New Delhi: Expressing surprise over reluctance of state governments in admitting nexus between jail officials and prisoners for drugs supply to inmates, a Parliamentary panel on prison reforms has recommended a vigilance wing to check the menace.

"The committee is surprised to note that no state government is conceding the reported facts about the nexus between officials of the jails and supply and use of drugs inside the jails," the panel said in its report titled `Implementation of central scheme of modernisation of prison administration`.

"Precautionary measures must be put in place against such possible nexus...drug-addict prisoners (should) be segregated on the very first day of the admission to the jail as being done in Tihar jail Delhi...`Prison-Intelligence cum vigilance wing` must be created in each jail as a continuing vigilance mechanism to guard against jail officials-inmates nexus," it said.

Steps may also be taken to prevent drug trafficking by use of sniffer dogs and advanced modern devices, it said. The Committee, headed by BJP MP M Venkaiah Naidu, also recommended, "All state governments be instructed to bring forth suitable revision of the wages to the prisoners in all the jails."
