As per reports, the required land acquisition has already been completed. The contractor is now working towards constructing the drainage system following which electric poles will be shifted paving the way for the service road on both sides of the proposed bridge.
The construction of the structure will begin after the service roads are made operational. The RoB is scheduled to be completed by April 2025.
“We have Marine Drive on this side of the city. People can go to Bhubaneswar, Nimapara and Gop from this side as well. This road gets busy with tourists who come to visit Konark temple. It is good that the overbridge work has finally begun. It will really help us when completed,” said a local Manoranjan Mishra.
“Land acquisition has already been completed. Drain work is going on. The contractor is currently constructing the service road. Shifting of the sewerage line and electric poles is going on too. The service road work will be completed on both sides of the overbridge after the drain is constructed and it will facilitate movement of vehicles,” said Assistant Executive Engineer Saroj Kumar Mishra.
The railway over bridge is a long-standing demand of locals. Earlier, they had submitted a memorandum comprising one lakh signatures to the Union Ministry of Surface Transport for its construction.
The need for the over bridge was necessitated as traffic gets disrupted for several hours at the level crossing on the Puri-Konark-Bhubaneswar golden triangle route. As many as 51 daily trains apart from weekly ones ply on the tracks owing to which the gates remain closed for hours.
Apart from the RoB at Matiapada, Railway Minister Ashwini Vaishnaw has already announced the construction of the railway line between Puri and Konark.
Puri MLA Jayanta Sarangi said, “Puri-Konark railway line will help passengers move between two historic towns by train. The central government has taken responsibility for developing Jagannath Dham. Not only this railway line, but more developmental works are on the cards in this area.”
Even the tour operators and travel agencies welcomed the decision to roll train between Puri and Konark.
“This is a really welcome move. It would be more beneficial if the railway project could be done without damaging the jungle along the marine drive. It would be even better if the government could facilitate waterways between the two towns. People and tourists can enjoy travelling through the sea between Puri and Konark,” said the Secretary of the Odisha Tour Operator Association Jugabrata Kar.
The annual recruitment calendar released by the Railway Recruitment Board (RRB) says the notification for the recruitment of Assistant Loco Pilots (ALP) will be issued between January and March while the period between April and June has been earmarked for recruitment to technical posts.
Similarly, the recruitment for the junior engineers, paramedics and non-technical posts will be conducted between July and September. Recruitment for Level 1 and ministerial and isolated categories have been slotted in for October to December.
"There was a requirement for an annual calendar for job recruitment in the Railways so that it should be in a predicatble way for the candidates," said Union Railway Minister Ashwini Vaishnaw.
He said the annual calendar has multiple benefits for candidates who want to participate in the recurrent drive.
"Employment notification will be issued four times a year for each category so that more and more candidates can get opportunities to participate. Earlier, when recruitment drives used to be held after a gap of three to four years, many candidates missed that opportunity due to the age bar," Vaishnaw told PTI.
"Now, when we have a calendar to hold recruitment every year, youngsters will have a huge advantage," he added.
However, the weekly train will make its debut run from Puri on February 8, informed the Railway officials.

Addressing a presser, Union Railway Minister Ashwini Vaishnaw informed about the allocation of Rs 10,536 cr for the State of Odisha.
He added that for the last three years, Odisha has been getting Rs 10,000 cr on an average per year for Railways.
Significantly, funds worth Rs 52,000 crore will be invested in new railway projects in Odisha in days to come, the Union Railway Minister added.
He also asserted that 100 percent electrification of the railways has been achieved in Odisha.
“Apart from this allocation, new investments in the future for Odisha have been pegged at Rs 52,000 crore,” the Union Railway Minister added.
As for the railway safety, he said, “More allocation has been made for the safety aspect this time. With the execution of new tracks, the need for safety factor will increase.”
He put forth his arguments pointing an instance, “Suppose, if a highway is more congested, its safety factor will come down. If you have to run more new trains, you have to lay new tracks."
Vaishnaw shared the information in response to a question by Congress MP Anto Antony from Kerala regarding restoring pre-Covid concessions for different categories of railway passengers.
"The Indian Railways always strives to provide affordable services to all strata of the society and gave a subsidy of Rs 59,837 crore on passenger tickets in 2019-20," the minister said.
"This amounts to a concession of 53 per cent on an average to every person travelling on Railways. This subsidy is continuing for all passengers," he said.
According to Vaishnaw, concessions beyond this subsidy amount are continuing for many categories like four categories of Persons with Disabilities (Divyangjans), 11 categories of patients and eight categories of students. About 18 lakh patients and their escorts availed this special concession during 2022-23.
Asked whether the government has received any requests for restoration of concession to the railway passengers, the minister said, "Representations/Requests/Suggestions from different quarters are received through different channels at Division level, Zonal Railways, Ministry of Railways and even at station levels, etc."

Ch Kumar Satya Chandramouli (19), who was on his way home for Diwali, was confused if he had mistakenly entered a general compartment, only to find his sleeper class compartment packed beyond capacity.
His designated seat was already occupied by ticketless passengers. His struggle to reclaim his seat exposed him to a chaotic scene, and even the washroom area was filled with passengers, leaving little room to sit.

"It was so crowded. There was barely any place to move around," the 19-year-old B.Tech student was quoted saying to Moneycontrol.
"I had to squabble for 15 minutes for those occupying my seat to vacate it but there were so many bags left by other people that there was barely any space to sit at all," added Chandramouli.
The dire situation extended beyond inconvenience, as Chandramouli faced safety concerns throughout the 12-hour journey. Disturbingly, he witnessed instances of smoking, drinking, and molestation bids by ticketless travellers. Despite calling the helpline number, the promised assistance to clear the coach at the next station failed to materialize, raising questions about the responsibility of Indian Railways for passenger safety.
Chandramouli's ordeal highlights a broader issue as he questions the accountability of railway authorities. He emphasizes the need for security measures and wonders about the compensation for the compromised journey, having paid the full fare. His plea for answers resonates with the larger challenge faced by many travellers during the festive season.
Unfortunately, Chandramouli's experience is not the only one. Another case involves a 27-year-old man from Gujarat, Anshul Sharma, who faced a similarly distressing situation. Despite having a confirmed 3-tier AC ticket, Sharma was forced out of the train by a crowd of ticketless travellers. This shocking incident not only deprived him of reaching his destination for Diwali but also subjected him to mistreatment and harassment.
If men are facing such problems then how safe is train travel for women. As many young women students and working professionals take the train journey regularly, either for their daily commute or travel to their homes.
The special trains would make space for at least 26 lakh berths for the convenience of passengers, the Railway Ministry source said.

A joint team of Bharat Scouts and Guides and dreams weavers association under the leadership of railway personnel of Prayagraj Division will first prepare a list of people living near the railway tracks.
After this, children will be admitted to schools as per their age. For small children, classes will be held near their homes. Details of family income will also be collected. They will be given employment opportunities and information.
Likewise, sick family members of these families will be taken to the hospital and will be given the treatment. They will be motivated towards cleanliness and will be given the items of daily use.
The new trains are Kolkata (Shalimar)-Badampahar-Kolkata (Shalimar) Weekly Express, Badampahar-Rourkela-Badampahar Weekly Express, Rourkela-Tatanagar-Rourkela (6 days a week) and Tatanagar- Badampahar-Tatanagar (6 days a week).
"This is for the first time that Tata-Badampahar route will have Mail/Express train connectivity," Railway Minister Ashwini Vaishnaw said in a statement issued by the ECoR.
President Droupadi Murmu’s native place Rairangpur and Badampahad in Mayurbhanj district will now get mail or express train, they said.
Vaishnaw said it was a long-pending demand of the people of the area. He added that the new train will fulfill the aspirations of local people, boost the local economy, help development of the tribal area and provide additional connectivity to the aspirational districts. These trains will be introduced soon, the minister said.
Shalimar (Kolkata) - Badampahar-Shalimar (Kolkata) Weekly Express will leave Shalimar at 11.05pm every Saturday and reach Badampahar at 05.40am the next day. While returning, Badampahar-Shalimar Express will leave Badampahar at 9.30pm every Sunday and will arrive at Shalimar at 5am the next day.
The train will stop at Santragachi, Kharagpur, Jhargram, Ghatsila, Asanboni, Tatanagar, Bahalda Road, Aunlajori and Rairangpur.
Badampahar-Rourkeka-Badampahar Weekly Express will leave Badampahar at 06.10am every Sunday and will reach Rourkela at 11.40am. While returning, Rourkela- Badampahar Express will leave Rourkela at 2.20pm every Sunday and will arrive at Badampahar at 7.25pm.
The train will stop at Rairangpur, Aunlajori, Bahalda Road, Tatanagar, Sini, Rajkharswan, Chakradharpur, Goilkera and Manoharpur.
Rourkela-Tatanagar-Rourkela (6 days a week) train will leave Rourkela at 4.50am daily except Sundays and will reach Tatanagar at 09.15am. In its return journey, it will leave Tatanagar at 3.25pm daily except Sundays and will arrive at Rourkela at 7.35pm.
The train will stop at Bisra, Manoharpur, Chakradharpur, Sini and Adityapur.
Tatanagar-Badampahar-Tatanagar (6 days a week) train will leave Tatanagar at 9.55am daily except Sundays and will reach Badampahar at 12.15pm. In the return direction, the train will leave Badampahar at 12.45pm except Sundays and will arrive at Tatanagar at 3.20pm.
The train will stop at Haludpukur, Aunlajori, Rairangpur, Kuldiha and Chhanva, the ECoR said in an official release.

Around 42 people can sit at a time in this restaurant sprawling in over 110 square/meter area on the premises of the Rayagada railway station.

After relishing food here, G Chiranjivi, a customer said.” It is almost like a luxury hotel. Passengers and people will have the facility of getting good food here.”
As for the rail coach restaurant, stationmaster Paramanada Pidiaka said, "As part of the asset management, the Indian Railways has been reutilizing its old and outdated assets for commercial use to generate revenue. The restaurant has been rented on a contractual basis. Most of the time, many passengers land here late at night when eateries in the locality are shut. They no longer will have problems in arranging food.”
This was made possible as the railways carried out 38 structural and procedural reforms in these six months, which helped improve its overall performance, he told reporters.
"Our total budget for 2023-24 is Rs 2.4 lakh crore, out of which we have already spent Rs 1.4 lakh crore in the first half of the current financial year. This is 59 per cent of the total budget," Vaishnaw said.
On the structural reforms carried out by the railways, he said the whole system of project execution, its finance and monitoring process have been revamped to bring in transparency and quality control.
The Item Rate Contract system has been changed to Engineering, Procurement, and Construction (EPC) contracts, which is better and more accountable, he added.
"Earlier, detailed project reports (DPRs) were made, which was more like a formality. Now, we have laid down a process for a very authentic and detailed DPR," Vaishnaw said.
The flaw in the earlier system was that the DPR process was based on a table-top survey and the real field situation used to be dealt with later on during the field survey, he said.
Today, he said, the railways has introduced new technology such as drone and satellite-based surveys for preparing DPRs.
"It is uploaded on the PM Gati Shakti portal. Then, we look at the various conflict areas such as mines, schools, highways, transmission lines and canals, etc. and resolve all these conflicts at the DPR stage only. After that the final estimate is prepared," Vaishnaw said.
Changes were introduced in project management to enhance the quality by engaging companies such as TCS.
In the past six months, according to Vaishnaw, the railways has introduced electronic management systems to ensure that data remains intact for a long time.
"We have computerised the entire project completion process starting from its initiation to sanction, design approval, DPR, tender process, selection of contractors and the award of completion certificate," the minister said.
"The GCC (General Condition of Contracts) were as old as 1952, which we have modified and updated as per the needs of today," he said.
Besides structural reforms, Vaishnaw said, procedural reforms have been carried out that have expedited the project completion process.
"I think today we have improved our performance because of all these reforms," he said.

Before that people had seen in Gujarat (as chief minister). All the works will be carried on that speed,” the Railways Minister said during a press conference.
Earlier, the Prime Minister Narendra Modi, via video conferencing, laid foundation stone for redevelopment of 508 ‘Amrit Bharat Stations’ spread across several states at an estimated cost of around Rs 25,000 crore.
The Minister also informed that master plan for redevelopment of around 700 stations across the country is being prepared, adding the work is in progress.
Asked about the fund for redevelopment of the stations, Vaishnaw said, “We have not increased any charges. Modi ji allocated the fund from the budget.
“The Modi government is dedicated to the poor. The Prime Minister brought a permanent change in the life of common people. We are committed to take the journey of development of the country,” he said.
Earlier, Vaishnaw in his virtual address on the occasion of laying of foundation stone, said, “These 508 stations will fulfil the aspirations of the people of the country.”

This decision was made after Visakhapatnam RPF and Muzaffarpur police unearthed an interstate racket of confirming the waiting list tickets through letter heads of MPs, MLAs and MLCs a few days ago in Muzaffarpur.
The sleuths also seized more than 200 letterheads of law makers during the raid at Sri Krishna Nagar locality under Sadar police station. The kingpin of the racket Satyajeet Kumar named the person who was operating from Muzaffarpur, but he managed to flee before the raid.
The ECR has decided to send email from their official e-mail id to avail the high official quota.
P.S. Dayanad, CCM of ECR said: "Wrongdoings can be detected easily through e-mail but not letterhead. Hence, we have decided to confirm tickets only through e-mails. The location and IP address of the sender can easily be identified through email which is not the case in fax."
As per the earlier process, Indian railways offer high official quotas to the members of Lok Sabha, Rajya Sabha, Vidhan Sabha, Vidhan Parishad for quick confirmation of waiting list. The law makers have to send a fax of PNR number on their letterheads.
Using the advantage of the loopholes, railway ticket mafias obtained the letter head of the law makers to confirm waiting list tickets through a high official quota.

According to railway officials, passengers who have booked tickets online and over the counter will be given a refund of the extra amount for the pre-booked tickets.
As per the order, the fare for a 3-tier economy class ticket, which had been made equal to the fare of an AC-3 tier ticket through a circular issued last year, has been reduced.
Three tier economy coaches were introduced by the Railway Board to provide the 'Best and Cheapest AC travel' service. The fare of these coaches is 6-7 per cent less than the usual AC 3 tier.
According to officials, while an AC 3 tier coach has 72 berths, AC 3 tier economy has 80 berths.
The Railways earned Rs 231 crore from the AC-3 tier economy class in the first year of its introduction.
According to data, during April-August, 2022, 15 lakh people travelled in these coaches, generating earnings of Rs 177 crore.

A press statement by the Indian Railways said, "Tourists travelling in the train will be given a halt in Ayodhya where they will visit Shri Ram Janmabhoomi temple, Hanuman temple and will be able to see Saryu aarti. Train will also cover Nandigram, Sitamarhi, Janakpur, Buxar, Varanasi, Prayagraj, Chitrakoot, Nashik, Hampi, Rameshwaram, Bhadrachalam, Nagpur, among others in an 18-day tour."
Indian Railways has taken a initiative to run Bharat Gaurav tourist trains to promote the "Dekho Apna Desh" and "Ek Bharat Shrestha Bharat" vision of the Indian government.
According to Indian Railways, the proposed train tour is going to be operated in Bharat Gaurav Deluxe AC tourist train having modern amenities such as AC-I and AC-II class coaches accommodating 156 tourists.
Features include two fine dining restaurants, a modern kitchen, shower cubicles in coaches, sensor-based washroom functions, foot massager etc.
The train has enhanced security features of CCTV cameras and security guards for each coach. Tourists can also board/deboard at Delhi, Ghaziabad, Aligarh, Tundla, Etawah, Kanpur and Lucknow railway station.
The first halt of this train will be Ayodhya followed by Bharat Mandir at Nandigram, Sitamarhi in Bihar where tourists will be visiting Sita's birthplace and Ram Janki temple in Janakpur, Nepal.

Afterwards, the train will follow to Prayagraj, Shringverpur and Chitrakoot, Nasik, Hampi, Rameshwaram, Bhadrachalam, Nagpur and ending at Delhi, said the statement by the Railways.
According to sources, while the Samaleswari Express is stranded near Dumuriput, the Hirakhand Express is stranded at Koraput.

A purported video of a railway staff has surfaced on the internet that shows the employee cheating a passenger during a cash-based transaction. The shocking video was captured by the passenger while booking a ticket at Hazrat Nizamuddin Railway Station.
In the video, the person at the ticket counter is seen accepting Rs 500 note. The passenger requested a ticket to travel on the Superfast Gwalior train. However, surprisingly while collecting the details for booking the ticket, he immediately replaced the Rs 500 note with Rs 20 note. Later, he demanded more money from the passenger as the ticket cost was Rs 125.
The swapping of the note was so fast that it will be difficult for any person to notice it. Even if it gets noticed, without any proof one cannot blame the Railway staff. However, the lucky and alert passenger had turned his mobile camera on and the entire incident of the Railway staff’s ‘Magic Show’ got recorded.

As soon as the video went viral on social media, the Railway Seva and Delhi Division, Northern Railway (DRM Delhi NR) noticed it and took immediate action.
"The employee has been taken up and disciplinary proceedings have been initiated against him," DRM Delhi NR wrote.
The battle for the crucial bypoll to Padampur assembly seat reached fever pitch on Sunday when two central ministers Narendra Singh Tomar and Ashwini Vaishnaw hit the campaign trail and went all guns blazing at the ruling BJD. While Tomar alleged that tardy pace of work by BJD led to the delayed disbursal of crop insurance, rail minister Vaishnaw said the Naveen Patnaik-led government is peddling lies about the proposed new railway line between Bargarh and Nuapada.
Ashwini Vaishnaw threw an open challenge to Odisha government while addressing a public gathering at Paikamal in Bargarh district. He said, “If Odisha government provides land for the project (new rail line from Bargarh to Nuapada) tomorrow, we will start work the very next day."
"Modi government has approved railway projects worth Rs 10k crore. It is PM Modi’s dream to ensure rail connectivity in every place of Odisha, and he has been pumping in funds to make sure this happens," added Vaishnaw.
Western Odisha will have 13 world class railway stations, the process of which has already begun, the central minister further said.
The ruling BJD, however, refuted the allegations made by the two Union ministers. "A public rally is not the appropriate forum to seek land from state government. Has rail ministry done any survey for the project? If yes, then they should furnish more details. Centre had earlier said that this project is not beneficial, so it's evident who is peddling lies," said BJD leader Prasanna Acharya.
As per reports, the aluminium freight rake wields the capacity to carry 180-ton more goods as against the traditional rake. Moreover, it is 180 tons lighter than the traditional steel rake.
The advanced aluminium freight rake has been designed by the Aditya Birla Group.
“In a first, a railway wagon rake made from light-weight aluminium has been launched. This is indeed a happy moment for the engineers, designers, and all others involved in the project,” said Vaishnaw.
On the other hand, the redevelopment work of the Bhubaneswar Railway Station will commence soon. The railway station will be redevelopment to offer a world-class experience informed Union Minister Vaishnaw.
The planning and design work for the redevelopment work and the tender process have been completed. The review for the same was done today. Further, the groundwork for the redevelopment will begin soon and Bhoomi Pujan, or the groundbreaking ceremony will be done soon. Within a few months, Bhubaneswar Railway Station will develop into a world-class station.
Meanwhile, the Union Minister also informed about the much-awaited Khordha-Bolangir railway line that will ensure smooth connectivity between western Odisha and the coastal part.
Talking about the Khordha-Bolangir railway line, he said that the work is in progress. Though a hurdle of environment clearance has come in the way, they are in talks with the state government for the same regarding the 100 km forest area.
“The construction work of the Khordha- Bolangir railway line has picked up the pace. The only hurdle is the 100 km forest area. After giving high efforts to obtain the clearance for phase-I, the State government has given the green signal. The dream project will soon turn into reality,” said Vaishnaw.
The Railways effected the change on Friday following a representation from Mysuru MP Pratap Simha to Railway Minister Ashwini Vaishnaw in July this year.
Simha had also requested that the express service between Mysuru and Talaguppe be named in honour of state poet Kuvempu. The Railways accepted both the suggestions and the orders will come into effect from Saturday.
Launched in 1980, Tipu Express is a superfast train connecting Mysuru and Bengaluru. The train covers a distance of 139 km in little over three hours on a single-line metre gauge track.

However, in his plea to the Railway Minister, Simha has justified his request on the grounds that the Wodeyars had contributed immensely to the railway infrastructure in their realm.
While the Wodeyars were the Hindu rulers of the erstwhile Mysore kingdom in present-day Karnataka, Tippu Sultan was the Muslim ruler of Srirangapattana, who died fighting the British.
The study, India's state-owned Energy Enterprises, 2020-2050: Identifying Evidence-Based Diversification Strategies, uses public sector undertakings (PSUs) in the coal sector to show how energy businesses can identify their future uncertainties while also identifying opportunities in the changing energy system.
"State-owned companies can be part of India's clean energy future while continuing to bring revenues to the government, creating jobs, and supporting local communities," says co-author of the report Balasubramanian Viswanathan, Policy Advisor at IISD.
"Our evidence-based approach shows pathways for how this can be achieved."
The study finds that between 2020 and 2050, under the net-zero-aligned pathway, CIL and Indian Railways could face a Rs 415 billion (28 per cent) and a Rs 2,112 billion (22 per cent) reduction in cash flow, respectively, while NTPC's cash flow could drop by Rs 404 billion (22 per cent) compared with a business-as-usual scenario.
But taking a few concrete measures in the next few years to diversify their businesses can allow these firms and other similar PSUs in India to alleviate future uncertainty and avoid revenue gaps, argue the authors of the report.
The report favours early diversification.
For instance, the study finds that it is critical for PSUs to create net-zero roadmaps with interim targets for the firm, which can become a guide for future decisions, and develop in-house estimates on the financial impact of the changing energy landscape.
They can also use their ability to raise capital at favourable rates to identify diversification strategies and become early adopters of clean energy technologies.
To do so, firms should set clean energy targets in proportion to the potential scale and speed of the financial implications, and periodically increase the ambition of these targets, the experts recommend.
Furthermore, building strategic partnerships among PSUs to exchange expertise and investing in research and development can help PSUs build internal capacity in new and emerging clean energy technologies.
Finally, making their ambitions toward achieving a clean energy transition public can send positive market signals that can further strengthen previously mentioned measures.
"As major employers in the conventional energy sector, PSUs are key actors in reaching India's climate and energy targets, and they should involve other relevant stakeholders in the decision-making process," says Viswanathan.
The authors of the report encourage all state-owned energy enterprises to adopt this approach to produce their own detailed internal assessments and an evidence-based strategy for transition into a clean energy business.
The District Consumer Forum ruled in favour of the advocate after hearing the case.
Ruling in his favour, the court has now directed the Railways to pay the entire amount of Rs 20 in a month to him at a rate of 12% per annum interest. In addition, Indian Railways has been directed to pay an additional amount of Rs 15,000 for financial and mental pain, as well as litigation expenses.
The Advocate has been identified as Tungnath Chaturvedi, a resident of Mathura’s Holidate area.
According to the case diary, Chaturvedi and one of his associates had been to the Mathura Cantonment ticket window to purchase a ticket to Moradabad on December 25, 1999.
Back then, the ticket cost him Rs 35. He handed over Rs 100 note to the man sitting at the ticket counter. However, instead of taking Rs 70 (35 each) for Chaturvedi and his associate, the man at the ticket counter deducted Rs 90. He gave back only Rs 10 instead of Rs 30.
When asked, he refused to return the remaining Rs 20.
With no option, Chaturvedi and his associate took the train. But, after the journey, he filed a complaint at the District Consumer Forum against ‘North East Railway’ (Gorakhpur) and ‘Booking Clerk,’ including Mathura Cantonment as a party.
After 22 years, the matter was finally resolved and the court ruled in his favour.
Consumer Forum President Navneet Kumar ordered the Railways to refund the Rs 20 collected from the advocate at 12% interest per year. During the hearing, the advocate suffered mental and financial distress, as well as litigation expenses and a Rs 15,000 fine.
He also ordered that if the amount is not paid within 30 days of the Railways’ announcement of the decision, it must be returned with 15 per cent interest on Rs 20 instead of 12 per annum.
Chaturvedi breathed a sigh of relief finally after more than 22 years of legal battle.
As per notification, it is being done for commissioning of Double line work between Maneswar-Hatibari-Jujomura Railway Section in the Angul-Sambalpur route and modernisation work in Lakholi-Titilagarh-Theruvali Railway Section.

Railways Minister Ashwini Vaishnaw told the Rajya Sabha in a reply that Indian Railways is already bearing more than 50 per cent of the cost of travel on an average for all passengers, including senior citizens, on account of lower fare structure for passenger services.
He also said that apart from this due to Covid 19, passenger earnings for the last two years are less in comparison to 2019-2020.
"These have long term impact on the financial health of the Railways. Cost of granting concessions weighs heavily on Railways. Hence extending scope of concessions to all categories of passengers including senior citizens is not desirable. In spite of these challenges, Indian Railways has continued concession in fare to four categories of persons with disabilities, and 11 categories of patients and students," he added.
In a reply in Rajya Sabha, Union Railway Minister Ashwani Vaishnaw said that in 2022, the Indian Railways suffered loss of Rs 259.44 crore due to damage or destruction of railway assets.
"Separate data regarding the amount of refund granted to passengers due to disruption of rail services on account of public disorder consequent to agitation like those held after launching of Agnipath scheme is not maintained. However, during the period June 14 to 30, a total refund of approximately Rs 102.96 crore was granted on account of cancellation of trains," Vaishnaw said.
The Railway Minister told the House that 'Police' and 'Public Order' are state subjects under the Seventh Schedule to the Constitution of India.
"Therefore, state governments are responsible for prevention, detection, registration and investigation of crime and maintenance of law and order on Railways through their law enforcement agencies viz. Government Railway Police (GRP)/ District Police," he said.
The Minister further told the Rajya Sabha that Railway Protection Force (RPF) supplements the efforts of GRP/District Police to provide better protection and security to railway property, passenger area and passengers and for matters connected therewith.
Cases of damage, destruction of government property including railway property are registered and investigated by the concerned GRP/ State Police under IPC and Railways Act.

Senior Indian Administrative Service (IAS) Officer Awanish Sharan has shared the clip on his Twitter with a caption. “Zindegi Apki Hai, Faisla Apka Hai (Life is yours. The decision is yours).”
The video was shared on Tuesday and it was retweeted for over 2000 times. The video has got more than 2.87 lakh views and over 9000 likes.
Though the location where the incident took place is yet to be ascertained several reports suggest the incident has happened somewhere near railway station.
For decades, candidates appearing for the Railway Recruitment Board (RRB) exams have complained about test centres being far away from their domicile, resulting in not only long-distance travel but also expenses on account of lodging and food which they have to be bear.
"With this, we are linking the pin codes of each candidate to an exam centre within 300 km of their residences through Google Maps. Also, we are ensuring that the centres have easy access to different modes of transport like buses and trains. If this works, we will be able to solve one of the most frequent and perennial complaints of candidates," a senior official said.
The process will be rolled out in the Level 6 and Level 4 computer-based tests to be held on July 30. Around 60,000 candidates will be appearing for the test at approximately 90 centres for 7,026 posts.
"As of now, we have been able to accommodate around 99 per cent of candidates who have been provided centres within a 300-km range, while 100 per cent of female candidates have been accommodated within 400 km," the official said.
Most of the candidates took to Twitter after the RRB released the exam city links for the last set of exams, raising concerns about far away centres allotted to them.
A Twitter user from Kolkata said she had been assigned a centre in Karnataka, while a candidate in Bengaluru complained about being allotted a centre in Ranchi, which is about 1,900 km away. Another candidate said her centre was 900 km from her hometown.
The officials said candidates would get centres within the range, but it could be in a neighbouring state with good connectivity.
However, in north-eastern states, the Railways is finding it difficult to accommodate candidates within the 300-km range as there are only a few test centres, they said.
The prices of tea and coffee will be the same for all passengers, who have pre-booked it or ordered those on the train, and will see no increase in the rates.
Under the previous norm of the Indian Railway Catering and Tourism Corporation (IRCTC), if the person has not booked their meals along with their train ticket, they had to pay an additional Rs 50 while ordering food during the journey, even if it is just a Rs 20 cup of tea or coffee.
Now, a passenger on board premium trains like Rajdhani, Duronto or Shatabdi who haven't pre-booked their meals, will pay Rs 20 for tea (similar to the amount paid by those who pre-booked their meals). Earlier, the cost of such non-pre-booked tea was Rs 70, including the service charge.
Previously the rates for breakfast, lunch and evening snacks were Rs 105, Rs 185 and Rs 90, respectively while an additional charge of Rs 50 used to be levied with each meal. However, the passengers will now have to pay Rs 155, Rs 235, and Rs 140 for these meals with the service charge being added to the cost of the meal.
"The removal of the service charge will only reflect in the prices of tea and coffee. In this, the passenger who has not pre-booked will pay the same amount as a passenger who has booked it. However, for all other meals the service charge amount has been added to the cost of meals for non-booked facilities," an official explained.
For Vande Bharat trains, passengers who haven't booked the on-board services have to shell out the same amount for breakfast/lunch or dinner/evening snacks as they did when they were charged service charges, with the increase showing in the cost of the food instead of the charges.
Notably, while the public transport prices on stated-owned service have been slashed to half in the inflation-battling European nation, the Pedro Sanchez government has now decided to offer 100 percent discount on train journeys.
Once implemented, passengers will be able to board various trains operated by state-run network Renfe for absolutely nothing.
The new scheme which includes public services ‘Cercanías, Rodalies and Media Distance’ will continue till the end of 2022.
Not only Spain, but there are some other European countries where the administration has been seen offering various measures to curb rising burden of inflation.
For example, Germany has also launched an unlimited monthly public transport initiative which can be used for local and regional transport.
The Railways also told the court that it is not possible to divert some of the trains in the Palakkad-Pollachi-Coimbatore route to prevent hitting elephants.
Recently, three elephants, including a calf, were killed after a speeding train hit them in the Walayar sector between Palakkad and Podanur. The railway officials and forest officials of Tamil Nadu were on a confrontation path following the incident.
Several elephants had lost their lives in the track during earlier days also after being hit by trains and hence the Tamil Nadu government had moved the Madras High Court to direct Railways to reduce the speed of trains at night under 45 kmph.
The counsel for the Railways, P.T Ramkumar appeared before a division bench of the court comprising Justices V. Bharathidasan and N. Sathish Kumar on Thursday and informed that at present trains in Palakkad-Podanur route is travelling at a speed of 45 kmph and it is not possible to further reduce the speed due to a gradient.
He informed the court that reducing the speed of trains below the least permissible limit may endanger the safety of passengers who are travelling, especially at night hours.
Ramkumar also said that it was not feasible or possible to divert the trains during night hours and added that there were two lines between Palakkad and Podanur via the Walayar Ghats. The 'A' line was 48.26 km long and the 'B' line was 52.56 km and both were electrified.
He said that if the trains are diverted through the alternate route from Palakkad to Podanur via Pollachi was 97.68 km long and also a single line. The Counsel for Railways said that it would take 143 more minutes of running time.
The counsel, however, told the court that the Southern Railway has established hanging solar fences and solar lights to prevent elephant deaths due to train hits.
He also said that vegetation for about 10 to 15 metres on both sides of the railway tracks was cleared for ensuring free visibility to the loco pilots.
Railway counsel also said that the railways were in consultation with private software companies for implementing the possibilities of Artificial Intelligence Early warning systems to detect elephant movement through cameras installed at multiple locations and send real-time data to a centrally monitored control room.
He added that the forest department was yet to begin construction of watchtowers at accident-prone locations.
Replying to a discussion on demands for grants for the railway ministry for 2022-23 in Lok Sabha, the minister slammed the opposition members for calling the government's proposals as "propaganda" and "mungeri laal ke haseen sapne" (fanciful dreams).
He listed a number of initiatives taken by the government under Modi to bring the Indian Railways back on track from what he termed "policy paralysis" during the UPA regime, and said capital investment, which was one of the main problems, increased to over Rs 95,000 crore in 2019 from Rs 45,980 crore in 2014.
For 2022-23, there is a record allocation of Rs 2.45 lakh crore, he said.
"It is easier said than done. (TMC member) Kalyan Banerjee was listing the targets fixed and achieved (by ministry). Rithesh Pandey ji (of BSP) said mungeri laal ke haseen spne hain," he said.
He said that he takes opposition members' suggestions "very seriously" but they should talk with facts.
He highlighted his ministry's various achievements, including those related to electrification of railways and freight corridor, presenting facts and figures in the House.
"These are hard facts, actual achievements. Is this a propaganda?" he asked and hit out at the opposition, saying that the "problem with them is something else. This is the problem with their party. While our prime minister is working day and night to build the nation, nobody knows when and where their leaders go on vacation".
Vaishnaw said this while replying to a query posed by BJD MP Prashanta Nanda on the proposed railway projects awarded to Odisha.
The projects which have received the approval are Gopalpur-Rairakhol new line (270 km), Naraj Marthapur-Kaipadar Road new line bypassing Bhubaneswar (69.54 km), Banspani-Barbil new line (17.5 km), Bargarh-Nuapada new line (142 km) and Buramara-Chakulia new line (55 km).
While some of these projects are under development, some will get a go ahead after completion of traffic study and financial appraisal.
As far as the present status of these projects are concerned, the Detailed Project Report (DPR) for Gopalpur-Rairakhol project has been prepared and approved by the Board of ORIDL for further submission for sanction of the work, the Minister informed.
He said the DPR for Naraj Marthapur-Kaipadar Road project has been prepared and is under consideration of the Board of ORIDL.
The Railway Board has given in-principle approval for the Banspani-Barbil Project with a condition that 100% funding for this project should be done by State Government. The proposal for funding is under consideration by the Government of Odisha.
For Bargarh-Nuapada and Buramara-Chakulia projects, in-principle approval for pre-investment activities has been granted by Railway Board on December 31, 2021. Further action on these projects is being taken up by ORIDL.
The Railways has been completely dependent on its freight revenues for sustenance over the last two years, with the passenger segment running in loss in 2020 and gaining momentum only slowly with the removal of restrictions during the first half of this year.
Financial situation:
A recent report of the Comptroller and Auditor General (CAG) has noted that the Indian Railways' operating ratio of 98.36 per cent in 2019-2020 does not reflect its true financial performance and if the actual expenditure on pension payments is taken into account, the ratio will be 114.35 per cent.
The CAG also noted that the national carrier needs to revisit the passenger and other coaching tariffs so as to recover the cost of operations in a phased manner and reduce losses in its core activities.
This comes at a time when the national transporter has targeted to reduce its operating ratio to 95 per cent.
Last year, the Railways was able to lower its expenditure and make up for the shortfall in traffic through revenue generated by freight operations. A fall in pension liabilities also helped with the Railways' massive pension bill of more than Rs 51,000 crore in the current financial year has been converted into a loan by the finance ministry.
While the Railways also saved money by not restoring most concessions, it earned through "marginally" raised fares of special trains and hiked prices of platform tickets.
Till December 18, its revenue from goods traffic has been Rs 98075.12 crore while its target for the 2021-22 fiscal is Rs 137810 crore. In the passenger segment, the Railways has earned Rs 26871.23 crore while its projected target is Rs 61000 crore for the FY.
Railways' big ticket projects:
The year was also marked by struggle to address issues causing delays and resulting in missed deadlines for big ticket projects. The Rs 81,000 crore Dedicated Freight Corridor, the Railways' single-largest developmental project currently underway, was scheduled to be completed by December 2021.
The new deadline is now June 2022, which officials said could be further delayed.
Then there is the ambitious bullet train project between Ahmedabad and Mumbai. Mired in land acquisition issues and then the pandemic, the project has now been hit with cost escalations. While the project had a December 2023 deadline, it has now been pushed to 2026.
Another key project of the railways to handover certain routes to private entities has fizzled out due to lack of interest from the sector. The ministry scrapped the Rs 30,000 crore bids for private trains around four months ago after it received only two offers - one from IRCTC and another from Megha Engineering and Infrastructure.
Initially, the national transporter had planned to introduce private trains on its network in phases, with the first dozen due to start running in the 2023-24 financial year and all 151 by 2027. However, sources indicate that the national transporter will give the plan one more try and has begun deliberations with the private sector on it.
The introduction of state-of-the-art trains like the Vande Bharat have been delayed due to cancellation of tenders and gained momentum only when Prime Minister Narendra Modi promised the nation 75 such trains by August 15, 2023 in his Independence Day speech.
So, even as passengers were envisioning travelling on the swanky new trains, the Railways has just issued fresh tenders, this time for 58 such trains. The prototype of one such trains is expected to hit the tracks in April 2022.
Passenger pains:
When will the concessions for senior citizens be restored? Will waiting list end? Will we get bedrolls?
These are some of the queries that passengers have for the Railways.
While the national transporter has restored the facility of serving cooked meals on board trains, it is yet to restore concessions in most categories.
Between March 22, 2020 and September 2021, around 4 crore senior citizens have undertaken journeys on trains without concessions.
During this period, train services remained suspended for several months due to the coronavirus-induced lockdown. The concessions, which were suspended from March 2020, have remained suspended to this day.
The Railways which has recently restarted serving meals on board trains is yet to take a call on providing bedrolls or concessions for senior citizens, stating that precautions need to be taken in view of the coronavirus crisis.
Another issue that has remained a perennial complaint for passengers is waitlisted tickets and in the first six months of FY 2021-22, over 52 lakh passengers who were on the waitlist after finalisation of seat reservation charts could not travel by trains according to official figures, indicating a need for more trains on busy routes.
As far as new trains are concerned, the Railways has introduced just over 800 new trains in the last five years.
Recruitment blues:
Job seekers have now taken to social media sites like Twitter to protest the delay in the recruitment process by the Railway Recruitment Board.
"One crore plus students had applied for Railway exam in 2019 .It's been 3 years , the exam hasn't happened .I demand government not to play their future.. Railway should declare Group D exam date immediately," tweeted an aspirant.
What next:
The gamechanger for the Railways will be the commissioning of the Dedicated Freight Corridor. The DFC, with its advantages of speed and higher carrying capacity, can also help reduce freight charges by as much as 50 per cent. Officials say that the lower haulage charges will be passed on to customers, and that the plan is to generate Rs 15,000 crore in revenue every year. It will also connect the hinterland with industrial hubs and make railways the go to cost-effective mode of transport for goods across the country.
As for passenger experience, the Vande Bharat trains would provide a whole new travel experience and bring in a feeling of style in rail travel. The new AC three tier coaches introduced in some trains this year, will also provide a never seen before experience for those looking for pocket friendly yet comfortable journey in the days to come.
A Railway Ministry spokesperson said that continuing with its affluent sports legacy, Indian Railways' sportspersons are all set to bring glory to the nation.
He said that 25 athletes and five coaches and one physio from Railway Sports Promotion Board are representing the Indian contingent in Tokyo Olympic Games being held from July 23 to August 8.
He said that Railways is one of the biggest contributing organisation in the Olympic Games with approx 20 per cent of the total athletes.
To boost up their morale, the railway ministry has announced Special Cash awards in favour of Indian Railway athletes and officials participating in the ongoing Tokyo Olympic Games 2020.
He said that players winning gold medals will get a cash reward of Rs 3 crore, while players winning silver medals will get Rs 2 crore and players winning bronze medals will get Rs 1 crore cash reward.
He also said that players winning up to eighth participants will be rewarded with Rs 35 lakh reward, while participants will get Rs 7.5 lakh and coach of gold medalist athlete will be rewarded with Rs 25 lakh, coach of Silver medalist athlete will get Rs 20 lakh and coach of the Bronze medal-winning athlete will get Rs 15 lakh.
While other coaches of participant athletes will be rewarded with Rs 7.5 lakh.
He said that this liberalised promotion policy will act as an incentive to the country's elite sportspersons/coaches and reaffirms Railways commitment to the promotion of sports in the country.
Indian Railways' weightlifter Mirabai Chanu has already won Silver medal at Tokyo Olympics and she was given a cash reward of Rs 2 crore.

Educational Qualification
Candidates applying need to have completed matriculation/10th or its equivalent (under 10+2 examination system) with minimum 50% marks in aggregate from a recognised Board and also possess National Trade Certificate in the notified trade issued by the National Council for Vocational Training or Provisional Certificate issued by National Council for Vocational Training/ State Council for Vocational Training (NCVT/ SCVT).
Application Fee
Candidates applying under General and OBC categories will have to shell out Rs 100; however, SC/ ST/ Women/ PWD candidates will not have to pay any fee.

The Indian Railways on Friday said that its "Plan Bee", launched in November last year to stop elephants from being hit by speeding trains in the Northeast Frontier Railways (NFR), has been a great success as the number of casualties has gone down drastically.
The idea to use the buzz of bees as a deterrent to keep elephants away from the tracks came after the Divisional Railway Manager (DRM) of Assam's Ranigya Station suggested that the elephants can be distracted by some particular sound or frequency when a train is passing through the elephant corridor.
"The idea was then discussed with the Divisional Forest Officer (DFO) in Assam's Tezpur, who suggested that certain deterrents like beehive or amplified honey bee sound can be explored," an official of the Indian Railways said on the condition of anonymity.

Based on this idea, an instrument, costing just Rs 2,000, was built that generated the high, continuous buzzing of honey bees that can go beyond 300 to 400 meters.
"The device amplifies the buzz of swarming honeybees, which is considered as a natural nemesis of elephants and is audible to elephants 600 meters away and thus helps them in keeping away from the tracks," the official said.
However, the first testing of the device failed as it was done with a pet elephant.
"The second testing of the device in the Phulbari Tea Estate near Rangapara in Assam was successful. The third testing of the device in front of the forest officials was also successful," the official said.
After the success of the instrument, it was first installed between the Azara-Kamakhya stations in Assam and in its first month about five probable elephant-train accidents were averted, he said.
Currently, about 11 such devices have been installed by the railways in the elephant corridor of the NFR division.

The installation of these devices has also resulted in protecting the railway infrastructure in the area.
According to the railway official, beside this device, the Indian Railways have taken a lot of measures to avert elephant mishaps with speeding trains, including the speed restriction between 9 p.m. to 7 a.m.
At least four elephants died after being hit by the Howrah-Mumbai Express in Jharsuguda district of Odisha in April this year.
Railway Minister Piyush Goyal on Friday also shared a minute-long video showing the device that amplifies the buzz of swarming honeybees.
