October 19.

Candidates can download their OJEE 2020 admit cards by visiting the official website of OJEE from October 5 onwards.

Informing about the development, OJEE director Sudeep Kumar Chand said, “We are making arrangments to conduct the exam in multiple shifts as a record around 79,800 candidates have done registration for this year.”

+3 Admissions: First Cut Off List Announced, Check Details Here

Bhubaneswar: The State Higher Education Department on Monday published the first cut-off mark list for admission into Plus III streams in various colleges across Odisha.

Like previous years, the BJB (Autonomous) College in Bhubaneswar continued to remain the first choice among students for pursuing higher education.

As per the list released by the government, BJB (Auto) College has recorded highest cut off marks of 93 % in Geography, Mathematics (Physical Science) 95.3 % and Zoology (Biological Science) 95.5 %.

Around 2,12,998 students had applied for admissions into 1,029 Degree Colleges in the State this year. With the publication of the first cut-off marks, 158540 students have qualified for the first round of admissions.

Nearly 16,682 students have been selected for admissions in Commerce stream in the first phase, 23817 students in Physics, 3,818 in Sanskrit, 95649 in Arts, 17493 in Biology, 1081 students in self-financing courses.

The University Grants Commission (UGC) on Friday notified the guidelines pertaining to the academic calendar for the 1st year of Under-Graduate and Post-Graduate Students of the Universities for the Session 2020-21 in view of the COVID-19 pandemic.

The notification stated that in August 2020 the UGC requested the Expert Committee to revisit the guidelines dated 29.04.2020 and 06.07.2020 and suggest a revised Admissions and Academic Calendar. and other connected matters, for the first year of UG and PG programmes for the session 2020-2021. The Commission at its emergent meeting held on 21.09.2020 considered the Report of the Expert Committee and based on the Report approved the “UGC Guidelines on Academic Calendar for the First Year.

Guidelines

1. The institutions where admissions are solely through entrance tests and have completed the necessary requirements or are likely to complete these requirements in near future, may start their academic session of 1st year at the earliest. If necessity arises, provisional admissions may also be made. The relevant documents of qualifying examination be accepted up to 31.12.2020.

2. Merit/ entrance based admissions to the first year programmes for the session 2020-21 to be completed by the end of October 2020. The last date for admissions to fill up the remaining vacant seats shall be 30.11.2020

3. The academic calendar for the first year students’ proposed in the Guidelines dated 29.04.2020 stands amended. Hence, the academic Session 2020-21 may commence from 01.11.2020 for first year students. Accordingly. the following calendar is suggested for the academic session 2020-2021:

  • Admission Process (To be completed) 31.10.2020
  • Commencement of Classes of above students
  • Fresh batch (First Semester/Year) 01.11.2020
  • Preparatory Break 01.03.2021 to 07.03.2021
  • Conduct of Examinations 08.03.2021 to 26.03.2021
  • Semester Break 27.03.2021 to 04.04.2021
  • Commencement of Classes for Even Semester 5.04.2021
  • Preparatory Break 01.08.2021 to 08.08.2021
  • Conduct of Examinations 09.08.2021 to 21.08.2021
  • Semester Break 22.08.2021 to 29.08.2021
  • Commencement of Next Academic Session for this Batch 30.08.2021

If there is a delay in the declaration of result of the qualifying examinations, the UGC has said that the universities may plan and start the academic session by November 18, 2020. The teaching-learning process may continue in offline/online/blended mode.

4. All the universities may follow a 6-day week pattern for the academic session 2020-21 and 2021-2022 to compensate the loss for this batch of students.

5. In order to avoid financial hardship being faced by the parents due to lockdown and related factors, full refund of fees be made on account of all cancellation of admissions/ migration of students, up to 30.11.2020, for this very session as a special case.

To be crystal clear, the entire tees including all charges be refunded in totality (Zero Cancellation charges) on account of cancellation/ migration up to 30.11.2020. Thereafter, on cancellation/ withdrawal of admissions up to 31.12.2020. the entire fee collected from a student be refunded in full after deduction of not more than Rs.1000/- as processing fee.

6. The universities are requested to compensate the delay in the start of academic session in the subsequent years by curtailing the breaks/ vacations so that this batch of students would get their final results for award of degree timely.

7. The Guidelines as issued on 29.04.2020 and 06.07.2020 highlighting the modes of teaching, conduct of examinations, importance of physical & social distancing etc. shall remain unchanged and shall remain mandatory in that respect.

8. In view of the present scenario and future uncertainties:

The universities may adopt and implement these Guidelines in a transparent manner by making alterations/ additions/ modifications/ amendments to deal with particular situation(s) in the best interest of students, educational institution and the entire education system, except in respect of those guidelines that are mandatory.

If the university faces difficulty in making admissions as per the existing policy, it may adopt alternative modes of admission process, if otherwise legally tenable.

In case of educational institutions located at places where the Government (Centre/ State) have imposed restrictions on gathering of public, the institutions may plan accordingly. In any case, the above recommendations shall not cause any restrictions on the guidelines/directions issued by the appropriate Government/ competent authority.

Notwithstanding the above Guidelines, every university/ college has to ensure that it is prepared in all respects to carry out the academic activities following necessary advisories/guidelines/directions issued by the Central/State Government, MHRD or UGC from time to time to prevent the spread of COVID-19.

SC On Shaheen Bagh: Dissent Against Colonisers Can't Be Equated With Dissent In Democracy

The Central Board of Secondary Education (CBSE) and University Grants Commission (UGC) on Thursday presented their stands before the Supreme Court on the plea seeking an extension of the college admission.

Presenting its side, CBSE informed the apex court that results of compartmental exams for class 12 will be declared by October 10.

Similarly, UGC said that its admission process will close by October 31 and it will give enough time for students to apply for University admissions.

Earlier, some students had filed a plea in SC seeking an extension of the deadline of August 31 for College admissions 2020-21 until the result of the CBSE compartment results are out.

Union Minister for Education Ramesh Pokhriyal ‘Nishank’ on Tuesday announced the University Grants Commission (UGC) Guidelines on Academic Calendar for the 1st year of Under-Graduate and Post-Graduate Students of the Universities for the Session 2020-21 in view of the COVID-19 pandemic.

The Commission at its meeting held on September 21 approved the UGC Guidelines on the academic calendar for the first year of UG and PG students for the 2020-21 session taking into account the current pandemic situation.

The admissions to the first-year programmes for the session 2020-21 will be completed by the end of October 2020. The last date for admissions to fill up the remaining vacant seats shall be November 30, 2020.

The Academic Session 2020-21 may commence from November 1, 2020, for first-year students, informed the Minister.

Accordingly, the following calendar has been suggested for the academic session 2020-2021:

  • Admission Process (To be completed) 31.10.2020
  • Commencement of Classes of above students
  • Fresh batch (First Semester/Year) 01.11.2020
  • Preparatory Break 01.03.2021 to 07.03.2021
  • Conduct of Examinations 08.03.2021 to 26.03.2021
  • Semester Break 27.03.2021 to 04.04.2021
  • Commencement of Classes for Even Semester 5.04.2021
  • Preparatory Break 01.08.2021 to 08.08.2021
  • Conduct of Examinations 09.08.2021 to 21.08.2021
  • Semester Break 22.08.2021 to 29.08.2021
  • Commencement of Next Academic Session for this Batch 30.08.2021

New Delhi: The Supreme Court Tuesday suggested that the CBSE declare the results of compartment examination expeditiously and asked the UGC to ensure that students get admission in colleges saying these are exceptional times.

The top court asked CBSE and UGC to work in tandem to ensure that the careers of two lakh students giving the compartment exams, from September 22 to 29, are not jeopardized.

During the hearing, the top court earlier asked the University Grants Commission (UGC) not to declare the academic calendar till September 24 but was later told that the calendar has been released.

Taking a serious view of the release of academic calendar, the top court sought explanation from the UGC, to be given on Thursday, and directed that it be placed on record.

At what time and which date it was released, you will have to show this,” the bench comprising Justices A M Khanwilkar and Sanjiv Khanna said.

“Don’t give us vague dates. Give us the date and time when it was released. Whether it was after the order, before the order or when the matter was being heard. We will examine that,” it added.

The bench posted the matter on September 24 and asked both CBSE and UGC to coordinate to accommodate around two lakh students giving the compartment examinations.

At the outset, senior advocate Vivek Tankha, appearing for one of the petitioners, said that CBSE compartment exams have commenced today and will continue up to September 29 and nearly two lakh students will appear in the compartment exams.

Tankha said that UGC is also here and the CBSE should come out with the results at the earliest.

The UGC has to give us (students appearing in compartment exams) a chance to take admissions in universities, he said.

Tankha argued that CBSE has to declare results early and UGC has to give us a chance of taking admission in colleges otherwise our one year will be lost.

The bench asked Tankha that without CBSE declaring the results how can UGC accommodate the students.

The senior lawyer contended that after the results are declared, UGC can give the students a chance to take admissions in colleges as the students are appearing in the exams during the pandemic times.

The bench asked UGC that because of peculiar situation is it possible for the commission to have some route open for accommodating these students who are appearing in compartment exams.

To this, the counsel for UGC said that it can be done, if the seats are vacant but he will have to take instructions.

The bench then told the counsel to take instructions and see whether these issues can be taken care of by the commission while asking when UGC intends to keep its cut-off date for admission.

The counsel replied that he has to take instruction but it may be October end.

Counsel for CBSE argued that there are 1,248 exam centres and answer sheets have to be brought to the regional centres.

The top court said that these are not normal times but exceptional times and CBSE has to take steps as the career of two lakh students is too big.

The counsel for CBSE replied that it will take 3-4 weeks (for declaration of results of compartment exam).

The top court told the CBSE that it has to come out with some date so that UGC can take further steps and observed, If you (CBSE) will not have the date, then UGC will have difficulty .

When counsel for UGC said that it may have cut off date of October end, the bench said, “It could be the first week of November also”.

He said that UGC has already finalised the academic calendar and was about to release it.

The bench asked UGC to not release it till Thursday and would hear the matter on that day to know about the views of CBSE.

Both of you coordinate and have a cut off date so that the other one can comply with it. This is only to accommodate these two lakh students.

Two lakh is not a small number. Now the situation is beyond anyone’s comprehension, the bench said.

The bench observed that CBSE has to work in tandem with the UGC and it should be left to them on how to work it out.

When one of the counsels told the bench that they have given a chart of dates given by colleges, the bench said, “We are not going to give directions to individual colleges”.

After the matter was over, the UGC’s counsel mentioned the matter and told the bench that the academic calendar has already been released and the admission process has to be completed by October 31.

“We will have it on Thursday. You explain this on that day,” the bench said, adding, “You also place it on record.”

The counsel for UGC said, “I am sorry, I was misinformed about it”.

The bench said, “That’s okay but it has to be explained how this miscommunication happened”.

On September 10, the top court said that the CBSE would not be able to help much the students taking compartment exams for class XII this month as it would be the colleges and universities which will take their admissions for higher studies.

The apex court said this while hearing a plea which has challenged the decision of the Central Board of Secondary Education (CBSE) to hold compartment exams on the ground that it would be detrimental to the health of the examinees.
