STF Nabs 2 Arms Smuggler in Odisha

Bhubaneswar: The Special Task Force (STF) of the Crime Branch arrested two arms smugglers following a raid near Sikharghat bridge under Niali police limits in Cuttack district on Friday.

The accused- Suresh Kumar Das alias Kalia and Soumyaranjan Dalei, hail from Jagatsinghpur district and were part of a larger crime syndicate. Eight illegal firearms, including two sophisticated pistols have been seized from their possession.

The development assumes much significance as the seizures come ahead of the crucial bypoll for the Pipili assembly constituency.

“Acting on an intelligence input, we intercepted the two gun runners and recovered eight illegal pistols, including two sophisticated ones and 20 live ammunition from their possession,” said DIG STF, J.N Pankaj.

According to Pankaj, the STF has been carrying out special drives against organised crime syndicates operating from different parts of the State. Already 22 fire arms, 54 rounds of live ammunition have been seized and 7 criminals arrested in such drives in the past one year by STF.

The two criminals have confessed to have been involved in several incidents of narcotics trade, extortion and robbery in different parts of the State. The duo is mostly involved in various crimes in Jagatsinghpur, Cuttack, Bhubaneswar and Puri districts.

“We will produce the accused in court and seek for their remand. We are hopeful to bust their network after we start their interrogation during the remand period,” the DIG added.

Preliminary investigation reveals that out of the total eight illegal firearms, five were manufactured in Odisha while two others have been procured from outside the State.

Bhubaneswar: No more the ravines of Chambal (MP) or the badlands of Ramgarh in Uttar Pradesh have been the hunting grounds for dacoits. The scene of banditry has moved to states like Odisha and Maharashtra.

For the last few years, both states have been reporting the most number of dacoity incidents in the country. While Maharashtra has been topping the country in dacoities, Odisha is at the dubious second, reveals a compendium of NCRB reports since 2017-2019.

Against that backdrop, the White Paper on crime scenario in Odisha that was tabled today in the State Assembly delivers a shocker. It said dacoity incidents in the State have jumped by over 15 per cent to touch a total of 514 in 2020.

The enormity of dacoities in Odisha has been evident when compared with the Triennium Average (T.A). The number of incidents of dacoity in 2020 remained marginally above the T.A of 512.

“This is not the banditry incidents of the fame of Chambal or Ramgarh ka Sholay. The incidents in Odisha are a part of organised criminals and looters’ gang. As the number of gang members involved in the organised plunder of property stood at around 7-8, the incidents are defined as dacoity as per the IPC definition,” observed a senior IPS officer at the State Crime Records Bureau (SCRB).

Thorough scanning of the explanation by the senior police officer, however, drops the big hint – the proliferation of organised criminal gangs in the State.

And mushrooming of organised crime gangs don’t augur well for the law and order situation in the State. However, the White Paper on Law and Order placed in the State Assembly today has expressed satisfaction over the prevailing scenario in the State in 2020.

THE DACOITY GRAPH IN STATE

The number of dacoity incidents in Odisha in 2017 stood at 534. The number increased to 558 in 2018 and fell down a bit to 446 in 2019. With the police machinery busy in enforcing the lockdown and other Covid-19 related restrictions, dacoits targeted at will in the State during the pandemic year as the incidents reported by State police stood at 514.

THE BADLAND MAP IN ODISHA

As per the data of dacoity gangs busted in Odisha over the years, records show the organised gangs have a presence across the length and breadth of the State – from western, coastal to central regions. Besides, the operation of inter-state dacoit gangs in the State has also been confirmed.

“Odisha’s proximity to Jharkhand and Bihar leaves the field open for the organised crime gangs from the neighbouring states to operate in the State,” observed former DG Sanjeev Marik.

The footprints of dacoit gangs in Odisha are seen from Delang (Puri district), Redhakhol (Sambalpur) to Polasara (Ganjam) and from Capital Bhubaneswar to steel city Rourkela.

WHY DACOITS HAVE A FIELD DAY IN ODISHA?

The White Paper tabled in the State Assembly itself has explained the reasons behind it. Of the 502 cases, charge-sheets have been filed in only around 50 per cent of the dacoity incidents.

As per highly placed sources, the property plundered by dacoits totalled around Rs 119 crore. Moreover, with only a 50 per cent charge-sheeting rate, the recovery rate in the State also stood very low (around 28-30 per cent).

Therefore, experts feel the impunity and delay in filing charge-sheet that has bolstered the gang of dacoits to make Odisha their hunting ground.

Commissionerate Police issues WhatsApp Number to report snatching incidents

Bhubaneswar: After gaining success in nabbing miscreants who remained elusive for years together in several sensational cases, the Commissionerate Police has now decided to focus on petty street crimes which have become a menace in Bhubaneswar.

The Commissionerate Police has now issued a Whatsapp number-7077798111 to register complaints against street crimes and follow up the investigation proceedings.

The number will be exclusive for the residents of Bhubaneswar to report cases, share information regarding snatchers and other criminals.

All the information shared by citizens on the WhatsApp number will be kept confidential and appropriate action will be taken on their grievances, said Bhubaneswar DCP Umashankar Dash.

Dash said the Commissionerate had already been working on a system for the last two-three months with assistance from the Special Squad which had achieved success in cracking several crimes.

“As part of the strategy, we are now utilising the expertise of the special squad. We have identified one-two officers from each police station along with 3-4 constables and the teams have been asked to investigate property cases, snatching of gold ornaments, mobile phones and other valuables,” said Dash.

Dash further said the idea is to develop expertise among the personnel so that they can easily understand the pattern of crime, identify criminals during patrolling and take necessary action.

A Special Cell ‘Property Offense Cell’ where the databases of criminals involved in various cases in the last 5 years, interrogation report, pictures of criminals and others have been stored and shared with these teams for necessary follow up action.

Already such measures have yielded results as 25 snatchers were nabbed and 30 mobile phones were seized in the last seven days by the special squad.

The Bhubaneswar DCP has also appealed people to report incidents of snatching and other crimes on dial 100 and share information about the snatchers.

“If such information including the type of vehicles and physical appearance of the miscreants involved in the crime is shared early, there is a large possibility that the miscreants can be nabbed fast. We are developing another system where crime related awareness will be created among Traffic cops and other personnel,” said Dash.

The arrestees have been identified as Rajkishore Sahu and Jitendra Sahu of Jajpur district.

Musician Sumant Mohanty Murder Case: 5th Accused In Police Net After 13-years

Bhubaneswar: Close on the heels of arresting  the prime accused in the sensational 1999 Anjana Mishra Gang Rape case, the Commissionerate Police on Sunday claimed to have achieved another breakthrough by arresting one of the accused in the 2008 musician Sumant Mohanty murder case at Mancheswar area in Bhubaneswar.

Addressing a press conference today, Twin City Police Commissioner Saumendra Priyadarshi informed the media about the arrest of the fifth accused, Bikram Aditya Jena, who had been absconding after the incident, in the case. The accused was arrested from the Mancheswar police limits, he added.

As per police reports, Jena was one of the co-accused involved in the brutal murder of the musician Sumant Mohanty.

Senior officials said Mohanty was killed over ‘personal enmity’ in 2008. The fatal enmity is traced to the college days, when on the complaint of the victim, the main accused was rusticated from the Utkal Sangeet Mahavidyalay, elaborated Priyadarshi.

He added that after killing Mohanty brutally, his body was stuffed inside the victim’s  car and the vehicle was dumped in a canal near Palasuni.

“In our drive to arrest the absconding accused persons in old murder cases, a special team has been formed. The team tracks the absconders profesionally. In a sequel to the special drive launched, the team today managed to nab the absconding accused from the Mancheswar area today,” said Priyadarshi.

According to Priyadarshi, the fifth accused Jena had escaped to Pune after the crime. The accused was under constant surveillance. He had been working as a gym trainer there, though had contacts with his family in Odisha.

Based on credible inputs, the Special squad of Bhubaneswar managed to nab the fifth accused from Bhubaneswar.

“Today’s arrest will certainly boost the morale of officers, when the special drive is underway to nab the miscreants involved in old cases that have been pending at several police stations for years,” Priyadarshi added.

Earlier police had arrested four persons in this murder case. The prime accused in the case was then identified as Sushil Jena, and other co-accused arrested then were Manas Ranjan Vedanta, Sushil Samantray and Subhakant Jena.

Odisha: Bhubaneswar Medicine Store Owner Among 6 Held for Drugging, Looting Passengers

Bhubaneswar: Six members of a criminal gang which looted passengers at bus and train terminus in Bhubaneswar and Cuttack by spiking their drinks were rounded up by the Commisionerate police on Saturday.

Incidentally, the arrested accused include the owner of a medicine store in Bhubaneswar who supplied the stupifying prescription drugs to the footsoldiers of the gang without reference.

While addressing a presser, Twin City Police Commissioner Saumendra Priyadarshi said that two receivers of the stolen property are also among the arrested accused.

“The gang mostly targetted passengers travelling from far off places to the State capital for the first time. After striking a rapport with the unsuspecting travellers, the hoodlums would loot them by offering spiked drinks and food,” said Priyadarshi.

A senior Commissionerate police officials said that a Special Squad was on the lookout for the gang after three cases of drugging and loot were reported in Bhubaneswar this year. As many as 11-12 such cases had been registered in the Twin Cities of Cuttack and Bhubaneswar last year.

After protracted surveillance and inputs received from informants, the sleuths identified the footsoldiers of the gang and they were rounded up subsequently, the official said.

Police said three gold chains weighing 40 grams, 18 strips of medicines (sedatives), one motorcycle, six mobile phones have been recovered from the gang members. The medicine store owner and the two receivers of the stolen property were subsequently arrested after their link with the arrested accused emerged, the official added.

Meanwhile, Priyadarshi has appealed passengers to stay away from strangers and not accept any food or drink from them. The senior official also warned medicine stores not to provide sedatives without a certified doctor’s prescription.

“In view of the spurt in such loot cases, we urge medicine store owners to insist on prescription whenever someone asks for such controlled drugs which are administered/consumed under medical supervision,” Priyadarshi added.

Bhubaneswar: Unidentified miscreants decamped with gold and silver ornaments worth Rs 15 lakh from a jeweller at Kalampur area in Kalahandi district on Wednesday.

The incident occurred when the jeweller, Ranjan Kumar Sahu was opening his shop in the morning today.

“I had kept all the gold and silver ornaments in a bag and was busy in opening the shop when the miscreants fled with the bag. They might have inserted some glue in the lock for which I could not open the lock of the shutter,” said Sahu.

According to Sahu, two miscreants were involved in the loot of the gold ornaments.

“As I was trying to unlock the shutter, a man wearing a face-cover came and snatched away the bag. Both the miscreants soon fled on a motorcycle,” Sahu added.

Uttam Sahu, inspector-in-charge of Junagarh police station said, “A case has been registered and steps are being taken to nab the miscreants.”

Senior police officials informed that footage of various CCTV cameras installed near the jewellery shop are also being examined for clues regarding the miscreants.

The victim, a college student from Duburi area in Jajpur district, was on her way to collect scholarship money from a private company at Kaliapani area in the district when she was allegedly abducted by four miscreants. The girl was reportedly travelling with one of her male friends.

As per reports, the accused intercepted the duo near Kaliapani and later forcibly took the girl to an isolated place near Kalarangi mines area where they raped her in turns.

Somehow the victim managed to escape from the clutches of her tormentors and reached the house of a woman home guard who then reported the matter to Kaliapani police station.

Later carrying out investigation, Kaliapani police arrested four persons in connection with the gang rape case. As per sources, one of accused works as a cook with OISF in the region. All the accused have been sent to judicial custody after their bail petition was rejected yesterday.

“Das had snatched the key of the police van and later people thrashed the duo. Neither people nor the police have the rights to punish. The power lies with the court and people should never take the law into their hands,” said Das.

On Saturday, they (the five arrested accused) allegedly dragged out two persons, who were arrested for killing a person, from a police van and brutally thrashed the duo using plastic pipes at the CRP square in the Capital city.

The Bhubaneswar DCP had earlier said that police would suo moto register an FIR and take stern against those involved in brutally thrashing the two murder accused.

Earlier in the day (March 6), the duo allegedly hacked a youth to death with sharp weapons at the busy CRP square. However, Twin City Police Commissioner Sudhansu Sarangi later clarified that the murder was an act of counter-attack for self defence.

Two temples looted in Odisha

Baliguda: After a brief lull, miscreants have again started targetting temples in Odisha. This time, unidentified miscreants decamped with gold ornaments and cash from the donation box of two temples at Baliguda in Kandhamal district on Friday night.

As per reports, several valuables including cash have been stolen from Jagannath temple and Dakshina Kali temple last night.

Masked thieves entered the Jagannath temple and looted cash from the donation box. The entire act of loot of valuables has been captured in the CCTV camera installed on the temple premises.

Similarly, gold ornaments from Dakshina Kali temple were also reportedly stolen by thieves.

The theft of cash and ornaments came to light on Saturday morning when both the temples were reopened by the priests of respective religious institutions.

Local police has begun an investigation into the twin theft incidents. The entire CCTV camera footage will be examined for clues, said a senior police official requesting anonymity.

It is pertinent to mention here that a non-profit organisation INTACH had recently expressed concern over rising cases of temple thefts in Odisha and illegal exports of idols.

The organisation’s state convener Amiya Bhusan Tripathy, who is also the former police chief of Odisha, lamented that there is an absolute lack of awareness and gross apathy regarding the intrinsic value of antique idols that represent the rich cultural heritage of the State.
The prevailing laws intended to prevent idol thefts and burglary are inherently ineffective and a holistic national heritage protection policy and the system should be put in place, he said
