Bhubaneswar: Fulfilling the long-standing demands of civic body employees of Odisha, the State Cabinet on Monday approved a proposal of the Housing and Urban Development department to form of an independent special municipal cadre.
Talking to media persons after the Cabinet meeting at the Secretariat here, Chief Secretary GC Pati said, “An independent municipal cadre, which has been demanded for long, will be formed. The draft legislation for the cadre, approved by the Cabinet today, will be tabled in the State Assembly. Once the draft is passed in the House, different cadre employees will be brought under the special cadre which will streamline their promotions and recruitment.”
Explaining in detail, department secretary G. Mathi Vathanan said seven services will be put under the municipal cadre. The services are Odisha Municipal Administrative Service, Odisha Municipal Town Planning Service, Odisha Municipal Community Development, Odisha Municipal Engineering Service, Odisha Municipal Revenue Service and Odisha Municipal Ministerial Service.
Further, he stated, “Depending on the size of the population, the ULBs are grouped into eight categories. Manpower will be allocated to each ULB on the basis of those categories.
He also said as per the Finance department’s concurrence, minimum 11 staff will be earmarked for the NACs having a population of 5000-10,000. Notably, there are four such NACs in the state. Meanwhile, most of the NACs will have 12 staff.
Vathanan said the executive officer of municipalities and corporations will be appointed either through deputation of OAS or IAS officers or officers from the Municipal Administrative Service through promotion.
Selection for recruitment will be done through the OPSC and the SSC, he added.
Existing officers of ULBs will be part of the cadre and have option to migrate to the new cadre.
He, however, said no Group D staff will be put in the municipal cadre as their job will be outsourced. Only Group A, B and C officers will be part of the cadre, he added.
