Terming it God's punishment, the survivor told mediapersons that she is waiting for the court to punish him.
Nagesh, aka acid Naga, is presently undergoing treatment in a prison hospital.
"My life has become very hard. I need multiple surgeries, and have to keep visiting hospitals. God has punished him but am not happy with it. Awaiting the court's verdict as he deserves harsher punishment," she said.
Karnataka police had already submitted a 770-page charge-sheet to the court in connection with the acid attack case.
Attacker Nagesh, who was waiting in an auto near the workplace of the girl in Sunkadakatte in Bengaluru, had chased and poured acid on her.
The girl sustained 35 per cent burn injuries. The police said that the accused studied in the same school with the victim in SSLC (Class 10). He turned into a spurned lover and after outright rejection from the girl, had attacked her.
Names of as many as 92 witnesses have been mentioned in the charge sheet submitted to the 13th Additional Chief Metropolitan Magistrate (ACMM) court. The investigators had also submitted statements of 2 eye witnesses taken under IPC Section 164.
Ten special teams were formed to nab the acid attacker, as pressure mounted from all quarters over delay in making his arrest. Finally, after 16 days, Kamakshipalya police nabbed him in Tiruvannamalai city.
Nagesh had gone missing since April 28 and managed to give police the slip by disguising himself as a religious seer in a saffron outfit. The cops also went to the ashram as devotees and managed to get clues about him and finally nabbed him.
When he tried to escape after being nabbed, the police shot him in the leg.
The victim identified as Rina Sahu (36) was busy doing household chores at her village Nuapatna under Tigiria police station when some miscreants threw a bottle full of acid at her before fleeing the spot.
Rina reportedly sustained serious burn injuries in the attack with about 50 per cent of her body wounded.
She was immediately rushed to Tigiria Community Health Centre and later shifted SCB Medical College and Hospital.
As her condition worsened, she was shifted to surgery unit of the hospital for emergency operation and care.
According to reports, the victim had brought Rs 8 lakh from the miscreants as loan and had been repaying Rs 20,000 as monthly interest for last five years. However, the lenders recently demanded her to repay Rs 30 lakh with interest.
An apparently shocked Rina brought the matter to the knowledge of local police and also filed a complaint in this regard against the persons.
However, no one paid heed to her complaint and ensured her safety.
Rina alleged that miscreants have been targeting her for last eight days.
"I went to Tigiria police station, local tehsildar and office of Deputy Superintedent of Police one after the other seeking protection for myself. They assured me to ensure safety, but did not keep their words. Today I was busy cleaning my house for my new tenants who were supposed to come for staying when two miscreants came and threw acid on me," said the victim.
Rina further stated “The miscreants said ‘we are leaving evidence for you and now it’s your turn to prove us guilty’. They had earlier assaulted me and taken away dressing table, dining sets and a bed from my shop. My husband works as a goldsmith in Puri.”
Police are yet to nab the miscreants.
As per reports, the youth identified as Partha Sarathi Jena was attacked with acid by miscreants while he was on his way to Chhenapadi market to purchase medicines for his father. The miscreants intercepted him on the road and threw acid on him.
The youth managed to escape from the place after the attack and ran for his life. He hid himself and contacted his family members and local residents for help.
Jena was rushed to district headquarters hospital in an ambulance. He suffered severe burns in his eyes and face. As his condition deteriorated, he was referred to SCB Medical College and Hospital in Cuttack.
The victim alleged involvement of his elder brother and sister-in-law in the incident.
“My brother and sister-in-law tricked me and took me to a cremation ground where they attacked me with acid. They attacked me over several issues which includes property dispute, liquor trading as well as political enmity. They took away my motorcycle as I ran away from the place,” said Jena.
It was alleged that Jena was attacked with acid as he raised his voice against liquor trading in the locality.
As per reports, a heated altercation broke out between two brothers and it took an ugly turn when the older sibling allegedly hurled acid at his younger brother in the heat of the moment. When neighbours tried to intervene, the irate brother allegedly also threw acid on them, injuring three others in the process.
The injured have been identified as Manoj Soni, Geeta Debi, Gundu Bhoi and Pinku Sharma.
According to sources, Pawan Soni and his younger brother Manoj Soni, residents of Nuapada village, had not been in good terms over some family issues. They picked up a quarrel on Saturday. In a fit of rage, Pawan allegedly threw acid on Manoj from a bottle, injuring him severely.
Meanwhile, some neighbours intervened and rescue Manoj. In the process, Geeta Debi, Gundu Bhoi and Pinku Sharma also had the corrosive liquid thrown on them. Pawn too suffered injuries. The five persons were immediately rushed to Bargarh Town hospital. Later, they were shifted to VIMSAR in Burla of Sambalpur district after their condition deteriorated.
Rina Bhoi, wife of Gundu Bhoi, said the only fault of her husband was that he had tried to dissuade the brothers from quarrelling. “The acid splashed by Pawan also fell on my husband, leaving him seriously burnt,” she added.
A neighbor, Rekha Kahir, said the situation would have been different if children were on the spot.
In a similar incident that took place at Gulunda village under Binika police limits in Subarnapur district on December 2, two persons suffered burn injuries after they threw acid at each other. Bikram Haripal and Brundaban Chhatria, who worked as painters, engaged in a verbal duel over a minor issue like putty work. The scene turned ugly after they threw acid at each other. They are still battling for life at VIMSAR in Burla. In this connection, police had arrested two other persons and forwarded them to a court.
The rising number of cases of acid attack in the State has been a great cause of concern. As per the government records, between 2013 and 2021, as many as 67 cases of acid attack on women were registered and 68 persons were arrested. However, from today’s incident at Bargarh and the incident that occurred in Subarnapur district on December 2, it can be ascertained that the use of acid is no longer restricted to harm women.
The legal provisions preventing storing and selling acid notwithstanding, a variety of this lethal liquid meant for daily use in houses is easily available in open market. People misusing it to cause harm to others have been a cause of headache for the State.
DCP Bhubaneswar, Umashankar Dash said that Rout had splashed acid on his wife following a scuffle on August 11. Later, top evade arrest he went to Gujarat where he picked up odd jobs to eke out a living. He said Rout, who hails from Nimapara in Puri district, was nabbed from Gujarat following a detailed investigation by Dhauli police.
Preliminary investigation reveals that both the accused and the victim were into a relationship and later got married before a notary. “However, Rout was reluctant to take the victim to his home and would make excuses,” said Dash.
On the day of incident, Rout had called the victim to visit Dhauli. The victim went to the place along with a friend. Following a tiff, the accused allegedly threw acid on her and ran away.
“The Commissionerate Police took the case with all seriousness. After conducting raids at multiple locations, we got credible inputs on the location of the accused who was subsequently arrested from Gujarat. The accused has been booked under IPC Section 326 (A) under which he could be handed down 10 years jail term or life imprisonment which is equivalent to the quantum of punishment in a murder case, as per the amended law,” said Dash.
Dash further said that the remnants of acid from the bottle used by the accused have been sent for examination and further investigation into the case is underway.
As per reports, a woman living in the area has been opposing her husband’s extra marital relationship with another woman due to which both used to engage in frequent quarrels.
A woman waiting for her husband at Bondamunda Railway Station was standing nearby the couple when the wife of the man suddenly threw acid at her on suspicion that she was her husband’s lover.
Critically injured, the victim was rushed to the Rourkela Government Hospital.This apart, another person standing beside them was also sustained injuries during the incident.
Asked about the incident, the victim said that she had no idea about the reason behind it. “I don’t know the woman who threw acid at me when I was waiting for my husband near the parking lot of the station.”
However, the attacking woman said “I thought that she was the lover of my husband and irate over the matter, I threw acid at her.”
Meanwhile, police have detained the accused and are questioning her to elicit information about the reason behind her attack.
"While the woman was trying to throw acid on her husband, it accidenatly fell on another woman. We have launched an investigation into the matter," IIC of Plantsite Police Station Upendra Kumar Pradhan said.

Braving hardships, the survivors of acid attack walked the ramp to raise money for education of girls from poor families who dropped out of their schools midway because of financial constraints. According to the organizers, this fund-raiser event was organised as a part of Parichay's most important project Alakananda Scholarship Programme.
"It is our one of the signature events to raise funds. The survivors are true fighters and have set an example. If they can raise funds then common people should come forward to support this noble cause," informed founder of Parichay foundation, Rosalin Patsani Mishra.
Eight survivors of acid attacks including Odia girl Padmini Roul walked the ramp during the fashion show along with some well known personalities from the state which included film actor Bijay Mohanty and transgender activist Meera Parida. Bollywood actress Tisca Chopra was the show stopper at the fashion show.
Speaking to odishatv.in, Chopra said, "I am deeply delighted to come here. I support these young girls and also support the great cause undertaken by the organisers. I am very inspired to come and walk with the survivors. I will learn a lot from them about life."
An acid attack survivor from Agra, Rukkaia Khatun said, "The organisers invited us to come here and we are delighted to help the unprivileged girls to study and go forward in life. We have done many programmes like this before. I am glad to come so far from my city to Bhubaneswar."
The Alakananda Scholarship Programme which started last year adopted 59 underprivileged girls in the first batch and now has identified 60 more girls in the second phase.

Based on preliminary investigation, the Sahadevkhuta police confirmed that the woman received injuries while trying to set afire an insurance company office. However, the reason behind such an attempt by her is yet to be known. Meanwhile, police is trying to establish the exact reason behind the false "acid attack" allegation by the family.
Notably, the woman's family yesterday registered a complaint with the police alleging that she was attacked with acid by two bike borne men at Police Line Chhak under Sahadevkhunta police limits in Balasore town. The two masked-youths fled the spot after committing the crime, read the complaint filed by the woman's Uncle.
The injured woman, is currently undergoing treatment at the SCB Medical College and Hospital in Cuttack. She has received burn injuries on her face, chest and hands, said reports.

'STOP-A-THON' event was organised by two social organisations- A New Hope and Institute for Social Development.
"We also aim to keep a track of the women who have suffered acid attacks, provide security and rehabilitate them. Among the 59 women, 11 acid attack survivors who have come forward will be provided houses in the first phase so that they can lead their life with dignity. Their medical expenditure will be borne by the Government," added the W&CD Minister.
The marathon was organised to recognize the acid attack survivors across the State and create a rehabilitation centre where they can be provided with financial support, legal and mental support.
The objective of the event was to bring people together to inform them about the increasing rate of acid attack incidents and their impact on the lives of survivors.
"We have a database of 59 acid attack cases from across the State so far. However, we cannot say that the crime can be contained fully and the number won't increase to 60 cases. But we can at least try to bring in a change by creating awareness against the crime. Though 13 acid attack cases were reported last year, we have the data of only two cases while information about 11 cases is not available with us"

A zumba dance session, performance by Odissi dancers and other cultural performances kept the audience and participants on their feet during the event. An interactive session with the acid attack survivors was also organised during the event.
With the help of Crime Branch experts, a three-member team of the Berhampur police nabbed Niranjan Pradhan, who was working as a delivery boy there by changing his identity. Sources said emails and WhatsApp messages of Niranjan were tracked and police managed to trace his whereabouts.
Minati Kumari Pradhan, a student of third year Diploma in Medical Laboratory Technology (DMLT), was attacked with acid on the campus on November 16, 2017. Minati, a resident of Barida village under Kabisuryanagar Police Station, was standing near the girls' common room of the college, when Niranjan allegedly threw acid on her and fled. He was absconding since then.
It is alleged that Minati's husband attacked her with acid over some family dispute. Earlier, Minati's father had stated that the relationship between the couple was strained.
According to information, one, Manas Kumar Swain of Olanga village of Kakatpur in Puri district had married to the daughter of Santilata and Banamali Samal of Bhaliapatna.
On Friday night, Manas had an altercation with his mother-in-law Santilata and in a fit of rage threw acid on her and fled the spot. While Santilata was critically injured, Manas's 1-yr-old daughter also sustained injuries.
Both the victims were rushed to Manijanga CHC and later shifted to SCB Medical in Cuttack after their condition worsened.
Sources said, Manas had a quarrel with his wife after which she was staying at her paternal house. According to sources, while Manas was trying to bring her back, his mother-in-law Santilata was opposing the move.
Meanwhile, police have registered a case and seized the acid bottle used by the assailant.
“Every attempt are being made to nab the accused. A case has been registered against him and we are sure that we will be able to nab him,” Tirtol SDPO Shiv Charan Mallick said.
"My husband has been torturing me mentally and physically. He has threatened to kill me several times," said a woman from Berhampur who was attacked with acid by her husband.
Her kin alleged that the accused is roaming free at the behest of police and continues to threaten the victim.
"Police have set him free. We are living in a state of fear as they have threatened to kill my daughter and other family members," mother of the Berhampur victim said.
Similar allegation has been brought by the family of another acid attack survivor from Kalahandi. They claimed that the accused continues to threaten the victim and police are acting as mute spectators. "We have lodged a complaint against the accused who threw acid on my daughter. He has already spoiled her life. Now, he is threatening to kill my younger daughter. We are helpless," father of the Kalahandi acid attack survivor said.
Meanwhile, Police claims that measures are being taken to rehabilitate the survivors and punish the guilty. "We are mulling to treat the incidents as Red Flag cases so that the accused can be convicted in court. Measures are also being taken to rehabilitate the victims as per the comprehensive policy -2017 of the State government," IG Asit Panigrahi said.
According to reports, the girl has been critically injured after a youth allegedly threw acid suspectedly over unrequited love at Kalampur under Dharamgarh block in the district here on Monday.

The incident occurred when the victim of Khandidangari village was on her way to attend computer classes at a private coaching centre at Kalampur at around 8 am today.
The youth Parshuram Majhi reportedly stopped the victim near Bankapalla chhak and allegedly threw acid on her.
The girl was then rescued by a group of local villagers and admitted to the hospital with injuries on face and hands. Her condition is said to be critical. The family, meanwhile, has lodged a complaint in connection with the incident while the youth is absconding.
Condemning the acid attack, BJD's Kendrapara MP Baijayant Panda demanded for stern action against the accused so that such incidents do not recur.

Santosh, an Indian Army Jawan posted at Kupwara in Jammu and Kashmir, was arrested by a special team of Jagatsinghpur police from Kolkata.
Apart from Santosh, police have also arrested his associate Biswajit Dalsinghray from Nayagarh.
Biswajit had assisted Santosh in execution of the acid attack on Pramodini at Tirtol over a suspected one-sided love affair, some eight years back.
Sources said, Pramodini was 16-years-old when the prime accused Santosh threw acid on her when she was returning to her uncle’s house on April 18, 2009.

Following the incident, Pramodini underwent treatment and series of surgeries at SCB Medical College and Hospital for long. But she lost her eyesight in the acid attack.
Though Pramodini’s family moved from pillar to post to seek justice and arrest of the prime accused, police had earlier failed to nab him.
The case was even closed in 2012 citing ‘No Clue’. However, after getting concrete intelligence and evidence, Jagatsinghpur district police had moved court for reopening the case in August 2017.
Acting on a tip-off, a police team had visited Kupwara in Jammu and Kashmir where the prime accused Santosh was posted. But he had reportedly left Kashmir and was hiding in Kolkata.
Following his arrest, Santosh has been brought to Odisha and would be taken on remand after he is produced before court today.
The incident occurred at around 10.30 am this morning when the girl, Minati Kumari Pradhan, a resident of Barida village under Kabisuryanagar Police Station was on way to attend her class. Suddenly, her husband, who was waiting near the class, allegedly threw acid on her and fled.
In the attack, Minati has suffered burns in her chest, face and her left eye has been severely affected, hospital sources said.
As per her father Bipin Pradhan's allegations, though Minati got married six months back on May 7, the relationship between the couple was not good.
"My daughter told me that her husband is behind the acid attack. Since her marriage, she was tortured and we also lodged a complaint at the Mahila Police station two months back,” said Bipin.
The girl was immediately rushed to the casualty ward of the hospital where reportedly a team of senior doctors are treating her.
Principal of MKCG College further said that, if necessary, she will be shifted to SCB Medical in Cuttack for further treatment.
Meanwhile, latest sources claimed that the student’s condition is stable. However, the details about the severity of injuries can only be ascertained after the team of doctors treating her speak about it, sources said.

The woman was admitted to Balasore district headquarters hospital in critical condition.
As per the complaint, the mother-in-law and husband of the victim had been reportedly torturing her both physically and mentally since her marriage demanding more dowry.
On Monday, the victim's husband beat her over dowry after which she asked her parents to lodge a complaint with police. Irked over this, the mother-in-law threw acid on her, following which she sustained burn injuries on her stomach and waist. Getting information, the parents of the victim rushed her to the Jaleswarpur hospital and later shifted to Balasore district headquarters hospital (DHH).
According to the complainant, a student of the same institute had developed a one-sided affair with her and was forcing her to accept him. After repeated rejections, the girl said, she was allegedly beaten up by the boy time and again. Though she wanted to complain, she could only muster courage to speak it out to her parents. ‘’It was only after another girlfriend of the boy, asking me to bow down to the demands of the boy, beat me up in full public glare on campus yesterday that my family members reached here and took me to the principal. Even though I told the principal about the incident, no steps were taken,’’ the complainant said.
After the girls’ family reached the campus today that the boy apologized to her. ‘’The boy has been harassing my sister since the past one month. We tried to pacify the boy even through talking to her family but it seems, he never wanted to mend his ways,’’ said the brother of the complainant.
Principal of the College, Brajendra Narayan Routray who was was apprised of the matter yesterday said, ‘’ Only when she files a written complaint, we will form a committee to inquire into the matter and take action accordingly.”
Later in the evening, the Chandrasekharpur Police arrested the accused boy based on the complaint filed by the girl.
Pramodini was 16-years-old when a youth Santosh Bedanta had allegedly threw acid on her on April 18, 2009. Though the victim’s family had lodged a complaint, police is still clueless about the miscreant responsible for the acid attack.
The victim was then a student of Adikabi Saraladas Mahavidyala when a youth Santosh threw acid on her over an one-sided love affair.
“I was returning to my uncle’s house, when the youth came in a motorcycle and threw acid on me to take revenge as I had slapped him for making undue advances,” said Pramodini.
Following the incident, Pramodini underwent treatment at SCB Medical College and Hospital for long. But she lost her eyesight in the acid attack.
“The accused used to make phone calls, use slangs and threaten of dire consequences, “said Pramodini’s mother, Kabita Roul.
After the matter resurfaced, Bhadrak police informed that based on the complaint filed by the victim at Tirtol police station, a raid was conducted yesterday on the address of the accused mentioned in the FIR.
“We had conducted a raid yesterday but could not find anyone as per the name and address mentioned in the complaint, “said Inspector-in-charge of Bhadrak Town police station, Jadumani Jena.
Victim Hadibandhu Naik narrowly escaped as his was covered with blanket. The incident took place when he was asleep at night. He sustained minor injuries on his face.
He has been admitted to district headquarters hospital in Baripada. The miscreant managed to escape from the spot after committing the crime.
After getting information, the police personnel reached the spot and have started their investigation. Political enmity is suspected to be the reason behind the incident.
The incident occurred late last night, when Panchami’s husband poured acid on her while she was asleep.
Panchami was rushed to the community health centre and was later shifted to district headquarters hospital in Phulbani.
Sahoo is an associate of the main accused-Lipun Bisoyee- who was arrested by Badagada police on Sunday.
Police said critically injured Mamuni Bisoyee is undergoing treatment at MKCG medical College and Hospital here. She has sustained about 50 per cent burn injuries on her body including her face, chest and hands.
"Her (Mamuni) statement has been recorded. Two accused were arrested as per the statement of the victim's mother. Police are investigating the case," Berhampur sub-collector Laxmikant Sethi said.
At least three persons came on a motor bike to the house of the girl on Saturday night and threw acid on her when her family members were asleep. Police suspected the case as an outcome of love affairs.
Meanwhile mother of the acid attack survivor said the main accused had threatened to end Mamuni's life if she marries elsewhere. She demanded capital punishment for the accused.
"He (Lipun) should be hanged," she stated.
The arrested has been identified as Lipun Bisoyee.
According to reports, three miscreants entered the house of the minor girl Mamuni Bisoyee at Gangpur village under Badagada police station limits late on Saturday night while she was sleeping, and threw acid on her body. The miscreants, after the incident, fled the area.
As the girl shouted for help, the family members rushed to her room and immediately admitted to MKCG Medical College and Hospital in Berhampur.
Later, acting on the complaint of the family members, Badagada police began investigation and nabbed Lipun.
Narrating the incident, Prakash Swain, uncle of the victim, said the miscreants in the late night entered into the room where my niece Mamuni, her mother, younger sister and grandmother were sleeping. As the room was dark, they put the torchlight on the face of all the members and poured acid on the body of Mamuni and ran away.
Talking to media persons at the MKCG Hospital, Mamuni said she could not recognise the miscreants as they ran away after pouring acid on her body. “There are 2-3 persons involved in this incident. I request the police to arrest them immediately”, she said while sobbing.
Asked about the details, the victim said she was in love with a youth Tofan of her village who was willing to marry her. “But his family members rejected his proposal and got him married to other woman. But his wife, aware of my relationship with Tofan, had engaged Lipun and his associates to eliminate me as she apprehended that he will continue his relationship with me after the marriage”, she added.
Pandav Bisoyee, father of the victim said Tofan had proposed to marry his daughter. “But I told him that the marriage can be possible only if his parents will agree to the proposal”, he added.
As informed by the doctors at the MKCG hospital, the victim has sustained about 50 burn injuries on her body including her face, chest and both the hands.
Additional SP, Ganjam, Gupta Mahakud said preliminary investigation has revealed that the incident is the outcome of a love affair. “As per the statement given by the victim to the police, Lipun and his three associates had threatened the victim earlier. Police has registered a case in this connection. We are on the lookout of the three associates of Lipun. We will arrest them very soon and forward them to the court", he added.
According to sources, the incident took place when the wife of Sura Behera, the main accused of the crime, asked him to take his daughter to hospital as she was ill.
In a fit of rage, Behera threw acid at the family members in which seven members of the family sustained burn injuries.
All the injured persons were rushed to Capital Hospital and are undergoing treatment there, the sources added.
Family dispute is suspected to be behind the heinous crime as Behera allegedly has mulitple extra marital affairs. He has affairs with his sister-in-law and a woman residing in the slum, sources said.
Meanwhile, police have arrested Behera for committing the heinous crime and are interrogating him to find out the details of the case.
The police were called to Stratford Centre at 8 p.m. on Saturday following an "altercation" between two groups of males where a noxious substance was thrown, reports the BBC.
The injuries were "not life threatening or life changing", the London Ambulance Service said.
Out of the six injured, three were taken to a hospital.
A 15-year-old boy has been arrested on suspicion of grievous bodily harm.
Those reported injured were believed to be in a number of different locations, sparking initial fears that people had been sprayed at random.
A Met Police official said: "I would like to be very clear concerning this incident.
"What initially may have been perceived as a number of random attacks has, on closer inspection, been found to be one incident involving two groups of males.
"This incident is not being treated as terror-related."
The victim sustained burn injuries on the right side of her face and shoulder when unidentified miscreants hurled acid at her on Saturday night when she was going to take water from a hand pump at her hostel at Aliganj area.
Inspector General of Police Jai Narayan Singh said other hostel inmates rushed to her rescue when they heard her crying.
The inmates tried to trace the culprits but they had disappeared by then. The hostel has six feet high boundary walls.
The 45-year-old woman was admitted at the trauma centre of the King George's Medical University in Lucknow, where a police officer said she was in a serious condition and not in a position to give evidence.
This was the fifth attack on her in the last nine years, police said.
"She is in the trauma centre and not in a position to speak," Additional Director General of Police Abhay Kumar told the media.
"The investigation has started. But the FIR will have to be filed by the family, whom we have informed about the incident," he said.
Hours later, the police were yet to make any arrests. On suspicion, police detained Bhondu Singh and Guddu, the two reportedly accused by the victim, but they were found to be in Rae Bareli at the time of the incident.
The woman was first gang raped in 2008 over some property dispute. In 2012, some people attacked her with a knife.
In 2013, acid was thrown at her again. In December last year, some people threatened to rape her daughter as well.
On March 23 this year, she was forced to drink acid on the Ganga-Gomti Express train when it was plying between Allahabad and Lucknow.
Chief Minister Adityanath had gone to meet her at the hospital then and assured her security. However, the ordeal for the woman continues.
The latest attack on her ignited widespread condemnation, with critics blaming the Adityanath government for what they said was a virtual breakdown of law and order in Uttar Pradesh.
Samajwadi Party leader Naresh Aggarwal said: "We had given the BJP six months time but things have become so bad in three months that it is clear there is no law and order in the state."
Lakshmi Agarwal, founder of the "Stop Acid Attack" campaign and a victim herself of acid attack, said they were all hopeful when Adityanath met the victim the last time.
"We thought something will happen. But despite that the attackers had the audacity to enter the women's hostel and attack her. I hold the government and police responsible for this."
A resident of Rae Bareli, Congress President Sonia Gandhi's Lok Sabha constituency, she works in a cafe run by acid attack survivors in Lucknow and lives in the hostel at Aliganj.
In case of direct recruitment, four per cent of the total number of vacancies, up from the existing three per cent, in groups A, B and C shall be reserved for people with benchmark disabilities, it said.
Benchmark disability means a person with not less than forty per cent of a specified disability.
The Department of Personnel and Training (DoPT) recently wrote to all central government departments to ensure that one per cent of each posts be reserved for people with blindness and low vision; deaf and hard of hearing; locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy.
One per cent posts each shall be also reserved for people suffering from autism, intellectual disability, specific learning disability and mental illness, it said.
Intellectual disability is a condition characterised by significant limitations both in intellectual functioning such as reasoning, learning and problem solving, and in adaptive behaviour that covers a range of everyday skills.
The move to enhance reservation quota for those with learning disability and acid attack victims comes after passage of the Rights of Persons with Disabilities Act, 2016, and the notification of relevant rules in this regard.
As per an earlier order of the DoPT, issued in 2005, three per cent of the total posts were to be reserved for people with disabilities.
Of these one per cent each was for those with blindness or low vision; hearing impairment and locomotor disability or cerebral palsy.
Under the new rules, all government organisations have been asked to appoint 'grievance redressal officers' to look into complaints.
These officers will maintain a register of complaint carrying details such as date of complaint; name of complainant; the name of the establishment or person against whom the complaint has been lodged; the gist of the complaint and the date of disposal by the grievance redressal officer, the order said.
Any person aggrieved with any matter relating to discrimination in employment against any person with disability may file a complaint with the grievance redressal officer of the respective government establishment
- the DoPT order said.
Every complaint shall be inquired into within two months of its registration and outcome thereof or action taken thereon shall be communicated to the complainant or person with benchmark disability, it said.
The provisions have also been made in the new rules to ensure that reservation for people with disabilities is not adjusted against the posts meant for those from Scheduled Caste and Other Backward Classes.
The woman, aged around 40 years, received serious burn injuries on her face and back in the incident on Saturday evening at Malapada village, they said.
The woman was rescued by neighbours who admitted her to the local hospital. Later, she was shifted to the district headquarters hospital here as her condition deteriorated.
The accused, identified as Bhagirathi Mahalik (45), was arrested yesterday and later remanded in judicial custody by a local court which rejected his bail plea, said Prasant Kumar Malla, Sub-Divisional Police Officer of Jajpur.
According to the FIR lodged by the 20-year-old daughter of the victim, her father, Bhagirathi, had been suspecting her mother's integrity and character.
He also used to allegedly tortured his wife physically and mentally, the FIR said.
The incident occurred on Saturday evening when the man picked up a fight with his wife, without any provocation and hurled the acid, the FIR said.
Sovan Malik, a resident of Ramchandrapur village in Singur was cycling to her home after getting down from a train at Biara station when the miscreants who were on motorcycles follwed her threw acid at her and fled on Saturday evening, Superintendent of Police Sunil Chowdhury said.
She is undergoing treatment at Shramajibi Hospital at Belur and doctors said she may lose vision in her right eye.
Malik works at a call centre in Sector V area of Salt Lake, Kolkata and used to travel to Kolkata from her home at Ramchandrapur in Singur.
The woman sustained burn injuries on the right side of her face and the right eye whose vision may be affected, doctors treating her at AIIMS said.
The incident was caught on two CCTV cameras installed in the street, footages of which were scanned by the police to identify the accused. The attackers could not be immediately identified as both of them were wearing helmets. They came on a bike.
According to the police, the incident took place around 9:30 AM in Rajouri Garden market when the woman was on her way on a scooty to Employees State Insurance (ESI) hospital in the same area where she worked.
"She had stopped on the spot to answer a phone call.
Two youth reached the spot on a bike and tried to snatch her bag. When she resisted, the pillion rider threw an acid-like chemical on her and fled with her bag. The victim sustained burns in the incident and was rushed to the same hospital where she worked. From there, she has been referred to AIIMS," said a senior police official.
Nobody came to her rescue even after the attackers fled and her groans of pain fell on deaf ears. It was only after a couple of minutes that a man living nearby came to her rescue, informed police and her family.
She was brought to AIIMS at around 11:30 AM.
"She has chemical burns on the right side of her face and right eye. As for the vision, it can be only said after 48 to 72 hours. She is under the observation of Dr Tushar Aggarwal," said Dr Amit Gupta, spokesperson, AIIMS.
Investigators are also questioning her friends and colleagues to determine whether she had any personal enmity or somebody held a grudge against her.
"The woman is single and was not going to get married anytime soon as reported by a section of the media. She did not have any enmity with anyone and has also rejected any possibility of a spurned lover. We have registered a case and investigating it from all possible angles," said a senior police official.
The woman joined the hospital around two months ago. In Delhi, she lived in Hari Nagar along with her brother. Her father, a Deputy Inspector General, BSF, is currently posted in Madhya Pradesh.
The labourer who sustained critical burn injuries has been admitted to Veer Surendra Sai Institute of Medical Sciences and Research (Vimsar) at Burla and is stated to be critical now.
According to reports, as many as 12 labourers of Hemagiri area in Sundergarh district had gone to Vizianagaram to work in a brick kiln some two and a half months back. The workers alleged that the owner used to thrash them whenever they asked for salary.
Unable to bear the trauma, when they tried to escape, the owner threw acid on one of the workers and chopped another's finger. While seven labourers are still held captive by the owner at the kiln, five including the acid attack victim managed to escape. The labourers reached Hemagiri yesterday and lodged a written complaint at the police station today.
"We were working in a brick kiln in Vizianagaram. The owner got angry and threw acid on my father," said the victim labourer's son who escaped.
"They made us work for around two and a half months and paid us only Rs 20,000. When we asked for the rest amount, the owner refused. He also threw acid on one of our co-workers and cut another's finger," alleged another worker.
The family members of the labourers have also reported the matter to the SP and the Collector of Sundergarh.
Meanwhile, OPCC chief Niranjan Patnaik has expressed his concern over the matter.

The prestigious 'Geeta Chopra Award' has been conferred on Assam's Gunjan Sharma, 13, who displayed exemplary valour in saving her friends from the clutches of an abductor.
The 'Sanjay Chopra Award' has been given to Devesh Kumar, 16, of Uttar Pradesh for displaying outstanding courage while confronting two chain snatchers.
Rumoh Meto, 13, of Arunachal Pradesh, Late Riya Chaudhary, 15, of Uttar Pradesh and Late Monika, 16, of Uttarakhand have been given the 'Bapu Gaidhani Award'.
Meto saved a person from electrocution, Chaudhary sacrificed her life while trying to save her father when some miscreants attacked her family. Monika lost her life while trying to save a child from drowning.
The other recipients are Jitendra Marathe, Hiral Jitubhai Halpati and Late Gaurav Kumar Bharti (Gujarat), Sahanesh R. (Karnataka), Ashwini Bandu Ughade (Maharashtra), L. Brainson Singh and G. Tooldev Sharma (Manipur), Ripa Das (Tripura), Balram Dansena (Chhattisgarh), Rajdeep Das (Jharkhand), Anjith P, Master Aqil Mohammad NK and Midhun PP ( Kerala), Stevenson Lawriniang (Meghalaya), Late Mesak K. Remnalalnghaka (Mizoram), Mhonbeni Equng (Nagaland) and Labhanshu (Uttarakhand).
The selection was made by a committee comprising representatives of various ministries, departments, NGOs as well as office-bearers of the Indian Council for Child Welfare (ICCW).
The children will receive the awards from Prime Minister Narendra Modi Jan 24 at a special function and will participate in the Republic Day parade Jan 26. President Pranab Mukherjee and several other dignitaries will also host receptions in their honour.
The National Bravery Award Scheme was initiated by the ICCW to give due recognition to children who distinguish themselves by performing outstanding deeds of bravery and meritorious service and to inspire other children to emulate their examples.
It was in 1957 that two children - a boy and a girl - were first rewarded for their presence of mind and courage. Since then ICCW decided to confer national awards on children every year.
According to information, one Himansu Barik, his wife Namita Barik and their two-year-old girl Subhashree sustained severe injuries after some unidentified miscreants attacked them with acid while they were sleeping in their house at Patali Panka village under Mahakalpara block.
Critically injured, all three of them were rushed to a private hospital in Cuttack.
The exact reason behind the attack is yet to be ascertained. Police has begun probe into the incident.
The 16-year-old Class 11 student is battling for her life in a hospital.
The police have arrested two suspects in the case, Bhagalpur Senior Superintendent of Police Ashish Bharti said.
The data was presented at a symposium on "Eradication of Acid Violence" organised here on Saturday by the Acid Survivors and Women Welfare Foundation (ASWWF).
ASWWF's Odisha chapter resident representative T N Panda said the organisation has provided support to 10 of the 70 acid attack survivors in Odisha.
Anil Dhir, a volunteer, said of the 10, four have been rehabilitated.
The organisation's CEO and vice-chairman Rahul Verma, quoting National Crime Record Bureau (NCRB) data, said 44 per cent of the acid attack survivors in the country are from north India, while 27 per cent are from the east.
He said the organisation is planning to set up a psycho-social rehabilitation centre to provide care to the survivors.
Bhubaneswar: Odisha has reported 70 cases of acid attack between 2011 and 2019, according to an NGO engaged in helping acid attack survivors. Both government and the civil society need to take these statistics seriously because victims invariably are women, especially young women who are left with permanent scars on their bodies and psyche.
The Supreme Court has described acid attack as an "uncivilised and heartless crime" which does not deserve any clemency. The apex court had made this observation in a case where it had asked two convicts, who had already undergone five-year jail for throwing acid on a 19-year-old girl in 2004, to pay Rs 1.5 lakh each as additional compensation to the victim.
"A crime of this nature does not deserve any kind of clemency. This court cannot be oblivious of the situation that the victim must have suffered emotional distress which cannot be compensated either by sentencing the accused or by grant of any compensation," the bench had said while passing the order.
A worldwide phenomenon acid attack is seen as the most heinous form of gender-based violence against women. The aim of the perpetrator is not to kill the victim but to leave her with permanent physical and mental scars. It affects the whole personality of the victim.
Despite existence of laws and a ban on over the counter sale of acid, this horrific crime has been on the rise in India. Quite a number of victims have been young girls from Odisha which reported the first case of acid attack in 2000 when Poonam Singhal, a student of Women’s College in Bhawanipatna, was splash with corrosive liquid by a jilted lover. The backward Kalahandi district saw another young girl sharing Poonam’s fate last year when she was targeted by a man whose advances she had spurned repeatedly.
In 2015 the country reported 249 such cases of which 61 took place in Uttar Pradesh. Significantly most women being targeted are below 30 years of age, the period of early adulthood when women are maximally exposed to the male dominated society. Physical damage caused by these attacks can be repaired to an extent but there can be no compensation for the psychological damage. It destroys her identity and undermines her confidence.
Acid attack is an unpardonable crime considering its destructive impact on the life of the victims. Though the intervention of social organisations is fast changing our outlook in such matters and there are some exemplary cases of survivors getting married and leading normal lives, we need to fight this menace with all our might.
While laws should become more deterrent restrictions on the sale of acid should be made truly effective. The government needs to monitor the restrictions on a regular basis to ensure that no one oversteps the law and gets away with it.
While the victims should have free access to quality healthcare services it is the collective responsibility of the society to ensure that they lead normal lives. Counselling of survivors is a must and it is equally important to demolish orthodox and obnoxious sociocultural norms which justify violence against women.

Sustaining burn injuries on his face and chest, the youth whose identity hasn’t been disclosed was immediately rushed to SCB Medical College and Hospital (SCBMCH) in Cuttack following the acid attack. He was however discharged from the hospital today after necessary treatment.
The victim from Shikaripur village in Jagatpur area narrated that he and the accused girl were in a relationship in the past and had parted ways long back. Suddenly, the girl called him to meet outside his home last night where, after a minor altercation, the girl allegedly threw acid on him.
Speaking to OTV, the acid attack victim said, “She used to blackmail me to take her out for rides and demanded many other things citing that we had an affair in the past. Last night she called me outside and threw acid on me after a minor altercation.”
The youth has been discharged from SCB after treatment.
Meanwhile, Jagatpur police has arrested the accused girl and her mother.
Briefing the media, Cuttack DCP Akhileswar Singh said, “According to allegations, the youth and the girl had been in a relationship. Later, the youth’s marriage was fixed with another girl following which a dispute occurred between the duo. A probe has been launched into the case and action will be taken on the basis of the probe report.”
The 30-year-old woman suffered 30 per cent burns and is undergoing treatment at a Meerut hospital.
Circle Officer Girja Shanker Tripathi of Shahpur police station, said: "Four men barged into the woman's house on Wednesday night and poured acid on her as she had been refusing to withdraw her complaint of rape against them filed in a court here."
Tripathi said that the four men were absconding but would be arrested soon.
The woman had filed the complaint in the court instead of approaching the police because she had earlier lodged a complaint with the police but no action was taken.
The cops claimed that there was no evidence of rape and the case was closed.

Dhusuri Police on Wednesday arrested a man named Subash Behera on charges of attacking his neighbour with acid around 19 years ago in Raipur area of the district.
As per sources, Subash had thrown acid on the wife of one Bhajagobinda Jena, who happened to be his neighbour, over a family dispute back in 2002.
Acting on a complaint lodged by Jena and his wife, police had raided the house of the accused, but could not arrest him as he was absconding.
Dhusuri Police launched a manhunt to nab Subash after registering a case-number 26/2 but it could not make any substantial headway into the case.
On Wednesday, cops received an intel that Subash has come back to his house and immediately raided the spot to arrest the accused.
After preliminary interrogation, a special team of cops arrested Subash from his house and forwarded him to the court.
As per official sources, severe charges under section 303 and 327 under the IPC have been slapped against the accused in connection with the incident.
A few days ago, the Twin City Police of Cuttack and Bhubaneswar had caught Biban Biswal, the prime accused in the sensational Anjana Mishra gangrape case from Lonavla in Maharashtra. The arrest of the accused, which came after nearly 22 years, is considered to be a milestone success for the police.
The 30-year-old victim refused to have sexual relations with other men after two or three times and her husband then threw acid on her. Sources said that he wanted purification of his wife.
Rajesh Kumar Jha, SHO of Mozahidpur police station, said that the accused husband Sonu Harijan was arrested and an FIR was registered against him on Sunday evening.
"As the case is extremely sensitive, we have immediately registered an FIR and arrested the accused. Further investigation is underway and other accused will be arrested too if they are found to be involved in this case," Jha said.
In a statement to the police, the accused said that he lost the bet some one and a half months ago. As per the commitment, the victim was to be handed over to the winners of the bet for a month but the victim refused to go with them after two or three times.
"We are studying the statement of the victim and have arrested the accused. He has confessed that he lost his wife in a gambling bet and also forced her to have sexual relations with his gambler friends," Jha said.
As the victim had sustained burn injuries, her in- laws held her captive in a house in Mozahidpur to hide the incident. They gave her primary medical treatment.
The incident came to light on Sunday when the woman managed to escape from her in-laws house and reached her father's residence in Lodipur and narrated her ordeal. Her parents immediately took her to Lodipur police station where the police asked the victim to go to Mozahidpur police station.
