The PIL, filed by the Nationalist Lawyer's Forum, demanded a thorough CBI investigation into the case.
Earlier in the day, social worker Surendra Panigrahi filed another PIL in the Orissa High Court seeking action against the officials involved in the flyover mishap.
The PIL included the names of Odisha Chief Secretary, Khurda district Collector, Ex-Secretary, Superintendent of Works Department, Executive Engineer and Junior Engineer as the parties in the issue. It also involved the two Board of Directors of Panda Infra, Sujata Panda and Santosh Panda as the parties.

The petitioner in his PIL demanded cancellation of licence of the Construction Company.
Petitioner’s counsel Antaryami Swain said his client has also demanded for a Special Investigation Team (SIT) to probe into the incident so that necessary action is taken against all the officials involved.

The PIL further sought to know how the state government granted work orders to Panda Infra for the flyover construction although there were complaints against the said company.

Sources said that the LOC was issued against the two Directors of Panda Infra suspecting them of fleeing the country after police initiated a probe against them in connection with the under-construction flyover collapse near Bomikhal in Bhubaneswar on Sunday, which left a man dead and 12 others injured.
Earlier today, the Commisionerate Police had informed all the security agencies along with appraising the Home Ministry to ensure the duo doesn't escape the country.

Police had on Tuesday registered a case against the two directors and booked them under different sections of the IPC, including Section 304, 338 and 34.
Meanwhile, engineer Dinabandhu Behera who was suspended after the mishap also has appealed to the High Court for an anticipatory bail.

On Tuesday, police had arrested owner of Panda Infra, Pratap Panda, Assistant engineer in the Works Department, Kishore Rout and Project Manager Vipul Chakraborty and sent them to judicial custody.

Assistant engineer in the Works Department, Kishore Rout was arrested after he surrendered at the office of the Deputy Commissioner of Police, Police Commissioner Y B Khurania said.
Police also arrested Vipul Chakraborty, Project Manager in Panda Infra Projects, which was executing the construction work of the flyover project, said Khurania.
With this, the total number of persons arrested in connection with the mishap rose to four. Bansidhar Praharaj, deputy executive engineer in Works Department and Pratap Panda, Director of Panda Infra Projects, were arrested yesterday.

Police have already registered a case against two other directors of Panda Infra Projects, Santosh Panda and Sujata Panda in connection with the collapse of the under-construction bridge.
Efforts are on to trace two others booked in the case, and if necessary, police may issue a look-out circular, Khurania added.
Those named in the case have been booked under different sections of the IPC, including Section 304, at Laxmisagar police station, he said.
Police also booked them under Section 337 of IPC (causing hurt by an act endangering life or personal safety of others), 338 (causing grievous hurt) and 34 (criminal act).

While Prahjaraj and Rout were suspended soon after the mishap on Sunday, Executive Engineer Dukhabandhu Behera was placed under suspension later for prima facie lapses, a senior official said.
A high-level probe is in progress into the incident by a committee comprising Chief Engineer (Designs) and Chief Engineer (Roads), Works Department Secretary N K Pradhan told reporters.
The committee has been asked to submit its report within a week.
Stern action would be taken against those found guilty, Pradhan said, adding, the project was under the Roads and Buildings (R&B) Division-4.
On the other hand, opposition parties have blamed the BJD-led Odisha government for the mishap and targeted Chief Minister Naveen Patnaik, who is also in charge of the Works Department.

The Congress and the BJP, which demanded resignation of the chief minister over the incident, also stalled the state Assembly for several hours yesterday.
Both the Opposition parties have also alleged that a former state minister had favoured the construction firm, which was once blacklisted for security issues and that its case was pending in court.

Gathering himself and his family members after the fateful day, he had no qualms to speak about who he felt was responsible for the mishap. Taking pride about the education he had imparted to his son, the father shunned the government for trying to console the family with Rs 5 lakh. Well off, he rejected the amount with which his son’s life was being measured. ‘’I will give back the money to the government they threw on us as compensation. Can they give me back my son?” the teary eyed man stated with hurt in heart that refused to heal.

A blunder, the elderly gentleman blamed on criminal neglect resulting from ‘smart city’ initiative, also had him worrying on what if there had been a crowd underneath the flyover. Many fathers, wives, sons and daughters would have been grief stricken today, he says staring blank with questions in his eyes that turn moist every minute. With fair amount of understanding of engineering, he says slab casting should have been done at night when there’s no movement or the road should have been closed for use. Why did the government and contract agency not look at imminent danger the under-construction flyover posed? “Is human life sans any value?” the man who seemed to have grown more older in a few hours, kept murmuring, unconcerned about anything around him. Because, his world had collapsed along with the flyover!
