The Union ministers met Kovind at his 12 Janpath residence and discussed the dates for convening the first official meeting of this committee. Besides methods of functioning of the committee, they also discussed the requisite facilities and infrastructure for the panel to perform smoothly.
As per sources, it is under consideration to interact with the people of certain areas so as to have necessary inputs in preparing the report.
On September 2, Kovind had chaired a meeting to give his recommendations on ONOE after deliberating on all aspects of holding simultaneous elections to the Lok Sabha, state Assemblies and even panchayats and local bodies in the country.
Apart from Kovind, the ONOE committee comprises Amit Shah, former Rajya Sabha LoP Ghulam Nabi Azad, former Finance Commission Chairman N.K. Singh, former Secretary General of Lok Sabha Subhash C. Kashyap, senior advocate Harish Salve and former Chief Vigilance Commissioner Sanjay Kothari.
Congress MP Adhir Ranjan Chowdhury, who was included in the committee, later refused to join it after its announcement.
The government has constituted a committee headed by former president Ram Nath Kovind to explore the possibility of "one nation, one election", sources said on Friday.
The move comes a day after the government called a special session of Parliament between September 18 and 22, the agenda for which is under wraps.
Over the years, Prime Minister Narendra Modi has pushed strongly for the idea of simultaneous Lok Sabha and state assembly polls, and the decision to task Kovind to look into it underscores the government's seriousness as a host of elections approach.
Assembly polls are due in five states in November-December and they will be followed by the Lok Sabha elections in May-June next year.
However, the recent moves by the government have thrown open the possibility of advancing the general elections and some state polls, which are scheduled after and with the Lok Sabha contest.
In his farewell address to parliamentarians at Parliament's Central Hall, Kovind emphasised the value of peace and harmony, saying people have a right to oppose and create pressure to pursue their goals, but their methods must be Gandhian.
His comments assume significance at a time when parliamentary proceedings have been frequently disrupted due to the Opposition's protests over a number of issues.
Kovind said he always considered himself as a part of the larger family, which included the members of parliament.
They may have differences at times like any family has, but they should work together for the larger interests of the country, he said.
Vice President M Venkaiah Naidu, Prime Minister Narendra Modi and Lok Sabha Speaker Om Birla joined the ceremony to bid farewell to the outgoing President whose term ends on Sunday.
President-Elect Droupadi Murmu will take oath as the 15th President of India on Monday. She will be the first tribal person to occupy the country's highest constitutional post.
Kovind congratulated Murmu and said the country will benefit from her guidance.
He said he will always be grateful to the citizens of country for giving him the opportunity to serve as President.
"The Strategic Partnership that India and EU share is one of the most important relationships for the upcoming decade and strengthening this relationship is a priority for India as it is for the EU. In areas such as climate action, clean energy, sustainable growth, digital transformation and Research & Innovation, the EU will remain an important partner for achieving India's high ambition in these areas," he said when European Commission President, Ursula von der Leyen called on him at the Rashtrapati Bhavan.
He also described India and the EU as two most vibrant democracies, two of the largest open market economies and pluralistic societies, a communique from the Rashtrapati Bhavan said.
About trade and investment, he pointed out that the EU is India's largest trading partner in goods and also one of the most important sources of FDI and an India-EU Free Trade Agreement would unlock the full potential of India-EU economic relations. He stressed that as free-market economies, and world's largest democracies, it is important for like-minded countries like India and the EU to deepen its economic engagement.
The President said that "apart from deepening our economic relations, it is important for India and EU to engage in strategic and geo-political avenues such as in the Indo-Pacific".
"We look forward to the EU and its Member States joining the pillars of the Indo-Pacific Oceans' Initiative. India believes that a more aStrategic EU' in the Indo-Pacific region would contribute to the region's stability," he added.
"First, we become knowledge and innovation partners with our people joining hands to undertake pioneering work in the fields of digital technology, artificial intelligence, semiconductors and fintech. Second, as two responsible members of the international community, we play a more proactive role in addressing common global challenges including climate change and adaptation. Third, India and the Netherlands, as key partners in defence and security work for a stable global order," he said in response to remarks by the Netherlands Prime Minister Mark Rutte at a lunch the latter hosted in his honour.
The President, who is on a visit to the Netherlands and will return to India on Thursday, said the two countries are long-standing partners with historical ties of friendship and collaboration.
"In the 75 years of our diplomatic ties, we have worked together in wide-ranging areas of mutual interest. These include our cooperation in water, agriculture, healthcare, science and technology, urban development and smart cities. Our partnership has been both meaningful and impactful, contributing to improving the lives of our people," he said.
On his third day of his stay in the Netherlands, President Kovind met Prime Minister Rutte, President of the Senate, Jan Anthonie Bruijn; and President of the House of Representatives, Vera Bergkamp, a communique from the Rashtrapati Bhavan said.
During interaction with the Presidents of the Senate and House of Representatives, he said that he was happy to be in the Netherlands in this special year of 75th anniversary of establishment of diplomatic ties.
The President said that parliamentary exchanges between the two countries would help in promoting mutual understanding and exchange of ideas. He also said, there is a need for more regular exchanges among their Parliaments. India would be happy to receive a visit by a parliamentary delegation from the Netherlands and a similar goodwill delegation could visit the Netherlands at a mutually convenient time, he said.
Urging everyone to work on the focused interventions of this edition of the campaign, the President said that district magistrates and village sarpanchs would have to play a crucial role in motivating the local populace for active participation of each individual in water conservation work.
He also urged everyone to take a pledge that just as the largest vaccination drive in history is being carried out in India, in the same way, "we all would make this campaign the biggest water conservation campaign in the history."
Noting the exemplary work done by the national water award-winners for water management in their respective fields, the President said that on the basis of such examples, "we could find hope for a water-secure future."
He also expressed confidence that these awards would usher in water consciousness in the minds of the people and help in bringing about a behavioural change.
While Rawat and Khemka were given Padma Vibhushan, the country's second-highest civilian award, posthumously, Azad, Tata Sons chairman N Chandrasekharan, former CAG Rajiv Mehrishi, founder of Serum Institute of India that made COVID-19 vaccine Covishield Cyrus Poonawalla were among the eight honoured with Padma Bhushan, the country's third-highest civilian award, at a civil investiture ceremony held at Rashtrapati Bhavan.
This year, no names were announced for 'Bharat Ratna', India's highest civilian award, which was last awarded in 2019 to former president Pranab Mukherjee, social reformer Nanaji Deshmukh and noted singer Bhupen Hazarika.
The award for Rawat was received by his daughters while a close family member received the award for Khemka.
Many of those who received the Padma awards were "unsung heroes", including 125-year-old yoga practitioner Swami Sivananda.
Members of the audience clapped as a bare-feet Sivananda, dressed in a simple white kurta and dhoti, knelt before Prime Minister Narendra Modi who promptly got up and bowed, touching the ground as he returned the greeting.
These awards are given in various disciplines and fields such as art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, civil service, etc.
The Narendra Modi government has been honouring many such "unsung heroes" who have been contributing to society in different ways with Padma awards since 2014 when it came to power for the first time.
Among the dignitaries present on the occasion were Vice President Venkaiah Naidu and Union Home Minister Amit Shah.
'Padma Vibhushan' is awarded for exceptional and distinguished service; 'Padma Bhushan' for distinguished service of high order and 'Padma Shri' for distinguished service in any field.
The awards are announced on the eve of Republic Day every year and are conferred by the President at ceremonial functions which are held at Rashtrapati Bhawan.
This year a total of 128 Padma awards are being conferred, including two duo cases (in a duo case, the award is counted as one). The list of awardees comprises four Padma Vibhushan, 17 Padma Bhushan and 107 Padma Shri awards.
As many as 34 of the awardees are women and the list also includes 10 persons from the category of Foreigners, NRI, PIO, OCI and 13 posthumous awardees. The second civil investiture ceremony is scheduled to be held on March 28.
Former West Bengal chief minister and CPI-M leader Buddhadeb Bhattacharjee, who was among the Padma Bhushan awardees, had refused to accept the honour.
As per reports, the carcade of the First Citizen reached near 'Badadanda' from the Governor House in the afternoon today under high-security cordon. The President was ushered into the shrine through the 22 pahacha (steps) by Shri Jagannath Temple Administration (SJTA) chief administrator and family priest/servitor (Kul Purohit). He entered the temple through Singhadwar (Lion's Gate) after offering prayers at the Aruna Stambha.
As informed by their family priest, Kovind and his family went inside the sanctum sanctorum (Garvagriha) and offered prayers to the trinity after darshan. The family then went to Mukti Mandap through Beharana Dwara to seek the blessings of the pundits. Kovind along with this family also visited Maa Bimala temple and Maa Mahalaxmi temple in the Srimandir premises, wherein, he lit earthen lamps and sought blessings from the deities.
Then, the First family viewed the Nilachakra (Blue wheel) from Kirtan Chakada and observed the sight of changing Patitapaban Bana (flag) and sought blessings from the Lord of the Universe.
"I showed him the fingerprints of Chaitanya Mahaprabhu who comes every day for darshan of the Almighty. The President was elated on seeing the fingerprints. He and his family entered the Garvagriha and offered prayers to the Holy Trinity. He witnessed the divine ritual of changing of the Patipabana Bana during his parikrama (walk) of the temple premises," said Narayana Gochikar, family priest of the President.
Gochikar presented Kovind a dedicated Tamra Falak (copper plate). Following the darshan at Srimandir, a special Patachitra was presented to Kovind by the temple administration. He remained for around 40 minutes in Srimandir.
"We had made proper arrangements for the President and his family. They were escorted by their family priest and took darshan of the Holy Trinity. He was lucky enough to catch the divine view of changing of Patitapabana Bana (flag) under his name, while he was doing the parikrama," said Krishan Kumar, STJA Chief Administrator.
In view of the President's visit, the other devotees were restricted from entering the Srimandir from between 4pm to 6pm. Gajapati Maharaj Dibyasingha Deb couldn't welcome Kovind and his family as he tested Covid positive on Friday.
As President, this was Kovind's third visit to Srimandir. He had earlier been to Srikshetra in 2018 and 2021.
The President will be on a two-day visit to the pilgrim town, starting Saturday. After reaching Biju Patnaik International Airport (BPIA) in Bhubaneswar at around 2:45 pm, he will fly to Puri to offer prayers at the shrine.
Kovind will stay in Puri Raj Bhawan during his visit and not in the Governor’s House which was previously scheduled as per the protocol.
The next day morning, he will visit Gaudiya Mutt before attending a programme commemorating the 150th birth anniversary of Srimad Bhaktisidhanta Saraswati Goswami Maharaj.
As per the Blue Book, necessary security arrangements have been taken and will be in place during the period the President will stay in the pilgrim city. For this, as many as 40 officials and around 200 officers have been engaged.
This will be the President’s third visit to Puri. Last time, he along with his wife Savita Kovind, had paid a visit to Odisha in March 2021.
As per protocol, the President was earlier scheduled to reside at the Governor’s House. However, due to insufficient accommodation space, arrangements have been made at a private hotel. The changes were made following instructions from the President’s office as per the protocol under the Blue Book and considering the space requirements, and also from security point of view.
"We have made elaborate arrangements for the Honourable President's visit. Starting from his arrival at Talabania helipad to his stay, visit to the Jagannath temple to attending Gaudiya mission's programme the next day, all arrangements are currently underway. We are in regular touch with the President's office," said Samarth Verma, Collector, Puri.
Verma, further added, "Accommodation arrangements have been made at a hotel with sufficient space so that everyone can be accommodated comfortably. The alternative arrangements were made owing to insufficient space for accommodation as well as in view of safety and security."
President Kovind will be on a two-day visit to the pilgrim city. He is scheduled to visit Srimandir from 5 pm to 5.45 pm on February 19 and the temple will remain closed for the general public from 4 pm till 6 pm on the same day.
While tight security arrangements are in place in Puri, a helicopter of the Indian Air Force conducted on Thursday. A 6-member team came in the chopper and conducted radio frequency testing. Moreover, the team also carried out landing trials technically.
It is pertinent to mention here that around 40 platoons of police force will be deployed for the overall security arrangements during the President’s visit to the pilgrim town. Around 200 officers will supervise the arrangements.
Union minister Hardeep Singh Puri and Lok Sabha Speaker Om Birla too joined Kovind and Modi and a two-minute silence was observed in honour of Gandhi, who was assassinated on January 30, 1948.

An interfaith prayer was held at Raj Ghat and Gandhi's favourite devotional songs were rendered to mark the 74th death anniversary of the father of the nation.
A gun salute was given at the memorial where school students and people from different walks of life gathered to pay respects to Bapu.
Gandhi was shot dead on this day in 1948 by Nathuram Godse. The Father of the Nation's death anniversary is observed as Martyrs' Day.

Army Day is observed on January 15 to mark Field Marshall K M Cariappa taking over as the first Indian Commander-in-Chief of the Indian Army, replacing his British predecessor in 1949.
In a tweet, the President's secretariat said, "President Ram Nath Kovind met Prime Minister Modi at the Rashtrapati Bhavan today and received from him a first-hand account of the security breach in his convoy in Punjab yesterday. The President expressed his concerns about the serious lapse."
Earlier, Vice President M Venkaiah Naidu spoke to Modi about the incident and expressed his deep concern.
Naidu also expressed the hope that stringent steps will be taken to scrupulously adhere to established security protocol and ensure such a situation doesn't recur in future, the Vice President's office said on Twitter.
In a "major security lapse", the prime minister's convoy was stranded on a flyover due to a blockade by protesters in Ferozepur on Wednesday. He returned from poll-bound Punjab without attending any event, including a rally.
Punjab Chief Minister Charanjit Singh Channi has denied any security lapse or political motive behind it and said his government is ready for an inquiry.
The Punjab government on Thursday constituted a two-member high-level committee to conduct a "thorough probe" into lapses during Modi's visit to Ferozepur, an official spokesperson said.
A large share of the global maritime trade transits through the IOR. Hence, maintaining peace and tranquillity in this region is of paramount importance, not only for India but for the entire global community, the President observed.
"India is a maritime nation and our navy has a huge role to play in furtherance of our foreign policy and in protecting our national interests and commercial operations. It has been successfully safeguarding our extensive maritime interests with resolve and tenacity," said President Kovind.
Moreover, the emerging geopolitical challenges in the Indo-Pacific Region present India with an opportunity to play a pivotal role, and one of the leading navies here, it has invested significant efforts in meeting all regional commitments and furthering relations with the partners in the Indo-Pacific Region, he added.
The President was speaking while presenting the coveted "President's Standard to 22nd Missile Vessel Squadron", here, in the presence of Governor Bhagat Singh Koshyari and Chief of Naval Staff Admiral R. Hari Kumar.
The President said that the timing of this honour could not have been more befitting as the nation is celebrating 'Swarnim Vijay Varsha", and served as a testimony to the exceptional services rendered to the nation by the past and present officers and sailors of this squadron in its five-decades long journey.
The squadron's glorious history started in 1970 with the 8 OSAI class ships - known for their speed and firepower - from the USSR, and they played a crucial role in the Arabian Sea and Bay of Bengal during the 1971 War.
At that time, Operation Trident and Operation Python saw the sinking of Pakistan naval ships on the western seaboard and the Indian Navy managed to strike a lethal blow to the enemy power.
Similarly, on 8th December, 50 years ago, the killer Squadron ships set ablaze the Karachi harbour, crippling the enemy morale, enforced a blockade on Karachi and achieved total sea control, though these ships were acquired primarily for shore defence, but became the most potent offensive strike force.
The much decorated and honoured Killer Squadron evolved over the years with the induction of the Veer and Prabal class of ships, the latter being built in India.
"I look at this commitment of the Indian Navy as a tribute to Chhatrapati Shivaji Maharaj who is regarded by many historians as the founder of India's battle-ready naval force in the 17th century," said President Kovind.
The Supreme Commander of the Armed Forces also noted how the Indian Navy has rendered assistance to people during humanitarian crises or natural calamities within the country and beyond, like the repatriation of Indians during the Covid-19 pandemic from different countries or the rescue operations during the week-long havoc wreaked by Cyclone Taukte in May 2021.
"You must spend as much time as possible in the state and maintain connection with the people to fulfil this commitment," he said while inaugurating the 51st conference of Governors, Lt Governors and Administrators at Rashtrapati Bhavan here.
The one-day conference was also attended by Vice President M Venkaiah Naidu and Prime Minister Narendra Modi and moderated by Union Home Minister Amit Shah, a communique from the Rashtrapati Bhavan said.
The Conference of Governors was taking place in person after a gap of two years on account of the pandemic. The first Conference of Governors was held at the Rashtrapati Bhavan in 1949, and was presided over by C. Rajagopalachari, the then Governor General of India.
Referring to the ongoing 26th annual summit of the climate change conference (COP26) in the UK's Glasgow, the President said that India has shown its commitment and capability in front of the world community on a number of global issues and emerged as the only major economy that has made tangible progress on the 'Paris Commitment'.
He particularly referred to 'Har Ghar, Nal Se Jal' as an incredibly successful programme which changed the lives of people and urged Governors to help ensure active participation of educational institutions, government organisations as well as NGOs.
Drawing attention to the areas dominated by the Scheduled Tribes, the President said that Governors have a special constitutional role in the development of these areas. By contributing to the progress of these tribal people, they can play their part in the inclusive development of the country, he said.
The day-long conference was marked by a session of reporting by all participants who spoke about the progress made in their respective states. Most of the states discussed the effective manner in which they had tackled the pandemic with the help of the Centre.
Five states - Gujarat, Assam, Uttar Pradesh, Jharkhand, and Telangana - and the Union Territory of Ladakh made separate presentations on their best governance practices. Gujarat's emphasis on organic farming and Uttar Pradesh's special efforts for upscaling education and eradicating tuberculosis found mention in these reports, the release said.
After these sessions, the Vice President urged the Governors to play a proactive role in monitoring the various Central government projects and schemes and ensure that the money intended for people's welfare is spent for the right purpose. He reminded them to maintain high standards and win over people's confidence in taking up issues like climate change.
The Prime Minister said that the institution of the Governor is a critical connection between the Centre and the state, as he urged them to travel to remotest villages of the state and interact with neighbouring Governors regularly to know about people's problems.
In a particular reference to the states that share international borders or are coastal states, he requested Governors to travel to villages along the borders or the seacoast and spend time with people. At the same time, he urged them to hold regular interactions with Central government officials working in their states.
In his welcome speech, the Union Home Minister said that the Governors and Raj Bhavans can play an important role in enhancing public participation in the Azadi Ka Amrit Mahotsav.
In his closing remarks, the President said: "Earlier in this forum, we had discussed 'cooperative federalism' and 'competitive federalism'. Cooperation and competition have a prominent place in social life. This gives a momentum to life. But this era is of collaboration. If people are benefited by a new experiment in one state, that experiment should be adopted in other states too."

Muslims across the country celebrate the birth anniversary of Prophet Muhammad which falls on 12th day of Islamic Hijri month of Rabi' al-Awwal.
"Goddess Durga is a symbol of power and is also a divine form of 'nari shakti'. Durga Puja is the celebration of the victory of good over evil. The nine different forms of Maa Durga represent the different aspects of the association of life with nature," Kovind said, as he extended his greetings and best wishes to his fellow citizens living both in India and abroad.
"On the occasion of this festival, let us resolve to build a society where women are bestowed with higher respect than before, ensuring equal participation in the process of nation building," a communique from the Rashtrapati Bhavan said quoting Kovind.
"I pray to God that this joyous festival is marked by the spirit of peace, fraternity and unity among the citizens and we re-dedicate ourselves to the service and progress of our nation," the President said.
Ashok Satpathy from Bhadrak district and Ajit Kumar Sethy from Ganjam district are the meritorious teachers from Odisha who were conferred with the national award. These awards were in honour of the teachers who have contributed in improving the lives of students and helped in shaping their future.
Both the teachers, Ashok Satpathy and Ajit Kumar Sethy shared their experiences after receiving the national award from the President of India during the virtual event today.
The President who visited the temple town of Ayodhya, inaugurated a Ramayan conclave.
Speaking on the occasion, he said that this event is very important to promote cultural and religious tourism.
He added that there was neither discrimination in 'Ram Rajya', nor was there a law of punishment. "The lines of Ram Charitramanas give hope," he said.
He further said, "Ayodhya exists where there is Ram. Lord Ram resides permanently in this city, and hence, in the true sense, this place is Ayodhya."
President Ram Nath Kovind later took to Twitter and wrote, "The popularity of Ram Katha is not only in India but worldwide. There are many readable forms of Ram Katha, including Ram Charitramanas of Goswami Tulsidas in north India, Kritivas Ramayana in the eastern part of India, Kamban Ramayana in the south."

The reading material related to Lord Ram, from around the world, is being compiled by the Ayodhya Research Institute.
Governor Anandiben Patel, deputy chief ministers Keshav Prasad Maurya and Dinesh Sharma, and Union Minister of State for Railways and Textiles Darshana Vikram Jardosh were also present at the conclave.

The university runs under the Maharana Pratap Siksha Parishad of Goraksha Peeth.
Earlier in the day, the president had also laid the foundation stone of Ayush university at Pipri.
Speaking after inaugurating the university, Kovind noted that he was confident that the Mahayogi Gorakhnath University would prepare such knowledgeable students who would contribute in building a self-reliant, strong and healthy India .
He also talked about the National Education Policy (NEP) 2020 and how it envisages that education should build character.
The NEP also follows the ideology of Swami Vivekanada that education should promote mental power, development of mind and also enable a person to stand on his feet, he said.
One of the objectives of NEP is to improve the curriculum and pedagogy of our institutions and also to create awareness among the students about their fundamental duties and constitutional values as well as their roles and responsibilities as citizens in the changing world, he noted.
Kovind also expressed confidence that the new university would conduct employment generating courses keeping in view the need of the hour in addition to courses in Yoga, Ayurveda, medical education, higher education and technical education, and would encourage high-level research.
He hoped that it would also run vocational education and skill development courses for the students.
The president added that the Goraksha Peeth has been playing a major role in the socio-religious awakening of India for centuries.
During India's freedom movement, this Peeth had played an important role in the political awakening and even now it is working for public service, education and medical service, he noted.
From higher educational institutions to armed forces, from laboratories to playgrounds, daughters are making their mark, he said.
Addressing the nation on the eve of 75th Independence Day, the President also lauded the stellar performances by the country's sportspersons, especially women, in the recently concluded Tokyo Olympics.
"In the recently concluded Tokyo Olympics, our sportspersons have brought laurels to the nation with their stellar performances. India has won the highest number of medals in the 121 years of its participation in the Olympics. Our daughters have achieved world class excellence in playgrounds overcoming many adversities, he said.
Along with sports, epoch-making changes are taking place in the participation and success of women in all walks of life, Kovind said.
"In this success of our daughters, I see a glimpse of a developed India of the future," the President said.
"I urge every parent to learn from the families of such promising daughters and provide opportunities to their daughters also to explore avenues of growth," he said.
Independence Day: VP Naidu Says 'Let's Work Together To Achieve Constitutional Ideals'
Vice President M Venkaiah Naidu on Saturday extended his greetings to the people on the eve of Independence Day, saying they have to work together to achieve the noble constitutional ideals of securing justice, liberty, equality and fraternity for all citizens.
"As we enter the 75th year of independence, we should recall the countless, valiant sacrifices of our founding leaders who won India freedom and resolve to strive towards building the nation of their dreams," he said.
"On this momentous occasion, let us also remember that the progress and well-being of our nation impinge on delivering the benefits of development and ensuring dignity of life to each and every individual in our country. This is the foundational belief behind our civilizational value of 'share and care'," the Vice President said.
Naidu said "we must work together to achieve the noble constitutional ideals of securing for all our citizens - justice, liberty, equality and fraternity".
"On this joyous occasion of Independence Day, let us once again solemnly resolve to dedicate ourselves to rediscovering our inner strengths, to realising the enormous potential of our people, and to give India its rightful place in the comity of nations," he said.
The Lok Sabha member was awarded by the President at an event attended by Prime Minister Narendra Modi, Vice-President M Venkaiah Naidu and Lok Sabha Speaker Sumitra Mahajan.
Similarly, Trinamool Congress MP Dinesh Trivedi was adjudged Best Parliamentarian of 2016, Congress MP Ghulam Nabi Azad of 2015, BJP MP Hukum Deb Narayan Jadhav of 2014 and former Rajya Sabha member Najma Heptullah was named the best parliamentarian of 2013.
Many believe this stringent legal provision of awarding capital punishment to guilty would be a deterrent to rape, as the culprit to be would definitely think twice before committing such heinous crime. But many others have different opinion too.
Looking at the rate of conviction and other available data, this provision is not likely to be successful in arresting the rising trends of rape cases across India.
As per the NCRB data, the rape cases in India has sky rocketed in recent years. In 2016 alone, around 38,947 rape cases were reported in India and the no. would definitely go up as many cases are not at all reported due to social stigma, pressure from relatives, strong caste structure and for many other reasons.
Of the total reported cases around 43% cases are minor below 18 years and 5% of them are below 12%. And in 94% cases, the rapist is known to the victim. Madhya Pradesh reported the most 13% (2,467) child rapes nationwide in 2016, followed by Maharashtra (12%, 2,292 cases) and Uttar Pradesh (11%, 2,115 cases). Sikkim reported the highest rate of rape, 32.5 rapes per 100,000 children, followed by Mizoram (26.7) and Delhi (14.5), as against the national average of 4.4 child rapes.
Activists who believe that death penalty is not going to stop the rape crises in India as the core challenge lies with taking up speedy disposal of rape cases. In 2016, courts across the country completed trial in 18,552 rape cases. However, accused in 13,813 cases were acquitted.
This means that conviction rate in rape cases was just 25.5%. In many cases, the case is registered late in police station due to lack of family support, social pressure etc whereby all the circumstantial as well as forensic evidences are lost. The society ostracizes the victim limiting her movement and she is looked down upon by community and even families disown the victim many a times. Thus, being cut-off from social environment, at times, the victim resorts to commit suicide. As in many cases, victim knows the rapists, it requires tantamount of courage to avoid the pressure that comes from inside the family to lodge an FIR against the known culprit.
It has happened that in most cases, the victim as well as her family is forced to severe restrictions, sanctions, impositions which is more painful that the gory act itself. Psychologists opine that such social sanctions acts as slow poison and finishes victim slowly as we have yet to set up a victim friendly set up to deal with such cases. Even the famous POCSO act maintains quick disposal of cases, setting up of fast track courts and counseling of victims regularly. But this has not materialized as of now. Hence making cosmetic change in law is not going to bring any sudden change in the system and certainly cannot stop the splurging sexual violence in the country. Rape is certainly under reported in the country due to involvement of family members, victim blaming and lack of any concrete mechanism in the law for protection of victim and witness in the country.
Children are more vulnerable as they are subjected to intense pressure from family and police officials to suppress or not to report the case.
This award of death penalty is largely seen as a knee jerk reaction to the people’s anger and anguish that en-wrapped the country post kathua incidence. In India, death penalty is given only in rarest of rarest cases and a criminal never thinks about legal sanctions or penalty while doing a crime. Similarly, even though death penalty is awarded to people in other cases which are rarest of rare type, yet that has not put a break on the progress of those crimes in general.
Provisioning death penalty for the culprit may rather create life threatening situation as culprit might tend to kill the girl child. Again this ordinance has not taken into cognizance the rape that at times below 12 year old male child is subjected to, which severely limits the scope. Many also argue that the rapist must be hanged to death as the stigma, ostracisation as well as deprivation of rape victims are alike be it lady or a 12 year old kid.
Speeding up the trial is the biggest challenge country is facing now a days. Making judiciary accountable and developing a mechanism for speedy trial will take years together. Setting up one two first track court is perhaps not the solution neither the death penalty. Hence, more victim friendly institutions to deal with the cases, speedy disposal to provide immediate justice as well as ensuring a witness protection system in place is perhaps a bludgeoning requirement of the present day society. Capital punishment is certainly not going to solve the purpose right now.

In his reaction, PCC president Niranjan Patnaik said, “If BJP is taking credit for the nominations, questions being raised on who nominated them- President of India or BJP?.They are making fun of the Constitution.”
Refuting the charges, BJP vice president Samir Mohanty said, “The PM has raised slogans like ‘Look East’, and the same is being reflected in the act, Doesn't Raghunath Mohapatra and Sonal Mansingh’s nomination make every Odia proud?”
Begging to be different, senior journalist Prasanna Mohanty said, “A new message is emerging that BJP is giving him priority to all those neglected by BJD. An eminent personality neglected by BJD, is getting recognition at the national level.”
Swain, nominated for his outstanding Glaciology research carried out in Antarctica, Arctic as well as in the Himalayas, was conferred with the National Geoscience Awards in New Delhi on 16 May, 2018 along with four others from the GSI team comprising Prakash Kumar Shrivastava, Dr Sandip Kumar Roy and Amit Dharwadkar.
A resident of Ambapua in Berhampur of Ganjam district, Swain was born to Ladu Kishore Swain and Late Sushila Swain. He spent his childhood at Umerkote, where his father was a teacher at the Government High School. He studied at F.M. College in Balasore, Khallikote College in Berhampur and later in University of Allahabad before taking up research assignments at Indian Statistical Institute, Kolkata.
Swain has made significant contributions in Glaciology through his dedicated involvements in 11 Geo-Scientific expeditions including First Indian South Pole Expedition, six Antarctica, two Arctic and two Himalayan Glaciological Expeditions.
Swain is presently working as a Geoscientist at the Geological Survey of India, Gangtok.

Eleven National Geoscience Awards for the year 2017 were conferred by the President on 22 geoscientists, including Swain, for their outstanding contributions in nine different fields of geosciences. Dr Shib Sankar Ganguli, Indian Institute of Technology, Kanpur received the Young Scientist Award – 2017 for his meritorious contributions in the field of Applied Geoscience.
Among others, Narendra Singh Tomar, Minister of Rural Development, Panchayati Raj and Mines, Haribhai Parthibhai Chaudhary, Minister of State (Mines), Anil Mukim, Secretary, Ministry of Mines, N Kutumba Rao, Director General, Geological Survey of India, senior officers of Ministry of Mines, GSI, and other Central Ministries graced the occasion.
In his address, Tomar applauded the awardees for their innovation and research in the fields of Geosciences and also showed his indebtedness to the President for distributing these awards. He aptly reminded the awardees the challenges of geosciences and its age-old contributions towards the economic development of the States and the local community.
He also mentioned about the recent endeavours put forward by Ministry of Mines in amending the Mining Regulations that fostered the mineral-rich States in achieving additional economic resources through auctioning of mining blocks and also the relentless scientific endeavour that GSI is putting forward in mineral explorations and other fields of Geosciences.
Anil Mukim, Secretary, Mines outlined briefly the history of this Award which started way back in 1966 by the Ministry of Mines. He emphasised that the scientific excellence has its relevance only when it benefits the society and towards this objective, the disciplines for the National Geoscience Awards have been selected carefully.
Sisir Purushottam Mishra and Bhabani Charan Pattnaik bagged the award for Filmmaking and Public Affairs, respectively. Wife of late Chandra Sekhar Rath received the awarded on behalf of the litterateur.
Earlier, eminent sculptor Prabhakar Maharana and master weaver Gobardhan Panika were conferred Padma Shri awards by the President on March 20 while Music director Ilaiyaraaja, Hindustani classical singer Ghulam Mustafa Khan, cricketer Mahendra Singh Dhoni and senior Rashtriya Swayamsevak Sangh ideologue P Parameswaran received Padma Vibhusan.
Kovind said, “IITians are fortunate to have received a world-class education and have a moral obligation to pay back and to help those who are less privileged". He was addressing the sixth convocation of Indian Institute of Technology (IIT) Bhubaneswar here.
"Being bright technocrats, I am sure that many of you would consider setting up your own ventures to give shape to your innovative ideas. In doing so, avail the benefits of Government of India schemes that encourage innovation and entrepreneurship," he said.
The President expressed his happiness as IIT Bhubaneswar has carried out several sponsored and consultancy projects and has set up five Centres of Excellence including the Bay of Bengal Coastal Observatory.
During the occasion, he also inaugurated the Institute of Chemical Technology-Indian Oil Corporation (ICT- IOC) Bhubaneswar campus and also laid the foundation stone for the Skill Development Institute of Oil PSUs at IIT Bhubaneswar campus.
The President said this demonstrates the commitment of the Central government to the development of Odisha.
"SDI Bhubaneswar will be the country's first Skill Development Institute in the hydrocarbons sector. Happy to know that this institute aims to train about 50,000 youth over the next 10 years," he said.
Odisha needs extensive and innovative inputs from institutes like ICT-IOC Centre, besides mother plants like Indian Oil's Paradip Refinery, said Union Petroleum Minister Dharmendra Pradhan, who was also present on the occasion.
"Both these endeavours will empower the youth of Odisha by enabling them to pursue their dreams in chemical, textile and petroleum sectors," he said.
Pradhan said that the Institute of Chemical Technology-IOC Odisha campus, which came up at an investment of about Rs 500 crore, will contribute towards developing Odisha as a major hub of plastic, textile and petrochemical industrialization and provide the youth with newer avenues of employment.
During his two-day maiden visit to Odisha, President Kovind inaugurated Anand Bhawan Museum and Learning Centre in Cuttack on Saturday. He also delivers the Foundation Day Lecture of National Law University, Odisha in Cuttack.
On Sunday, he visited Pilgrim Town Puri where he offered prayer to Lord Jagannath at Srimandir. Later, he addressed centenary celebration of Rashtriya Sanskrit Sansthan in Puri.

Hemabati Bage, a housewife of Jamda village in Mayurbhanj district, is a not-so-famous figure. But praises for her was heard from the first citizen of the nation.
The story of Bage had caught the attention of Kovind during the LPG Panchayat organised by the Ministry of Petroleum and Natural Gas at the Rashtrapati Bhawan on February 13, 2018.
"The women in the LPG Panchayat described their pain as how smoke from the hearths, where they burn wood for cooking, is damaging their eyes. One among them, Hemabati Bage, told how the use of LPG is eradicating the problems of women," said Kovind while remembering his meeting with Bage at the Rashtrapati Bhawan.
On the other hand, Bage was also touched after hearing her name taken by the President.
"I am glad the President took my name during his visit to Odisha. Earlier we were facing a lot of problem by cooking with firewood but now LPG has solved many of our issues," said Bage.
The President also praised the Odias who have earned success worldwide. He further said while 10 percent of scheduled tribes of the country reside in Odisha, it is a coincidence that Jual Oram from the State is the Union Tribal Affairs Minister.
Sources said 30 platoons of police force have been deployed in Bhubaneswar to avoid any eventuality during the President’s visit. Besides, a carcade rehearsal was conducted by the Commissionerate Police here on Thursday.
Sources said, after arriving in Bhubaneswar, Kovind will visit Cuttack and Puri to attend various programmes.
A preparatory meeting was also held in Cuttack to discuss on security arrangements in the city. DCP Cuttack Akhileswar Singh held the discussion with the SP and all IICs. The meeting had a comprehensive discussion on various arrangements at Netaji Birthplace Museum at Odia Bazaar and Anand Bhawan, the house former chief minister Biju Patnaik that has been converted into a museum and learning centre.
Kovind will deliver the third Foundation Day lecture at National Law University (NLU) in Cuttack tomorrow. To be presided over by Chief Justice of India Justice Dipak Misra, the function will be attended by Governor SC Jamir, Chief Minister Naveen Patnaik and Union minister Dharmendra Pradhan.
The President will visit Puri the following day.
It was for all authorities to ensure that recruitment was "absolutely above" board and not influenced by other considerations, he said during one-day meet of Vice Chancellors of 17 new Central Universities.
"Vacancies in teaching staff are unfair on students who have enrolled, and a disservice to their education. Where necessary, engagement of retired professors for specific periods could be done.
"Vacancies that are anticipated - due to retirements or expanded needs - should be planned for months in advance," said Kovind as per a release.
The President said the new Central Universities may have some teething troubles but they were actually at an advantage.
"They can completely avoid legacy issues. They can create systems and mechanisms that are in tune with future needs and futuristic technologies. In short, they can be genuine 21st century universities," he said.
He expressed hope that the Ministry of Human Resource Development would resolve the problems discussed in a time-bound manner, and also set out a medium to long-term vision for these new Central Universities.
"We need to equip these universities to become national assets and world-class institutions. If we cannot achieve this in a reasonable time frame, we will be failing coming generations," he said.
He also said the new Central Universities must rise together and must engage in cross-learning.
Coordination with the state government should be a continuous process, and not limited to initial questions of land transfer, he said.
"It would also be helpful to leverage and share resources and build partnerships with existing universities and institutions located nearby," he said.
Kovind also urged every Central University to endeavour to get a good NAAC rating for itself and its affiliated colleges.

Patnaik had earlier pledged BJD's support to NDA candidate Kovind in the presidential election describing him as a "distinguished" dalit leader.
Kovind was today elected as the country's 14th President defeating opposition's nominee Meira Kumar, a former Speaker of Lok Sabha.
Panda has questioned as to why political parties take stand during President and Vice President Election as there is no provision for party whip.

Panda’s statement is likely to stir a fresh controversy in the backdrop that few Congress leaders had expressed apprehension about a possible ‘crossing voting’ during Presidential polls especially by BJD leaders prior to elections.
Congress Chief Whip Tara Prasad Bahinipati on June 27 had stated that, ‘as UPA backed candidate Meira Kumar is popular among the intellectual masses, MPs of several political parties including Shiv Sena, BJP and BJD may vote for her.’
However, Chief Minister Naveen Patnaik and BJD supremo ahead of the Presidential polls on July 14 had clearly ruled out cross voting by party leaders.
The statements of Patnaik had come after his meeting with National Democratic Alliance (NDA’s) Presidential candidate Ram Nath Kovind at Bhubaneswar.
The contest for the President post is between National Democratic Alliance (NDA) nominee Ram Nath Kovind and candidate of several major opposition parties Meira Kumar, who was former Lok Sabha Speaker.
Security arrangements have been tightened for the polling that is being held at Room No. 54 of the Assembly. The voters are expected to show their identity proofs before entering the polling booth. No mobile phone or camera is allowed into the room. The voting will continue till 5 pm.
CM Naveen exercised his power to vote in the presidential election. Leader of Opposition Narasingha Mishra was the first to cast his vote followed by deputy leader of the Congress Legislature Party Chiranjib Biswal, Congress MLAs Debendra Sharma and Naba Kishore Das.
As per reports, 33 observers have been appointed all over the country by the Election Commission of India to monitor the process. While two observers are deployed at the Parliament, all others are at the State Assemblies.
After completion of casting of votes, the ballot boxes will be taken by the observers to New Delhi by flight.
The ballot papers will be counted on July 20. The winner will succeed the incumbent President Pranab Mukherjee, who demits office on July 25.
The statements of Patnaik came after his meeting with National Democratic Alliance (NDA’s) Presidential candidate Ram Nath Kovind at Bhubaneswar.
Patnaik’s statements assume significance as earlier Congress Chief Whip Tara Prasad Bahinipati had maintained that several MPs from BJD, Shiv Sena and even BJP would vote for UPA candidate Meira Kumar.
Bahinipati’s claims came after few BJD MP’s had questioned Patnaik’s immediate announcement of extending support to NDA’s Presidential candidate Ram Nath Kovind soon after a telephonic conversation with Prime Minister Narendra Modi.
“I don’t think so at all,” said Patnaik in his reaction to media questions on cross voting.
Patnaik further stated that, “My party (BJD) is supporting Ram Nath Kovind as the presidential candidate and we had a meeting today. We requested all MLAs, MPs of the party to support Kovind,” Patnaik added.
Earlier today, Ram Nath Kovind met ruling BJD MLAs and MPs at Odisha Assembly and had lunch with Chief Minister Naveen Patnaik during his one-day visit here.
Kovind, accompanied by Union Health Minister JP Nadda later spent an hour at Naveen Niwas, the chief minister’s residence for a luncheon meeting with Patnaik.
“I am very happy to be here and grateful for the support of BJD led by Naveen Patnaik,” said Kovind.

BJD’s Kendrapara MP Baijayant Panda stated that Ram Nath Kovind during the meeting assured all leaders that he will not ignore any State or language.

Singh Deo further informed that the leaders of the party apprised Kovind of several issues including development of KBK region, tribal development in Odisha.
Kovind also addressed the BJD MLAs and MPs after Chief Minister Naveen Patnaik’s short speech.
Before the meeting started, Patnaik, Kovind and Nadda raised hands in unison to freeze the moment.
Kovind’s meeting with BJD leaders is a mere formality as the ruling party in Odisha has already lent its support to the NDA’s presidential nominee.
After the meeting at the Assembly conference hall, Kovind went to the Naveen Nivas to have launch with the BJD chief.
Kovind told media persons, "I am happy to be here and grateful for the full fledged support of BJD to my presidential candidature," adding that the lunch was very tasty.
At BJP legislature party leader KV Singh Deo’s residence, Kovind will meet saffron party legislators separately this afternoon.
Earlier, at round 11.30 am, Kovind along with Nadda arrived at the Bhubaneswar airport in a special flight to a rousing reception by leaders of both BJD and BJP.
In his editorial 'President Election- Dalit vs Dalit', Mahatab once again rattled the BJD and expressed displeasure over the party's decision to support Kovind.
"At a time when BJD is maintaining safe distance from both NDA and UPA, the party should not have announced support to Kovind in haste," said Mahatab.
Mahatab mentioned in the write-up that the decision to support Kovind was made over a single phone call from Prime Minister Narendra Modi to the CM. "Why didn't Naveen wait till the announcement of UPA's candidate?" questioned Mahatab.
Taking a jibe at the party's decision, the MP further mentioned that not every question carries answer and some questions should be left unanswered.
However, BJD MP Nagendra Pradhan said whatever Mahatab has mentioned in his editorial column is something he has written from the people’s point of view. "The party president's decision to support Kovind came only after a discussion with senior leaders; and the CM had earlier mentioned about the same," said Pradhan.

Meanwhile, Food Supplies and Consumer Welfare Minister Surya Narayan Patro said, "I can't say what Mahatab is trying to point out through his column. The CM had talked to the PM over the issue and instead of raising the issue on public forum, he should have talked with Naveen Babu."
Mahatab has been in the eye of many storms for his writings in the last couple of months. While he eulogized the BJP led government when BJD was celebrating its third year in the fourth consecutive term rule in the state in one, another criticised party leaders Damodar Rout and Surya Narayan Patro citing imminent cracks within the party.
In his fresh editorial, Tathagata wrote that as BJP is one of its major opposition parties, BJD’s decision to support NDA candidate may affect party’s position in State.
Besides, there is possibility of opposition by Congress and several other political parties against NDA’s unilateral announcement of the candidature of Kovind for the coveted post.

Amidst this backdrop, if BJD immediately announces support for NDA candidate, “it will send a wrong message about BJD’s intention to fight against central apathy towards Odisha on issues like Mahanadi, Polavaram and stoppage of several schemes.
Even though the Biju Janata Dal (BJD) has extended support to NDA’s Presidential candidate, our fight against Central negligence will continue, Chief Minister Naveen Patnaik clarified here on Tuesday.
Replying to a media question over Tathagat’s article, Patnaik said even though the Biju Janata Dal (BJD) has extended support to NDA’s Presidential candidate, the party’s fight against Central negligence will continue.
“NDA candidate is a distinguished scheduled caste person and the BJP had supported our candidature for Mr PA Sangma in the last Presidential election. BJD’s fight against central negligence will continue,” said Patnaik.
Addressing a joint sitting Parliament at the beginning of the Budget Session, Kovind said: "My government is working day and night to improve the condition of the farmers.
"It is also working to improve the income of the farmers. The government strives for a sustainable solution to their problems and to understand their every need."
In his address, the President also said that the government has increased the minimum support price of 22 crops by 1.5 times.
"In addition, the availability of seeds of good quality is also ensured for the farmers.
"The farmers work throughout the year to give a record crop output. Many members sitting here are aware of the hardships faced by the fares and village life very well. The farmers are not only the backbone of our economy but are the protectors of our culture," Kovind said.
The Centre, he said, has ensured to provide help to the farmers in all possible ways, be it seeds, urea, water supply, scientific methods or soil health.
"The government has also provided new markets to the farmers. The number of scientific agricultural centres have also increased."
The Centre is also ensuring insurance of the scheme, in case of any disaster or crop failure, the President added.
About 300 Gandhians from different parts of the country and organisations are participating in the Summit.
Speaking at the event, the President said that Kumbh is the biggest congregation of humanity of the world and this provides for a great platform to spread the messages of Cleanliness and eradication of untouchability as was practised by Mahatma Gandhi.
He said that this would be true homage to the Father of the Nation.
Uttar Pradesh Chief Minister Yogi Adityanath said about 2 crore 25 lakhs devotees have taken a holy dip during the two-day Makar Sankranti. Addressing the summit, he congratulated the Mela officials for their efforts and arrangements for the first Shahi Snan.
He said elaborate security arrangements have been made for the Mela with cleanliness and sanitation being top priority during the Mela.
The President tweeted: "Sad to learn about the passing of veteran actor and dialogue writer Kader Khan. His versatility, from comic to negative roles, and the films he embellished as a writer are still remembered. Condolences to his family, friends and fans."
Modi tweeted: "Kader Khanji brightened the screen with his stupendous acting skills and lightened it, thanks to his unique sense of humour. He was also a prolific screenwriter, associated with many memorable films. Saddened by his demise."
Several political leaders also took to Twitter to express their condolences.
Union Textiles Minister Smriti Irani said: "If you were a late 80s-90s kid who watched Hindi films, chances are you encountered the magic of Kader Khan. Never had the privilege of meeting him but if I ever had I would say 'thank you for the laughter, thank you for your craft'."
Congress spokesperson Randeep Singh Surjewala said: "My deepest condolences on the passing away of legendary icon Kader Khanji. A prolific actor, widely admired writer and director, he provided a cathartic impact on his audiences."
Kader Khan passed away after a prolonged illness in Toronto late on Monday (4 a.m. IST). He was 81.
"Good wishes to all fellow citizens, especially our Muslim brothers and sisters in India and abroad," the President, who is in on four-day visit to Australia tweeted.
"We remember the noble teachings of the venerable Prophet Muhammad (Peace be upon him) and pray that there is harmony, brotherhood and peace all around," Modi said.
"Agriculture has been a key sector of our cooperation involving trade, investment and training," Kovind said while addressing the Vietnam-India Business Forum here.
"We feel privileged to have supported the Vietnamese agricultural revolution through the establishment of Cuu Long Rice Research Institute," he said.
Stating that Vietnam is a huge agricultural economy with agro-marine-forestry exports surpassing $35 billion last year, Kovind said that agricultural products already occupy over 45 per cent of India-Vietnam bilateral trade.
"Agro-processing, agro-chemicals, farm machinery, bio-technology and high-tech farming hold immense potential for bilateral cooperation," he said.
"Indian industry can also learn from Vietnam's success in crops such as coffee, pepper, cashew, fruits and vegetables."
The President also said that the Indian pharmaceuticals industry, the third largest in terms of volume and the world's largest provider of generic drugs, can partner Vietnam in providing quality health-care, medicines and medical devices for the public health system at an affordable cost.
"Indian pharmaceutical companies are also looking at domestic production opportunities in Vietnam," Kovind said.
He pointed out that both India and Vietnam are leading players in the textile industry.
"We must cooperate further to facilitate integration of value chains," Kovind said.
He also highlighted significant opportunities between the two sides in the oil and gas, power, infrastructure and renewable energy sectors.
Stating that the Indian IT services, including digital economy and fin-tech sector have much to offer to Vietnamese growth, Kovind said start-up sectors and innovation based industry must be encouraged to leverage each other.
"We must also learn from each other on how to improve productivity; how to approach the Fourth Industrial Revolution; how to promote innovation and entrepreneurship; and not the least, how to leverage technology for governance," he stated.
Vietnam is a key partner country of India in Southeast Asia and served as New Delhi's coordinator country with the Association of Southeast Asian Nations (Asean) regional bloc till July this year
India and Vietnam have set a bilateral trade target of $15 billion by 2020.
Later, Kovind also addressed an Indian community reception during which he invited members of the community to attend next year's Pravasi Bharatiya Divas, the External Affairs Ministry-organised conclave of the Indian diaspora.
While Kovind "remembered" Nehru in a tweet, Modi from Singapore tweeted: "We recall his contribution to our freedom struggle and during his tenure as Prime Minister."
Former President Pranab Mukherjee, former Vice President Hamid Ansari, former Prime Minister Manmohan Singh along with Gandhi and senior Congress leaders Ghulam Nabi Azad, Ashok Gehlot, P.C. Chacko among others paid floral tributes to Nehru at the Shanti Vana here.
Vice President M. Venkaiah Naidu described Nehru as a "visionary" for his "invaluable contributions towards the building of modern India".
On the occasion, Naidu also greeted children as their much loved Chacha Nehru's birthday is celebrated as Children's Day in India since 1964.
"Let us pledge today to ensure that no child shall be denied the opportunity to live a healthy and happy life, that no child shall be left behind," he aded. The day is also known as "Bal Diwas".
Nehru was born on November 14, 1889, and was sworn in as the first Prime Minister on August 15, 1947, after the country gained independence from the British rule.
He served the country till May 27, 1964. He still remains as the country's longest-serving Prime Minister.
President Ram Nath Kovind also saluted the Indian soldiers "for their sacrifice in East Africa and the Western Front, Gallipoli and the Gulf, the sea attack on Chennai and the skies above France. Their memory commits us to global security and global peace."
Modi said: "Today, as we mark 100 since the end of the horrific World War I, we reiterate our commitment towards world peace and pledge to work to further an atmosphere of harmony and brotherhood so that the trail of death and destruction caused by wars does not occur.
Remembering the soldiers who fought in the war, the Prime Minister said India was not directly involved in the conflict but Indian soldiers fought across the world for the cause of peace.
"I have had the honour of paying tributes at the Neuve-Chapelle Memorial in France and at the memorial in Israel's Haifa, places associated with India's role in World War I," he said.
"When Israeli Prime Minister Benjamin Netanyahu came to India, we paid tributes at the Teen Murti-Haifa Chowk."
World War I lasted from July 28, 1914 to November 11, 1918.
"We have been sitting on a strike since October 22 and no authority has come forward to talk to us. Either you intervene in the Delhi government or grant us the permission to commit suicide," said DTC contractual drivers and conductors in a letter to President Ram Nath Kovind.
The Delhi Transport Corporation (DTC) contractual drivers and conductors have been sitting on a strike to push the Delhi government for their demands for equal pay for equal work, job security, hiring back of the terminated contractual employees and a complete ban on privatisation of bus services.
"Our demands are very basic, yet no one from the DTC management or the Delhi government has come forward to talk to us. Instead, they terminated jobs of protesting contractual workers," the letter said.
Speaking to separate groups of trainee Assistant Executive Engineers and Deputy Architects of the Central Public Works Department (CPWD), who had called on him, Kovind said the issue of sustainability and energy efficiency is critical in view of climate change and related environmental concerns.
"CPWD officers must ensure that buildings, roads and other infrastructure they create are energy-efficient and environment-friendly... While focusing on functionality, we should also be mindful of aesthetics.
"For example, our smart cities should not just be efficient and people-friendly but also aesthetically pleasing," a statement from his office quoted the President as saying.
"This is where architects and engineers can collaborate and play an important role," it added.
"We proudly honour our air warriors, veterans, and families of the Indian Air Force. They safeguard our skies with courage and commitment. The resilience, tenacity and zeal of our valiant air warriors is a source of pride for every Indian," the President tweeted.
Modi said: "A grateful nation salutes our valorous air warriors and their families on Air Force Day. They keep our skies safe and are at the forefront of serving humanity in times of disasters. Proud of the Indian Air Force!" He also attached a video of IAF jets along with the tweet.
The Congress chief hailed the valour of the Air Force personnel saying their commitment is an inspiration for all Indians.
The Indian Air Force which was officially established on this day in 1932,
would display an air show at Air Force Station Hindon in Uttar Pradesh to mark the day.
The three-day festival will be dedicated to the memory of late prime minister Atal Bihari Vajpayee, Union Science and Technology Minister Harsh Vardhan told media persons.
Uttar Pradesh Chief Minister Yogi Adityanath, who accompanied the Union minister in the press conference, said it was the effort of the state government to present the festival as a unique event.
"The event will provide a great platform to the youth, students and budding scientists to know what is happening around the world," the Chief Minister said.
At the meet, 600 students will work on DNA isolation while 3,000 school children will be trained in first-aid.
The theme of the event this year is 'Science for Transformation'. Union Surface Transport Minister Nitin Gadkari would be presiding over the closing ceremony on Monday.
He was administered the oath of office by President Ram Nath Kovind in the Rashtrapati Bhawan.
He is India's 46th Chief Justice succeeds Chief Justice Dipak Misra, who demitted office on October 2, with Monday being his last working day in the top court.
Chief Justice Gogoi, 64, is the first judge from the northeast to attain the highest office of the Supreme Court.
He will be in office for 13 months and 15 days -- till November 17, 2019.
