They have been demanding 26-day work per month, Provident Fund and ESI facilities, government holiday and bonus.
The protest has been supported by Navanirman Yuva Chatra Sangathan.
Despite sitting on dharna for four days, they have allegedly been neglected and no assurances have been provided to them either from the Railway authorities or from the contractor.
“We have been sitting here for the last four days, but nobody either from the Railways or from the contractor has come to us to discuss our issues. We just need 26 days of work in a month and EPF and ESI for us,” said a protester.
Another protester said, “No Railway authority or the contractor has met us in these four days. The RPF personnel are forcing us to call off the dharna. But we will not buzz from here unless our demands are met.”
No comments could be received either from the third party vendor or from the Khordha Road Railway Division in this connection.
Recently, the sanitation workers under the Bhubaneswar Municipal Corporation staged a cease-work protest demanding salary hike.
They postponed their strike after the BMC Mayor assured them to comply with their demands.

According to a notification released by the East Coast Railway, Utkal Express will leave Puri station at 11.30 pm instead of 8.45 pm.
The train will start late from the source station due to late running of connecting trains, the East Coast Railway informed.
The ECoR further announced that Puri-Kamakhya Express (15639) from Puri will run on diverted route on 29 November for the safety related modernisation work at Andal Station in Asansol.
The Puri-Kamakhya Express will run via Kharagpur-Howrah-Bandel-Barddhaman- Rampurhat, the ECoR tweeted.
The issue was raked up on Sunday after Odisha Commerce and Transport Minister Tukuni Sahu wrote a letter to Union Railway Minister Ashwini Vaishnaw urging him to sanction new railway line between Bargarh and Nuapada via Padampur.
Following the letter, while Union Railway Minister Ashwini Vaishnaw replied to Sahu’s request, BJP’s MP from Bargarh Suresh Pujari reacted tersely terming Odisha’s BJD government as a party of liars in the country.
Replying to Sahu’s letter, Vaishnaw wrote that the onus lies with Odisha government as the State government's corporation, Odisha Railway Infrastructure Development Limited (ORIDL) has been entrusted with the project.
Citing Vaishnaw’s letter, BJP MP targeted the Odisha government on Monday. Addressing a press conference, Pujari said, “If a project is approved and placed in the blue book, it is certain that it will be undertaken. But to the Centre’s dismay, the Odisha government has not provided even an inch of land to the Railways to lay railway lines between Bargarh and Nuapada.”
If they are still asking the Centre to sanction the project, they are proving themselves as the biggest liar in the country.
The BJD was quick to reply to Pujari’s liar jab. BJD MP and Spokesperson, Sasmit Patra said, “There is a due process. First, a token is allocated by the Centre for the project, and then the project gets passed in the budget. Then only land allocation takes place. There isn’t a mention of Bargarh-Nuapada railway line even in the 2022-23 pink book. BJP should refrain from misleading the people of Padampur.”
Meanwhile, the voice of common man, the voters of Padampur has also gone louder for the railway project.
Union Minister Dharmendra Pradhan had announced 142 kms-long Bargarh-Nuapada railway project with a cost of Rs 2407 crore on December 15, 2018. On January 11, 2018, the East Coast Railway had informed the Railway Ministry about the break-up of the estimated cost for the project.
Then on March 22, 2021, the State government announced that it has in principle agreed to provide all the required land for the project free of cost and an additional grant of Rs 300 crore to make the project financially viable to be constructed by the ORIDL with Ministry of Railway’s approval. Then the Railway Ministry approved the project in-principle on December 31, 2021.
However, the project is yet to see the light of the day and it has made the locals question the intent of both the State and the Centre.
A local resident of Padampur, Radhaballabh Panigrahi said, “Padampur is such a sub-division that a man needs to travel 80 kms to get to Bolangir, Bargarh is 80 kms away, even Khariar Road is 80 kms. Railway line is a must to facilitate travelling in the area.”
Another businessman in Padampur, Sunil Kumar Agrawal made Odisha government responsible for the delay in the project. “The ball lies in Odisha government’s court. The sooner land acquisition is completed, it will be better for the project,” Agrawal said.

03230 Patna-Puri Special Express from Patna will leave at 0845hrs (08.45a.m.) on every Thursday from 27th October to 10th November 2022. In the return direction, 03229 Puri-Patna Special Express from Puri will leave at 1455hrs (02.55p.m.) on every Friday from 28th October to 11th November 2022.
As per ECoR, the services, scheduled stations and timings of the trains between Cuttack and Palasa from both directions will remain unchanged.
"With effect from (w.e.f.) July 20, 2022, 18443 Cuttack-Gunupur Express from Cuttack after arriving at Palasa will leave at 2225hrs (10.25pm) and will arrive at Gunupur at 0145hrs (01.45am) in the midnight," read a release.
In the return direction, 18444 Gunupur-Cuttack Express from Gunupur w.e.f. July 21, 2022 (Night of July 20) will leave at 0245hrs (02.45am) and will arrive at Palasa at 0555hrs (05.55am), it added.
Meanwhile, this train will have stoppages at Pundi, Routhpuram, Naupada, Tekkali, Peddasana, Temburu, Ganguvada, Patapatnam, Paralakhemundi, Sitapuram, Hadobhangi, Kashinagar, Lihuri, Bansadhara and Palasingi from both the directions.
According to a notification issued by ECoR, 08423/08424 Puri-Nuagaon Road-Puri Passenger Special will leave Puri at 1950hrs (07.50 pm) with effect from 20 July 2022 and from Nuagaon Road it will leave at 0810hrs (08.10 am) from 21 July 2022.
This train has five second class seating and two guard cum luggage vans in its composition. It has stoppages at Malatipatapur, Janakideipur, Sakhigopal, Birpurusottampur, Jenapur PH, Delang, Kanas Road, Motari, Haripur Gram, Khurda Road, Khurda Town, Begunia, Rajsunakhala, Bolagarh Town, Bolagarh Road, Nayagarh Town and Mahipur between Puri and Nuagaon Road.
Consequent upon the introduction of Puri-Nuagaon Road Passenger Special, it has also been decided to revise the timings of 08429 Bhubaneswar-Nuagaon Road Passenger Special with effect from 21 July 2022.
This train will leave from Bhubaneswar at 1020hrs (10.20 am) instead of 0925hrs (09.25 am) and will arrive at Nuagaon Road at 1300hrs (01.00 pm) instead of 1215hrs (12.15 pm). Timings for this train at scheduled Stations have also been revised.
However, in the return direction, the timings of 08430 Nuagaon Road-Bhubaneswar Passenger Special will remain unchanged.
The announcement was earlier made by Union Railway Minister Ashwini Vaishnaw on June 21 during his visit to Konark to attend the International Day of Yoga event.

It is pertinent to mention here that all the above-mentioned trains were cancelled in view of Covid19 protocols from 2019.
Now, the East Coast Railway has achieved 100% compliance of Linen Service on its originating Trains. This facility in all the 63 Trains originating from the East Coast Railway jurisdiction has been resumed. Linen services in trains were withdrawn to break the chain of Covid-19 infection.
Earlier, the Ministry had planned to run 205 special trains to and from Puri during Rath Yatra period for smooth travel and convenience of pilgrims.

It is also an effort to provide clean and eco-friendly travel and fulfilling the railway's commitment towards the Swachha Rail, Swachha Bharat campaign, it said, adding that installing bio-toilets in train converts the human waste into water and bio-gases with the help of bacteria.
Stating that this mechanism of bio-toilets is very helpful in sustainable management of solid waste, the ECoR has installed bio-toilets in 2089 conventional coaches and achieved 100 per cent bio-toilet fitment in all its coaches.
Installation of all the conventional coaches with bio-toilets in ECoR will not only help to maintain cleanliness by preventing discharge of human waste on railway tracks, but also protect tracks from corrosion. And, hence, it will reduce the maintenance cost of railway assets, and improve safety of train operation, it said.
East Coast Railway has also installed bacteria plants at Carriage Repair Workshop at Mancheswar and all its Coaching Depots at Bhubaneswar, Visakhapatnam, Puri and Sambalpur which are being used in the bio-toilets.
ECoR is also providing a soft flush system in bio-toilets for easy flushing of waste. Litter bins are also provided in each toilet fitted with bio-tanks to avoid dumping of waste into toilet pans. For awareness of passengers about proper use of bio-toilets, pictorial messages are displayed in coaches about Do(s) and Don't(s) activities, when using bio-toilets.
Starting from cleanliness drives to establish different pollution control activities, Environment and House Keeping Management (EnHM) wing has taken different measures to control the pollution and ensure a pollution free environment.
These activities include pollution control measures at railway sidings, automatic coach washing plants, effluent treatment plants, pole hanging twin dustbins, sewerage and water treatment plants, solid waste management measures, plastic bottle crushing machine, compost plant, sanitary pad incinerators, solar power plant, greenery development and green initiatives, waste to energy plants, rain water harvesting pits apart from bio-toilets.
During the period, East Coast Railway (ECoR) has loaded 200.50 MT of freight as against 173.82 MT carried in the corresponding period of last fiscal.
The ECoR has achieved this remarkable performance in just 320 days as against 360 days in the corresponding period of last fiscal.
This could be possible due to the outstanding performance of all the three Divisions of East Coast Railway - Khurda Road, Waltair and Sambalpur.
During the period, ECoR has loaded 113.35 MT of coal, 7.06 MT of raw material for steel plants, 18.46 MT of iron and steel, 27.22 MT of iron ore, 1.13 MT of cement, 2.56 MT of food grains, 5 MT of fertilizer, 2.34 MT of POL and 23.37 MT of freight loaded in containers and other cargo.
Major contributors of freight include Talcher, Paradip, Dhamra, Visakhapatnam, Gangavaram, Keonjhar, KK Line, steel plants, aluminium plants and from other places under the ECoR jurisdiction. Relentless round the clock close monitoring and outstanding supervision, dedicated and sincere work force brought this performance, the ECoR said in the statement.
During the period, 132.54 MT of freight was carried from Khurda Road Division, 57.21 MT of freight from Waltair Division and 10.73 MT of freight carried from Sambalpur Division.
Khurda Road Division of ECoR has utilised 9,452 wagons per day which is about 174 rakes per day. This division has also surpassed its last year annual loading performance of 131.36 MT. Similarly, Waltair and Sambalpur Division of ECoR have also performed better than previous year.
The East Coast Railway has earned Rs 19,884.3 crore which is 20 per cent more than the corresponding period of last fiscal.
During the current fiscal, ECoR is followed by South East Central Railway (SECR) with 182.0 MT and South Eastern Railway (SER) with 168.5 MT in freight loading.
Despite the challenges of the COVID-19 pandemic, slump in demand for export of iron ore, East Coast Railway has achieved this remarkable performance. Special focus was given to power houses during the coal crisis.
Apart from the above, ECoR had also run 44 numbers of Oxygen Special trains towards different destinations of the country to cover Oxygen crisis during Covid pandemic.
For passenger amenities, the rail budget has allocated Rs 301 cr as against Rs 429 crore in 2021-22. And in pursuance of a zero accident policy at the level crossings, a sum of Rs 21 crore has been sanctioned.
As per ECoR data, at least 42 persons were killed in the last 6-years at the unmanned level crossings in Odisha. Though EcoR has set the year 2020 to eliminate all unmanned level crossings in the State, work hampered owing to the pandemic, informed ECoR sources.

The trains will remain cancelled from February 1 to February 4, said the ECoR in an official release.
ECoR bound/originating & passing through trains that have been cancelled are as follows:
“East Coast Railway has decided to hold a Camp for careful listening of the complaints and suggestions of the aspirant candidates. Outreach camps at each Division and also one at Bhubaneswar have been opened where aspirant candidates can come and register their grievances which will be placed at the highest level for redressal of the grievances,” the ECoR said in a statement issued on January 27.
The ECoR said Railway Minister Ashwini Vaishnaw, after listening to the concerns of aspirants, has advised apex authorities of Railway Board and Zonal Railways to open High Power Committees to look into the concerns and doubts raised by the aspirants in regard to the results of 1st Stage Computer Based Test (CBT)-1, published on January 14 and 15, 2022.
Candidates have been given three weeks time up to February 16, 2022 to submit their grievances to the committee. They can lodge their concerns and suggestions to the committee at email id:rrbcommittee@railnet.gov.in.
“All Chairpersons of RRBs have also been directed to receive the grievances of candidates through their existing channels, compile these grievances and send the same to Committee,” the statement said.
The committee after examining these concerns will submit their recommendations by March 4, 2022. The panel will also go through the results of the 1st Stage CBT and methodology used for shortlisting candidates for 2nd Stage CBT and make recommendations.
“In view of above the 2nd Stage CBT of CEN 01/2019 (NTPC) beginning w.e.f. 15th February 2022 and 1st Stage CBT of CEN RRC 01/2019 beginning w.e.f. 23rd February stands postponed,” the ECoR added.
"In view of the exigencies related with the ensuing 3rd wave of COVID-I 9 pandemic, it has been decided to engage paramedical staff on contract basis, for Central Hospital, East Coast Railway, Bhubaneswar," the ECoR said in the notice.

The Kalinga Rail Heritage Museum at Chandrasekharpur was inaugurated by ECoR General Manager Vidya Bhushan on Saturday.
Efforts have been made to preserve the long and vibrant history of the railways, along with the rich heritage of the ECoR, an official statement said.
The aim of establishing the museum includes preserving the old railway equipment and boosting tourism, the ECoR said.
Old equipment, instruments, technology devices and models have also been preserved in this museum through an impressive display of artefacts, models and photographs.
In the indoor section, various documents, old manuals, railway maps, equipment and photographs from the early days of the railways have been put on display.
Various documentaries, postage stamps and logos have also been displayed.
The smart city project added further misery to the area. The Railway Station Multimodal Hub Project was initially planned in 2015 and it got government’s in-principle nod in 2016. It stipulated creation of transit-oriented smart development project that was envisaged as trigger for development of planned central business district for Bhubaneswar. There was to be a new terminal building for the Railway Station, a city bus terminal, public car park, dedicated pick up and drop off lanes for taxi, auto-rickshaws and other vehicles, innovative elements like theatre plaza, art plaza and children’s plaza along with food courts. The cost of design by Singapore-based firm Surbana Jurong was Rs 8 crore. While the Railways would lay two additional lines and one platform, the State Government would build the multimodal hub at an estimated Rs 840 crore under the Smart City project.
Indian Railways and the Odisha government signed a Memorandum of Understanding in September 2019 for the redevelopment of Bhubaneswar railway station. As per the agreement, the multi-modal transport hub was expected to be completed in 30 months providing a new terminal building for railway station, city bus terminal, public car parking and allied public utilities. Chief Minister Naveen Patnaik hailed it as a historic occasion and viewed it as one of the biggest milestones to transform Bhubaneswar railway station into a world class railway station with a multimodal hub. It would be the first transit-oriented smart development project with a blend of contemporary designs and traditional Kalinga architecture.
The project however didn’t move. In a working style that reminded of Muhammad bin Tughlaq, the executing agency of the smart city project only pulled down a few structures without any preparedness for placing better alternative facilities. The open space in front of the Railway Station is now an area of squalor and a zone of wilderness. Its state of neglect is offending. The National Flag on the high-mast close to the entrance of the station building is barely visible outside. That this unacceptable situation has been prevailing for some years around the main railway station of a city which hosts the headquarters of a Zonal Railway speaks volumes of insensitivity of both the state government and the Railways.
While the grand project of the smart city authorities for the area remained stuck, many railway stations in the country got transformed into world class facility. Rail Ministry reportedly has ongoing redevelopment work at 123 railway stations. Habibganj and Gandhinagar railway stations are envisioned to be the world’s first airport-like stations. A total of Rs 50,000 crore, according to present estimates will be required to renovate and redevelop these 123 railway stations. The renovation work has already started at Habibganj, Gwalior, Chhatrapati Shivaji Maharaj Terminus, Nagpur, Ajni, Safdarjung, New Delhi, Ayodhya, Gomti Nagar, Gandhinagar, Sabarmati, Tirupati, Nellore, Amritsar, Ernakulam, Dehradun and Puducherry stations.
The MoU was signed between the East Coast Railways and Bhubaneswar Development Authority (BDA) in September 2019, but tender for the project was not invited in two years. Besides, the State government’s approval of the proposed expenditure of Rs 840 crore wasn’t forthcoming. Time overrun led to cost overrun. Cost escalated to Rs 1,075 crore, yet no tangible progress was made. To avoid further delay, Railways decided to do the development of the railway portion on their own.
Chairman of the Railway Board during his visit to the railway station in October confirmed that the Railway Station would be developed into a World Class facility and Railways were coordinating with Bhubaneswar Development Authority. He also informed that Rail Land Development Authority (RLDA) will work out the Railway portion of the developmental work and rest of the work will be done by BDA. He assured that action was being taken to complete this work at the earliest.
This development notwithstanding, apprehensions still persist. The ability of the Smart City Authorities to arrange funds for over Rs 800 crore is extremely doubtful. Even if funds would be available, loan servicing would pose serious problem. Present economy of the city offers little opportunity for large-scale commercial space use. We need to keep the plan for seamless connectivity to commuters for better times and must finalise a feasible plan immediately.
Smart City component of the plan should be delinked from the programme of developing the Railway Station and this component be kept on hold. Railways should develop new lines and a new platform and build an adequate station building keeping future needs and Kalinga architecture in view. State government should make available adequate land up to the Janpath in front of the Railway Station to the Railways for developing a concourse. Railways should provide an air concourse connecting both sides of the railway station as well.
It remains a mystery that the New Bhubaneswar Railway Station has not yet been put to meaningful use. A full-fledged satellite station for Bhubaneswar is absolutely necessary. The city has expanded towards the north and the New Station should have better access and amenities without further delay.

Similarly, Tirupati- Bhubaneswar Special, Gunupur-Puri Special, Chennai-Puri Special, Palasa-Bhubaneswar Special, Tata-Visakhapatnam Special, Nanded-Sambalpur Special, Rayagada-Visakhapatnam Special, Bangalore-Bhubaneswar Prashanti Special and Yesvantpur-Bhubaneswar Special will remain cancelled for 27th September. In addition to this, it has been decided to cancel, divert, reschedule more pair of trains which are originating, terminating and passing through Khurda Road-Visakhapatnam Railway jurisdiction. Bhubaneswar-Jagadalpur Special & Bhubaneswar-Junagarh Road Special from Bhubaneswar and Rourkela-Gunupur Rajyarani Special from Rourkela have been cancelled on September 26. Similarly, Jagadalpur-Bhubaneswar Special from Jagadalpur, Junagarh Road-Bhubaneswar Special from Junagarh Road and Gunupur-Rourkela Rajyarani Special from Gunupur have been cancelled for the next day. Several other trains have been diverted and few others rescheduled in view of the prevailing situation.
The East Coast Railway has taken all necessary precautions and intensive and extensive patrolling in the areas likely to be affected are being ensured and monitored.

As per an official statement, free training for skill development will be provided to unemployed youths (in the age group of 18-35 years) having minimum qualification as matriculation passed under the RKVY scheme, an initiative of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
Candidates successfully completing the skill training will get certificates.
In Odisha, the skill development training will be provided at Carriage Repair Workshop at Mancheswar in Bhubaneswar and Electric Loco Shed at Angul. This apart, two other railway locations -Diesel Loco Shed Visakhapatnam and Electric Loco Shed Visakhapatnam- in Andhra Pradesh have been selected as training institutes.
"The training will be given on various trades like welding, electrician and fitter at these institutions with 20 slots at each location. The training will consist of 100 hours in three weeks and will continue till 2023 covering around 1200 candidates in Odisha, said Suratha Jani, Chief Electrical Engineer (Planning) East Coast Railway.
Addressing the skill training ceremony inauguration event at the aforementioned locations through a video link from New Delhi, Union Minister Vaishnaw said unemployed youths of this region can learn different skills and develop themselves for entrepreneurship or for jobs in different industries after getting skill development training from the training centres under the RKVYs.
Earlier in the day, commuters passing through the Matiapada level crossing on the Puri-Konark Siddha Mahavir Road had a narrow escape when the Puri-bound Tapaswini Express train crossed the level crossing while the gates were still open.
The incident occurred at around 7.25 AM today. To the dismay of many, the gates of the level crossing were not closed, but seeing the approaching train, commuters stopped on the both sides of the level crossing while the train passed through it, informed sources.
Soon after the incident was reported, ECoR initiated an inquiry into the incident and sought a report from officials concerned within 24 hours. Later in the day, ECoR sources informed that two persons have been suspended connection with the incident.
As protestors gathered and staged rail roko at different stations of the State, the ECoR cancelled the trains under its jurisdiction.

Later, 12893/12894 Bhubaneswar-Balangir-Bhubaneswar Inter City and 12074/12073 Bhubaneswar-Howrah-Bhubaneswar Jan Shatabdi Express were alllowed to run.
As per reports, a coal laden goods train passing through platform no-3 of the station came in contact with the GI sheets of the platform roof. As a result three GI sheets were ripped off while others were dislodged.
Panic spread among the passengers waiting at the platform following the loud noise during the mishap. However, no causalities have been reported, said sources.
Public Relations Officer (PRO) of East Coast Railway, Nirakar Das said "The platform No-3 was built quite a long time back and is lower in height. Therefore the overloaded train hit the roof of the platform resulting in the mishap. The train was immediately stopped by the authorities and not much damage was caused."
As the construction of Khurda Road-Balangir Railway line and doubling between Balangir and Deogaon Railway Stations under the Sambalpur Railway Division is on, some trains have been cancelled while a few train services will be partially affected, informed East Coast Railway.

Sambalpur-Koraput/Junagarh Road Passenger will remain cancelled from December 15 to 25.
Koraput/Junagarh Road-Sambalpur Passenger will remain cancelled from December 16 to 26.

Bilaspur-Titlagarh-Bilaspur Passenger via Jharsuguda and Sambalpur will run between Bilaspu and Sambalpur and will remain cancelled between Sambalpur and Titilagarh Stations from both the directions from December 16 to 25.
Similarly, Bhubaneswar-Balangir-Bhubaneswar Inter City Express will run between Bhubaneswar and Sambalpur and will remain cancelled between Sambalpur and Balangir from both the directions from December 20 to 25.
Infact, today itself people woke up to news of train derailments in Uttar Pradesh and Odisha. In Odisha it was a goods train that derailed on the Paradeep-Cuttack route of East Coast Railway near Banabihari-Gwalipur PH, while the incident in UP was a more serious one with three people killed and another 18 injured.
Some terrible train derailments throughout the year like Jagdalpur-Bhubaneswar Hirakhand Express killing 29 and the Kalinga-Utkal Express and Kaifiyat Express, claiming more than 20 lives in each case within a span of four days, raise questions about how much attention Indian Railways gives towards maintenance of tracks to avert accidents.
Not only that, the derailment of goods trains are becoming common these days. Although it doesn’t affect life but certainly affects train traffic on the route. Sixteen coaches of a goods train carrying fertilizer derailed near Nergundi station in Cuttack district in September which made headlines in Odisha.
Odishatv.in met a few passengers at Bhubaneswar railway station to know what they feel about passenger safety in Indian Railways. We asked them, what is important, safety of passengers or high speed bullet train?
“When we travel in the railways we don’t feel safe. Proper repairing of the tracks is necessary. First priority should be given to the safety of the passengers,” said Ashok.
When asked to choose between safety and modernization in Indian Railways, another passenger Bharat said, “What will happen with bullet train! It’s only for the upper class people. We need proper facilities and our safety while travelling.”
The railways connect our vast nation. But the passengers travelling from one part of India to another are not sure about their safety during the journey.

Overview
Indian Railways runs about 3500 reserved trains which include Gatiman Express, Rajdhani Express, Humsaafar Express, Tejas Express, Duronto Express, Antyodaya Express, Garib Rath Express, Shatabdi Express, Sampark Kranti Express, YUVA Express, Janshatabdi Express and other types of Express trains. This is in addition to about 4600 Passenger and 5000 EMU trains. The volume of passengers carried daily is about 2.22 million.
In addition, more than 36000 Special train trips were run during 2017-18 to clear extra rush and meet passenger demand. About 500 coaches were permanently augmented in about 300 trains to increase the carrying capacity.
III. Proliferation of new train services:
In the year 2017-18, 90 number of new services was introduced, 43 number of services were extended and increase in frequency of 9 number of services was done. In the current year upto 15.08.2018, 35 number of services have already been introduced, 28 number of services have been extended and increase in frequency of 5 number of services have been effected.
Till date, 23 Humsafar Express trains, 10 Antyodaya Express trains, 1 Tejas Express, 1 Uday Express which have already been introduced have been incorporated in the new Time Table. In addition, 1 Antyodaya Express train, 2 Tejas Express, 2 Uday Express trains still to be introduced have also been included.
After a review of lie over periods of rakes at destinations it was noticed that rake utilization can be further improved. The review revealed that rakes of trains that were having lie overs at the terminals can be utilized for providing new services, extending existing services and increase the frequency of some trains. Accordingly 24 new trains, 66 extension of trains and 4 increase in frequency of trains which have already been started using the lie over rakes have been incorporated in the new Time Table w.e.f. August 15, 2018.
IV. Replacement of conventional Passenger trains with MEMU/DEMU: The short distance passenger trains especially having reversal enroute are being replaced by Mainline Electric Multiple Units (MEMUs) & Diesel Electric Multiple Units (DEMUs). In the year 2017-18, 57 number of conventional passenger services have been replaced by MEMUs/DEMUs thereby increasing the overall mobility of the system. In the current year, 50 conventional services have already been replaced by MEMU/DEMU upto 15.08.2018 and 50 more conventional services are planned to be replaced by March 31, 2019.
Corridor blocks: To provide sufficient time for the maintenance of the fixed infrastructure like track structure, signalling gears, overhead equipments, it has been planned to ensure provision of fixed corridor blocks. Zonal Railways have incorporated traffic corridor blocks of 2.5 to 3 hours duration in the new Working Time Table w.e.f. August 15, 2018. In the WTT 2018, the duration of corridor blocks is about 292 hours more than the corridor blocks available in WTT 2017.
VI. Mega blocks: In addition, 4 to 5 hours mega block has also been worked out in different sections of each Division on one day of the week (preferably Sunday) to carry out major maintenance works. In these mega blocks, all maintenance works including civil, over head traction (OHE), signal & telecommunication will be undertaken by pooling of resources to achieve maximum output. This will not only improve the reliability of the assets but also enhance the passenger safety. Mega blocks on more than 95% sections in all the Divisions of Indian Railways have been incorporated in the new time table. The intimation of mega block planned for Sunday is to be conveyed to Railway Board by Tuesday. In case mega block is availed, Zonal Railways may allow 2 hours corridor block on 3 alternate days in the week.
Charting at booked speed: The charting of trains having MPS of 110 Kmph has been carried out at 105 Kmph to the extent possible to reflect actual running. This will further help in improving the punctuality of the trains. The Rajdhani, Shatabdi, Tejas, Gatimaan, Humsafar, Garibrath, Duronto & Antyodaya Express trains having MPS of 130 Kmph have however been charted at 130 kmph.
Efforts to improve punctuality of late running trains: A careful analysis of the reasons for loss of punctuality has been carried out for trains regularly running late and necessary changes in the time table have been incorporated to improve punctuality.
IX. Replacement of conventional rakes by LHB rakes: To provide more safe and comfortable journey the conventional rakes are being replaced by LHB rakes. In the year 2017-18, 49 number of conventional rakes have been replaced by LHB rakes. In the current financial year, 48 rakes have already been replaced by LHB rakes upto August 15, 2018 and 66 more rakes are planned to be replaced by March 31, 2019.
Rationalization of terminals: To avoid criss-cross movement at important stations, the terminals of important trains have been changed. In the current financial year, terminals of 23 number of trains have been shifted. 12 trains in NR, 5 trains in NCR, 1 trains in ECR, 1 train in NWR & 4 trains in SCR have been shifted.
XI. Bye passing of terminals to avoid reversal: To streamline the operations by avoiding reversal, 20 trains have been shifted to adjacent terminals. In the current financial year, the terminals of 4 trains in SECR, 7 trains in WCR, 2 trains in ECoR, 5 trains in SER & 2 trains in NCR have been shifted.
Launching of 6 LHSs in Sambalpur Division is a first of its kind not only in East Coast Railway, but also in the entire Indian Railways, it claimed.
When completion of one single LHS in a block of four hours is itself an achievement, setting up 6 LHSs within the same time frame was unheard of earlier, the statement claimed.
Though the mobile based App UTS ON MOBILE was launched in Bhubaneswar in May, the senior officials of the Railways organised a camp in Balasore to brief passengers about the App and its key features and uses.
Speaking on the App, Supan Datta, Chief Commercial Inspector, Shalimar informed, “The UTS ON MOBILE App was launched today in Balasore. With the help of this App, passengers can book Unreserved Tickets through Android and Windows Mobile.”
“This App has several benefits. First, if a passenger wants a ticket, then he/she can book it on road close to the Railway Station. They can avoid standing in the queue. And they can also spare themselves from changing or cancelling tickets,” he added.
“This Application will be a great relief to all passengers in East Coast Railway jurisdiction, who are mostly travelling on Unreserved Tickets. We don’t have to stand in queue anymore to get a ticket,” said a commuter.
Steps to Download App:
Passengers have to download UTS App from Google Play Store/Window Store/Apple Store and then register Mobile Number, Name, Date of Birth and Identity Proof, using Sign up option.
After successful registration, a 4-digit Password SMS will be sent to the Customer’s Mobile and R-Wallet will be created with Zero Balance. Passengers then need to recharge with a minimum balance of Rupees 100/- and maximum of Rupees 10,000/- in multiples of Rupees 100/- in the R-Wallet. They then have to book their unreserved tickets by logging in using User ID and Password to book single, return journey, Platform and Season Tickets.
As per reports, first two wheels of the engine had got derailed few kilometres away from Keutiguda Station in Rayagada district. Following which, a relief train was despatched from Rayagada railway station to bring the coaches back. The coaches was first brought to Singapur Road railway station and later to Rayagada station so that some people interested to stay in Rayagada or move to nearby places could find it useful.
In the meantime East Coast Railway (ECoR) workforce carried out the repair work on the tracks. ECoR officials also took care of the comfort of the passengers during the whole process by providing them free food and drinks at Singapur Road and Rayagada railway station.
Due to the derailment, many trains were cancelled and short terminated. The Rourkela-Koraput Express was also left stranded at Keutiguda which was later brought to Singapur. The rerailment process completed by 10:15 PM after which the Samaleshwari Express departed from Rayagada at 10:40 PM and Rourkela-Koraput Express departed from Singapur at 10:52 PM, said sources.

Members of Parliament of the Biju Janata Dal (BJD) led by Bhartruhari Mahatab today reiterated the state's demands in a meeting with Union Railway Minister Piyush Goyal.
After the meeting, Bolangir MP Kalikesh Narayan Singhdeo said, “The railway minister did not listen and turned down our demands. I think this will be a huge loss to Odisha. We are extremely disappointed to see this response from the Centre.”
Chief Minister Naveen Patnaik had on February 17 urged the Centre to consider one Railway zone for entire Odisha. As part of the proposal, the state government had requested the Centre to expand the jurisdiction of the ECoR by establishing three new railway divisions namely Rourkela-Jajpur, Jajpur-Keonjhar Road and Rayagada.

As part of the reorganization, the Chief Minister has also demanded the Union Ministry of Railways for creating three new railway divisions at Rourkela, Jajpur-Keonjhar Road and Rayagada under the ECoR to help the railways improve delivery of services.
"The expansion of ECoR has become a necessity in the light of the recent industrial projects coming up in Odisha to ensure better coordination and facilitation of bulk customers," Patnaik said in a letter to Union Railway Minister Piyush Goyal.
Pointing out that the reorganization will help meeting the ‘requirements of large and medium freight customers the aspirations of amenities for people and expedite project works’, Patnaik said it would help ‘create a lot of synergy and reduce barriers in coordination as well as mobility which is the major objective of the Railways today’.
This apart, the CM also opposed the Centre's move for setting up a new Railway Zone in Andhra Pradesh (AP) by taking out the existing Waltair Railway Division from the jurisdiction of ECoR.
Patnaik pointed out that a Committee of Senior Officers set up by the Railway Ministry in 2013-14 had rejected the proposal of dividing ECoR on grounds that creation of artificial barriers was impending growth of railways.
It is to be noted that Odisha succeeded in getting its first and the only existing railway zone, the ECoR in 2003 with 3 divisions namely Khurda Road, Sambalpur and Waltair under its jurisdiction with its headquarters at Bhubaneswar.
The up train 18107 will leave Rourkela every Sunday, Tuesday and Thursday with effective from February 4 whereas the down train 18108 will leave from Koraput every Monday, Wednesday and Friday with effective from February 5, the ECoR said in a media statement on Wednesday.
Services of the train were suspended on July 16, 2016 after a railway bridge on river Nagavali near Therubali in Rayagada district was washed away due to heavy flow of flood water.
After repair work on the bridge, a decision has been taken to resume the railway services, stated the ECoR.

Bhubaneswar: Six wagons of a goods train derailed between Dumuriput and Damanjodi stations in Koraput district last night following which route no 3 of Damanjodi yard has been blocked, East Coast Railway (ECoR) sources said. However, no injury or casualty has been reported.
Additional Divisional Railway Manager (ADRM) of Waltair Railway Division of ECoR zone along with safety officers of engineering, mechanical branches have rushed to the spot.
Relief train with crane reached the accident site from Visakhapatnam and Kirandul. Restoration work is in progress and is expected to be over by afternoon, ECoR sources said.
Following the derailment, Railways cancelled and diverted several trains under Waltair Railway Division of ECoR zone. The passenger trains which have been cancelled are Jagadalpur-Howrah Samaleswari Express, Koraput -Visakhapatnam passenger.

Cuttack-Puri passenger will remain cancelled between Cuttack & Khurda road and will originate from Khurda road instead of Cuttack
Similarly, free Wi-Fi services will be provided at Malatipatpur, Sakhigopal, Birapurusottampur, Delang, Motori, Retang, Mancheswar, Barang, Gopalpur Balikuda railway stations under ECoR’s jurisdiction in near future.
As per ECoR sources, the Railway Board had approved installation of Wi-Fi hotspots at 200 rural and remote stations through Universal Services Obligation Fund (USOF). Railtel is executing the project
ECoR General Manager Umesh Singh reviewed the progress of Wi-Fi services and advised concerned officials to expedite work of Wi-Fi services connection at small stations.

Free Wi-Fi services are already being provided at Bhubaneswar, Cuttack, Puri, Khurda, Berhampur, Jajpur Keonjhar Road, Bhadrak, Visakhapatnam, Vizianagram, Rayagada, Srikakulam, Palasa and Sambalpur railway stations.
However, the last date to submit application forms for aspirants of Andaman, Nicobar and Lakshadweep is January 2, 2018.
Candidates can apply either for a single post or may apply for both Group-C and Erstwhile Gr.D posts but there will be separate examinations conducted for the posts.

ELIGIBILITY:
For Group-C posts, a candidate should have passed 12th or its equivalent examination with not less than 50% aggregate marks. However, SC/ST/Ex-servicemen candidates are not required to possess 50% marks. (OR) The applicant should have passed the matriculation examination or its equivalent from a recognised Board and having ITI certificate for the posts in Technical Categories.
For erstwhile Group D posts, an applicant should have passed 10th standard from a recognized Board (OR) should have passed 10th Class with National Apprenticeship Certificate (NAC) granted by NCVT (OR) should be a 10th pass from recognized Board with ITI Certificate.
Scouting/Guiding Qualifications:
(1) A PresidentScout/ Guide/ Rover/Ranger OR Himalayan Wood Badge Holder in any section
(2) Should have been an active member of a Scouts organization for the last five years. The 'Certificate of Activeness' should be as per Annexure-'III'
(3) Should have attended two events at National Level OR All Indian Railways' level AND Two events at State Level.

Age Limit:
For Group-C posts- Applicants’ age should be between 18 and 28 years as on January 1, 2018. However, there is three and five years age relaxation for OBC and SC/ST candidates respectively.
Similarly for Erstwhile Gr.D posts, candidates’ age should be between 18 and 31 years. For OBC candidates, it is relaxable by three years where as SC/St candidates are given a relaxation of five years.
Selection Procedure:
The selection will purely be based on the written examination and further on Scouting Skill Assessment and marks on Certificates.
The written test will consist of 40 objective questions (40 marks) & one essay type question (10 marks) relating to Scouts and Guides Organization and its activities and General knowledge for Group-C and erstwhile Gr.D posts. The syllabus for this is mentioned in the notification. One-third marks will be deducted for every wrong answer. This apart, the Scouting Skill Assessment and Marks on Certificate will carry 10 and 40 marks respectively.

Application Fees:
General and OBC candidates should pay an application fee of Rs 500, while SC/ST, Ex-servicemen, PWDs, Women, Minorities and EBC candidates need to pay Rs 250, which will be refundable only in case the student appears for the examination.
Candidates should submit the application fee in the form of Demand Draft or Pay Order from any Nationalised Bank, or crossed Indian Postal Order from any Post Office (issued on or after the date of notification) drawn in favour of "Principal Financial Advisor, East Coast Railway, payable at Bhubaneswar".

A disciplinary action against the supervisor has been initiated with serving of a chargesheet by the authorities of Khurda Road division.

Earlier, the Orissa High Court judge had got down from the train at Berhampur station after facing severe inconvenience due to the pungent smell inside the A1 coach.

As per decision, three divisions –Khurda Road, Sambalpur and Waltair have been directed to launch special safety drive to keep a strict vigil on the safety of passengers.
Senior ECoR officials informed that carrying of inflammable objects like crackers, gas cylinders, acid, petrol, kerosene, etc., during train journey is a punishable offence under the Railway Act 1989 and the offender may get an imprisonment of up to 3 years.
The railways have also sought assistance from passengers if they find any one carrying inflammable items by reporting it to Railway staff including TTEs, Station Managers, Railway Protection Force (RPF) & Government Railway Police (GRP) personnel.
Passengers can call Help Line Number 182 to report any incident concerning crackers on train.
“Surprise checks will be carried out randomly in trains in this regard in case of any suspicious activity,” said a senior official.
According to a release issued by the ECoR, due to work on the foot over bridge at Patia halt, Cuttack-Paradeep-Cuttack passenger train has been cancelled from both the directions.
Besides, Bhubaneswar-Cuttack-Bhubaneswar passenger has been cancelled between Mancheswar and Cuttack from both directions.
Berhmapur-Cuttack Passenger will remain cancelled between Khurda Road and Cuttack whereas Cuttack-Puri Passenger has been cancelled between Cuttack and Khurda Road, the media release added.
Bhubaneswar-New Delhi Rajdhani Express will be halted enroute for 15 minutes while Puri-Cuttack Passenger will be controlled at Mancheswar for one hour and 45 minutes.
Puri-Santragachhi Passenger will be controlled enroute suitably for 15 minutes, the release stated.
The foot over bridge work at the Patia halt will be carried out from 8.05 am to 12.05 pm on Sunday.
ECoR General Manager Umesh Singh felicitated loco pilot B Jagadeesh and assistant loco pilot KV Krishna of Chhattisgarh’s Bacheli station with cash awards in acknowledgement of their alertness, sincerity and prompt action to prevent the mishap.
In a press release today, ECoR said while performing duties on July 30 in a goods train from Jagadalpur to Koraput, both the pilots observed some fish plates & coil spring kept on the track by miscreants at Khadapa Station Yard in Koraput District.

They instantaneously stopped the train and averted a possible major disaster and loss to railway property. Soon after they reported the matter, three fish plates and one coil spring were removed from the railway track for train operations.
A notification from the ECoR said the weekly train from Puri to Habibganj will remain cancelled tomorrow (August 9) due to operational reasons. Also, the mail which was to leave Habibganj at 7.20 AM has been cancelled for today.
Earlier, the train was scheduled to run from Habibganj on every Tuesday between August 8 and 22 and from Puri on every Wednesday between August 9 and 23.
With its cancellation this week, the special train will leave Habibganj on August 15 and 22 and from Puri on August 16 and 23.
Passengers can now opt out of the catering facility offered by IRCTC while booking their tickets which will reduce the cost of their tickets. However, passengers can’t change their option during the journey once they opt out.
Passengers will now be required to mandatorily exercise either of the options at the time of the booking of ticket so as to enable them to be aware of this scheme. Accordingly, catering service will be excluded or included after the mandatory option is exercised by the passengers.
It is worth mentioning that no partial catering service will be provided to passengers under this scheme, thus the option shall include/exclude complete catering service between pairs of stations.
This scheme has been implemented on a trial basis for six months, effective from August 1, and subjected to mid-term review after three months.
Meanwhile, for those who have booked tickets by these trains prior to August 1, catering service will be a part of the ticket fare.
Trains have been directed to follow strict rules while running on bridge no- 588 between Therubali and Singapur Road which was badly affected due to heavy flow of flood water in the Nagavali River. Officials have been asked to restrict speed limit to 10km per hour over the repaired bridge.
One bridge is lying damaged and the other one has just been made fit enough to run with highly restricted speed.
East Coast General Manager Umesh Singh who camped at the repair site reviewed resumption of train services after the first engine trial on the repaired bridge.
Normal train traffic has not been commenced due to a number of trains being cancelled or diverted to avoid undue pressure on the traffic and pose danger to the under-construction bridges. Only some important trains will resume service.
As many as 11 trains including Rourkela – Koraput, Sambalpur – Nanded, Durg-Visakhapatnam, Sambalpur - Koraput, Bilaspur - Tirupati express were cancelled while six trains including Sambalpur-Rayagada, Howrah-Jagadalpur Samaleswari Express were diverted on July 16, following heavy rains and flood.
General Manger of East Coast Railway Umesh Singh informed this at a Press Meet today. As part of security measures, 1200 railway protection force and government railway police will be deployed while 60 CCTV cameras, special dog squad, and for the first time two drones will keep eye on Puri Railway Station, Singh said.
He further added, 60 additional ticket counters will be set up to facilitate passengers at Puri including 24 counters at Cuttack, Berhampur, Khallikote, Balugaon, Bhadrak, Jajpur-Keonjhar Road and Paradip stations.
Similarly, passengers will get benefit of good quality subsidised Janata meal and clean drinking water at only Rs 15.
In view of the Rath Yatra, additional buses will also be pressed into service to and from Puri.
As per official sources, the movement of trains between Chundagagarh and Barang stations would be cancelled in view of the proposed track doubling work.
Besides, the timing of several express and passenger trains have also been rescheduled and would be cancelled for taking up the third line work between Bhubaneswar New and Mancheswar stations from June 15 to 23.
