"The UPA government in Delhi stands fully exposed in the wake of the string of these scandals which tumbled out one after another," Kumar said during a monthly interaction with the NDA workers at his official residence here.
Predicting that some more scams could come out of the closet, Kumar referred to several UPA functionaries having been put behind the bars for their alleged involvement in these irregularities.
Kumar said the state government had "zero-tolerance" towards the issue of graft.
The NDA government decided to appoint "ombudsmen" as an instrument to strictly deal with irregularities and curb the practice with the involvement of representatives of local bodies and panchayats.
The chief minister appealed to the NDA workers to involve themselves in the "gram sabhas" in a more pro-active manner "to uproot corruption totally and effectively."
He noted that the Bihar government enacted Special Court Act 2009 which provides for confiscation of properties illegally amassed by corrupt public employees and set up schools and government offices with the recovered money.
The state government had also decided to introduce the new law - Right to Service Act - with effect from August 15 next, he said.
Deputy Chief Minister S K Modi, state JD(U) chief B N Singh and his BJP counterpart C P Thakur also spoke on the occasion.
