  • Night curfew will continue from 6 pm to 6am across the State while the weekend shutdown will be imposed only in 10 districts under Category B

The Odisha government on Wednesday announced the extension of partial lockdown in the State by 14 days till July 16. While 20 districts with less than 5% positivity rate have been placed under Category A with greater relaxations, the remaining 10 districts are Category B districts.

As per the announcement made by the State Chief Secretary Suresh Mohapatra, the night curfew will continue from 6 pm to 6am across the State while the weekend shutdown will be imposed only in 10 districts under Category B.

Later, State Special Relief Commissioner (SRC) issued a detailed order regarding the graded unlocking to be effective from 5 am of July 1 to 6 am of July 16. 

The order stressed five-fold strategy such as Testing, Tracking, Treatment, Vaccination and Adherence to COVID appropriate behaviour for containing the spread of infection.

For allowing of activities, districts have been categorised as A and B on the basis of COVID case load, positivity rate and other relevant parameters. 

Category — A districts (20 districts): Angul, Baragarh, Bolangir, Boudh, Dhenkanal, Deogarh, Gajapati, Ganjam, Jharsuguda, Kandhamal, Kalahandi, Keonjhar, Koraput, Malkanagiri, Nabarangpur, Nuapada, Rayagada, Sambalpur, Subarnapur and Sundargarh. 

Category - B districts (10 districts): Balasore, Bhadrak, Cuttack, Jagatsingpur, Jajpur, Khordha, Kendrapada, Mayurbhanj, Nayagarh and Puri.

For Category- A districts, all activities are allowed with the following stipulations: 

  • All types of shops including street food venders shall remain open from 6.00 AM to 6.00 PM every day. However, shops in malls, spa and beauty par/ours shall remain closed. 
  • Street food vendors will be allowed to serve take away food only. 
  • Weekend shutdown shall not be imposed.
  • Weekly and daily haats shall remain open with dispersed sitting arrangement and COVID appropriate behavior. 
  • Inter-district and intra-district Public transport by buses will remain functional with seating capacity only. 
  • Two wheeler with pillion rider and four wheelers, auto rickshaws, taxis, including cabs/ auto rickshaws by aggregators like Ola, Uber etc. are allowed with driver plus up to two passengers in the back seat for all purposes during the above time period. 

Stipulations for Category-B districts: 
 

  1. All types of shops including street food vendors shall remain open from 6.00 AM to 2.00 PM on weekdays. However, shops in malls, spa and beauty parlours shall remain closed. After 2.00 PM on weekdays, only the exempted categories of shops shall remain open along with movement of people associated with it. The district authorities may encourage and facilitate home delivery to minimize the movement of individuals outside their homes. 
  2. Street food vendors will be allowed to serve take away food only. 
  3. Weekend shutdown from 2.00 PM of Fridays till 6.00 AM of Mondays every week shall be imposed. 
  4. Weekly and daily haats shall remain closed. 
  5. Inter-district and intra-district Public transport by buses will remain suspended till 6.00 AM of 16th July 2021 (Friday). 
  6. Two wheeler with pillion rider and four wheelers, auto rickshaws, taxis, including cabs/ auto rickshaws by aggregators like Ola, Uber etc. are allowed with driver plus up to two passengers in the back seat for all purposes during the above time period.
  7. Shops and establishments dealing with animal feed & fodder, seeds, fertilizers and pesticides and other agriculture related activities including their transportation, warehousing and related activities shall remain open as per normal time schedule during the graded unlocking period without being restricted by shop opening time period. 

Additional restrictions during Night Curfew across the State/ Weekend Shutdown & from 2.00 PM to 6.00 PM on weekdays in Category- B districts: 

  • All commercial establishments including essential items, food and vegetable shops, excluding all medicine/ pharmaceuticals/ medical devices/optical shops shall remain closed. 
  • However, home delivery of essential goods, food items, including grocery, vegetables, fish, meat, egg and milk are permitted. Further, home delivery of food by restaurants, hotels and aggregators such as Swiggy, Zomato etc. are allowed. 
  • No restrictions shall apply to COVID testing and vaccination centres and movement of persons/ vehicles for COVID testing and vaccination shall be allowed. 
  • All offices/ establishments will remain closed except the Government Offices /essential services/ utility providers like power, telecommunication, water supply, Police, Security etc.
