The licensed stamp vendors engaged as Authorised Collection Centre (ACC) under e-stamping system will get a commission of 0.85 percent by the state government on collection of stamp duty above and over the commission provided by the Stock Holding Corporation on the issue of e-stamp papers.
The licensed stamp vendors are getting about 1 percent to 4 percent commission in selling non-judicial stamp papers ranging from Rs 1 to Rs 25,000 denomination of stamp paper.
In order to meet domestic use of urea for increase agricultural production and other ancillary industrial activities with economic growth and revival sick units, stamp duty and registration fees amounting to Rs 31, 32, 11, 502.85 on the sub-lease deed land measuring Ac 856.360 decimal to be executed in favour of Talcher Fertiliser Ltd is remitted.
The cabinet also approved the proposal for further amendment of Odisha (Non-Government Colleges, Junior Colleges and Higher Secondary Schools) Grant-in-Aid Order 2014.

The State Cabinet also approved the proposal of 21 new and upgradation transmission projects by OPTCL within a period of 5 years under Phase II of Odisha Transmission System Strengthening Programme with 30 percent equity support from the state government which will be a part of Chief Minister’s Power Development Programme.
OPTCL has come up with a proposal to take up 6 grid sub-stations, up gradation of existing GSS and transmission lines, implementation of Sub-Station Automation System which are financially remunerative under phase II of OTSSP. This will provide steady and reliable power supply to upcoming industries such as Pradip Plastic Park, Angul Aluminium Park, Bhadrak Textile Park, Neulapoi Industrial Estate.
State Transport Minister Tukuni Sahu said that the Cabinet has approved a high-level bridge over Mahanadi at Brahmankanda- Sahukheta road under Salepur block in Cuttack district under the state plan. The project will provide interlink connection between Cuttack-Paradip road and Cuttack-Chandbali road, and benefit people residing on both sides of the river.
The State Cabinet has also approved the scheme, ‘Command Area Development and Water Management (CADWM) activities in irrigated commands (version 2.0) with an estimated cost of Rs 763.47 crore for a further period of 5 years to 2028-29'.
The Cabinet also approved the proposal of Revenue and Disaster Management Department for sanction of lease of Ac 2.50 decimal of government land at Chauliaganj in favour of DAV SCN Medical Public School, free of premium, and incidental charges but subject to payment of annual ground rent at 0.25 percent of premium and cess at 75 percent of the ground rent for the construction of new school building and waiver of all government dues including interest.
The Cabinet also exempted premium of Rs 5,06,00,000 for lease of government land at Chandrasekharpur in favour of Utkal Yadav Mahasabha for construction of Yadav Bhawan at Bhubaneswar.
“On May 29th, 2019 we had the first Cabinet after the elections where the manifesto was approved as the Government’s priority. The junior teachers who have worked for three years in contractual positions will be eligible to get the revised salary.
A statement issued by the Chief Minister’s Office (CMO) said the hike will be effective from January 1, 2023. The decision of the salary hike will benefit as many as 12,784 junior teachers in the State.
The hike will cost the State exchequer an additional Rs 95 crore per annum, the statement said.
A day before, the government hiked the remuneration and other benefits of Panchayati Raj representatives in the State. As per the decision, Sarpanchs will now get Rs 10,000 instead of Rs 2,350 while Naib Sarpanchs will get Rs 4,000 instead of Rs 490. The daily allowance and sitting fees of Sarpanchs, Naib Sarpanchs, and ward members have been hiked to Rs 480 from the existing Rs 240 per day. Similarly, the Zilla Parishad president will now get a monthly remuneration of Rs 30,000 against the existing Rs 9,380. Their daily allowance and sitting fees have also been hiked to Rs 600 from Rs 300.
The payments will be made as a mark of recognition of their contribution to the society, from April this year.

While a lot of people in Odisha have already received Padma awards earlier, four persons received Padma Shri in 2024. They are Gopinath Swain, Bhagbat Padhan, Binod Maharana, and Binod Kumar Pasayat.
Gopinath Swain is a 105-year-old artist from Ganjam district, who has been performing Krishna Leela for over nine decades.
Similarly, Bhagabat Padhan is an exponent of Sabda Nrutya folk dance from Bargarh. He was chosen for the prestigious award for 'expanding the scope of Sabda Nrutya dance to wider platforms and imparting training to diverse groups in the art’.
The Padma Shri, also spelled Padma Shree, is the fourth-highest civilian award of the Republic of India, after the Bharat Ratna, the Padma Vibhushan and the Padma Bhushan.

The panchayat samiti chairman will now get a revised remuneration of Rs 15,000 instead of Rs 3,530; and, deputy chairman will get Rs 7,500 from the existing Rs 2,350.

A formal announcement was made by the Chief Minister’s Office (CMO) today. At present, government employees are getting 15 casual leaves every year. Following the announcement, women government employees will now be entitled to get 25 days of casual leave after the addition of 10 extra leaves per year.
The announcement has been made by the state government in view of the domestic responsibilities and other problems faced by women government employees. It is pertinent to mention here that Odisha was the first state to announce 33 percent reservation in government jobs during the 90’s.
Recently, the Odisha government announced 15 days of casual leave in a year for the employees in various non-government-aided educational institutions. Apart from this, women block grant employees have been granted paid maternity leave of 180 days for two live births.
Government officials then said that the decision would benefit about 33,420 employees, both teaching and non-teaching staff who are employed in 2,560 new aided high schools, 940 upper primary schools and 138 madrasas across the state.
A notification in this regard has been issued by the General Administration & Public Grievance Department.

A 12-hour bandh is being observed at Loisingha area in Bolangir district on Sunday. The BJP and Congress have extended support to the bandh called by the Loisingha Bikash Parishad to protest the disparity in according NAC status to Loisingha.
Not only Bolangir, but similar resentment is also brewing in Boudh district. A dawn-to-dusk bandh is also being observed today at Purunakatak area which has also been left out from the NAC tag. Meanwhile, the locals have blamed the Kantamal MLA for Manamunda being dropped from the new NAC list as announced by the Odisha government on Saturday. The locals have threatened to intensify their agitation by even boycotting the upcoming polls if the state government doesn’t roll back its decision.
The leaders of various political parties have threatened for Biramaharajpur bandh which has also failed to get the NAC status.
On Saturday, the Odisha government announced 34 new Notified Area Councils (NACs) in 20 districts while five NACs in four districts have been upgraded into municipalities.
As per the announcement, Boudhgarh (Boudh), Karanjia (Mayurbhanj), Kantabanji (Bolangir), Chhatrapur and Aska (Ganjam) NACs have been upgraded to municipalities. The newly formed NACs are Pallahara and Chhendipada of Angul district, Basta and Simulia of Balasore district, Paikamal and Bheden of Bargarh district, Agarpada of Bhadrak district, Belapada and Saintala of Bolangir district, Binjharpur, Jaraka, Chandikhole and Panikoili of Jajpur district and Jaypatana of Kalahandi district.

As per the latest directive, the state government has now asked doctors in the state to write post-mortem reports, prescriptions, and medico-legal reports in capital letters or legible handwriting or typed form only so that their handwriting doesn't create any confusion.
This comes in the recent Orissa High Court direction. The Court had recently observed that in many cases the casual approach of most of the doctors while writing post-mortem reports is affecting the comprehension of medico-legal documents badly and the judicial system finds it very difficult to read those letters and come to a definite conclusion.

“The tendency of writing such zig-zag handwriting, which cannot be read by any common man or judicial officers, has become a fashion among the doctors of the state. A substantial number of doctors in the state resort to such handwriting which cannot be read by any ordinary person,” the Court observed while directing the Chief Secretary to issue circulars to all the medical centers, private clinics and medical colleges.
Subsequently, the Odisha government has directed all registered medical practitioners, medical officers, peripheral health care facilities, medical college hospitals, private clinics, and private medical colleges to write prescriptions in proper legible handwriting or in typed form.
Similarly, the medico-legal reports and post-mortem reports are to be written either in capital or in a typed form or in good legible handwriting to ensure appreciation of evidence in the juridical system and to be uploaded in MLOS.
"Considering the request of the students of Nursing, Pharmacy and Allied Medical Students for enhancement of their stipend, and taking into account the importance of services being rendered by them, Chief Minister Naveen Patnaik has approved enhancement of stipend amount in favour of the students," read a statement released by the Chief Minister's Office (CMO).
After the enhancement, D.Pharma students will now get a monthly stipend of Rs 500, ANM Rs 2000, B.Sc (N) Rs 5000 for an internship while M. Phil in Clinical Psychology and M.Phil in Psychiatric Social Work will get Rs 10,000.
These students were earlier provided with a stipend amount per month @ Rs.250/- for D.Pharma, Rs.1000/- for ANM, Rs.2500/- for B. Sc(N) internship, Rs.7000/- for M. Phil in Clinical Psychology and Rs.7000/- for M.Phil in Psychiatric Social Work.
"The Chief Minister has expected that this enhancement will encourage students to extend better services to the people. This will further strengthen health services in Odisha, he has hoped," the CMO statement added.
It may be mentioned here that the Odisha Health & FW Department is running different Degree and Diploma Courses such as B.Sc. in Nursing, Auxiliary Nursing & Midwifery (ANM) course, Diploma in Pharmacy, M.Phil in Clinical Psychology and M.Phil in Psychiatric Social Work in Government institutions.
The Government provides stipends to students of these courses for the period of their education during which they also provide clinical services at health institutions.

It is pertinent to mention here that several parts of Odisha experienced widespread rainfall during the last couple of days under the influence of cyclone Michaung.
In its letter to district Collectors, SRC Satyabrata Sahu said that an Agricultural Input Subsidy (AIS) will be provided to farmers sustaining crop loss of 33 percent and above as per norms of the State Disaster Response Fund.
“You are requested to conduct field-level crop assessment through joint inquiry by the officials of the Revenue and Disaster Management and Agriculture Department through eye estimation to ascertain the crop area damage of 33 percent and above and submit ULB, block, gram panchayat-wise report by December 12, 2023,” the SRC letter read.
The Odisha government has asked officials to verify the land schedule, and RoR of affected farmers from Bhulekh while assessing the extent of crop loss.

Proposal for approval of Restructuring of Odisha Social Security Services Cadre
The Dharanidhar University was accorded the status of a varsity in February this year.
The Odisha Higher Education Department said that the merger has been done under Section 32 of the Odisha Universities Act 1989.
All the students enrolled at the second campus of MSCB will continue to be under the jurisdiction of MSCB till completion of their course, the official notification stated.
The teaching faculties of the second campus of MSCB University who opted for Dharanidhar University will be absorbed against the vacancy in the DDU as the posts of 2nd campus are also absorbed in the DDU.
Accordingly, new admissions will be under the DDU, Keonjhar from the date of incorporation of DDU or any other date as decided by DDU.
No fresh admission of students will be made in the second campus of MSCB University with effect from 2023-24. Fresh admission will be done under DDU.
The official notification further mentioned that all the liabilities and litigations related to the second campus of MSCB University will be booked after by DDU from the date of the notification.

As per official sources, approval has been granted to the DPR for the construction of the Bhubaneswar metro rail project phase I from Bhubaneswar airport to Trisulia Square, Cuttack at a cost of Rs 5929.38 crore, and engagement of Delhi Metro Rail Corporation on a nomination basis as turn-key consultant for the execution of the project.
Earlier, the Odisha government had announced that Chief Minister Naveen Patnaik would lay the foundation stone for the metro rail project on January 1, 2024.
The metro rail project will have 20 stations in the 26-kilometre stretch. The areas to be covered include Biju Patnaik Airport, Capital Hospital, Sishu Bhawan, Bapuji Nagar, Bhubaneswar Railway Station, Ram Mandir Square, Vani Vihar, Acharya Vihar, Jaydev Vihar, Xavier Square, Rail Sadan, Damana Square, Patia Square, KIIT Square, Nandan Vihar, Raghunathpur, Nandankanan Zoological Park, Phulapokhari and Trishulia Square (Cuttack).

A decision in this regard was taken by the Private Bus Owners’ Association after a crucial meeting held at Bhawanipatna today. The private bus owners have been opposing the launch of bus services from block to district level under the Location Accessible Multimodal Initiative (LAccMI).
Though the association had announced to resume their strike on October 30, the stir was postponed following talks with the State Transport Minister.

Secretary of the association, Devendra Sahoo said, “A meeting was held at Bhawanipatna today. We have already submitted our demands in writing to the Odisha government. We demanded not to operate buses from blocks to district headquarters and rather ply buses from panchayats to blocks. We also want compensation, waiver of additional taxes.”
Sahoo said that if the Odisha government doesn’t consider their demands, they will stage a demonstration in front of the Assembly on November 22 and launch a strike on December 1, 2023.
“We have given time to the Odisha government to look into our demands. Otherwise, we will be forced to go ahead with our proposed stir after the dharna in Bhubaneswar. We are giving time to the government and ready for discussions,” Sahoo added.
The Odisha Sub-ordinate Staff Selection Commission (OSSSC) is scheduled to conduct the practical skill test in basic computer skills on November 5 (Sunday) in Khordha and Cuttack districts.
Many candidates who are going to appear in the skill test complained that they are unable to download the admission letter from the official website-www.osssc.gov.in due to poor loading of the site. Moreover, some other candidates who managed to download their admit cards could not open the file due to an 'unsupported file format'.
The malfunctioning of the website and glitch in the admit card download have pushed the job aspirants into disappointment and cast a shadow of uncertainty on the scheduled computer practical test.
Many candidates took to the X platform to express their disappointment and urged the OSSSC authorities to resolve the issue as soon as possible.

Elaborating on the glitch in the admit card, an aspirant wrote, "When many candidates including me are downloading the OSSSC JA & PEO Skill Test Admit Card, then a 54 KB PDF is being downloaded, on opening which the admit card is not opening. Our skill test is on 5th November. Please take action on this soon."

Another aspirant alleged that the OSSSC authorities are not responding to the representations made by the aspirants and doing precious little to address the issue.

The reaction of the OSSSC authorities could not be obtained on the issue.
AM Prasad, who is presently posted as Spl DGP HRPC, has been transferred and posted as DG of Prisons and Director of Correctional Services, Odisha.
IPS Lalit Das, at present posted as Director of Printing, Stationary, and Publication, has been appointed as Additional DGP, HRPC.

A stalemate situation has cropped up with the Odisha government seeming to be not budging from its stand while the private bus owners’ association is insisting on assurance from the state government, but this time a written one.
Amidst such a stalemate situation and the suffering of the passengers, the private bus owners’ association on Friday said that the bus services can resume within 30 minutes if the Odisha government wants.

“Yesterday also we told that we are ready to resume services. We just want written assurances from the Odisha government but it seems adamant. During our discussion on October 9, the state government had not given any written assurances still we had postponed our strike,” said Private Bus Owners’ Association Secretary, Debendra Sahoo.
Sahoo further said that the way the bus services were launched from blocks to district, it hurt the association. Hence, the association was forced to seek written assurance from the Odisha government. “As Odisha government did not keep its verbal assurances, we are insisting on written assurances. As passengers are suffering, we seek an apology from them. We also want to withdraw our strike within 30 minutes if we get something in written from the state government. We had deferred our strike till October 31 as the government had told us that bus services would not be launched from block to district level. But the state government has not kept its promises. Be it Sambalpur, Cuttack and other parts, the bus terminals now wear a deserted look,” Sahoo added.
Meanwhile, the BJP has blamed the Odisha government for the bus strike in the state. The party alleged that a lot of passengers are suffering on puja vacation.
State BJP Spokesperson, Dilip Mallick said, “In Odisha, dictatorship governance is prevailing. The government is only interested for publicity and in reality they do not know what the people of Odisha want and what their interest lies in including economic and social and transport facilities.”
According to Mallick, lakhs of people in various bus terminals are crying and facing hardship during festive season.
BJD MP, Munna Khan said, “Private bus owners have kept some demands and already several rounds of discussion with the government have been held. I hope that the state government will come out with some amicable solution. We admit that passengers have suffered during the festive season. I hope that the issue will be resolved at the earliest and services will resume from tomorrow.
In a glaring example, the wall of Sudarshan Vidya Bhawan School collapsed just a few days after being constructed under the Odisha government’s ambitious 5T scheme. Exposing the tall claims of beautification works of schools being done under the 5T transformation program, a portion of the school wall has collapsed within a few days of construction.
“Crores of rupees are going down the drain, thanks to the low-quality work by the contractors and engineers. However, neither the government nor the administration is taking any action against such errant contractors and engineers because everyone is hand is gloves with each other,” a local alleged.
“Had the government or administration taken stringent action against such fraud contractors and engineers for their sub-standard work, no one would have dared to do such low-quality work,” he added.
According to sources, the beautification of Sudarshan Vidya Bhawan School at Chirulei village under Gandia block of Dhenkanal district was done under the 5T initiative. However, just after 5 days, a portion of the school wall has collapsed, triggering outrage among the locals.
Instead of constructing a new wall, the contractor had laid the roof of the school over the old wall that eventually collapsed just after five days, it was learnt.
“Luckily, no one was present when the wall collapsed. Imagine if some students were present during the mishap. Stringent action should be taken against those responsible for it so that no one ever dares to bungle government funds,” a local demanded.

The Amarda Road airstrip in Mayurbhanj has been identified for development for the operation of flights under the UDAN scheme.
Inordinate delay in the land transfer for the ambitious project has affected its work, said Tudu while talking to reporters in Baripada.
The District Collector and some officials on behalf of the state government were supposed to attend the meeting to complete the land hand-over process in the presence of Defence officials. But none of them turned up to the venue today to the chagrin of the Union minister, DRDO officials, local people, and intellectuals.
Upset over the district administration’s callousness towards the project, the Union Minister alleged, “The land hand transfer process of the airstrip could not be completed till date as the state government has little interest in the project, whose revival has been a long-standing demand and dream of the people in Mayurbhanj district.”
“Had the land been made available in time, the project work would have been carried forward. But this could not happen as yet, even though the state government had issued a letter to the Director of ITR Chandipur to take over 160.35 acres of land for the airstrip on August 25 this year,” Tudu said.
As per reports, the meeting turned a damp squib as the Collector and officials of the state government skipped it, leaving the BJP leader fuming.
Meanwhile, the concerned district administration officials and the Odisha government could not be contacted over the matter.
Special Secretary Planning and Convergence Department, Bhaskar Jyoti Sarma has been appointed as Commissioner of Land Records & Settlement, Cuttack. As per the latest notification, the post of Commissioner Land Records & Settlement has been declared equivalent in status and responsibility to the post of secretary provided in the IAS cadre in the state.

Patnaik, who reviewed the project on Saturday, also approved the Detailed Project Report (DPR) at a total cost of Rs. 5929 Crore and the state government will bear the entire expenses. The Metro Rail project will be taken up as a 5T initiative of the state government.
For the current year, Rs. 210 Crore has been provided in the Supplementary Budget, the Odisha government said in a release. It is pertinent to mention here that Phase-1 of the Metro Rail project will connect Bhubaneswar Airport to Trisulia Square with a total of 20 stations.
The entire alignment of the Metro project from Trisulia Square to Bhubaneswar Airport will be on an elevated structure and will run on the median/side of the existing roads, with 20 stations.
The stations will cover important places like Nandankanan, KIIT Square, Damana Square, Jaydev Vihar, Vani Vihar, Ram Mandir, Bhubaneswar Railway Station, Bapuji Nagar, Sishu Bhawan and Capital Hospital.
The project work will be started soon and is targeted for completion within 48 months.
As per government sources, Odia defender Amit Rohidas will also be given an additional Rs 1.5 crore for his role in the country’s historic gold at the 19th Asian Games in Hangzhou.
Odisha-born Amit Rohidas scored in the semifinal victory over South Korea and did not disappoint during the gold-medal match as well. Amit Rohidas hails from Sundargarh in Odisha and was also a part of the Bronze Medal-winning contingent at the Tokyo Olympics 2020.
With an impressive track record with over 150 caps, Amit emerged as an integral cog in India’s campaign in Hangzhou, serving as the first rusher and displaying remarkable strategic acumen. His pivotal goal in the semi-final against Korea propelled the Indian team towards the final and the coveted gold medal, the Odisha government said in a statement.
“Chief Minister Naveen Patnaik has announced a cash award of Rs. 1.5 crores for defender-drag-flicker Amit Rohidas for his significant role in India’s historic Gold Medal triumph at the 19th Asian Games in Hangzhou,” the statement added.
The students were also excited as their school was being given a fresh look under the 5T initiative. However, incomplete construction works and dilapidated structures at the school speak a different tale altogether. The boundary wall of the school is yet to be completed.
The mid-day meal for the students is being prepared inside an abandoned building. While cracks have developed in the walls of the old kitchen of the school, water leaks from the roof as the asbestos sheets stand broken at multiple places.
Instead of installing a new gate, the contractor painted the old-rusted gate to give it a fresh lease of life. As the concrete flooring work is pending, the open gym for the students is not coming to any use. The resentment among students is increasing as there is no proper playground for them. The tiles at multiple places stand broken and the condition of classrooms is also no different.
“We were excited as 5T initiative was coming to our school. We thought that we will get facilities like English medium schools. But nothing changed as old gate is still being used and water is leaking at the school kitchen,” said a student.
“We do not have a playground and there are other problems at the school,” said another student. Meanwhile, the district administration officials could not be contacted over the matter.
In a letter, the Health Department has asked the Transport Department to book flight tickets to Dubai for 20 doctors who will embark on the exposure tour from October 30 to November 3, 2023. Not only Dubai, but around 30 doctors and officials will be leaving for Singapore tomorrow.
Prior to this, the state government had sent 40 doctors and officials in two batches on September 14 to Isha Ashram in Tamil Nadu. 25 doctors attended a skill development and stress management workshop at Brahma Kumaris ashram at Mount Abu in Rajasthan. Apart from Tamil Nadu and Rajasthan, the health department has also picked two ashrams in Maharashtra and Kerala to send doctors.
The doctors, who will be leaving for the foreign trip, said there is stress among them as most of the doctor posts are lying vacant for which they have to be on duty for 18 to 20 hours on a daily basis. Hence, such initiatives are a must.
“We have a lesser number of doctors and we are over-burdened. We are unable to eat and sleep properly. As a doctor, treating and serving patients is the top priority. But by doing this, we are in stress,” said Dr Sanjit Sethi.
Dr Kiran Kumar Patnaik, vice-dean, FMMCH Balasore said, “As Singapore is quite developed in healthcare, the government has decided to send health professionals on an exposure tour."
But the question remains, why the government is keen on sending doctors on such foreign exposure tours to de-stress them instead of filling up the vacant posts? What are the criteria based on which the doctor and officials are being identified and sent? How do such officials and doctors confirm that they are stressed and whether they are producing any medical certificates?
Former Chief Secretary, Sudarshan Sahu said, “It is not justified to spend from the state exchequer as already the government employees are entitled to leave travel concession to rejuvenate themselves. Only handpicked doctors and officials who are obeying their instructions are being sent.”
Meanwhile, the Police Association has also raised questions over such a provision. The association claims that Police personnel are more stressed and hence they should be covered under this programme as well.
“Like doctors, police personnel are committed and working round the clock and do not get leave. Police do not have a particular work schedule. It would really beneficial if similar provisions are made by the government for the police personnel as well,” said Umesh Chandra Sahu, an official of the Police Association.
Condemning such attempts by the state government, Pattanayak said, “In the name of democracy, dictatorship is now prevailing in Odisha. Whenever any media house tries to report the truth, there is a raid on their offices. Only people can judge all such attempts by the government.”
Pattanayak said that the Odisha government imposed restrictions on media entry at Lok Seva Bhawan and the lobby of the Assembly. Such restrictions were not prevalent during the Congress regime here.
“The journalists, who tried to report facts, are now facing a lot of problems in the state. Such has been the deterioration in the condition of journalists in the past 23 years,” Pattanayak added.
Meanwhile, the Odisha government and ruling BJD leaders could not be contacted over the allegations levelled by the OPCC chief.

Amidst the ongoing stalemate, the Odisha government flexed its muscles and tried to apply pressure tactics on the agitating teachers. In a letter written to all the DEOs and BEOs of the State, the Director of Elementary Education highlighted that most of the teachers have not taken any permission from their competent authorities and participated in the strike which is gross misconduct.
The elementary education director stated that there shall be 220 working days in an academic year and if the same will not be achieved during the normal working months, then it has to be compensated in the later part. However, this failed to elicit any response from the agitating teachers as the Primary Teachers’ Association has decided to continue with their stir till their demands are not met.
“Why the government withdrew the old pension provision. It is our right as many of us have worked for over 6 years. We will continue our agitation till our demands are not met,” said Bhagawa Bhuiyan, a teacher.
Brahmhanand Moharana, a senior official of the association said, “We had informed that we are going on mass leave from September 8 and we are not going to budge over such threats by the government.”
Meanwhile, politics is also active over the ongoing agitation with the opposition parties targeting the Odisha government over the matter.
Senior Congress leader, Narasingha Mishra said, “All the schools are closed and uncertainty looms large over the fate of the students. But the Odisha government has not taken any steps to resolve the matter by holding talks with the teachers.”
Odisha BJP Spokesperson, Manoj Mohapatra said, “The inter-ministerial committees are being set up along with sub-committees by the government. All these are gimmicks. The demands of teachers are justified. We warn the state government not to threaten the teachers else there will be massive protests in the state.”
Ruling BJD leader, Subhas Singh said, “The ministerial level committee has met and efforts are on to resolve the matter after proper review.”
Intensifying their agitation, the primary teachers under the banner of the Primary School Teachers’ Association on Wednesday decided to go on leave en masse.
The Opposition parties have also mounted the attack on the Odisha government by terming the ongoing agitation by the primary teachers as ‘justified’. Due to the move by the primary teachers, the education process in around 50,000 schools in the state has been affected.
The Bharatiya Janata Party (BJP) today mocked the Odisha government by stating that it is not 5T rather 5D as the government has failed to address the grievances of the teachers even after 5 days. Moreover, the party alleged that around Rs 500 crore is being spent on the helicopter use by the 5T Secretary while there is no money left with the state government to pay the teachers.
“The demands of teachers are justified. It is now five days that Odisha government has failed to address the grievances of teachers. They claim that 5T model governance is prevalent in Odisha, but we are seeing that it is 5D as already there has been a delay of 5 days to resolve the grievances of teachers,” said Odisha BJP spokesperson, Anil Biswal.
Biswal further said that the due to the teachers’ agitation, the education system has virtually collapsed and 50,000 schools across the state are now locked.
“Over 1 lakh teachers, who were staging protests, have now gone on mass leave. But the state government has failed to resolve their grievances,” Biswal added.
Senior Congress leader, Narasingha Mishra said, “The state of education has literally collapsed in Odisha. As per the Supreme Court, education means quality education. This means good teachers who are recruited with good pay scale and permanent teachers. In Odisha, nobody can say how many categories of teachers are there. Whatever is being announced by CM Naveen Patnaik, it is being changed subsequently.”
Responding to the Opposition allegations, BJD MLA, Arabinda Dhali said, “The teachers are now on strike over their demands. The Odisha government will review various aspects including the genuineness of the demands and take appropriate steps accordingly.”

Like the sports lovers, the Odisha government too recognised this feat and announced a reward of Rs 25 lakh for the state’s javelin star. Chief Minister Naveen Patnaik on Monday announced the cash reward.
Kishore Jena is the first person from Odisha to represent India at the Finals of the World Athletics Championship in Budapest.
As data stands, Jena showed his prowess and finished in the fifth place. He achieved a new personal best with a throw covering a distance of 84.77 metres, highlighting his exceptional performance on the global stage.
“Kishore’s participation is a remarkable feat for the athlete and a historic achievement in the sports history of Odisha,” the CMO said in a statement.
For the first time, three Indians finished in the top eight of an event in the World Championships this year. While Neeraj Chopra became the first Indian to win a gold medal, DP Manu finished in the sixth position, throwing 84.14m.
The MTs will be inducted in HRD, Finance, Law and Telecom disciplines while JMTs will be posted in the Finance and Telecom disciplines at various offices of OPTCL across the State.

Patnaik has also compared the expenses being incurred on the 5T secretary's visits with the recent India's Chandrayaan-3 mission. In his editorial, Patnaik has mentioned that around Rs 600 crore was spent on ISRO's Chandrayaan 3 and it is being alleged that similar expenses have been incurred for the 5T secretary's visit to almost 30 districts in the state.
Further, Patnaik has drawn a comparison between 5T secretary VK Pandian's behaviour with former Prime Minister Indira Gandhi's secretary Yashpal Kapoor. It is pertinent to mention here that Allahabad High Court had declared Indira Gandhi's election invalid as Kapoor had helped in election works and gave political speech.
Patnaik highlighted that VK Pandian's act is no less than that of Kapoor's then. Such meetings ahead of crucial elections appear like a political one. Though people's representatives and political leaders are involved, they are missing from the dias. Only 5T secretary takes the centre stage on the dias during every meeting and it seems that all this is being done to create an identity for him, Patnaik's column read.
The BJD lawmaker has also written that whatever happened with MLA Pradeep Panigrahy recently in Ganjam is not at all good for the democracy.
Senior journalist, Sandeep Sahu said, "It appears that Soumya Ranjan Patnaik is mentally prepared for any disciplinary action from the party. It could also provide fodder to others within the BJD to put forth their views regarding the resentment at appropriate party forum."
Odisha BJP President Manmohan Samal praised Soumya Ranjan Patnaik for his editorial depsite being in the BJD and rightfully expressing the resement among the 4 crore people of the state.
"He (Soumya Patnaik) has brought out the truth. The BJD leaders are not able to speak anything and have been confined," said Samal.
On the recent attack on MLA Pradeep Panigrahy, Samal said, "Despite suspending him, BJD is fearing Panigrahy. It could be false case or some other reason. They do not have moral courage. One MLA is being stopped to visit his constituency. Such work was done by Indira Gandhi and she had to pay a price for it as well."
Bhubaneswar MP Aparajita Sarangi said, " It seems that Soumya Ranjan Patnaik wants to take BJD on the right track. The secretary-level employee is launching himself by using the govt machinery. He will soon join politics and hence, launching himself on government money. People of Odisha have already understood this."
Responding to Patnaik's column, BJD leader Anubhav Patnaik tweeted, "In 15 days you (Soumya Patnaik) have written another article in your own newspaper which shows your extreme frustration and desperation for obvious reasons. You have mentioned that Secretary 5-T has in a meeting urged the people to make Naveen Patnaik the CM for the sixth term. I challenge you that within 12 hours you show it on your channel or in your newspaper where he has said it with evidence. If it turns out to be true I will resign from politics and if you cannot give evidence then people of Odisha will know that you are a liar (michua)."
BJD MLA Uma Samantaray said, "Nobody is opposing the 5T secretary's visit, rather thousands of people are supporting the development process. The secretary is hearing the grievances and steps are being taken on it. The Opposition does not have any work other than bringing such allegations."
Earlier on Tuesday, the Odisha School and Mass Education Department released detailed guidelines for the engagement of as many as 20,000 junior teachers (Schematic) through online computer-based test (CBT).

Congress MLA Tara Prasad Bahinipati said such engagement is only for election and questioned why direct recruitment is not made by the state government.
“Around 98,000 posts are lying vacant and the state government will provide employment to 20,000 for one year eyeing the elections. Once the polls are over, they will be disengaged. Why the government is not giving direct appointments instead of one year contract.”
BJP leader Surath Biswal termed the Odisha government decision as ‘old wine in a new bottle’. “There is no clarity. The government had earlier claimed that it had removed the ad-hoc system by regularising all employees. Now we want to ask for how many years will the junior teachers will be appointed? There is nothing new and all the schemes announced by the state government are only for polls.”
School and Mass Education Minister, Sudam Marndi said, “Whatever the policy decision of the government, it will be implemented. The details can be obtained from the website and one can go through the process, eligibility and other information.”
School and Mass Education Department Secretary, Aswathy S said, “All the details are in the resolution and the recruitment will be through schematic selection under the Samagra Shiksha. The government has also relaxed norms for recruitment under Samarg Sikhasha to regularise them.”
Odisha Public Health Director, Niranjan Mishra said as testing has increased there has been a rise in the detection of cases but, there is absolutely nothing to panic about.
“Dengue cases are rising. But the overall situation in Odisha is very much under control compared to other states. Our surveillance and dengue testing has been increased,” said Mishra.
Mishra said that despite rising dengue cases, there is no need to panic as the complication rate is less than 5 percent and the fatality rate is less than 1 percent.
“Most patients can get treated even at home. In Bhubaneswar, we have made provisions for dengue sample collection and treatment at four CHCs. If any patient develops complications, they will be shifted to the hospital. So far 38,500 tests have been done against 18700 tests during the same period last year," he added.
However, such statements have failed to pacify the opposition parties which have targeted the Odisha government over the dengue situation. BJP leaders alleged the Odisha government’s callous attitude and inefficiency for the steep rise in the dengue cases in Cuttack and Bhubaneswar.
"BMC and CMC’s local self-governance has been waylaid and the government failed to address the situation. Despite the alarming situation, the Odisha government is hiding the death numbers," alleged BJP.
State BJP spokesperson Dilip Mohanty alleged that “Over 20 dengue-positive patients have died in hospitals. Does the Odisha government have any information? The move of the state government to collect fines if a potential dengue breeding source or larvae is found in any household is totally shameful and unfortunate.”
BJP’s Bhubaneswar district president, Babu Singh said, “BMC Mayor and Commissioner do just the opposite of what they say in public like improving drainage and sanitation. People are now left to themselves and we urge them to take necessary steps as the state government has completely failed to address the situation.”
Responding to the allegations, BMC Mayor, Sulochana Das said, “Dengue situation is concerning for everybody. People need to be cautious and aware to keep their surroundings clean and ensure that there is no accumulation of water. Sanitation drive has been intensified with other measures."
Das said that whenever anyone develops a fever, they should get tested for dengue.
The areas to be covered include Biju Patnaik airport, Capital Hospital, Sishu Bhawan, Bapuji Nagar, Bhubaneswar Railway Station, Ram Mandir Square, Vani Vihar, Acharya Vihar, Jaydev Vihar, Xavier Square, Rail Sadan, Damana Square, Patia Square, KIIT Square, Nandan Vihar, Raghunathpur, Nandankanan Zoological Park, Phulapokhari and Trishulia Square (Cuttack).
It is pertinent to mention here that Odisha Chief Minister Naveen Patnaik sanctioned the Bhubaneswar Metro Rail project on the occasion of Odisha Dibasa on April 1, 2023.
The Metro rail project was covered under the 5T mandate connecting Bhubaneswar airport and Trishulia in Cuttack. There are plans to extend the metro rail project to Khordha, Puri, and other areas of Bhubaneswar and Cuttack cities.
The Odisha government roped in the Delhi Metro Rail Corporation (DMRC) to prepare the detailed project report (DPR) of the metro rail project.
The Bhubaneswar Metro Rail Corporation Limited (BMRCL) was subsequently notified on August 3, 2023, and its Chief Executive Officer and General Manager (Administration) have been appointed.
“The DRMC after conducting a traffic survey, geotechnical investigation, topographic survey, environmental and social impact assessments, completed the DPR and submitted it to the Chief Secretary on August 16 in the meeting of the Bhubaneswar Metro Rail Corporation,” the state government said in a release.
