"Panna pramukh is a party worker/ leader who is given one page of the voter list in a constituency and is expected to contact all the voters named in the page.
The party has appointed 13,100 panna pramukhs at 13,800 booths in urban and rural (partial) Assembly seats in Gorakhpur city.
Former Union finance minister of state and MP Shiv Pratap Shukla and MLA Dr Radha Mohan Das Agarwal have also been appointed as panna pramukhs for booth number 350 of Gorakhpur Sadar Assembly seat.
City BJP president Rajesh Gupta said, "Party office-bearers and also those in the government have been made panna pramukhs. This system was first experimented in Gujarat Assembly election and the results were good. After that, the panna pramukh system has been used in many other states and there too the party got success."
A senior party functionary said that the appointment of Yogi Adityanath as panna pramukh indicated that everyone in BJP was essentially a party worker and holding a senior position did not mean that he was above other workers.
The Chief Minister said jobs will be provided to youths of the State on merit basis.

The CM’s announcement comes over 10 days after the Uttar Pradesh Police Recruitment and Promotions Board (UPPRPB) issued a notification for direct recruitment for Civil and PAC (Provincial Armed Constabulary) Constables.
The online application process has started on January 22, 2018.
The selection process includes a written test, document verification and physical standard test and physical fitness test.
The application is invited from male applicants only for a total of 23,520 vacancies for Civil and 18,000 vacancies for PAC Constables.
The constable's death is the second such incident this month. On December 3, police inspector Subodh Kumar Singh was killed in Bulandshahr in western UP when he tried to stop a mob of right-wing activists and villagers from keeping cattle carcasses to block a road from where a large number of Muslims were to return after a religious congregation.
An official on Saturday said a police team was trying to manage traffic after Prime minister Narendra Modi's rally in Ghazipur. "Some supporters of Nishad entered into an argument with policemen trying to clear the road of vehicles," said a police source.
The workers hurled stones at the policemen and torched some vehicles. "While more policemen arrived to chase the mob away and detained a few of them, it was too late for Surendra Vats who bled to death after being hit in the head by a stone. The deceased was posted at Kareemuddinpur police station", the source said.
Chief Minister Yogi Adityanath has condoled the death of the policeman and has announced an ex-gratia of Rs 40 lakh to his widow, a government spokesman said.
"He has announced Rs 40-lakh compensation for the wife of the deceased and Rs 10 lakhs to his parents if alive", said the spokesman.
The Chief Minister has also announced "extraordinary pension for the wife of the deceased and government service for one person of his family".
He has also directed the District Magistrate and the Senior Superintendent of Police to take strict action against the unruly elements and immediately arrest them, the spokesman said.
Voter turn-out in the polls that began at 7 a.m., was less in the first two hours in both the constituencies, the officials said. The voting will end at 5 p.m.
Uttar Pradesh Chief Minister Yogi Adityanath cast his vote and flashed a victory sign after emerging out of a polling centre in Gorakhpur.
Adityanath, who vacated the Gorakhpur seat after his elevation as the Chief Minister, had held it since 1998. The Bharatiya Janata Party's (BJP) Upendra Dutt Shukla is in the fray for the seat this time.
Gorakhpur has 970 polling centres and 2,141 polling stations.
There are 19.49 lakh eligible voters including over 8 lakh women.
The Samajwadi Party (SP) has fielded Praveen Nishad in Gorakhpur. The Bahujan Samaj Party (BSP) and the Rashtriya Lok Dal (RLD) have extended their support to the SP candidate.
The Congress is fighting on its own and has named Surahita Kareem as its candidate.
In the Phulpur seat of Allahabad, which was represented by Deputy Chief Minister Keshav Prasad Maurya, has 793 polling centres and 2,059 polling stations.
Heavy security has been deployed in the constituency. A total of 19.63 lakh voters will decide the fate of 22 candidates.
The BJP has fielded Kaushlendra Singh Patel who is pitted against Nagendra Singh Patel of the SP.
The BSP here too is supporting the SP candidate.
The Congress has fielded Manish Mishra as its candidate.
As Prime Minister Narendra Modi spoke with Chief Minister Yogi Adityanath, in whose constituency the hospital is located, the opposition demanded the resignations of the state Health and Medical Education Ministers.
The Centre sent Minister of State for Health Anupriya Patel and Health Secretary C.K. Mishra to Gorakhpur and look into the lapses in the BRD Medical College, where the children, including in the neonatal ward, were said to have perished due to lack of oxygen supply.
Principal of the Baba Raghav Das Medical College R.K. Mishra was suspended for alleged negligence and callousness. Mishra later said he had already given his resignation, owing moral responsibility for the tragedy. Mishra has been asked to stay put as a committee had been formed to fix responsibility.
Announcing the suspension of Mishra, Singh asked the media not to jump to conclusions because a probe has been ordered. He said once the probe findings are out, strict action will be taken against the culprits. He claimed that no deaths had taken place due to lack of oxygen.
Meanwhile, addressing a public meeting in Allahabad, Adityanath said the deaths in his hometown were caused by filth and the scourge of open defecation.
"There are vector-borne diseases, such as encephalitis ...It is a tragedy that lives of young children have been snuffed out because we do not lead a clean and hygienic life," he said and reminded the crowd that the disease has been the bane of eastern Uttar Pradesh since 1978.
Singh, along with his cabinet colleague, Medical Education Minister Ashutosh Tandon, were sent by the Chief Minister on Saturday morning to the hospital. Singh said the Chief Minister had visited the hospital on July 9 and again on August 9 where many things were reviewed, but the shortage of oxygen or any payment issue was never discussed.
He said that in 2014 the number of deaths due to encephalitis was 19, in 2015 it was 22, and 19 in 2016. Singh explained that he was not trying to justify the deaths at the BRD hospital.
The Minister said they have gone through the oxygen gas supply issue and that after thorough scrutiny they were of the opinion that the deaths had not taken place due to lack of oxygen. He also said that if any disruption in oxygen supply comes to light in further probe, the guilty would be brought to book.
In more embarrassment for the state government, it has come to light that the staff of the Central Oxygen Pipeline Plant at the hospital - from where oxygen is piped to different wards - had written to the head of the paediatrics department warning them of dwindling oxygen stock.
They had forewarned that the shortage could hit the patients admitted in various wards, specially the children.
It appears that the warning fell on deaf ears and that no advance arrangements were made for the oxygen.
Meanwhile, Parveen Modi, owner of Pushpa Sales company, which used to supply oxygen to the BRD hospital, denied that his company had the tender to supply oxygen.
He told media persons that his contract with the hospital had ended in March and was not renewed. He said the contract of Pushpa Sales was ended and the contract given to a new firm from Allahabad - Imperial Gas, after the BJP government came to power this year.
Modi said that till date Rs 20 lakh payment was pending with the hospital and that he had supplied liquid oxygen on Friday too, after a request made by the Divisional Commissioner.
"I did so completely on humanitarian grounds," he said, and denied reports that he had disrupted the oxygen supply over non-payment of dues.
"I have supplied 200 cylinders after the request made by officials," he added.
"Dues exist, but we were not serving the hospital oxygen since March" he clarified.
The opposition tore into the Adityanath government over the deaths. Congress leader Ghulam Nabi Azad, who visited the hospital along with the party's state unit chief Raj Babbar said Adityanath should personally apologize for the tragedy.
The principal opposition in the state, Samajwadi Party (SP) questioned the Chief Minister's silence in the aftermath of the children's deaths in his parliamentary constituency and hometown, that has left the state stunned.
Samajwadi Party General Secretary Ram Gopal Yadav said it was very unfortunate that Adityanath has not uttered a word on such a "heart wrenching" tragedy.
"Gorakhpur where the children have died in such large numbers is the Chief Minister's constituency and hometown. He has been there several times after assuming the post. And in the past 24 hours he has sadly said nothing on the issue," he said.
Bahujan Samaj Party (BSP) supremo Mayawati also lashed out at the Adityanath government. She said the state government's callousness led to the tragedy and called for a high-level probe into the incident.
Mayawati said a three-member fact finding team from her party will visit the medical college.
The Aam Aadmi Party (AAP) has also questioned Adityanath's silence. "First the callousness and now the shameless silence. It's a pity that such indifferent people are ruling the state," AAP spokesman Vaibhav Maheshwari told IANS.
The Bharatiya Janata Party has, however, hit back at the opposition, accusing it of "indulging in politics" on such a serious issue.
The medical college has been receiving massive funds from the state to tackle encephalitis, especially after Adityanath became the Chief Minister.
Attendants and family members of the patients admitted here, however, claim that despite the funds, there were neither doctors, nor proper treatment, adequate medicines or oxygen supply at the medical college.
He said 17 children died in the neo-natal ward, 5 in AES (acute encephalitis syndrome) ward and 8 in the general ward.
An inquiry committee has been set up to ascertain the exact causes of the deaths and it has been asked to submit its report by tomorrow evening.
Action will be taken against those responsible, Rautela said.
He said seven deaths (neo-natal ward 3, AES ward 2 and general ward 2) were reported since last midnight, while the remaining 23 deaths (neo-natal 14, AES 3 and general 6) were reported since midnight of August 9-10.
To a specific question as to whether the casualties were due to shortage in supply of oxygen, Rautela said he found out from the doctors that no death occurred due to lack of oxygen.
He said alternative arrangements had been made from neighbouring Sant Kabir Nagar district to ensure availability of liquid oxygen for the hospital.
Asked whether the firm supplying oxygen had stopped doing so pending payment, he said part payment had been made to the company for supply of oxygen to the hospital.
Gorakhpur is the Lok Sabha constituency of Chief Minister Yogi Adityanath and the incident comes barely two days after his visit here.
He will launch the scheme from the Fertilizer Corporation of India ground by pressing a button to electronically transfer the first instalment of Rs 2,000 to selected farmers, a government statement said on Saturday.
Under the scheme, Rs 6,000 will be given per year to small and marginal farmer families having combined land holding/ownership of up to two hectares.
The amount will be given in three instalments of Rs 2,000 each and will be transferred directly to the bank accounts of beneficiaries through the direct benefit transfer (DBT) scheme.
The DBT will ensure transparency in the process and save time for farmers. The Scheme was introduced to augment the income of small and marginal farmers and is estimated to benefit over 12 crore farmers.
The Prime Minister will also distribute certificates to select farmers under the PM-KISAN scheme and interact with select beneficiaries of through video conferencing.
"The PM-KISAN scheme aims to supplement the financial needs of small and marginal farmers in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income at the end of each crop cycle. This would also protect them from falling in the clutches of moneylenders for meeting such expenses and ensure their continuance in farming activities," said the statement.
The PM-KISAN is a scheme with 100 per cent funding from the central government. It became effective on December 1, 2018 for transfer of benefit to eligible beneficiaries.
"The state governments and the UT administration will identify the farmer families, which are eligible for support as per scheme guidelines," it said.
The Prime Minister will also lay foundation stone and dedicate to nation, various development projects in Gorakhpur.
On Friday, Vinod Rai, 55, saw the girl and her 12-year-old sister playing in their house, Senior Superintendent of Police (SSP) Sunil Gupta said.
He told them that their father was calling them and the older girl sent her sister with him, Gupta said.
On Friday night, the Sikriganj Police was informed via the Dial-100 helpline that the girl had been abducted by Rai on a motorcycle, the official said.
The police arrested him and during interrogation he told them that he had dumped the girl's body in a mango orchard in his village.
Her body was recovered by the police, they said.
Rai was booked on charges of kidnapping, rape, murder and under the POCSO (Protection of Children from Sexual Offences) Act, the SSP said.
He has three children, including two daughter who are married. He was alone at home on the day of the incident as his wife and 19-year-old son were on a visit to Mumbai, the official said.

Intelligence and security agencies are making all possible attempts to trace these terrorists, but they have gone out of radar as of now. Sources said as security cover across the Line of Control has become virtually impenetrable with heavy deployment of forces, Pakistan is pushing terrorists through the porous Nepal border.
Out of seven, five terrorists have been identified as Mohammad Yakub, Abu Hamza, Mohammad Shahbaz, Nisar Ahmad and Mohammad Qaumi Chaudhary. They are still untraceable.
"These terrorists are getting logistic support from local contacts and are also in possession of heavy arms," said a source, adding it is still not clear where they would carry out attacks.
"Pakistan is so desperate to carry out terror attacks that they have now started sending terrorists through Nepal border," said a source, adding the security agencies are on high alert.
After the abrogation of Article 370 in Jammu and Kashmir, Pakistan has increased ceasefire violations across the LoC to push terrorists. Indian security forces, at many instances, have foiled their infiltration attempts in which many terrorists have been killed.
The forces have also spotted terrorists across forward locations of the border. Indian security forces, on the other hand, have also kept an eye on developments along forward border posts to foil any possible terror attacks.
There have been 950 incidents of ceasefire violations and 79 such violations along International Border in Jammu region during the last three months -- August to October 2019.
During the last three months, three police personnel have been martyred and seven injured.
Appropriate retaliation to the ceasefire violations has been carried out by Indian Army, said Minister of State in the Ministry of Defence Shripad Naik in Rajya Sabha on November 18.
The minister also said that the government has adopted a robust counter-infiltration strategy which has an appropriate mix of technology and human resource to check infiltration effectively. "Innovative troop deployment, proactive use of surveillance and monitoring devices and the anti-infiltration obstacle system have enhanced the ability to detect and intercept terrorists attempting to infiltrate," he said.
